Choose a provider whose written scope fits your systems, likely incident scenarios, evidence needs, stakeholder roles and recovery priorities. Then verify who will respond, how quickly the provider commits to act, what access it needs, what it will deliver, how it will coordinate with your teams and what the engagement will cost. CISA and NIST offer useful planning and supplier due-diligence guidance, but neither source ranks commercial firms or establishes a universal certification threshold for ransomware responders.
Start with your organization’s risks and recovery priorities
Before comparing firms, identify the systems and services a response must protect or restore. A provider cannot give a meaningful scope or recovery plan without understanding what your organization depends on.
Map your likely incident scope
- List core platforms, cloud and on-premises environments, identity systems, sensitive data and operational technology, if present.
- Note dependencies such as shared identity, networks, cloud services, specialist software, hardware and third-party providers.
- Identify which systems may need to be isolated quickly and which services should be restored first.
- Include the incident scenarios that matter to your organization, not just file encryption. A ransomware event can be evidence of an earlier, unresolved compromise.
CISA’s #StopRansomware Guide, revised October 19, 2023, recommends maintaining a critical asset list and prioritizing recovery according to health and safety, revenue, critical services and system dependencies.

- Initial triage and containment
- Threat investigation and forensic evidence collection
- Eradication and recovery planning
- Restoration support and validation
- Post-incident findings and lessons learned
Use the same scope description for each bidder so you can compare like with like. A firm that investigates an intrusion is not necessarily the firm that rebuilds systems or restores business services.
Assess the provider as a supplier
Incident responders may need access to sensitive systems, data and evidence during a crisis. Evaluate the firm’s own security and ability to deliver—not only its technical promises. NIST Special Publication 1326, published in July 2026, provides a general framework for ICT supplier due diligence. Its areas include provenance, resilience, foundational cybersecurity practices, supply-chain tiers and foreign ownership, control or influence. It is not a ransomware-provider certification or an approval list.
Request evidence relevant to your engagement
- Ask for the actual roles proposed for your incident and what each role is responsible for.
- Request a description of investigation methods, evidence procedures and how provider access will be controlled.
- Ask where services are delivered from, which relevant subcontractors or supplier tiers may be involved, and how data is handled.
- Discuss resilience and surge capacity: who provides coverage if the initial responders are unavailable or the incident exceeds the expected scope?
- Consider whether ownership, control or location factors create material concerns for your organization.
Evaluate the answers and supporting evidence against your own requirements. A logo list alone does not explain who will work on your case, how access will be managed or what happens if the provider’s capacity is strained.

Test the investigation and evidence-handling approach
Ask the provider to explain how it will establish the incident’s scope, contain affected systems and preserve evidence needed for investigation. CISA advises isolating impacted systems, examining logs and security tools for additional evidence, and preserving system images, memory captures and volatile evidence when appropriate.
Ask how the provider will look beyond the visible encryption
Have the team explain how it will investigate earlier access, credential misuse, lateral movement and precursor malware. The goal is to determine whether the apparent ransomware event is part of a broader compromise, rather than treating the encryption itself as the whole incident.
Clarify evidence collection and documentation
Ask what the provider needs your staff to preserve before responders arrive, how collected material will be recorded, and how evidence will be protected, transferred and returned or deleted. CISA’s response checklist says: “Preserve evidence that is highly volatile in nature—or limited in retention—to prevent loss or tampering (e.g., system memory, Windows Security logs, data in firewall log buffers).”

Confirm coordination and decision authority
Response work often crosses organizational boundaries. Establish how the provider will coordinate with internal IT and security teams, managed service providers, leadership, legal counsel, communications staff, cyber insurers and regulators or law enforcement where appropriate. CISA recommends involving relevant internal and external stakeholders and describes reporting or requesting assistance from CISA, the FBI, the FBI Internet Crime Complaint Center or the U.S. Secret Service as appropriate.
Agree who can authorize consequential actions
Before signing, document who can approve system isolation, credential changes, forensic collection, restoration and external communications. Decide how leadership will receive status updates and how the provider will handle disagreements or urgent decisions. The cited guidance supports coordinated planning; it does not define one universal legal or insurance workflow. Confirm insurer and legal requirements with your organization’s own advisors.
Keep agency guidance separate from vendor endorsement
CISA guidance can help you plan and respond, but references to commercial products or services do not mean the agency endorses a specific firm. Treat agency guidance as a source for response practices, not proof that a provider is approved.

Evaluate recovery capability separately from investigation
Ask how the provider will identify clean restoration points, sequence recovery by critical business service, validate restored systems and reduce the risk of reinfection. CISA recommends maintaining offline, encrypted backups, regularly testing restoration, and restoring according to critical-service priorities. Its guidance also cautions that recovery networks should contain only clean systems.
Check the organization’s recovery prerequisites
A provider’s capabilities cannot replace your own recovery preparations. Review whether you have:
- Backups whose integrity and restoration process have been tested
- Documented system dependencies and recovery priorities
- Credentials and licenses needed to rebuild systems
- Suitable hardware and software, including maintained golden images where appropriate
- A clean recovery environment and procedures for validating restored systems
CISA recommends considering the hardware and software needed to rebuild, as well as maintaining golden images. Ask the provider what must be ready before restoration can begin, and identify any gaps that remain your responsibility.

Compare written commitments, not promises
The official guidance cited here does not establish commercial provider rankings, a universal response-time SLA, required certification, standard fee or model contract. Ask every bidder to answer the same questions in writing, then compare the commitments against your organization’s needs.
| Area | What to compare |
|---|---|
| Scope fit | Platforms, locations, incident types and response phases covered; explicit exclusions; work performed directly versus coordinated with others. |
| Investigation and evidence | Incident-scoping methods, log and endpoint or network evidence review, volatile evidence handling and documentation. |
| Recovery coordination | How the provider will work with your backups, clean environments, critical asset priorities and existing suppliers. |
| People and availability | Proposed roles, escalation path, activation coverage, named-role commitments and surge staffing arrangements. |
| Supplier risk | Relevant security practices, data handling, resilience, supply-chain relationships and ownership or control considerations. |
| Commercial terms | Activation process, response-time commitment and start trigger, access requirements, deliverables, fees, exclusions and change-of-scope terms. |
| Coordination fit | How the provider will work with internal stakeholders, insurers, legal counsel, government agencies and other suppliers when requested. |
In particular, get written answers to these points:
- How do you activate the engagement, who answers, and what coverage applies outside business hours?
- What response time do you commit to, and what event starts the clock?
- Which environments and incident types are included or excluded?
- Who will be assigned, how do escalation and surge staffing work, and are specific roles committed?
- What access, software, agents, customer actions and third-party cooperation are required?
- How will evidence be collected, stored, protected, transferred, returned or deleted?
- What work products will we receive, such as status updates, findings, recovery recommendations or a post-incident report?
- How are hours, retainers, emergency rates, travel, expenses and scope changes billed?
- How will you coordinate with our insurer, legal counsel, law enforcement, CISA and existing IT providers if requested?
These are practical procurement questions, not contract clauses mandated by CISA or NIST.
Use these questions in a selection meeting
- Which response phases will you perform directly, and which require another provider?
- What evidence should we preserve before your team arrives, and how will you document its handling?
- How will you determine whether the visible ransomware event is part of a broader or earlier compromise?
- How will you prioritize restoration when critical services depend on shared identity, network or cloud systems?
- What must be true of our backups and recovery environment before restoration begins?
- Who can authorize containment actions, and how will you keep business leadership informed?
- What does your written activation commitment cover, and what costs or work are outside scope?
- What information can you provide about your resilience, security practices, data handling and relevant subcontractors?
Use the answers to identify gaps and unresolved assumptions, not just to score presentation quality. The questions translate CISA response guidance and NIST supplier due diligence into a buyer’s evaluation process; they are not a government-issued questionnaire.
Know when government assistance may be appropriate
CISA’s guide describes technical guidance, remote assistance to assess compromise and containment, analysis of submitted phishing emails, storage media, logs or malware, and coordination across federal response functions. The guide also recommends reporting or requesting assistance from relevant agencies. Check eligibility, availability and service details with the agency at the time of an incident. Government assistance should not be treated as a commercial provider endorsement or a guaranteed full-service restoration service.
Account for sector-specific obligations
Organizations subject to the HIPAA Security Rule should also consult HHS’s Ransomware and HIPAA fact sheet for the healthcare-specific context around contingency planning, recovery, incident scope and possible breach obligations. Its regulatory context applies to HIPAA-regulated organizations; it should not be generalized to every organization.
