Choose a replacement cultural resources management (CRM) firm by defining the remaining work with the responsible agency reviewer, then comparing several firms on the named professionals who will do it. Verify discipline-specific education and experience, local and agency requirements, comparable deliverables, availability, communication, schedule, fee assumptions, and references. A directory listing or impressive corporate résumé is only a lead; it is not proof that a proposed team is qualified for your project.

Why replacing a CRM firm requires more than finding another contractor

A CRM firm may conduct archival research, field surveys, architectural history, archaeology, tribal or community consultation, effects analysis, data management, report preparation, curation coordination, or agency correspondence. The correct replacement depends on what remains unfinished, which resources and disciplines are involved, the project’s geography, and the legal or regulatory process that applies.

Changing firms does not automatically transfer the client agency’s legal duties. Pennsylvania State Historic Preservation Office guidance explains that an agency can delegate compliance work to a consultant while remaining legally responsible for completing environmental review. Your replacement plan therefore needs two tracks: select competent consultants and preserve the client’s control of decisions, approvals, records, and commitments.

Rules are not uniform across the United States. A federal nexus, state nexus, undertaking type, reviewing agency, procurement code, and required discipline can all change the qualifications and process. Treat examples from another state as illustrations, not universal requirements.

1. Establish the project state before seeking proposals

Do not ask firms to price an undefined takeover. First assemble a project-status file and identify what can legally and practically be transferred.

Collect the incumbent’s work

  • Executed contract, amendments, scope, fee schedule, and change orders.
  • Draft and final reports, maps, databases, photographs, field notes, laboratory or curation records, and data dictionaries.
  • Agency correspondence, comment letters, meeting notes, consultation correspondence, and the current contact list.
  • Approved scopes, survey boundaries, review milestones, permit conditions, mitigation commitments, and unresolved comments.
  • Deadlines, invoicing status, outstanding deliverables, and any work that has been accepted, rejected, or conditionally accepted.
  • Information about artifact custody, digital repositories, copyright, confidentiality, and access restrictions.

Ask the client’s contract and records owners to confirm what may be released to another firm. A replacement cannot safely rely on an informal handoff if the contract limits data transfer or if records are held by a laboratory, repository, tribal government, or another consultant.

Write a one-page status summary

State the project location, sponsoring entity, federal or state nexus, review process, disciplines already engaged, completed work, open decisions, and the date by which the next submittal is needed. Mark every item as complete, accepted, under review, or missing. This summary becomes the common baseline for every bidder.

2. Confirm the governing requirements with the reviewer

Before issuing a request for proposals, speak with the responsible agency reviewer or program manager. Pennsylvania SHPO advises developing a clear scope in coordination with the appropriate reviewer. That conversation should establish what the reviewer will accept from a replacement team and whether previous work can be reused.

Questions to resolve

  • Which cultural-resource disciplines and levels of effort are required?
  • Which standards, report formats, survey methods, mapping conventions, and data schemas apply?
  • Does the project require consultation with tribes, local governments, property owners, or other consulting parties, and who must lead it?
  • Are there approved-person lists, agency training, examinations, or résumé formats?
  • Will the agency recognize work completed by the incumbent, or must specific tasks be checked or repeated?
  • What review rounds, response deadlines, and acceptance criteria should appear in the contract?

Oregon Department of Transportation illustrates why this check matters: for covered Oregon DOT Section 106 documentation, the program qualifies people rather than firms, requires relevant Secretary of the Interior (SOI) qualifications, and requires the person overseeing the work to complete program training and pass an examination. That condition applies to that program; it does not mean every CRM contract in every state has the same rule.

3. Define a performance-based replacement scope

A useful scope describes the result the client needs, not merely “continue the previous consultant’s work.” Include enough detail that every firm can make the same assumptions.

Scope elements to specify

  • Geography: project footprint, alternatives, access limitations, buffer areas, and mapping coordinate system.
  • Regulatory context: sponsoring agency, federal or state nexus, applicable review process, and known permits or conditions.
  • Disciplines: archaeology, architectural history, historic structures, landscapes, ethnography, tribal consultation support, geospatial work, or other specialties actually needed.
  • Tasks: records research, field survey, testing, evaluation, effects analysis, consultation support, data migration, curation coordination, and report revision.
  • Deliverables: draft and final reports, maps, shapefiles or geodatabases, photo logs, tables, correspondence logs, and disposition or curation documentation.
  • Milestones: kickoff, fieldwork windows, draft submission, agency review periods, response-to-comments, final acceptance, and closeout.
  • Assumptions and constraints: access, weather, seasonal restrictions, landowner permissions, security, tribal protocols, hazardous areas, and available background data.
  • Coordination: who communicates with the agency and consulting parties, who attends meetings, and how decisions are recorded.
  • Acceptance: objective criteria for completeness, formatting, data quality, and response to comments.

Identify work that may require specialist subcontractors and require bidders to name those firms. A scope that omits subcontractor management, review cycles, or data formats often produces a low initial fee followed by avoidable amendments.

4. Verify the people, not just the company

SOI qualification standards address education, training, and experience in specific preservation fields. They do not, by themselves, prove local knowledge, reliable scheduling, clear writing, or successful agency coordination. Evaluate the individuals proposed for each deliverable and require that substitutions receive approval.

Request role-specific evidence

  • Curricula vitae showing education, training, years of relevant experience, and representative projects.
  • The name of the person responsible for each discipline, the report author, the quality-control reviewer, and the project manager.
  • Examples of reports or deliverables completed in the same discipline and under a comparable review process.
  • Evidence of required state or agency training, examinations, registrations, or approved-person status.
  • Availability during field seasons and agency review windows, including backup personnel.

Kentucky Heritage Council guidance asks firms submitting reports for review to keep curricula vitae documenting the qualified professional’s relevant experience. Washington’s guidance for federal-nexus work likewise emphasizes appropriate education and work experience while warning that directory inclusion does not mean the agency has vetted a professional.

Test the proposed staffing plan

Ask whether the named principal will actually supervise the work or merely appear in the proposal. Require a percentage-of-effort or task allocation, an escalation path for technical disagreements, and a written substitution process. A smaller firm with the right specialists and capacity may be a better fit than a larger brand whose senior staff are unavailable.

5. Issue the same request to multiple firms

Pennsylvania SHPO recommends requesting bids from multiple firms for comparison and seeking references on quality and past performance. Use one scope, one question period, and one submission deadline so differences in price and approach are meaningful.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Proposal requirements

  1. Restate the firm’s understanding of the project and the unfinished work.
  2. Provide a task-by-task approach tied to each deliverable and milestone.
  3. Name every proposed professional, role, discipline, location, and subcontractor.
  4. Attach role-specific curricula vitae and describe applicable qualifications.
  5. List comparable projects, including geography, resource type, reviewing agency, process, and outcome.
  6. State current availability, field-season constraints, and time needed to mobilize.
  7. Provide a fee by task, labor category, reimbursable expense, and review round.
  8. List assumptions, exclusions, optional services, and events that would trigger a change order.
  9. Provide references who can discuss report quality, schedule, responsiveness, budget control, and agency coordination.
  10. Explain how the firm will receive, validate, and protect incumbent records and consultation history.

6. Compare proposals with an evidence-based matrix

Score proposals against the same criteria and keep a written record of why a firm was selected. The following axes combine agency-supported fundamentals with practical procurement questions.

Evaluation area Evidence to request What a strong response shows
Named personnel and qualifications Role-specific CVs, discipline assignments, agency training or approvals The people responsible for each deliverable meet the applicable standard and have time to perform it
Relevant experience Comparable projects by geography, resource type, process, and reviewing agency Experience that matches the actual risks rather than generic project counts
Scope and deliverables Task plan, work products, data formats, review and acceptance steps No hidden gaps between the incumbent’s unfinished work and the proposed price
Subcontractor plan Named specialists, responsibilities, quality control, continuity arrangements The prime firm remains accountable and can replace an unavailable specialist without losing control
Schedule and availability Milestone calendar, staffing commitments, dependencies, escalation contacts A credible path through fieldwork, agency review, revisions, and closeout
Fee and assumptions Task-level hours or units, rates, expenses, exclusions, change-order triggers A price that can be compared without guessing what is included
References and communication Recent clients and permission to contact them Independent confirmation of quality, responsiveness, and follow-through

Do not allow a low total fee to conceal omitted review rounds, data conversion, travel, curation, tribal coordination, or response-to-comment work. Conversely, do not pay for a broad scope that the reviewer has said is unnecessary.

7. Treat directories as lead lists, not endorsements

Consultant directories can help identify firms serving a region or discipline, but they are not a qualification decision. Missouri Department of Natural Resources states that its directory does not recommend listed firms and disclaims responsibility for the accuracy of entries or qualifications. Washington DAHP similarly warns that inclusion does not demonstrate that the agency has vetted a professional.

Use a directory to build a candidate list, then independently verify the proposed staff, credentials, project examples, availability, references, and agency fit. A directory entry cannot substitute for the curricula vitae and evidence required in your procurement.

8. Ask focused interview questions

Interview only the people who will do or supervise the work. Use the same questions for every finalist and record answers against the evaluation matrix.

  • Which named person owns each discipline and deliverable, and who reviews that person’s work?
  • What education, training, and experience demonstrate suitability for this exact scope?
  • Which agency-specific qualification, training, examination, or approved-person requirements apply?
  • Which comparable projects involved the same geography, resource types, reviewing agency, and compliance process?
  • What work will subcontractors perform, and how will you control quality, data, and continuity?
  • What assumptions, exclusions, review rounds, dependencies, and fee triggers are in your proposal?
  • What do you need from the incumbent and client to avoid duplicating work or losing consultation history?
  • Who communicates with the agency and consulting parties, and which decisions remain with the client?

Ask references whether the firm delivered an acceptable report, met agreed milestones, answered agency comments, controlled changes, and kept the client informed when conditions changed. Marketing language is not a reference.

9. Contract for continuity and accountability

The replacement agreement should make the handoff an explicit deliverable. Define a transition meeting, document transfer, data validation, and a written list of open issues. Include the following responsibilities:

  • Named owner for each report, map, database, consultation action, and agency response.
  • Single point of contact and backup contact for the client and reviewing agency.
  • Method for logging comments, assigning responses, obtaining client decisions, and tracking due dates.
  • Rules for using, correcting, citing, and returning incumbent records.
  • Ownership, custody, confidentiality, and retention of digital and physical materials.
  • Required notice and approval for personnel substitutions or subcontractor changes.
  • Fee basis, reimbursable expenses, assumptions, exclusions, and written change authorization.
  • Milestones tied to review windows, acceptance criteria, and payment.
  • Closeout package containing final files, correspondence history, commitments, and unresolved items.

Keep the client’s legal and approval role visible in the contract. The consultant can prepare analyses, coordinate meetings, and draft responses; the responsible agency or project owner may still have to make findings, approve submissions, complete environmental review, or accept commitments.

Assuming SOI qualification solves every question

Risk: the team meets a baseline education standard but lacks local experience, agency familiarity, or capacity. Fix: verify the applicable standard, then check comparable work and references separately.

Using a generic scope

Risk: bidders price different tasks, making totals meaningless. Fix: define boundaries, deliverables, review rounds, data formats, assumptions, and acceptance criteria with the reviewer.

Starting procurement before checking agency rules

Risk: the selected person lacks required training, examination, or approval. Fix: obtain written clarification from the responsible reviewer before award.

Losing consultation history during the switch

Risk: the new firm repeats outreach, misses commitments, or gives inconsistent information. Fix: transfer correspondence, meeting records, commitments, agency comments, deadlines, and open decisions as a tracked handoff.

Accepting a low fee without testing assumptions

Risk: omitted field visits, specialist work, review responses, or data conversion become change orders. Fix: require task-level pricing and a written change-control process.

11. A practical selection checklist

  • Project location, nexus, process, disciplines, and reviewer are identified.
  • Incumbent contract, deliverables, records, comments, commitments, and deadlines are inventoried.
  • Transfer rights, custody, confidentiality, and data access are confirmed.
  • Reviewer has confirmed standards, qualifications, training, formats, and acceptance steps.
  • Comparable scope and submission instructions were sent to multiple firms.
  • Named personnel supplied discipline-specific CVs and evidence of required qualifications.
  • Comparable projects and references were checked for quality, schedule, responsiveness, and budget control.
  • Availability, subcontractors, communication, escalation, assumptions, exclusions, and change triggers are documented.
  • Contract assigns every deliverable and preserves the client’s approval and legal responsibilities.
  • Transition meeting, records transfer, open-issue log, and closeout package are required.

The best replacement is the team that can demonstrate fit for the actual scope, satisfy the governing agency’s requirements, take custody of the project history without losing context, and communicate clearly about what remains the client’s decision. That evidence comes from a comparable request, named staff, verified qualifications, references, and a contract built around continuity—not from a directory badge or a firm name alone.
