Choose a cryptocurrency exchange in South Korea in this order: verify the provider and exact legal entity on the current KoFIU/FIU registered-provider list, confirm that your identity and real-name bank arrangement are accepted, then compare the assets, total costs, transfer rules, security controls and custody terms that fit your use. Registration and practical eligibility come before a low fee or a large token catalogue.
The Financial Services Commission (FSC) said on June 24, 2026, that 28 virtual-asset service providers were registered. That count can change, so check the live list and the provider’s current terms immediately before depositing money.
The decision in one sentence
Use only a provider that is currently registered to serve users in Korea, can complete your identity and banking checks, supports the assets and transfer destinations you need, publishes a fee schedule you can calculate for your trade size, and gives you custody and account-security controls you understand.
A familiar brand, Korean-language app, influencer recommendation or referral link does not prove authorization. The FSC says overseas operators that conduct business toward Korean users can also fall under Korea’s reporting rules. Korean-language service, KRW payment support and marketing aimed at Koreans are indicators regulators may consider, not substitutes for checking the official list.

1. Verify registration before you open or fund an account
Check the current KoFIU/FIU list
Start at the live registered-provider list maintained through the Korea Financial Intelligence Unit (KoFIU) and the Financial Services Commission. Search for the exact legal entity, not merely the name shown in an app store. Confirm that the listed service is the one you intend to use: an entity may be registered for one type of virtual-asset activity without offering every exchange, brokerage, custody or transfer service.
The FSC’s June 24, 2026 notice identified 28 registered providers and listed exchange services including Upbit, Korbit, Coinone, Bithumb and Gopax, alongside other provider categories. Treat the number as a dated count rather than a permanent total. Recheck the list on the day you apply and again before a large deposit.
Match the legal entity and service
- Compare the legal name, registration details and Korean address shown by the provider with the official listing.
- Check the domain and mobile application publisher carefully; a copycat site can use a similar logo or name.
- Read the provider’s Korean user agreement to identify which company holds your account and which company processes deposits, withdrawals and custody.
- Do not assume that a foreign parent, a global version of an app or an overseas website is covered by a Korean registration.
Why an unregistered service is a serious warning
The FSC warns that an unregistered operator may lack user-asset protection and security safeguards, expose users to data theft or hacking, and make loss recovery difficult. If you discover that you are using one, the notice advises withdrawing assets and refusing to provide private keys, login credentials or copies of identity documents to that service. Withdrawal may itself require careful verification; contact the provider’s official support channel and preserve account records rather than sending more funds.
The FSC’s institutional warning can be translated as: “Users must check whether the virtual asset service provider they use is properly reported under the Act on Reporting and Using Specified Financial Transaction Information.”
2. Confirm that you can legally and practically use the account
Identity and residency checks
Korea’s real-name financial-transaction framework does not permit anonymous or fictitious-name accounts. KoFIU’s anti-money-laundering overview says financial institutions must verify customer identity. A reporting entity that cannot complete required due diligence because a customer refuses identification information will not open a new account or process new transactions.
Before registering, read the exchange’s current onboarding rules and prepare the document types it accepts. Requirements can differ by nationality, residency status and account type. Ask support, in writing if possible, whether your passport or Korean identity document is accepted, whether proof of address is needed, and whether a name transliteration must match your bank record exactly.

KRW deposits and withdrawals
Do not assume that registration means KRW trading or banking support. Confirm:
- Which partner bank supplies the real-name account arrangement.
- Whether the bank account must be in your own name and match your exchange identity exactly.
- Whether deposits are limited to a linked account, and how a mistaken or third-party transfer is handled.
- Minimum and maximum deposit or withdrawal amounts, daily limits, processing windows and bank holidays.
- Whether a new account has a waiting period, withdrawal lock or trading restriction after verification or a password change.
- All bank, exchange and network charges that apply when money moves in or out.
Record the bank and exchange names shown on the deposit screen at the time of transfer. Payment instructions can change, and sending KRW to an old account or an account belonging to another person can create a lengthy reconciliation problem.
3. Calculate the real cost for your trading pattern
Build a complete fee estimate
Compare the amount that leaves your bank account with the amount that reaches your wallet or recipient. Include the trading fee charged when an order executes, the spread between the buy and sell prices, KRW deposit and withdrawal charges, crypto withdrawal fees, network fees, conversion costs and any minimums. A platform that advertises “zero commission” may still embed cost in its spread or charge for withdrawals.
Use the current fee schedule and calculate a representative order rather than comparing a headline percentage. Check whether rates vary by maker or taker status, 30-day volume, market, payment method or promotional period. Save a copy of the schedule and note its effective date because exchanges can revise it.
Put the FSC fee figures in context
In a joint investigation described in the FSC’s June 24, 2026 notice, regulators and the Digital Asset Exchange Alliance (DAXA) reported average trading fees of 1.5% to 10% among 12 investigated unregistered operators, compared with 0.16% for Korea’s five largest KRW exchanges. Those are investigation figures, not a market-wide survey or a promise that every registered exchange charges 0.16%. They demonstrate why authorization and a disclosed schedule should be checked before price shopping.

- Is the quoted rate for a limit order, a market order or both?
- Does the fee apply to the gross order value or only to the executed portion?
- Are partially filled orders charged separately?
- Is the displayed price the executable price, or is there a separate spread?
- Is a crypto withdrawal fee fixed, variable with network congestion or deducted from the amount sent?
- Are small balances below a minimum withdrawal amount effectively stranded?
4. Check that the exchange fits the assets and tools you actually use
Supported assets and markets
Make a list of the coins, tokens and KRW or crypto trading pairs you need before comparing platforms. Verify that each asset is currently depositable and withdrawable, not merely visible in a price list. Confirm the exact network for deposits and withdrawals; sending an asset over an unsupported network can permanently destroy access.

Asset availability can change after listing reviews, regulatory decisions or technical maintenance. Read the exchange’s delisting, suspension and deposit-recovery policies. A large token count is not automatically useful if the markets you need have wide spreads or low depth.
Order types and execution
Determine whether you need only market and limit orders or also stop-limit orders, conditional orders, recurring purchases, advanced charting, portfolio exports or an application-programming interface (API). Check the maximum order size, price-protection rules, partial fills and what happens when the market is halted. Test the order preview with a small amount before committing significant funds.
Service and accessibility
Check support hours, Korean-language assistance, escalation channels and the provider’s status page. A support form that is available only after login is not enough if an account is locked. Look for clear notices about maintenance, withdrawal pauses and identity-review delays. The official material does not establish an apples-to-apples ranking of liquidity, support quality, security or features, so evaluate each provider’s current documentation rather than relying on a league table.

What changed in 2026
In its August 11, 2026 notice, the FSC said the travel rule for transfers between registered providers would expand from transfers of KRW 1 million or more to transfers of all sizes. The recipient provider becomes responsible for securing sender information. The notice states that registration and certain employee-sanction provisions took effect on August 20, 2026, while other amendments take effect six months after promulgation. Because implementation details can differ by rule and provider, read the current transfer instructions on both sides.
The FSC’s March 30, 2026 proposal cited that about 60% of transfers involving domestic providers were below KRW 1 million in the second half of 2025. That figure explained the proposal’s rationale; it is not a present-day transaction statistic.
Domestic exchange-to-exchange transfers
Before sending, confirm that both providers participate in the required information exchange and that the account-holder names match. The receiving provider may ask for the sender’s name, wallet information or an additional confirmation. A transfer can be held while information is reviewed even when the amount is small.

Personal wallets
Ask whether the exchange permits withdrawals to a self-hosted wallet and what ownership verification is required. Some services may require a signed message, a wallet-address registration step or a test transfer. Make sure you control the destination seed phrase and that the address and network shown on the withdrawal screen are identical to the wallet’s receiving details.
Overseas providers and wallet services
The August notice describes conditional transfers between domestic providers and overseas providers or wallet services. Certain low-risk and same-owner transfers may be permitted, while high-risk transactions are prohibited. Transfers of KRW 10 million or more to an overseas provider or digital-wallet service are to be reported to KoFIU regardless of risk level. These are compliance conditions, not a guarantee that your exchange will support a particular country, provider or wallet.
- Ask the Korean exchange whether the destination is supported and which information it requires.
- Ask the recipient whether it can receive from the sending provider and network.
- Confirm the legal name, account ownership and wallet address on both sides.
- Send a small test amount if permitted, then verify receipt before sending the balance.
- Keep the transaction hash, screenshots and support ticket until the funds are confirmed.
6. Decide how much custody risk you accept
Exchange custody
Coins left on an exchange depend on the provider’s operational controls, solvency, withdrawal processes and your account security. Registration does not remove market risk, service outages, account compromise or the possibility of a withdrawal suspension. Ask how assets are held, whether withdrawals can be delayed for security review, how recovery works after a lost authenticator and what records you receive.
Self-custody
A personal or hardware wallet can reduce dependence on an exchange, but it transfers responsibility to you. Protect the recovery phrase offline, never photograph or upload it, and do not disclose it to support staff. A hardware wallet is not risk-free: loss, damage, malware during setup, a wrong address or a compromised recovery phrase can still cause permanent loss. Make a recovery plan that a trusted person can follow without giving anyone unilateral access to the phrase.
Account-security controls
- Use a unique, long password stored in a reputable password manager.
- Enable app-based or hardware-based multi-factor authentication rather than relying only on SMS when stronger options are available.
- Turn on withdrawal-address allow-listing, login alerts and anti-phishing codes if offered.
- Use a dedicated email address and secure the email account with its own multi-factor authentication.
- Review active sessions, API keys and connected devices regularly; revoke anything unfamiliar.
- Keep only the amount needed for near-term trading on the platform.
7. Reject promotions that signal fraud
The FSC identifies “high returns,” “principal guaranteed,” “secret information” and “global listing” promises as possible fraud signals. Treat urgent deposit requests, private-chat investment managers and requests to send coins to a staff wallet as red flags. Verify every claim independently through the official registration list and the provider’s authenticated support channel.

8. Use a weighted comparison instead of a popularity contest
After a provider passes the legal and eligibility checks, score it against your actual needs. A simple worksheet prevents a token list or a temporary discount from dominating the decision.
| Category | Questions to answer | Evidence to record |
|---|---|---|
| Access | Can you pass identity, residency and age checks? | Accepted documents, review time, restrictions |
| KRW funding | Can you use your own linked bank account? | Partner bank, limits, delays and charges |
| Trading cost | What will your representative order cost end to end? | Maker/taker rate, spread, withdrawal and network fees |
| Trading fit | Are the assets, pairs and order types available? | Supported networks, order controls and liquidity observations |
| Transfers | Can you send to your intended exchange or wallet? | Travel-rule data, ownership checks and destination policy |
| Protection | Can you secure and recover the account? | Multi-factor authentication, allow-listing, support and custody terms |
Give the greatest weight to access, lawful operation and transfer compatibility. If a provider fails any of those, a lower trading fee should not rescue the score.
9. A practical opening and first-transfer checklist
- Open the current KoFIU/FIU list and record the exact legal entity and registration status.
- Read the provider’s onboarding, KRW banking, fee, withdrawal, custody and privacy terms.
- Confirm that your identity documents, residency and name format meet the requirements.
- Verify the linked bank account and ask about waiting periods, limits and third-party deposits.
- Calculate the total cost of a typical purchase, sale and withdrawal using the live fee schedule.
- Confirm that your assets, trading pairs, order types and destination networks are supported.
- Set a unique password, multi-factor authentication, login alerts and withdrawal protections.
- Deposit a small KRW amount and verify that the balance and account name reconcile.
- Place a small test trade, then review the executed price and fee rather than the estimate.
- For a crypto withdrawal, verify the address, network, travel-rule data and recipient ownership; test with a small amount first.
- Save confirmations, transaction hashes and support correspondence in a secure record.
10. Troubleshoot the most common failures
“My account passed identity review, but I cannot deposit KRW.”
Check that the bank account is in the same legal name, that the correct partner-bank instructions are being used and that any waiting period has expired. Do not ask someone else to deposit for you. If the bank relationship is unavailable to your residency category, the exchange may be unusable for KRW even though registration itself is valid.

“My withdrawal is pending.”
Review maintenance notices, daily limits, address allow-list delays and travel-rule information requests. Respond only through the authenticated app or official support channel. Never pay an unofficial “unlock” fee or reveal a recovery phrase.
“The recipient cannot identify my transfer.”
Stop additional transfers. Compare the asset, network, address, account name and required sender information with both providers. Keep the transaction hash and ask the sending provider to open a trace. Recovery is not guaranteed when an unsupported network or wrong address was used.
“The advertised fee differs from my result.”
Inspect the execution report for maker or taker classification, spread, partial fills, volume-tier changes and a separate withdrawal or network charge. Recalculate using the current schedule, not an old screenshot or promotional banner.
11. Recheck the choice after opening
Exchange selection is not a one-time decision. Revisit the registration listing, fee schedule, supported assets, bank arrangement, travel-rule instructions and withdrawal policy after major regulatory notices or account changes. Review your balances and active sessions regularly, move long-term holdings only according to a custody plan you can execute safely, and keep tax and transaction records appropriate to your obligations.

The safest selection process is deliberately unglamorous: verify the current Korean registration, prove that your identity and real-name banking setup work, price the complete transaction, test the exact transfer route and secure custody before increasing the amount. A registered provider is a prerequisite, not a guarantee; your final choice should match your assets, transfer destinations, trading habits and ability to protect the account and keys.
