Choose the provider and architecture that can meet your workload’s measured RTO, RPO, availability, geography and dependency requirements—not the provider with the most impressive uptime slogan. Verify that every required service exists in the permitted regions, that your design survives the failure domains you care about, that the contract covers the exact configuration, and that your team has successfully tested backup, failover and restoration.

Cloud data-center power systems are a foundation, not a complete disaster-recovery plan. An application can still fail when its database, identity service, DNS, network path, control-plane access or operator credentials remain in one failure domain. The practical decision is therefore a workload-specific shortlist backed by service documentation, contract terms and recovery-exercise results.

What “reliable power” means in a cloud decision

Cloud providers design facilities with redundant utility feeds, generators, uninterruptible power and other controls, but customers usually cannot inspect or operate that equipment directly. What you can evaluate is the failure-domain model exposed by the platform and the services running in it.

Amazon Web Services (AWS) states that each Region contains at least three physically separate Availability Zones, with independent power infrastructure, cooling, network connectivity and security systems. AWS says this separation is intended to keep workloads safe during a disaster near an Availability Zone. That is an infrastructure description, not a guarantee that an individual application will remain available: the application must actually distribute its compute, storage and dependencies across those zones.

Microsoft Azure and Google Cloud likewise document zone and region architectures, but reliability behavior is service- and configuration-specific. A managed database may offer a different failover mechanism from a virtual machine, and a “global” service may still depend on regional resources. Ask what happens when power is lost at one facility, when an entire zone is unavailable, and when a region or its control plane cannot be reached.

Power events to model

  • Facility or local-equipment failure: a single building, power room or cooling system is unavailable. A multi-zone design can isolate this event only if the service and application are spread across zones.
  • Availability-Zone failure: one isolated zone loses service. Traffic routing, quorum settings and spare capacity determine whether the application continues.
  • Regional disruption: several zones, a regional network or a regional control plane is affected. Cross-region recovery is required for this scope.
  • Access or dependency failure: identity, DNS, key management, monitoring, deployment tooling or operator access is unavailable even though compute remains powered.

Document these scenarios before comparing providers. “The provider has redundant power” answers only the facility question; it does not establish an application recovery outcome.

Set requirements before comparing providers

Write a one-page workload profile that every candidate must satisfy. Include the business impact of downtime, permitted data locations, latency limits, regulatory or sovereignty constraints, critical integrations, expected load and staffing for an incident.

Recovery time objective (RTO)

RTO is the maximum acceptable time from an outage to a usable service. Define what “usable” means: for example, authenticated users can place orders and confirmed transactions are visible, rather than merely having virtual machines running. Include detection, decision, provisioning, data recovery, DNS or routing changes and application validation in the measurement.

Recovery point objective (RPO)

RPO is the maximum amount of data loss the business can tolerate, expressed as time. An RPO of 15 minutes requires a recoverable copy no more than 15 minutes behind the source; it does not automatically require synchronous replication. State whether the limit applies to every data store, queued messages, files and audit records, and how consistency between systems will be checked.

Availability and latency targets

Specify the availability percentage or outage budget for the service and the latency users need in each geography. A design that meets a high availability target but violates data-residency rules or makes users wait on a distant region is not suitable. Record peak traffic and recovery capacity as well; a standby environment that is too small to serve production does not meet the stated RTO.

Understand zones, regions and failure domains

A failure domain is a resource or group of resources that can fail independently of other resources. Google Cloud uses this definition in its reliability guidance. Zones are normally separate locations within a region; regions are broader geographic groupings. Their exact physical distance, interconnection and service behavior vary, so read the documentation for the chosen service rather than assuming all products share one model.

Topology What it can isolate What it does not solve automatically Typical trade-offs
Single zone None beyond failures handled inside that zone Zone power, cooling, network or facility outage Lowest complexity and often lowest cost; largest localized-failure exposure
Multiple zones in one region Many single-zone or facility failures Regional outage, shared regional services, badly placed dependencies Higher capacity and data-transfer cost; requires quorum, routing and state-replication design
Multiple regions Some region-wide, network or major infrastructure failures Application bugs, corrupted data, global identity or DNS failures, operator mistakes Highest complexity; cross-region latency, replication, egress and standby costs

Map every component to a domain: compute, databases, object storage, caches, queues, load balancers, secrets, keys, identity, DNS, observability and deployment systems. Mark any component that remains single-zone or single-region. A multi-region application with a single-region database or signing key still has a regional dependency.

What the major provider guidance actually establishes

Provider documentation is useful for understanding available primitives, but it is not independent evidence that your workload will meet a target. Use the following as starting points for verification.

Provider Documented capabilities and guidance What you must verify
AWS Regions contain at least three physically separate Availability Zones with independent power, cooling, networking and security. AWS guidance discusses defining RTO/RPO and offers AWS Backup and Elastic Disaster Recovery. The exact service’s zone behavior, replication mode, regional coverage, restore permissions, failover sequence and contractual SLA. AWS product descriptions do not prove a customer workload’s recovery time.
Microsoft Azure Azure reliability material covers regions, availability zones, shared responsibility, business continuity, backup, failover, failback and SLAs. Azure Site Recovery supports disaster recovery for on-premises environments and Azure virtual machines; zone-resilience depends on regional support. Whether the selected region and workload support zones or recovery targets, which dependencies are protected, how replication and failback work, and which SLA and exclusions apply.
Google Cloud Google’s infrastructure guide frames reliability around workload objectives and distinguishes zones, regions and location-scoped resources. Its disaster-recovery guidance describes zonal, regional and multi-region characteristics and trade-offs. The current service SLA, eligible topology, data-location rules, replication consistency, restore path and operational steps for the exact products and regions.

Do not turn this table into a provider ranking. The same provider can be an excellent fit for one architecture and a poor fit for another because service availability, regional coverage and operational skills differ.

Use availability targets and SLAs correctly

Availability targets in design guidance are not interchangeable with a service-level agreement (SLA). Google Cloud’s infrastructure guide, last reviewed 2026-09-23 UTC, gives illustrative design targets of 99.9% for a single-zone deployment, 99.99% for a multi-zone deployment and 99.999% for a multi-region deployment. These are topology-based targets, not a universal promise for every service or workload.

Target context Google design target Estimated maximum downtime in a 30-day month
Single zone 99.9% 43.2 minutes
Multiple zones 99.99% 4.3 minutes
Multiple regions 99.999% 26 seconds

Google’s building-block guidance presents those monthly conversions for the stated 30-day period. Its infrastructure guide also gives an example in which 99.99% availability corresponds to no more than 8.64 seconds in a 24-hour period. These are arithmetic illustrations of targets, not observed outage results, and they should not be combined into a cross-provider ranking.

Build an SLA comparison sheet

For each exact service and configuration, record:

  • The availability metric and how downtime is measured.
  • The measurement period, eligible region and required architecture.
  • Exclusions such as maintenance, customer configuration, dependencies, force majeure or unsupported versions.
  • Whether the commitment covers a single resource, a service endpoint or an end-to-end application.
  • The notification process, evidence required and service-credit remedy.

A platform-wide “high availability” statement is not a contract. Credits also do not restore lost transactions or compensate for an RTO failure, so treat them as a limited remedy rather than a recovery plan.

Design backup, replication and recovery around outcomes

Backups

Specify backup frequency, retention, encryption, immutability or write protection, isolation from production credentials, and the location of each copy. A backup in the same account, region or administrative domain may be inaccessible during a broader incident or an account compromise. Check whether application-consistent snapshots are supported and whether you can restore to a clean account or region.

Replication

Choose synchronous or asynchronous replication according to the RPO and latency budget. Synchronous copies can reduce data loss but may increase write latency and depend on network distance. Asynchronous copies usually tolerate greater distance but introduce a measurable replication lag. Record the lag you will monitor, the behavior during a partition and the rule for selecting the authoritative copy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failover and failback

Write an ordered runbook: declare the incident, freeze or redirect writes, promote a replica, restore secrets and keys, switch routing, validate data, and open the service to users. Failback is a separate procedure. It must explain how changes made in the recovery location are reconciled, how the original environment is rebuilt and how traffic is moved back without creating a second outage.

Recovery permissions

Test recovery with the permissions available during an incident. If the only administrator, key or approval workflow is in the failed environment, a technically valid backup may be unusable. Keep break-glass access protected, audited and independent of the primary identity path, and document who can declare a disaster and authorize destructive or irreversible steps.

Check geography, sovereignty and service coverage

Start with the jurisdictions in which data may be stored or processed, then check latency from users and connected systems. Confirm that every dependent service—not just compute and storage—exists in the candidate region and supports the required zone or cross-region pattern. Location-scoped resources may have different replication choices from global services.

Azure reliability guidance explicitly discusses reliability alongside sovereignty, and Google Cloud describes location-scoped resources and regional choices. Treat those documents as prompts for verification. Region names alone do not establish legal residency, encryption-key location, support coverage or the ability to restore into an approved jurisdiction.

Make operational readiness part of the comparison

Reliability depends on people and procedures as much as infrastructure. Assign owners for monitoring, incident declaration, failover, data validation, customer communication, vendor escalation and restoration of normal operation. Define the signals that trigger action and the authority required to take it.

Measure detection and decision time separately from technical recovery time. Monitor replication lag, backup success, restore success, capacity in the recovery site, certificate and key expiry, DNS health, identity availability and the status of critical third-party connections. Alert on a failed backup before an outage makes the gap visible.

Run exercises on a schedule appropriate to the business risk. Record the start and end times, data loss, manual steps, failed assumptions, access problems and corrective actions. A feature description or SLA cannot demonstrate that your application will recover within its RTO and RPO; an observed, repeatable exercise is the evidence that matters.

Follow a repeatable provider-selection workflow

  1. Define the business target. Write the outage budget, RTO, RPO, user geographies, permitted data locations, latency limits and critical dependencies.
  2. Shortlist feasible regions and services. Eliminate any provider or region that lacks a required service or cannot support the needed redundancy pattern and residency rules.
  3. Draw the failure-domain map. Place every component in a zone, region or global scope. Highlight shared identity, networking, DNS, control-plane and operator-access dependencies.
  4. Read the exact reliability guide and SLA. Capture the metric, eligible configuration, exclusions, measurement period and remedy in a comparison sheet.
  5. Design protection and recovery. Document backup frequency and retention, replication mode and lag, restore destinations, failover, failback and permissions.
  6. Exercise the design. Perform zone-loss and region-loss scenarios as applicable. Time detection, decision, recovery and validation, and compare actual data loss with the RPO.
  7. Price the complete architecture. Include duplicate capacity, standby resources, cross-region transfer, storage, backup retention, monitoring, support and staff time. Do not compare only the hourly price of a virtual machine.
  8. Select on evidence. Choose the option that meets the business targets with an operable runbook and acceptable cost, not the one with the broadest marketing claim.

Cost and complexity trade-offs

Higher resilience usually means paying for duplicated capacity and accepting more operational work. Multi-zone designs may require additional instances, replicated databases and load-balancer configuration. Multi-region designs add cross-region data transfer, duplicate storage, standby or warm capacity, routing controls and more complicated consistency rules.

Google’s multi-region guidance notes that product choices can trade availability against performance and resource efficiency. The same trade-off appears across providers: synchronous replication across distant regions may miss latency targets, while asynchronous replication may miss the RPO. A pilot should measure these effects with representative data and traffic before procurement.

Include the cost of testing. A recovery environment that is never exercised can hide broken permissions, expired certificates, incompatible versions and insufficient capacity. Scheduled drills and corrective engineering are part of the total cost of the resilient design.

Common mistakes and how to correct them

Choosing by provider-wide uptime

Problem: A broad reputation or aggregate availability figure says nothing about the exact service and region.

Correction: Compare the service-specific SLA, topology, exclusions and measured recovery exercise for the proposed workload.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming multi-zone means multi-region

Problem: Zones reduce some localized risks but share a regional control plane and other dependencies.

Correction: State the failure scope you must survive and deploy across regions only when that scope, latency and data rules justify it.

Protecting compute but not data

Problem: Recreating servers does not recover databases, queues, files, keys or transaction consistency.

Correction: Give every stateful component an explicit backup, replication, restore and validation procedure.

Ignoring access during an incident

Problem: Recovery depends on an identity provider, account administrator or network path that is itself unavailable.

Correction: Test independent emergency access and least-privilege recovery roles under incident conditions.

Confusing service credits with recovery

Problem: An SLA remedy may provide credits but cannot restore data or meet a business deadline.

Correction: Treat credits as contractual compensation and use architecture plus exercises to manage the actual outage risk.

Final verification checklist

  • Required services are available in approved regions and support the intended redundancy pattern.
  • Data residency, key location, latency and cross-border transfer rules are documented.
  • Every component and dependency has a declared failure domain.
  • The exact service SLA, exclusions, measurement and remedy are recorded.
  • Backup copies have tested retention, isolation and restore destinations.
  • Replication mode and observed lag satisfy the RPO.
  • Failover, failback and data-validation runbooks identify owners and permissions.
  • Emergency identity, DNS, networking, monitoring and operator access have been tested.
  • Zone and region recovery exercises have produced measured RTO and RPO results.
  • The budget includes redundant capacity, transfer, storage, support and ongoing testing.

The best cloud provider is the one whose specific services, regions, contracts and operating procedures let your workload meet its recovery objectives. Verify those facts for the final architecture immediately before signing, because regional coverage, features, SLAs and terms change.
