Choose a cybersecurity provider by starting with the services, assets and safety constraints your organization must keep operating—not with a vendor’s product list. Define essential services, IT and operational-technology (OT) dependencies, tolerable downtime, recovery priorities and the work you want outsourced. Then compare every candidate against the same evidence requirements, limit and monitor privileged access, assign incident responsibilities in the contract, and exercise the joint response before relying on the service.
Critical infrastructure adds a decisive qualification: a provider experienced with corporate IT is not automatically safe or effective for systems where an ill-timed scan, patch or isolation action could affect physical processes, safety or essential service. Your shortlist must therefore test operational fit as rigorously as technical capability.
Why provider selection is a risk decision, not a software purchase
Outsourcing monitoring, managed security, incident response or managed IT creates a third-party dependency. A provider may receive privileged credentials, connect remote tools, copy logs into its platform, or involve subcontractors. That can improve detection and specialist coverage, but it also enlarges the attack surface and makes the provider’s own security part of your risk.
CISA Director Jen Easterly summarized the concern in the agency’s May 11, 2022 managed-service-provider advisory: “As this joint advisory makes clear, malicious cyber actors continue to target managed service providers, which can significantly increase downstream risk to the businesses and organizations they support – why it’s critical that MSPs and their customers take action to protect their networks.” Read the CISA advisory announcement with your procurement, legal and security teams.

The objective is not to find a provider that promises zero risk. It is to select one whose capabilities, authority, evidence and incentives match the consequences of failure—and to retain enough control and information to operate if the provider is unavailable or the relationship ends.
1. Define what must be protected before contacting providers
Create a written requirements baseline that represents the mission, not an assumed service package. Include security, OT or engineering, operations, continuity, procurement and legal, and executive leadership where decisions affect safety, service availability or risk acceptance.
Inventory essential services and dependencies
For each essential service, record the systems, networks, facilities, data and suppliers that support it. Include enterprise IT such as identity, email, virtualization, cloud services and backups, plus OT components such as supervisory systems, engineering workstations, industrial controllers, safety systems and remote-access paths where applicable. Note dependencies between them: an operations network may rely on corporate identity, a communications link, a time source or a vendor-maintenance connection.
Recommended Free Tools
For every item, document the consequence of compromise or outage. Describe safety, environmental, regulatory, financial and public-service effects in operational terms rather than a generic “high” rating.
Set availability and recovery limits
Write the maximum tolerable interruption for each service, its recovery priority and the data-loss limit the operation can accept. Identify maintenance windows, seasonal or process restrictions, manual fallback procedures and conditions under which a security action must wait for an operations or safety approval. These constraints determine whether a provider’s standard scanning, patching or containment method is usable.
Define the work you are buying
State whether the engagement covers an assessment, architecture, continuous monitoring, threat hunting, incident response, recovery, engineering support, managed infrastructure or a bundle. List what remains internal. “Managed security” can mean alert forwarding only, analyst investigation, hands-on containment, or full recovery coordination; those are materially different obligations.
2. Turn the baseline into measurable requirements
Convert the inventory into a requirements document that every candidate receives. Separate provider-owned, customer-owned and shared tasks, and identify the evidence required for each requirement.

Specify coverage instead of accepting a “24/7” label
Define the event monitored, staffed hours, alert-acknowledgement target, escalation interval, customer-notification deadline and hands-on response commitment. Ask whether overnight coverage is an in-house analyst, an on-call rotation or another subcontractor. State which severity levels trigger a phone call, who receives it and how the provider proceeds when contacts cannot be reached.
Describe operational and safety boundaries
List actions that require your approval, such as isolating an OT-connected asset, changing a firewall rule, stopping a process, deploying an agent or rebooting a controller. Identify the authorized approver and an emergency exception process. Require maintenance and change windows, rollback plans and records of every action.
Define reporting and evidence retention
Specify dashboard contents, report frequency, log and alert retention, time synchronization, export formats and access for your investigators. State how long incident evidence is preserved, who can place a legal hold and how the provider supports regulatory or law-enforcement requests. Requirements should cover both routine service reports and an auditable incident timeline.
| Requirement area | Write down | Evidence to request |
|---|---|---|
| Mission and availability | Essential services, dependencies, tolerable downtime, recovery order and prohibited actions | Provider operating model mapped to your constraints; sample change and outage procedures |
| Monitoring and response | Assets and events covered, analyst hours, acknowledgement, escalation and hands-on scope | Anonymized alert-to-notification timeline, escalation tree and roles matrix |
| Access | Accounts, connections, tools, locations, approvals and removal triggers | Privilege-management, remote-access and customer-separation procedures |
| Continuity | Provider outage tolerance, customer fallback and recovery responsibilities | Service-continuity plan, test summary and dependency list |
| Exit | Data, credentials, configurations, documentation and transition assistance | Sample exit plan and export specification |
3. Screen for sector and OT operational fit
Ask candidates to describe comparable critical-infrastructure environments, not merely industries they have marketed to. Relevant experience includes the technology, operating constraints and regulatory context your team actually faces.
Questions that reveal practical experience
- Which critical-infrastructure and OT environments similar to ours do you support, and may we speak with references?
- Which protocols, platforms, remote-access patterns and safety processes have your staff handled?
- How do you investigate suspicious activity without unsafe scanning, uncontrolled credentials or disruptive changes?
- Which personnel are qualified for the work, where are they located, and what happens when the primary team is unavailable?
- How do you work with asset owners, engineering authorities, equipment vendors and existing incident-command structures?
Require references that can discuss an actual engagement, escalation and recovery—not only a sales contact. Treat broad claims such as “we protect critical infrastructure” as unverified until documentation and references support the specific environment.
Use OT guidance as a decision lens
CISA’s Principles of OT Cybersecurity for Critical Infrastructure Organizations, announced October 1, 2024, are intended to help organizations identify how business decisions can adversely affect OT cybersecurity and the risks associated with those decisions. Use the principles to challenge assumptions about availability, safety, segmentation, identity and change control. They are not a universal provider certification; validate sector-specific rules and regulator expectations separately.
4. Map every access path and assess the provider’s own security
Before awarding work, draw a data-and-access map. Include every account, remote connection, jump host, agent, API, log destination, support location, subcontractor and administrative tool. Mark whether access is read-only, time-limited, approval-based or persistent, and identify the system owner for each path.

Controls for privileged access
- Use named individual accounts, strong authentication and a documented approval for each privilege.
- Prefer just-in-time or time-bounded access, with session recording and command or configuration logging where technically feasible.
- Separate customer environments and restrict personnel access by role and need.
- Review privileges at a defined interval and immediately after role changes, incidents or contract termination.
- Make revocation executable by your organization without waiting for a provider administrator.
- Protect provider administrative workstations and require secure remote-access paths rather than shared credentials.
Questions about a provider compromise
Ask how the provider detects compromise of its management plane, analyst workstation, identity system or software-update channel. Require a notification path for incidents that may affect your data or access, an explanation of containment authority, and evidence preservation that does not destroy your ability to investigate. Discuss how the provider would isolate its own tenant or tool without cutting off your emergency access.
Evaluate supply-chain risk jointly with security, legal and procurement. CISA’s Risk Considerations for Managed Service Provider Customers provides a customer-focused starting point for examining these dependencies.
5. Compare detection, incident response and recovery evidence
Do not compare polished demonstrations. Give every candidate the same scenario and request the same artifacts, with sensitive customer information removed.
Request a complete incident workflow
Ask for an example timeline from first alert through customer notification, containment, eradication, restoration and lessons learned. The response plan should identify who detects, who validates, who has authority to act, who informs executives and regulators, who preserves evidence, who communicates externally and who signs off recovery.
For OT or safety-relevant systems, require an explicit decision path for isolation or change. The provider must not imply that an analyst can unilaterally stop a process merely because a playbook labels it “containment.”
Verify recovery capability
Establish who owns backup design, backup monitoring, restoration, integrity checking, clean-room recovery, rebuilding credentials and validating that an operational process is safe to resume. Ask how the provider works when your primary identity, network or management platform is unavailable. Confirm that your organization retains the information and access needed to continue operations if the provider’s service is down.
Ask how the provider tests itself
Request a recent, shareable summary of continuity or recovery exercises: scenario, scope, observed gaps and corrective actions. Ask how often the provider tests analyst coverage, communications, alternate facilities, backup systems and a compromise of its own platform. A plan that has never been exercised is an assumption, not demonstrated capability.

6. Use a like-for-like comparison matrix
Score candidates against identical criteria and record the evidence behind each score. A yes/no questionnaire can conceal major differences in scope; score evidence quality and residual risk separately from the claimed capability.
| Comparison axis | What to evaluate |
|---|---|
| Sector and OT fit | Comparable environments, qualified staff, safe operating methods, references and alignment with your safety and availability constraints |
| Scope and responsibility | Assets and events covered, exclusions, customer assumptions, service hours and boundaries between provider, customer and subcontractors |
| Access and provider security | Privilege approval, authentication, session monitoring, tenant separation, administrative-device protection, revocation and provider-incident handling |
| Detection and response | Telemetry, analyst workflow, notification deadlines, escalation, containment authority, evidence preservation and post-incident reporting |
| Recovery and continuity | Backup and restoration roles, integrity checks, provider resilience, fallback access, exercises and loss-of-provider procedures |
| Supply chain | Named subcontractors, tool and hosting dependencies, supplier assessment, change notice and incident notification |
| Data and reporting | Collection, routing, storage location, retention, access, export, legal holds and secure deletion |
| Exit and flexibility | Transition assistance, configuration and credential return, portability, termination rights and ability to change scope |
| Total cost and risk | Implementation, recurring, emergency and out-of-scope charges alongside residual operational and third-party risk |
Weight the matrix according to mission impact. For example, a lower price should not compensate for an unacceptable recovery dependency or an inability to obtain timely OT-safe response.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Put enforceable obligations in the contract
Have counsel align the agreement with applicable sector rules, jurisdictional duties and your insurance and continuity requirements. The following subjects should be explicit rather than left to a marketing description or an unreferenced policy.
Scope, service levels and exclusions
- Covered assets, data sources, locations, services, hours and severity definitions
- Alert acknowledgement, customer-notification and escalation deadlines
- Hands-on response commitments, approval gates and emergency exceptions
- Maintenance windows, change control, testing and rollback
- Out-of-scope systems, unsupported technologies and customer prerequisites
Incident cooperation and evidence
- Immediate notification triggers and the channels that must work during an outage
- Roles for detection, decision-making, containment, restoration, communications and regulatory reporting
- Evidence preservation, access to logs and analyst notes, legal-hold cooperation and post-incident reporting
- Cooperation when the provider or one of its suppliers is compromised
Access, data and subcontractors
- Authentication, least privilege, session logging, periodic review and rapid revocation
- Data collected, permitted uses, storage and routing locations, retention and deletion
- Customer audit or evidence rights appropriate to the risk
- Named subcontractors, approval or notice for changes, equivalent security duties and incident notification
Vulnerability, patching and continuity duties
- Who discovers, prioritizes, tests, approves, deploys and verifies patches or compensating controls
- How OT maintenance constraints and emergency vulnerabilities are handled
- Backup, restoration, integrity verification, alternate communications and provider-service recovery
- Customer access to configurations, runbooks, indicators and other information needed for independent operation
Termination and transition
- Notice and termination rights for material risk, repeated service failure or unauthorized changes
- Secure return or deletion of data, credentials, keys, configurations and equipment
- Time-limited transition assistance, documentation and cooperation with a successor
- Verification that provider and subcontractor copies are removed, subject to agreed legal-retention obligations
9. Pilot, exercise and reassess
Where practical, phase deployment. Validate log quality, network paths, authentication, alert volumes, maintenance impact and the ability to remove access before expanding coverage.
Run two exercises before full reliance
- Joint incident exercise: Simulate a credible intrusion and walk through alert validation, notification, approval, containment, evidence handling, public or regulator communications and recovery.
- Provider-side compromise and loss-of-provider exercise: Assume the provider’s management platform or identity is compromised, then assume the provider is unavailable. Test emergency access revocation, alternate contacts, local procedures, data export, independent monitoring and restoration of essential operations.
Record corrective actions with owners and due dates. Repeat the assessment after a material architecture, ownership, subcontractor, service or regulatory change, and after a significant incident.

Common selection mistakes and how to correct them
Choosing from a product menu
Problem: A bundle is accepted before anyone defines essential services, downtime limits or OT constraints.
Correction: Issue the same mission-based requirements baseline to every candidate.
Treating certification as proof of suitability
Problem: A framework alignment or certification is treated as evidence that the provider can safely operate your environment.
Correction: Verify scope, dates and exclusions, then require references, contract commitments and exercises. CISA’s cross-sector Cybersecurity Performance Goals FAQ explains that the goals are deliberately general and adaptable; they do not establish a universal provider qualification.
Assuming 24/7 means immediate hands-on response
Problem: The provider monitors continuously but only acknowledges alerts during a later shift, or cannot perform approved changes.
Correction: Contract the exact event, acknowledgement, escalation, notification and hands-on times.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Leaving access and subcontractors vague
Problem: Shared accounts, persistent remote tools or undisclosed support locations remain after onboarding.
Correction: Maintain an access register, require named-account controls and approval or notice for material subcontractor changes.
Testing only the customer-facing plan
Problem: The organization has an incident playbook but has not tested provider failure or provider compromise.
Correction: Exercise both scenarios and verify independent access, data portability and local fallback.
A practical decision rule
Select the provider that can demonstrate safe operational fit, clear responsibility boundaries, controlled and revocable access, credible detection-to-recovery performance, transparent supply-chain practices and contractually enforceable continuity. If a candidate cannot show evidence for a requirement tied to safety, essential service availability or recovery, treat that as residual risk requiring remediation or rejection—not as a gap to be hidden by a polished presentation.
Use CISA resources as a baseline, while confirming current guidance, sector obligations and jurisdictional expectations. The CISA #StopRansomware Guide is useful for resilience and recovery considerations, but no cross-sector resource can decide whether a particular provider is appropriate for every operator.
