Choose a Japanese colocation provider by matching your workload to a specific metro and facility, then verify deliverable power, network interconnection, resilience, compliance evidence, and contract terms in writing. Tokyo and Osaka dominate the market, but a regional site may improve disaster resilience only when it also meets your latency, carrier, cloud-connectivity, and power requirements.

Start with the facility, not the provider’s national footprint

Colocation is a site-specific purchase. A company may operate facilities across Japan, yet the building you can actually contract may have different utility feeds, seismic design, carrier availability, certifications, expansion dates, and operating procedures. Treat every provider statement as a shortlist clue until it is confirmed for the exact facility, suite, and service order.

Define your workload before contacting sales. Record current and five-year requirements for rack units, cabinet count, connected and peak kilowatts, average rack density, cooling method, deployment date, network ports, public-cloud connections, carrier relationships, and staff access. Include growth that is likely but not yet funded; a site with no documented expansion path can become an expensive migration project.

Build a one-page workload brief

  • Space: number of cabinets or cages, usable floor area, cabinet dimensions, and any loading or staging requirement.
  • Power: committed kW today, peak draw, voltage, single- or three-phase distribution, A/B feeds, and the date additional capacity is needed.
  • Technology: server depth and weight, high-density or liquid-cooling needs, storage noise or vibration limits, and equipment that requires special handling.
  • Connectivity: carriers, internet exchanges, private network partners, cloud on-ramps, port speeds, VLAN or cross-connect requirements, and route-diversity targets.
  • Operations: remote-hands tasks, delivery windows, maintenance access, visitor controls, incident notifications, and recovery objectives.
  • Geography: user locations, application dependencies, counterparties, backup sites, and maximum acceptable latency.

This brief lets you compare proposals on the same basis instead of choosing the provider with the most polished general brochure.

Choose a Japanese metro using workload and infrastructure evidence

Japan’s Agency for Natural Resources and Energy reports that about 90% of national data-center floor area was concentrated in the Tokyo and Osaka regions in 2023. Those metros offer dense customer demand and network ecosystems, but concentration also creates correlated exposure to regional disasters, power constraints, and congestion. The statistic is market context, not a recommendation that every workload belongs in Tokyo or Osaka.

Regional dispersion can support continuity and make use of land, industrial water, and grid capacity outside the largest hubs. It only helps when the regional facility has the power, permits, carriers, cloud connections, and operating capability your design needs. A lower-latency location for one user population may be a higher-latency location for another.

Measure the path your application actually uses

  1. List user, API, payment, SaaS, cloud, backup, and disaster-recovery endpoints by city and network.
  2. Set latency, jitter, packet-loss, and availability targets for each critical path.
  3. Ask each facility for measured round-trip latency and route information from the proposed building, not from a nearby city or provider point of presence.
  4. Test at busy and quiet periods, and document the measurement method, source and destination, transport protocol, and sampling interval.
  5. Confirm whether the proposed design remains within target latency if one carrier, exchange, or inter-building path fails.

For multi-site continuity, two buildings in one metro are not automatically independent. Check common utility substations, flood and seismic zones, meet-me rooms, backhaul ducts, carrier entrance routes, and shared operational dependencies.

Use policy announcements carefully

On April 24, 2026, Japan’s Ministry of Economy, Trade and Industry announced that nine prefectures passed a first screening in the data-center-cluster category of the GX Strategic Area System. The next assessment was described as examining plan competitiveness, feasibility, business needs, and local-government commitment, with formal certification expected around summer 2026. This is a policy-pipeline signal, not proof that a particular building has permits, grid capacity, or available cabinets. Ask for those items directly.

“In the event of a major disaster, etc., it is important to promote the decentralization of locations from the perspective of maintaining digital infrastructure.” — METI and MIC, Interim Report 3.0 Released as Outcome of Meetings of the Expert Group on the Development of Digital Infrastructures, October 4, 2024.

Verify power, cooling, and expansion at the exact site

Power is often the binding constraint in Japanese data-center development. Government analysis notes that concentrated development can require major grid work, including additional substations. A provider’s national footprint, a metro’s reputation, or a policy designation does not establish that your required kW can be delivered.

Questions that require written answers

  • How many kW or MW are contractually available to this suite now?
  • What portion is reserved for your order, and what portion is merely planned?
  • When will additional capacity be energized, and which milestones control that date?
  • Are utility feeds physically separate, and do they terminate at independent substations?
  • What UPS topology and rated capacity apply to your cabinets?
  • How long can generators operate at the contracted load without refueling, and how is fuel replenished during a prolonged emergency?
  • What cooling capacity and supply-water temperature are guaranteed? Can the site support your rack density or liquid-cooling design?
  • How are power and cooling metered, billed, and capped during peaks?
  • What queue, price, and lead time apply to expansion?

Require the answer in the proposal and service schedule. “Capacity available” should be replaced by a number, delivery date, redundancy configuration, and remedy if the date slips.

Example of facility-level specificity

NTT DOCOMO BUSINESS’s published Tokyo 10 facility information for Mitaka describes seismic isolation, power reception from three substations, UPS N+2 configuration, and generators capable of operating for 72 hours without refueling. These are useful examples of the detail a buyer should request. They apply to Tokyo 10 as described by the provider, not automatically to every Nexcenter location or another operator’s building. Confirm the current design, maintenance assumptions, and contractual commitments.

Map the network ecosystem and interconnection path

Being in Tokyo, Osaka, Fukuoka, Sendai, or Sapporo does not prove that a particular carrier, exchange, cloud connection, or speed is orderable in your building. Interconnection must be checked at the proposed facility and for the delivery date.

JPNAP’s operator listing identifies connection points at multiple Tokyo and Osaka facilities and at sites in Fukuoka, Sendai, and Sapporo. It identifies 400G, 100G, 10G, and 1G categories, while noting that 400G availability requires inquiry. Use the listing to identify candidate ecosystems, then obtain an orderable-port confirmation from both the exchange and the facility.

Interconnection due-diligence list

  • Named carriers and the exact meet-me room or entrance facility they use.
  • Internet-exchange presence, port speed, optics, handoff, and recurring and one-time charges.
  • Cloud on-ramps and private-connect options for every cloud region you use.
  • Cross-connect installation lead time, demarcation point, testing responsibility, and cancellation fee.
  • Physical route diversity for A and B paths, including separate risers, ducts, and carrier entrances.
  • Whether diverse routes remain diverse outside the building, especially between two facilities in the same metro.
  • Maintenance notification, change-control, and service-level treatment for carrier or exchange work.

Ask for a diagram showing your proposed path from cabinet to carrier, exchange, and cloud handoff. A list of logos is not a route-diversity design.

Assess resilience as an engineering and operating system

Seismic, flood, fire, cooling, power, security, and staffing controls work together. Request current design documents or controlled summaries and identify what is included in your contract rather than relying on a tier label or marketing phrase.

Physical and environmental controls

  • Seismic isolation or structural rating, recent inspection records, and equipment anchoring requirements.
  • Flood elevation, drainage, water detection, roof and pipe protection, and access plans during severe weather.
  • Fire detection and suppression technology, zoning, and procedures for battery or high-density equipment incidents.
  • Cooling redundancy, maintenance bypass, temperature and humidity ranges, and monitoring alarms.
  • Utility-feed topology, UPS maintenance bypass, generator capacity, fuel storage, refueling contracts, and black-start testing.

Operational controls

  • 24-hour staffing, security-operations coverage, identity checks, visitor escort, camera retention, and mantrap controls.
  • Remote-hands scope, response targets, authorization process, evidence returned after work, and hourly or minimum billing.
  • Incident severity definitions, notification deadlines, customer communication channels, and post-incident reports.
  • Planned-maintenance notice, emergency-change authority, and customer approval requirements.
  • Business-continuity and disaster-recovery exercises, including participation available to customers.

Request a tour or controlled audit where permitted. Record observed controls, open findings, and the owner and due date for each corrective action.

Validate certifications, compliance, and sustainability statements

Certificates are meaningful only when their scope matches your contracting entity and facility. Ask for the current certificate, issuing body, validity dates, covered locations, statement of applicability, and the latest audit status. A corporate certificate may not cover every building or service.

Equinix’s Japan overview lists ISO 27001, ISO 22301, FISC, and PCI-DSS and states that its Japan sites are covered by 100% renewable energy. Equinix also says it operates 18 data centers in Japan; that provider-reported count can change, so confirm the live facility list. Its page estimates Japan’s colocation market at about USD $3.9 billion (€3.4 billion) in 2024, but gives no methodology; treat it as a vendor estimate rather than an independently verified market statistic.

Questions for every certification claim

  • Does the certificate name the exact site, the legal contracting entity, or only a parent company?
  • Which controls are audited: physical security, information security, continuity, payment data, or all of them?
  • Are subcontractors, carriers, remote-hands teams, and cloud connectivity included?
  • Can you review the scope statement, exceptions, and most recent surveillance or recertification result?
  • What customer evidence is available under a nondisclosure agreement?

Make renewable-energy claims contractually clear

Ask whether “100% renewable” refers to physical supply, certificates or other energy attributes, a company-wide matching calculation, or a facility-specific arrangement. Confirm geography, accounting period, instrument retirement, residual mix treatment, and reporting evidence. Put the agreed method and reporting obligation in the contract if it affects your emissions accounting.

Compare commercial proposals line by line

Public provider pages rarely disclose comparable customer-specific pricing, inventory, service levels, or exit terms. Request at least two written proposals with identical assumptions and a detailed rate card.

Cost or term What to require in the quote
Space Cabinet, cage, or square-meter charge; included dimensions; staging and storage limits.
Power Committed kW, metering method, demand or peak charges, A/B-feed pricing, overage rules, and taxes.
Connectivity Installation and recurring charges for cross-connects, exchange ports, cloud on-ramps, and carrier circuits.
Setup Build-out, cabling, access cards, delivery handling, commissioning, and one-time engineering fees.
Operations Remote-hands hourly rate, minimum increment, emergency premium, escort, receiving, and disposal fees.
Service levels Power, temperature, network, support response, maintenance notice, measurement method, exclusions, and service credits.
Term Initial commitment, renewal notice, annual increases, currency and tax treatment, and minimum spend.
Expansion Reserved capacity, price lock, delivery window, queue priority, and treatment if capacity is unavailable.
Exit Notice period, de-installation charges, data and equipment release, restoration obligations, and assistance with migration.

Calculate a five-year total cost using the same load profile for every bidder. Include expected power growth, cross-connect additions, remote-hands use, annual increases, and the cost of maintaining a second site. Do not compare a low introductory cabinet price with an all-in proposal from another provider.

Run a repeatable provider-selection process

  1. Approve requirements. Sign off the workload brief, latency targets, resilience objectives, compliance scope, deployment date, and growth assumptions.
  2. Screen metros. Map users and dependencies, then identify Tokyo, Osaka, Fukuoka, Sendai, Sapporo, and other plausible locations that can meet the latency target.
  3. Shortlist facilities. Name the building, not just the operator. Eliminate sites that cannot document power delivery, cooling, access, or required network paths.
  4. Issue a common request for proposal. Send identical cabinet, kW, connectivity, SLA, security, sustainability, and contract questions to each provider.
  5. Validate evidence. Review certificates, facility diagrams, maintenance records, incident procedures, and expansion commitments. Schedule a site visit or audit where practical.
  6. Test connectivity. Obtain measured latency and route-diversity evidence, and confirm orderable ports and cross-connect lead times in writing.
  7. Score proposals. Use weighted criteria for workload fit, power certainty, network ecosystem, resilience, compliance, operations, total cost, and exit flexibility.
  8. Negotiate protections. Put committed kW, delivery dates, SLA remedies, service credits, audit rights, incident reporting, renewal limits, and termination assistance in the agreement.
  9. Conduct pre-deployment acceptance. Verify cabinet dimensions, power circuits, alarms, access lists, cross-connects, monitoring, and emergency contacts before shipping equipment.
  10. Review annually. Recheck certificates, fuel and generator tests, carrier availability, power headroom, sustainability evidence, and the expansion queue.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Use a scoring model that exposes trade-offs

A simple weighted score prevents a low price from hiding an unacceptable technical risk. Set weights with stakeholders before seeing proposals. For example, assign the largest weights to power certainty and workload connectivity when an application has a fixed launch date, or to geographic independence and recovery operations when the site is part of a disaster-recovery design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Criterion Evidence to score Red flag
Location fit Measured latency, user proximity, route diversity, disaster geography. Metro-level averages with no facility test.
Power and cooling Contracted kW, delivery date, feeds, UPS, generator, cooling density, expansion. “Planned” capacity without milestone or remedy.
Network Named carriers, exchanges, cloud on-ramps, speeds, lead times, diverse paths. Logo list with no orderable-port confirmation.
Resilience Seismic, flood, fire, fuel, maintenance, incident and recovery procedures. Generic tier claim without site documentation.
Compliance Current certificates and exact facility/entity scope. Expired or corporate-only evidence.
Commercials Five-year total cost, SLA credits, expansion, renewal, exit. Unpriced power, cross-connect, or exit items.

Keep a separate “must pass” gate for non-negotiables such as maximum latency, minimum committed power, required certification scope, and recovery-time objectives. A high weighted score should not override a failed gate.

Common mistakes and how to correct them

Choosing a metro by reputation

Problem: Assuming Tokyo or Osaka automatically provides the required carriers and power. Correction: Validate the named facility, utility topology, orderable ports, and measured routes.

Treating planned capacity as available capacity

Problem: Accepting a future energization date without contractual protection. Correction: Require committed kW, delivery milestones, expansion queue position, and a remedy for delay.

Confusing two buildings with independent sites

Problem: Placing primary and recovery systems in facilities sharing substations, ducts, carriers, or a hazard zone. Correction: Document physical and infrastructure independence end to end.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buying a certificate instead of a control set

Problem: Assuming an ISO or PCI label covers your suite and service. Correction: Read the scope, exclusions, audit period, and customer evidence obligations.

Underestimating interconnection lead time

Problem: Scheduling equipment delivery before cross-connects and cloud links are ready. Correction: Put port ordering, demarcation, testing, and acceptance dates on the deployment plan.

Ignoring the exit path

Problem: Discovering restoration, de-installation, notice, or equipment-release costs at renewal. Correction: Negotiate exit assistance, data-handling evidence, notice periods, and a complete rate card before signature.

Questions to ask on the final site call

  • Which exact building and room will host the deployment?
  • What committed power is available on the signed start date, and what expansion date is guaranteed?
  • Are A and B feeds supplied through independent utility and internal paths?
  • What generator runtime applies at our contracted load, and what refueling agreement supports a longer outage?
  • Which carriers, exchanges, cloud on-ramps, and port speeds can be ordered today?
  • What are the cross-connect and remote-hands prices, minimums, and lead times?
  • Which current certificates cover this building and the contracting entity?
  • How is renewable energy accounted for this site and contract term?
  • What events trigger customer notification, service credits, and incident reports?
  • What happens if we need more power, another cabinet, a second site, or an early exit?

The best Japanese colocation choice is the proposal that proves these answers for your facility and workload. A broad provider footprint or attractive policy announcement is useful for discovery, but only site-specific evidence and enforceable commercial terms make the deployment dependable.
