Choose a Japanese data center by matching the facility to your workload’s latency, power, resilience, connectivity, capacity, and operating requirements—not by selecting a city name first. Measure the actual network paths your users and systems will use, obtain written confirmation of deliverable power and dates, and assess the primary and recovery sites together.

Tokyo and Osaka remain the country’s dominant data-center markets: about 90% of Japan’s data-center floor area was in those two regions in 2023, according to the Agency for Natural Resources and Energy’s 2025 Energy White Paper. That statistic describes national concentration, not the available capacity, price, latency, or resilience of any particular facility. A regional site can be the better choice for power availability, expansion, or disaster separation, while a Tokyo or Osaka site may be preferable when proximity to users, partners, and network exchanges dominates.

The decision in one view

Use this order of priorities when evaluating facilities:

  1. Workload fit: classify each application by latency sensitivity, data-placement requirements, availability target, compute density, and growth.
  2. Measured connectivity: test end-to-end routes to users, cloud regions, partners, and recovery systems from the proposed facility, not merely from the provider’s regional office.
  3. Deliverable power: verify committed capacity, rack-density limits, energization dates, redundancy, expansion headroom, and any utility work required.
  4. Resilience: examine hazards, building and utility protections, backup systems, operating procedures, and geographic separation from the recovery site.
  5. Operational and commercial fit: confirm carriers, cloud on-ramps, support, maintenance rules, security, contract terms, and exit rights.
Situation Likely starting point What must still be proved
Interactive service for users concentrated around Kanto Tokyo-region facilities Measured user latency, route diversity, power delivery, and a recovery location outside the same risk area
Interactive service for Kansai users or partners Osaka-region facilities Measured Kansai and national routes, available rack power, and independent recovery capability
Batch analytics, backup, archival, or compute with flexible timing Tokyo, Osaka, or a regional site Transfer windows, storage and egress cost, power availability, and restore performance
High-density AI or scientific computing Any region with confirmed high-density power and cooling Written rack limits, cooling design, expansion schedule, and utility dependencies
Two-site continuity architecture Separate regions or hazard zones Independence of power, network paths, staff access, suppliers, and recovery procedures

This is a decision framework, not a ranking of Japanese facilities. Facility-level evidence should decide the final selection.

Why the city label is not enough

Japan’s energy policy treats data-center location as a balance among distance to demand, electricity infrastructure, and communications networks. The 2025 Energy White Paper also discusses coordinated development of power and communications infrastructure. Consequently, “Tokyo,” “Osaka,” or a prefecture name does not tell you the latency, available megawatts, route diversity, or disaster exposure of the specific building.

The same white paper reports that roughly 90% of national data-center floor area was concentrated in the Tokyo and Osaka regions in 2023. Treat this as a market-concentration indicator only. It does not establish that every facility in those regions has spare capacity, an acceptable power-delivery date, or the right connectivity for your application.

Government policy is also encouraging regional distribution for resilience and infrastructure reasons. A remote location may work well for asynchronous replication or batch processing but fail an application that requires a short, predictable round trip to users or trading, control, or collaboration systems. The correct question is whether the workload can tolerate the distance and route characteristics, not whether a region is fashionable or inexpensive.

Classify workloads before shortlisting sites

Latency-sensitive applications

Examples include interactive APIs, real-time collaboration, gaming, voice and video control paths, industrial control, and transactions that require rapid confirmation. Define a measurable latency budget for each critical path, including the application, database, identity service, external partner, and user access network. Record both typical and tail behavior; a low average with occasional long delays can still violate the service objective.

For these systems, test from representative user networks and from every dependent service. A facility that is close to your headquarters may still be poorly connected to mobile users, an exchange, or a cloud region. Require the provider to identify the exact meet-me room, carriers, cross-connect process, and service commitments that apply to the contracted space.

Throughput-heavy and batch workloads

Backups, archival copies, media processing, model training, large-scale analytics, and scheduled jobs often tolerate more geographic distance if transfer windows and recovery objectives are met. Calculate the data volume, transfer window, compression assumptions, and restart behavior. A site that looks attractive on energy or expansion grounds can become unsuitable if the available route cannot move the required data before the next processing cycle.

Data-placement and sovereignty requirements

List contractual, regulatory, or internal rules for where data may be stored, processed, and recovered. Separate primary data, replicas, logs, encryption keys, and support copies; they may have different requirements. Ask the operator how access by its staff and subcontractors is controlled and recorded, and document the jurisdictions in which support or remote-hands activity can occur.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Availability and recovery workloads

State the required availability target, maximum data loss, and maximum restoration time before comparing facilities. A primary site and a recovery site should be evaluated separately: the primary may favor user proximity, while the recovery site may favor geographic separation, power headroom, and simpler bulk transfer. Do not count two buildings as independent if they share a utility substation, flood exposure, carrier duct, or operational dependency.

Compute density and physical design

Provide the expected power per rack, total critical load, rack count, weight, cooling method, network port count, and growth rate. Standard-density space can be unsuitable for accelerated computing even when floor area is available. Request the facility’s maximum supported density, inlet-temperature range, cooling redundancy, installation rules, and the date on which the required density can be energized.

Measure network performance and route diversity

Japan’s policy documents emphasize communications infrastructure and note that optical-network development can reduce the penalty of distance for some workloads. That is a policy direction, not a guarantee of current performance at a particular building. Validate the paths your systems will actually use.

Test the complete path

  1. List user populations by geography and access type, including fixed broadband, mobile, corporate WAN, and partner networks.
  2. List every critical dependency: databases, identity providers, payment or messaging partners, cloud regions, monitoring, DNS, and the recovery site.
  3. Obtain test endpoints or a temporary cross-connect at each candidate facility. Test at busy and quiet periods over multiple days.
  4. Measure round-trip time, packet loss, jitter, throughput, and route changes. Capture both median and high-percentile results rather than relying on one ping.
  5. Run failover tests by withdrawing a preferred circuit or route. Confirm that traffic uses a physically different path and that application behavior remains within its objective.
  6. Have the provider document carrier entrances, meet-me-room locations, cross-connect lead times, and whether diverse routes enter different sides of the building or follow the same street trench.

Ask for network service-level definitions in writing. “Multiple carriers” is not proof of independence if all carriers use the same conduit, landing station, or upstream exchange. Confirm which performance measurements are covered, the measurement points, exclusions, repair targets, and consequences when a commitment is missed.

Verify power, cooling, and delivery dates

National policy identifies suitable grid locations and coordination between data-center development and power infrastructure as important constraints. The 2025 report on watt-bit collaboration calls for electricity, telecommunications, and data-center operators to plan together. Those policy statements do not establish the capacity of an individual facility.

Questions for the operator and utility

  • How much critical IT load is contractually available to your suite today, and how much is reserved for other customers?
  • What is the maximum power per rack under the proposed cooling configuration?
  • What is the committed energization date for the required load, and which milestones depend on utility or construction work?
  • Is the stated figure utility capacity, installed equipment capacity, or power that can actually be delivered to your racks?
  • What redundancy model applies to utility feeds, transformers, switchgear, generators, uninterruptible power systems, and cooling?
  • How much expansion headroom is protected for your growth, and for how long?
  • Which assumptions about load factor, power usage effectiveness, or operating temperature are included in the quotation?
  • Who pays for dedicated electrical work, and what happens if the grid schedule slips?

Request single-line diagrams or an equivalent engineering explanation under an appropriate confidentiality agreement. Match the design to your failure tolerance: a nominally redundant component does not help if both paths share a room, fuel system, control plane, or maintenance procedure.

Cooling and water constraints

For dense equipment, validate cooling capacity at the rack rather than accepting a building-wide figure. Ask about liquid-cooling support, heat-rejection limits, water sourcing, seasonal restrictions, and procedures during abnormal temperatures or water-service interruptions. Include these constraints in the expansion plan; adding floor space without adding usable cooling and electrical capacity does not increase deployable capacity.

Evaluate resilience and geographic separation

METI and MIC identify stronger resilience as a location requirement, and the energy white paper connects regional distribution with large-scale disaster resilience. A resilience review should be specific to the proposed site; government policy does not certify any particular building.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Physical and utility exposure

  • Review earthquake, tsunami, flood, landslide, storm, fire, and prolonged heat or cold exposure using current hazard information for the exact address.
  • Ask how the building, generators, fuel storage, cooling plant, and network entrances are protected and inspected.
  • Confirm fuel autonomy assumptions, replenishment contracts, generator testing, and black-start procedures.
  • Identify dependencies outside the building, including substations, water, roads, telecom ducts, and shared logistics hubs.

Operational recovery

Read the operator’s incident, maintenance, access, and communications procedures. Determine who can enter the facility during a regional emergency, how spare parts are staged, and how customers receive status information. Request evidence from exercises or documented tests where available, while distinguishing a plan from a demonstrated result.

Design the recovery site independently

Set a minimum physical and logical separation from the primary site based on your hazard analysis and recovery objectives. Check that the sites do not share a power substation, carrier route, cloud availability-zone dependency, or the same small pool of essential staff. Test replication and restoration at the required scale; a recovery contract without a timed restore procedure is not a recovery capability.

Compare Tokyo, Osaka, and regional options

Factor Tokyo region Osaka region Other Japanese regions
User and partner proximity Often a strong starting point for Kanto-centered demand; verify the actual route. Often a strong starting point for Kansai-centered demand; verify the actual route. Can be appropriate when users and partners are nearby or when distance is tolerable.
Market concentration Together, Tokyo and Osaka held about 90% of national data-center floor area in 2023; this does not indicate current spare capacity. Smaller share nationally does not by itself indicate inferior quality or availability.
Power and expansion Check delivery queues, grid work, and high-density limits for the exact facility. Check delivery queues, grid work, and high-density limits for the exact facility. May justify investigation where power or land is advantageous, but confirm transmission, cooling, and commissioning dates.
Recovery separation Do not place both sites in the same hazard and utility footprint. Do not place both sites in the same hazard and utility footprint. Can provide useful separation, subject to tested network and restoration performance.
Policy signal Established concentration and ecosystem access; no automatic suitability. Government policy supports regional consideration, but a policy candidate is not a facility endorsement.

METI’s GX Strategic Areas System identifies nine prefectures in its first screening for promising data-center cluster areas: Hokkaido, Akita, Miyagi, Tochigi, Ibaraki, Toyama, Kagawa, Fukuoka, and Kagoshima. The page says municipality-level candidates are not publicly specified while plans are refined. Treat the list as a lead for diligence, not evidence that land, power, connectivity, or commissioned space is available for your project.

A facility-selection sequence that produces evidence

  1. Write the workload register. For each application, record users, dependencies, latency budget, throughput, data-placement rules, availability target, recovery point and time objectives, rack density, and five-year growth.
  2. Separate primary and recovery requirements. Define minimum distance, independent infrastructure, replication bandwidth, restore time, and acceptable data loss for the recovery site.
  3. Shortlist regions, then buildings. Include Tokyo or Osaka when proximity and ecosystem access are decisive. Add regional candidates when power, resilience, land, or expansion merits investigation. Do not treat a prefecture announcement as a building shortlist.
  4. Issue a detailed request for information. Ask for facility address, commissioning status, usable and reserved power, delivery milestones, rack-density limits, cooling method, carriers, cloud connections, route diversity, security, operating procedures, and commercial terms.
  5. Test the real network paths. Use representative endpoints and repeated measurements. Test failover, not only the preferred route, and record the measurement points and time periods.
  6. Perform technical and resilience diligence. Review electrical and cooling designs, hazard exposure, maintenance records or test evidence, fuel arrangements, access controls, incident communications, and recovery exercises.
  7. Model total cost and migration effort. Include cross-connects, circuits, power charges, remote hands, travel, hardware transport, data transfer, duplicated tooling, taxes, exit costs, and the engineering work needed to change routes or replicate data.
  8. Score only verified facts. Mark each requirement as met, partially met, unverified, or failed. An unverified power date or route-diversity claim should not receive the same score as demonstrated capability.
  9. Contract against the evidence. Name the exact facility and suite, committed capacity, energization milestones, service levels, maintenance rules, expansion rights, reporting obligations, remedies, and termination or migration assistance.
  10. Re-test after deployment. Confirm latency, failover, power draw, cooling behavior, and recovery procedures under the production configuration. Revisit the assessment when workloads, carriers, or facility capacity change.

Commercial and operational checks that are easy to miss

  • Service-level scope: identify whether commitments cover power, temperature, network availability, cross-connect delivery, remote hands, incident response, and restoration separately.
  • Maintenance windows: require advance notice, emergency-maintenance rules, customer approval rights, and the treatment of maintenance that affects a redundant path.
  • Physical security: check identity proofing, escort rules, camera retention, cage or suite controls, visitor logs, and procedures for lost credentials.
  • Support model: define local-language coverage if needed, escalation contacts, staffed hours, remote-hands rates, and parts-handling responsibilities.
  • Expansion and contraction: document how additional racks, circuits, and power are ordered, the lead times, pricing protections, and whether unused capacity can be released.
  • Exit and portability: establish notice periods, equipment-removal access, data-destruction evidence, cross-connect removal, and assistance during a move.
  • Compliance evidence: request the attestations, audit reports, and control descriptions your regulators or customers require; do not infer compliance from a marketing label.

Energy, sustainability, and community fit

Government policy links data-center development with clean power and decarbonization, but a policy goal does not substantiate an individual operator’s electricity claim. Ask what the claim covers: the facility or only a portfolio, operational consumption or renewable certificates, a fixed period or an ongoing arrangement, and which accounting method is used. Ensure the documentation supports your own emissions reporting and customer disclosures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Site feasibility also includes land, water, transportation, local permitting, and community impact. The Cabinet Secretariat’s Interministerial Meeting on Data Center Location describes the need to balance faster development with local coexistence and environmental concerns. Ask how the project addresses noise, heat, water use, construction traffic, emergency access, and consultation obligations. These issues can affect both schedule certainty and the ability to expand.

Common mistakes and corrective actions

Choosing the cheapest city

Why it fails: rent or electricity pricing cannot compensate for missed latency, inadequate power, or expensive connectivity. Correction: set workload thresholds first and compare total cost only after a facility passes them.

Accepting an announced project as available capacity

Why it fails: a proposed cluster or expansion may not have commissioned space, energized power, or a firm delivery date. Correction: require a contract tied to the exact facility, load, milestone, and remedy.

Counting carriers instead of routes

Why it fails: nominally different providers can share ducts, exchanges, or upstream infrastructure. Correction: obtain physical-path information and test failure of the preferred route.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Putting primary and recovery sites too close

Why it fails: one earthquake, flood, substation failure, or regional telecom outage can affect both. Correction: map common dependencies and test recovery from an independently operated location.

Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.

Using national statistics as a site guarantee

Why it fails: the 90% Tokyo-and-Osaka figure is a 2023 floor-area statistic, not a measurement of current quality or spare capacity. Correction: use it to understand market concentration, then demand facility-specific evidence.

Assuming optical networks remove every distance penalty

Why it fails: policy discussions about future or expanded optical infrastructure do not change the latency of your current route. Correction: measure production paths now and model any future improvement separately.

What current Japanese policy means for your procurement

The METI and MIC report on digital-infrastructure development identifies rising communications traffic and the need to strengthen resilience. The later watt-bit collaboration report calls for coordinated planning among electricity, telecommunications, and data-center operators. For a buyer, the practical implication is to ask for evidence across all three domains rather than treating power, network, and building decisions as unrelated purchases.

Regional policy programs can help identify places worth investigating, especially where grid capacity, land, and resilience are priorities. They do not replace engineering diligence, a network test, a signed delivery commitment, or a recovery exercise. Procurement should remain tied to the workload’s measurable requirements and the exact facility that will serve it.

Final decision rule

Select the facility that meets every non-negotiable workload threshold with documented, testable evidence and leaves credible headroom for growth. Use Tokyo or Osaka when measured proximity and ecosystem access are decisive; investigate regional locations when their power, expansion, or disaster-separation advantages outweigh the added distance and connectivity work. In every case, verify the building—not just the region—then contract for the capacity, dates, routes, resilience controls, and service levels your workloads actually require.
