Choose the stall whose food-handling practices you can observe: clean, covered equipment; protected food; separate raw and cooked ingredients; access to handwashing; and thorough cooking with appropriate hot or cold holding. These are useful signs, not a guarantee. Compare vendors by handling—not by a long queue or a tidy storefront—and check local inspection information when it is available.
What makes a street food vendor a more reliable choice?
A practical choice starts with what happens between preparation and serving. Look for a vendor who keeps utensils and equipment clean and covered, protects food from dust and unnecessary contact, keeps raw ingredients apart from cooked or ready-to-eat food, and cooks orders thoroughly. If workers have access to soap and clean water for handwashing, that is another positive sign.
No single visual cue can establish that food is safe. A customer cannot see every step in storage, sourcing, preparation, or transport, and an incident may not be visible at the stall. Treat observable practices as evidence to weigh—not as a certification. If several important practices are hard to verify or visibly poor, choose another vendor.
How should you compare two stalls?
Use the same questions at each stall rather than relying on reputation, popularity, or appearance. A simple side-by-side check can help you notice meaningful differences without pretending to calculate a safety score.

| What to check | More reassuring sign | Reason to pause |
|---|---|---|
| Equipment and utensils | Utensils and food-contact equipment look clean and are covered or protected when not in use. | Equipment appears dirty, or utensils are left exposed where they can be touched or contaminated. |
| Food protection | Displayed food is shielded from dust and unnecessary customer contact. | Food is uncovered and exposed to dust or frequent handling. |
| Raw and ready-to-eat food | Raw ingredients are kept apart from cooked food and items that will be eaten without further cooking. | The same surfaces or utensils appear to move between raw ingredients and ready-to-eat food without cleaning. |
| Water and handwashing | Workers can wash with soap and clean water. | No practical access to clean water or handwashing is apparent. |
| Cooking and holding | Food is cooked thoroughly; hot dishes are served hot and cold dishes are kept cold. | Food that should be hot is lukewarm, or food that should be cold is not cold. |
| Inspection information | Where the local authority publishes inspection information, the stall’s record or posted notice can be checked. | There is no posted score or public record to consult. This alone does not establish unsafe handling; not every locality publishes comparable information. |
A queue, a familiar name, or a neat-looking counter does not show how food is stored, cooked, or handled. The guidance cited here does not establish popularity or storefront tidiness as dependable substitutes for observing those practices.
What to look for in food handling
Clean, covered tools and protected food
WHO and FAO guidance for street-food vendors calls for clean, covered vending equipment and utensils. Check whether food and tools are protected when they are not actively being used. Displayed food should be shielded from dust and from unnecessary reach or contact by customers. Covering alone is not enough if the equipment is visibly unclean, so consider cleanliness and protection together.

Separation between raw and cooked foods
Look for a clear separation between raw ingredients and cooked or ready-to-eat food. Raw food can transfer contamination to food that will not receive another cooking step. Separate containers, preparation areas, and utensils can make this boundary easier to maintain. If you see one utensil or surface used across raw and cooked foods without being cleaned, that is a reason to pause and select a different stall or dish.
Handwashing and clean water
WHO and FAO call for handwashing with soap and clean water, as well as potable water for food preparation. You may not be able to see every handwashing opportunity, but an available, usable washing setup is more reassuring than no visible access to clean water. Keep this observation in perspective: seeing a sink does not prove that hands were washed at the right time, and not seeing a wash does not tell you everything about what happens outside your view.

How to judge cooking and food temperatures
WHO and FAO’s 2022 street-vendor leaflet gives operational temperature guidance: keep prepared foods hot above 60°C and cold below 5°C; cook food thoroughly to at least 70°C; and reheat food to 70°C for two minutes. FoodSafety.gov describes the food-safety danger zone as 40°F to 140°F. These figures come from different guidance and should not be treated as a replacement for applicable local rules or product-specific advice.
Most diners will not have a thermometer or be able to measure holding temperatures at a stall. Use visible cues as a practical screen, not as a measurement: hot food should be hot when served, and cold food should be cold. FoodSafety.gov advises sending undercooked meat, poultry, seafood, or eggs back to be cooked until safe. If a vendor will not cook an underdone item further, do not eat it; choose another dish or stall.

When you cannot assess temperature directly
- Prefer food prepared to order and cooked thoroughly, while still checking how raw ingredients and utensils are handled.
- Notice whether foods meant to be served hot are actually hot and foods meant to be served cold are actually cold.
- Do not infer that a food is safe just because it looks cooked, has been on display, or is being bought by other customers.
- If a dish seems undercooked, ask for it to be cooked further or decline it. This is especially relevant for meat, poultry, seafood, and eggs.
Should you check an inspection score?
Yes, if your local health department makes inspection information available. FoodSafety.gov advises checking scores through the health department or posted information. The method, detail, and availability of records vary by location, so a universal rating system cannot be assumed. Look to the municipal or regional health authority for local inspection history and legal requirements; the absence of a posted score is not itself proof of a problem.

What can you do for your own hygiene?
Wash your hands before eating. FoodSafety.gov names alcohol-based gel or wipes as alternatives when soap and clean, running water are unavailable. A travel-size sanitizer can be a useful fallback for your own hands, but it does not assess or correct a vendor’s handling, and it does not make food from a stall safe. Handwashing remains the preferred step when you have access to soap and clean water.
What visual checks cannot tell you
Even careful observation cannot reveal every upstream hazard, contamination event, or practice that takes place outside a customer’s view. A clean-looking stall may not expose how ingredients were transported or stored before arriving; conversely, you may not see a worker wash hands when you happen to pass. That uncertainty is why a cluster of good practices is more useful than one attractive feature, while still falling short of a guarantee.
WHO’s feature on Viet Nam discusses consumer education, inspections, clean water, produce origin, and waste collection in that country’s context. It also quotes Dr. Nguyen Thanh Phong, then Director-General of the Viet Nam Food Administration: “Consumers are educated through various communications channels to recognize clean and safe street food stalls.” The example is specific to Viet Nam; its programs or conditions should not be assumed to apply elsewhere.
Quick Recap
A quick decision before you order
- Compare the handling you can actually see: clean and protected tools, protected food, and separation between raw and cooked items.
- Check whether workers can wash with soap and clean water, and whether the food is cooked thoroughly and served at an appropriate temperature.
- Look up local inspection information if the relevant health department publishes it; do not assume every place offers a comparable score.
- At the point of eating, wash your own hands when possible. If food arrives undercooked or not at the expected hot or cold temperature, ask for a correction or choose not to eat it.
- If several basic practices look poor—or you cannot get a dish cooked as needed—move on to another option.
