Choose the smallest model and simplest deployment that meet your required quality, latency, throughput, privacy and reliability targets—and compare them on energy per successful result, not on tokens or a model name alone. There is no universally most energy-efficient AI model or provider. Efficiency depends on the task, model configuration, hardware, serving system, location and electricity accounting. A disciplined, like-for-like measurement is the only dependable way to choose.
What “energy-efficient AI” actually means
Energy efficiency is the amount of electricity used to produce useful work. For an AI system, “useful work” might be one correctly classified image, one support answer that passes a quality review, one completed extraction job or one successful agent task. A model that uses fewer joules per generated token is not necessarily more efficient if it produces more errors, needs retries or requires a larger prompt and longer output.
Keep three questions separate:
- Energy: How much electricity did the workload consume?
- Performance: Did it meet the required accuracy or task-success rate, latency and throughput?
- Emissions: What greenhouse-gas impact is associated with that energy, the electricity mix and possibly the hardware used?
The AI Energy Score project describes its ratings as controlled, relative comparisons for a specified task, model class where applicable, leaderboard and hardware. Its FAQ recommends considering energy together with throughput, accuracy and latency. A leaderboard position is therefore not a universal ranking of every model or provider.

Start with a functional unit, not a token count
Before testing models, write down the smallest unit of work that has business meaning. Examples include:

- Economical &Reusable: Built durable materials with a long-lasting battery, our CAGIWIRU air duster it's a sustainable alternative to disposable air cans.
- One classification that is correct against a labeled test set.
- One document whose required fields are extracted with at least 98% field accuracy.
- One support response that passes a defined factuality and policy review.
- One agent task completed without human intervention or a retry.
Keep the input distribution, output limits, quality threshold, model settings and measurement period identical for every candidate. For agent systems, tokens per successful completion can be a useful workload measure, but it is a method for adapting a benchmark to your case, not a universal denominator.
Record the constraints that can disqualify an otherwise efficient option:
- Maximum acceptable response time, including tail latency such as p95.
- Required requests or jobs per minute and peak capacity.
- Minimum accuracy, task-success or human-review pass rate.
- Data-residency, privacy, security and offline-operation requirements.
- Reliability, availability and recovery expectations.
- Whether the model must run on your hardware or may be hosted remotely.
A step-by-step method for choosing a lower-energy option
- Define the job and acceptance test. Create a representative, versioned test set and state the minimum quality that counts as success. Include realistic prompt lengths, documents, tool calls and output lengths.
- List viable candidates. Include a smaller general model, a specialized model and any larger model currently used. Keep the candidate list to systems that satisfy privacy, geography and integration requirements.
- Fix the comparison configuration. Document model version, context window, prompt template, sampling settings, maximum output, precision or quantization, batch size, hardware, serving software and concurrency. Do not compare a heavily optimized deployment with an unoptimized one and call the difference a model effect.
- Choose the functional unit. Use successful classifications, accepted answers or completed workflows rather than raw requests. Report the quality threshold alongside the energy result.
- Measure or obtain energy data. Prefer directly measured energy for the complete workload. If a provider supplies an estimate, capture its assumptions, system boundary and denominator. Note whether it covers accelerator energy only or also hosts, networking, storage and cooling.
- Measure quality, latency and throughput at the same time. The efficient candidate must still meet your acceptance test. Capture median and tail latency, sustained throughput, error rate and retry rate.
- Test deployment alternatives. Repeat the workload with different hardware, batching, caching, quantization, region or hosting arrangements where practical. A smaller or specialized model may eliminate work; a different serving configuration may reduce idle capacity.
- Separate emissions from energy. If you compare carbon, record the electricity-intensity method, geography and whether embodied hardware emissions are included. A renewable-energy claim does not prove that the model consumed less electricity.
- Choose the lowest-energy system that passes every constraint. If two candidates are close, favor the one with better measurement quality, operational stability and a clear way to monitor changes.
- Keep a dated record and retest. Re-run the comparison when the model version, provider configuration, workload mix, hardware or region changes.
How model and deployment choices affect energy
Use the smallest model that passes the quality bar
Parameter count is only a rough proxy. A smaller model can be less efficient if it needs longer prompts, produces more verbose answers, retries more often or requires a separate verifier. Measure energy per accepted result, then compare the total work needed to reach the quality target.
Consider specialized or sparse models
Specialized systems can avoid computation that a broad general-purpose model performs unnecessarily. Google Cloud guidance says sparse models can improve quality while reducing computation by 3–10 times compared with dense models. The page does not establish a publication year for that figure, and it is generalized vendor guidance—not a forecast for your workload. Validate it with your own acceptance test.
Match hardware to the workload
Google Cloud also states that specialized processors can improve performance and energy efficiency by 2–5 times compared with general-purpose processors. This is not a guarantee for an individual model. The relevant comparison includes utilization, memory movement, batching, precision and the time the machine spends waiting or idle.

Optimize serving rather than only swapping models
Batching compatible requests, caching repeated results, limiting unnecessary output, using appropriate quantization and avoiding redundant agent calls can reduce work without changing the model. Test each change against quality and latency; aggressive limits can increase retries or human review and erase the saving.
Compare hosted and on-premises arrangements carefully
Google Cloud guidance says cloud deployment can use 1.4 to 2 times less energy and cause lower emissions than on-premises deployment. The page does not state a publication year, and the result depends on the infrastructure, utilization and workload being compared. An underused dedicated server can perform worse than a well-utilized shared service, while a latency- or residency-sensitive workload may require local hardware.

Choose location for emissions, not as a substitute for efficiency
Google Cloud says selecting locations with cleaner energy can reduce gross carbon footprint by 5–10 times. This concerns gross carbon footprint, not a corresponding reduction in electricity consumed by the model. Keep the energy result and the carbon result in separate columns in your scorecard.
What to request from a provider
Ask for a written, workload-specific answer rather than a marketing claim:
- Is the energy figure measured or estimated? What instruments, telemetry and assumptions were used?
- Does it cover inference only, or also host CPUs, memory, networking, storage, cooling and other serving infrastructure?
- Which model version, hardware, precision or quantization, context length, input/output distribution and service tier were tested?
- What unit is reported, and what useful-work denominator does it use?
- What region and electricity-carbon-intensity method apply to an emissions figure?
- Are embodied hardware emissions included, amortized or excluded?
- Was the result independently benchmarked? Is the methodology reproducible?
- What were the corresponding task-success rate, accuracy, latency, throughput and retry rate?
- When was the result measured, and how will configuration changes be communicated?
If the provider cannot answer these questions, treat its number as directional rather than comparable. Record the uncertainty instead of placing it beside a fully measured result as if the two had equal evidence.

Energy and carbon are related but not interchangeable
The Green Software Foundation’s SCI for AI implementation expresses impact per useful work as (E × I + M) / R:
Eis energy consumed.Iis location-based electricity carbon intensity.Mis amortized embodied emissions from hardware.Ris the useful-work result.
Measured energy is preferred when available; fallback per-model estimates should be labeled as estimates. The formula is a measurement-method example, not proof that two published provider figures are comparable. Check their system boundaries, geography, time period and useful-work denominator first.
NIST’s AI Risk Management Framework Playbook Measure guidance recommends documenting environmental impact and setting indicators for energy, water, efficiency and emissions while considering performance–sustainability trade-offs. Use those indicators in operations rather than treating a one-time estimate as a permanent property of a model.
How credible are current benchmarks and disclosures?
AI Energy Score
The project reports controlled inference comparisons on specified tasks and hardware. Its FAQ says the benchmarks use NVIDIA H100 GPUs and focus on GPU energy. Interpret any rating only within the relevant task, class and leaderboard version, and check the current project documentation before quoting it.
European Union disclosure requirements
EU guidance says providers of general-purpose AI models must document known or estimated energy consumption. If the value is unknown, estimates may be based on computational resources. The same guidance says a European Commission delegated act is empowered to detail methodologies for comparable and verifiable measurement, with interim guidance through the model-documentation form and the General-Purpose AI Code of Practice. Check the current legal and implementation status before making a compliance claim; disclosure does not automatically make figures comparable.

ITU-T work on token accounting
ITU-T work item L.EE_Token is listed for 2025–2028 with status “Under study.” It aims to define token-based accounting and energy or carbon indicators across models, hardware and deployment configurations. It is work in progress, not an approved completed recommendation.
Build a comparison scorecard
Use one row per candidate and retain the evidence behind every cell.
| Field | What to record | Why it matters |
|---|---|---|
| Model and version | Exact identifier and measurement date | Results can change after an update |
| Functional unit | For example, one accepted answer or completed task | Connects energy to useful work |
| Energy result | Measured or estimated value and unit | Shows evidence strength |
| System boundary | GPU only, full server, facility or provider-defined scope | Prevents false like-for-like comparisons |
| Quality | Accuracy, task success or review pass rate | Stops low-quality output appearing efficient |
| Latency | Median and tail values under stated load | Captures user-facing performance |
| Throughput | Successful jobs or requests per time period | Reveals capacity and utilization effects |
| Emissions method | Region, carbon-intensity source and embodied treatment | Separates carbon assumptions from energy |
| Operational constraints | Privacy, residency, reliability and deployment limits | Removes options that cannot be used |
Do not collapse these fields into a single unexplained score. If you need a decision rule, first exclude candidates that miss quality, latency, throughput or compliance requirements, then select the lowest measured energy per successful result among the survivors.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Example: comparing three support-answer systems
Suppose a support team requires a 95% review-pass rate, p95 latency below two seconds and 200 accepted answers per minute. Test a small general model, a specialized support model and a larger general model using the same anonymized ticket set and prompt template.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Define an accepted answer and have reviewers score every candidate against the same rubric.
- Run each system long enough to include warm-up, normal concurrency and peak concurrency.
- Measure accelerator and host energy if self-hosted; request the provider’s scope and methodology for hosted systems.
- Count retries, escalations and rejected answers. Convert total energy into energy per accepted answer, not energy per request.
- Remove any system that fails the quality, latency, throughput or privacy requirement.
- Compare the remaining energy results and document the date, configuration and uncertainty.
A model that wins on energy per token but requires more retries may lose on energy per accepted answer. Conversely, a larger model may be justified if it prevents expensive downstream work; the benchmark should expose that trade-off rather than assume model size decides it.

Common mistakes and how to avoid them
Treating a leaderboard as a universal winner
Ratings are relative to their task, hardware and scope. Use them to identify candidates, then reproduce a test on your workload.
Comparing provider numbers with different boundaries
GPU-only energy cannot be fairly compared with a full-facility estimate. Put the boundary beside every number and do not merge incompatible figures.
Using tokens as the only denominator
Token counts ignore quality, retries, tool calls and useful outcomes. Use a functional unit that reflects successful work.
Confusing renewable electricity with lower energy use
Cleaner electricity can reduce emissions while leaving model electricity consumption unchanged. Report both measures.
Assuming estimates are measurements
Label modeled values, assumptions and fallback methods. A precise-looking estimate is not equivalent to instrumented telemetry.
Ignoring idle capacity and utilization
Hardware that is efficient at high utilization may waste more energy when lightly loaded. Measure the operating pattern you actually expect.
Failing to retest after changes
Model updates, prompt changes, quantization, traffic mix, hardware, region and service configuration can all change the result. Keep a dated baseline and trigger a new test whenever one changes.
