Start with what you need the computer to do, which apps must run on it, and what you can spend. Then choose between laptop and desktop, select an operating system, and compare the exact configurations. The best purchase is not automatically the most powerful one; it is the one that supports your actual work without paying for capability you will not use.
1. Define your workload and budget first
List the tasks you expect to do regularly, such as browsing, schoolwork, video calls, multitasking, photo editing, gaming, or demanding creative work. Check the software you rely on, including any work or school apps, before choosing a platform. Set a realistic budget, then compare machines that meet those needs.
Buying the highest specification tier is not automatically good value. A routine-use computer does not need to be selected by the same criteria as a machine for intensive editing or gaming. Decide which tasks are essential and which are occasional; that distinction helps prevent both overspending and buying a machine that falls short.

| Option | Best fit | Trade-offs to consider |
|---|---|---|
| Laptop | People who need to work or study in different places, or want a portable all-in-one device. | Screen size, bulk and weight are linked trade-offs: a larger display can make multitasking and media more comfortable, but generally adds bulk and weight. Check battery life and display size for the exact model. |
| Desktop | People with a fixed workspace who want to choose a separate monitor and peripherals. | Plan for the desk space, monitor, keyboard, mouse and other peripherals you will need. Consumer Reports recommends 16GB of RAM for most desktop users; that advice should not automatically be treated as a universal target for every laptop or application. |
Consumer Reports Senior Home & Tech Writer Nicholas De Leon describes a laptop as difficult to beat for “work, school, and play” because of its utility (Consumer Reports’ laptop buying guide). That convenience matters most when portability is part of your routine; a desktop may be the better fit if you primarily work in one place.

3. Pick an operating system that supports your apps
- Windows: Check that the exact programs, games, accessories and work or school tools you need are compatible with the selected device.
- macOS: Consider whether the required apps and your existing devices and services fit Apple’s ecosystem. Verify compatibility for essential software before buying.
- ChromeOS: Consumer Reports positions Chromebooks as a simpler option for some users whose work centers on online apps such as Gmail and Google Docs. Confirm that every required school, work or creative app is supported; do not assume a web-based substitute will meet your needs.
Operating-system choice is not just a matter of preference: it can determine whether a required application runs at all. Consumer Reports’ computer buying guide frames Windows versus macOS as an ecosystem and preference decision, and recommends matching the system to the user’s needs.
4. Match the processor to the work
Think in workload categories, not processor labels alone. Consumer Reports’ desktop guidance describes entry-tier processors as suitable for routine tasks, mid-tier products as a fit for most users and ordinary multitasking, and higher tiers as aimed at demanding editing or gaming. These tiers are not reliable cross-generation benchmarks: a processor’s name or tier by itself does not establish how it compares with a different generation or device.

- Model: Dell OptiPlex 7050 Small Form Factor (SFF)
- Processor: Intel Core i7-7700 3.60 GHz
- Memory: 32GB DDR4 Ram
- Storage: 1TB Solid State Drive (SSD) Fast Boot + Storage
- Operating System: Windows 11 Pro (64-bit)
- Routine browsing and homework: Focus on a configuration designed for everyday use rather than paying extra for a top tier.
- Multitasking and photo editing: Consider a mid-tier processor and enough memory to handle your apps together.
- Demanding creative work or gaming: Look for a more capable processor and evaluate the complete configuration, including memory, graphics capability, cooling and display. Check independent tests for the exact model if performance is critical.
5. Choose enough memory and storage
RAM
RAM affects how comfortably a computer handles multiple apps and demanding workloads at once. Consumer Reports calls 16GB its recommended desktop amount for most people, describes 8GB as acceptable only for very light use, and identifies 32GB or more with demanding professional or enthusiast work. Those are recommendations in its desktop guide, not a guarantee for every laptop or application; check the requirements of the software you plan to run.

Storage
Estimate how much you keep on the computer: installed applications, documents, photos, video, games and offline files all use local storage. Microsoft says available storage varies with apps, updates and device configuration, so there is no single capacity that suits every buyer. Check both the device’s stated capacity and the space likely to remain available after the operating system and software are installed.
6. Understand Windows 11 minimums and Copilot+ requirements
Microsoft’s official Windows 11 specifications page says: “These are the minimum system requirements for installing Windows 11 on a PC.” Among those minimums are a compatible 64-bit processor, 4GB RAM, 64GB storage, UEFI firmware with Secure Boot capability, and TPM 2.0. These are installation requirements, not a recommended configuration for a particular workload. Microsoft also notes that some apps require more resources. See Microsoft’s Windows 11 specifications and check the exact model before purchasing.

Copilot+ PCs have additional requirements beyond Windows 11 minimums: Microsoft specifies a compatible NPU capable of 40+ TOPS, 16GB DDR5 or LPDDR5 memory, and 256GB SSD or UFS storage. Feature and app requirements can vary, so check whether the specific capabilities you want are supported on the exact device. A Copilot+ designation is a requirements category, not proof that a computer is the right fit for every buyer.
7. Compare the display, portability and battery
For a laptop, compare screen size and weight against how you will use and carry it. A bigger display can improve multitasking and media viewing, while a smaller, lighter machine may be easier to take along. Consider keyboard comfort and the ports you need as well. Battery claims and real-world endurance can differ by model and usage, so seek current independent results for the exact configuration if you will often work away from an outlet.
Best Value
- Connectivity: Includes WiFi, Bluetooth, and LAN for wireless and wired connections
- Memory: Features 16GB DDR4 RAM for smooth multitasking and performance
- Storage: Combines 500GB SSD and 1TB HDD for ample storage space
- Graphics: Integrated Intel UHD Graphics 630 for crisp visuals and video playback

For a desktop, check how the computer will fit into your workspace and budget for the monitor and peripherals separately when they are not included. If you use a desktop for long sessions, make sure the monitor’s size and position suit your work area.
8. Check reliability, warranty, returns and repairs
Performance and price are only part of the purchase. Review the manufacturer’s warranty, the seller’s return period, who is responsible for service, and whether repair options are accessible where you live. Verify the seller and the terms for the exact listing; policies can vary by retailer, region and configuration.
Consumer Reports’ 2026 member survey found that 56 percent of members ranked reliability above performance or affordability. The survey basis included 75,923 portable computers bought new between 2019 and 2025; 16 percent of those surveyed laptops broke or stopped working as they should within three years, and nearly 6 in 10 broken laptops were taken for repair. Consumer Reports also reported that 22 percent of laptops bought between 2019 and 2025 were covered by an extended warranty or service contract. These are results from Consumer Reports member surveys conducted in 2023, 2024 and 2025, not a universal failure rate or a prediction for an individual model. Read Consumer Reports’ computer reliability report for its survey context.
