The safest first phone is the one whose capabilities match your child’s maturity and your family’s boundaries. Compare a standard smartphone, a child-focused phone with built-in restrictions, and a basic cell phone; then verify the exact controls, parent-device compatibility, privacy permissions, and communication settings before handing it over. No setting replaces an ongoing conversation and periodic review.

Start with the child’s needs, not a phone label

There is no universally correct first-phone age. The Federal Trade Commission (FTC) says readiness depends on a child’s age, personality, maturity, and family circumstances, rather than a single number. A phone may be needed for contacting a caregiver after school, coordinating transport, or handling increasing independence. It may be unnecessary if those needs can be met another way.

Write down the specific jobs the device must perform. For example, a child may need voice calls and texts to approved contacts but not a browser, social apps, or location sharing. Another child may need a smartphone for school authentication, accessibility tools, maps, or a supervised messaging service. Separating essential functions from optional ones makes it easier to avoid paying for—and exposing a child to—features the family does not yet want.

The FTC’s overview of children’s phones describes three reasonable categories rather than endorsing a particular model: standard smartphones with parental controls, phones made specifically for children that can restrict browsers, outside apps, or unknown contacts, and basic cell phones without smart features such as web browsing, apps, or location sharing. Use those categories as starting points and check the actual settings on the device and service you are considering. FTC guidance on kids and cell phones

Choose among three device types

Standard smartphone

A standard smartphone offers the broadest selection of accessibility, school, navigation, and communication apps. It can be appropriate when a child genuinely needs those capabilities and a parent can supervise the account and device. Its flexibility also creates more work: you must configure app installation, websites, purchases, contacts, permissions, notifications, and time limits, and repeat those checks after software updates.

Child-focused smartphone

A child-focused phone may put restrictions in the operating system or service layer, such as a limited browser, approved contacts, or blocked external app stores. This can reduce setup effort and make the intended boundaries clearer. Confirm exactly what parents can change remotely, which apps are allowed, whether emergency calling works, how location features operate, and whether the phone remains usable if the family changes carrier or parent device.

Basic cell phone

A basic cell phone can provide calls and perhaps text messaging without a general-purpose browser, app ecosystem, or location-sharing service. It is a sensible choice when the goal is reliable contact rather than internet access. Check the keypad or interface, hearing-aid and accessibility support, emergency features, battery behavior, and whether the carrier supports the device’s network technology. A basic phone is not automatically private or risk-free: contact information, call records, and any included service still deserve review.

Use a readiness checklist before buying

Discuss these questions with the child and the other caregivers. A “not yet” answer does not mean a smartphone can never work; it identifies what must be taught or what a more limited device should handle.

  • Can the child keep track of a device, charger, passcode, and account without routinely losing them?
  • Will the child follow rules about who may be contacted, what may be shared, and where the phone may be used?
  • Can the child recognize a suspicious message, unwanted image, in-app request, or pressure from another person and tell an adult?
  • Does the child understand that photos, location, voice recordings, and account details can reveal personal information?
  • Can the family agree on charging, school, bedtime, travel, and emergency procedures?
  • Can a parent access the management account and review settings without guessing the child’s passcode?

Write the answers into a short family agreement. Include what happens if the phone is lost, a rule is broken, or the child sees frightening or sexual content. Make clear that asking for help will not itself trigger punishment; that increases the chance a child reports a problem quickly.

Compare the controls that actually matter

Do not assume that a “kids” label means the same thing across products. Ask for a demonstration of each control and identify whether it works on the child’s operating system, the parent’s device, and the particular apps the child will use.

Area Questions to answer before purchase What the official guidance establishes
Device type Does the child need apps, web access, location, or only calls and texts? The FTC describes standard smartphones, child-focused phones, and basic phones as options; it does not select a universal model. FTC
Parent-device compatibility Can the parent manage the phone from an existing device and account? Are required software versions compatible? Apple uses Family Sharing and child accounts. Google Family Link supervises eligible child Android devices and cannot supervise an iPhone or iPad as the child’s device. Apple Screen Time · Google Family Link setup
Apps and websites Can you approve downloads, block an app, limit browser access, and set age or maturity ratings? Apple documents app, website, and age-rating controls. Google Play maturity filters exist, but Google warns that filters are imperfect. Apple · Google
Purchases Can the child buy apps, subscriptions, game items, or media? Which billing systems are covered? Google says Family Link purchase approvals apply to Google Play billing; they do not automatically cover other stores or payment systems. Google Family Link setup
Communication Can you approve contacts, restrict unknown callers, and configure chat settings inside each app or game? Apple documents contact and communication controls in supported services. The FTC recommends checking contact and chat limits in apps and games as well. Apple · FTC
Time and routine Can you set daily allowances, bedtime schedules, school downtime, and exceptions for calls? Apple documents time allowances and schedules; Google documents daily limits and bedtime for eligible supervised devices. Apple · Google
Privacy and location Which apps can use location, camera, microphone, photos, contacts, or motion data? Is location sharing necessary? The FTC advises reviewing permissions app by app and notes that location sharing does not always make sense. Google location features depend on compatible devices, settings, and connectivity. Check the parent-and-child platform match

Apple devices

Apple says a Child Account in Family Sharing enables system safeguards and parental controls. Its Screen Time documentation describes controls for apps and websites, downloads and eligible purchases, contacts, time allowances and schedules, and age-rated content. Setup and availability depend on compatible software across the family group, so verify the operating-system requirements for the exact devices you own rather than assuming an older phone supports every current feature. Apple child safety · Apple Screen Time

Apple describes Communication Safety as on-device guidance when sensitive images or videos are detected and says Apple does not get access to those photos or videos. That is Apple’s description of the feature, not an independent audit of every privacy or safety property of the platform. Explain to the child what the warning means and how to ask for help.

Android devices with Google Family Link

Google Family Link can manage app access and permissions, daily screen limits or bedtime, location for eligible Android devices, and Google Play maturity restrictions. Google states that Family Link may not be available in every region. It also states that iPhones, iPads, and non-Chromebook computers cannot be supervised as a child’s device through Family Link. Confirm the child’s device, parent device, account type, country, and connectivity requirements before relying on a feature. Google Family Link setup

Google’s disclosure says filters may not stop a child from reaching unwanted material through search results or direct links, and that some functions require specific devices, settings, or an internet connection. Treat ratings and filters as a layer, not a guarantee. Google Family Link privacy disclosure

Set up the phone before the child receives it

Use a separate setup session. Keep the purchase receipt, carrier details, recovery codes, and the parent-management credentials in a secure place. The exact labels differ by operating system, but the sequence below prevents the most common omissions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Update and secure the device. Install available operating-system and security updates. Set a strong device passcode that the child cannot easily guess; do not reuse a household banking or email password. Turn on the manufacturer’s lost-device and remote-wipe feature if available, and record the emergency-contact information.
  2. Create the correct child account. Use a child account or supervised account where the platform supports one instead of entering an inaccurate birth date to bypass protections. Add the parent account as the manager and test that the parent can approve or deny a change from their own device.
  3. Set purchase approval. Remove saved payment methods the child does not need. Require approval for downloads, subscriptions, and in-app purchases. Test both an allowed free download and a blocked or approval-required purchase. Remember that a control covering one store’s billing does not govern a different store, website, carrier charge, or payment service.
  4. Define app and web access. Start with only essential apps. Choose age or maturity ratings, decide whether a browser is needed, and block private browsing or unapproved stores when the platform offers those options. Add educational, accessibility, travel, and communication apps one at a time so a new permission can be understood.
  5. Configure contacts and communication. Add family, school, and emergency contacts. Restrict unknown callers or messages where possible. Open every messaging, social, video, and game app the child will use and inspect its own chat, friend, voice, image, and direct-message settings; the phone’s contact list cannot control an app that manages its own network.
  6. Set time rules. Create a school schedule, a bedtime or overnight downtime period, and a realistic daily allowance. Mark necessary calling or accessibility functions as exceptions only if they are genuinely needed. Check what happens when the allowance expires and how a parent grants a temporary extension.
  7. Review permissions individually. For each installed app, ask whether location, camera, microphone, photos, contacts, Bluetooth, or motion access is necessary. Choose the least permissive option that still works, such as “while using” location instead of continuous access when available. Disable background access that has no clear purpose.
  8. Decide on location sharing. Use it only for a stated safety purpose, such as meeting a caregiver, and tell the child who can see it and when it is active. Verify update frequency, battery impact, and what happens when the phone is offline. Do not treat a map dot as proof that a child is safe.
  9. Test from the parent account. Lock the phone, request an app, attempt an unapproved website, try a purchase, send a message from an unknown number, and let a time limit expire. Record what the child sees and how the parent receives an alert. Fix confusing prompts before handoff.
  10. Teach recovery. Show the child how to call emergency services where appropriate, contact a trusted adult, report a message, block a user, and find the phone. Practice what to do after a lost device, a suspected account takeover, or an upsetting image.

Control apps, websites, and content ratings

Use a default-deny approach for a new smartphone: install the smallest set of apps needed, then expand access as the child demonstrates reliable judgment. Content ratings can reduce exposure to material intended for older users, but ratings are assigned differently across stores and do not describe every user-generated post, advertisement, link, or conversation.

For every approved app, inspect four things: the developer’s age rating, the app’s privacy explanation, its communication features, and its account-recovery process. A calculator that requests contacts and continuous location deserves a different decision from a navigation app that needs location while open. Remove apps that no longer have a clear purpose.

Browser controls should cover more than a list of blocked words. Decide whether search is needed, whether safe-search settings can be locked, whether direct links can be opened, and whether another installed app contains its own browser. Google explicitly warns that Family Link filters may not prevent unwanted content reached through search or direct links, so combine filtering with supervision and reporting skills. Google’s disclosure

Limit communication without blocking help

Begin with a small, known contact list and expand it deliberately. Include at least two caregivers and an emergency contact, and confirm that the child can reach them during scheduled downtime if the platform allows emergency exceptions. Decide whether group messages, unknown callers, image messages, voice notes, and video calls are appropriate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Repeat the review inside each game or social service. A child can be contacted through an in-game chat even when the phone’s messaging app is restricted. Turn off public profiles, discoverability by phone number, automatic friend suggestions, and unsolicited direct messages when those controls exist. Teach the child to stop responding, preserve evidence, block the account, and tell an adult when someone requests secrecy, personal information, a meeting, or an intimate image.

Build a useful screen-time routine

Time limits work best when they reflect the child’s day rather than an arbitrary total. Set a school or homework schedule, a screen-free meal or family period, and a consistent charging location outside the bedroom if that fits your household. Leave room for reading, accessibility tools, calls, navigation, or other agreed exceptions.

Explain the rule before enforcement starts. Show the child the warning that appears near a limit and the process for requesting extra time. Review whether the schedule is preventing a needed call, disrupting sleep, or pushing the child toward secret accounts. Apple documents configurable allowances and schedules, while Google documents daily limits and bedtime for eligible supervised devices; the available controls depend on the exact software and account configuration. Treat privacy as an ongoing service decision

Review permissions and data flows

Privacy is not solved by turning on parental controls. Check what each service collects, why it collects it, how long it retains information, and whether it shares information with other companies. Review location, camera, microphone, photos, contacts, identifiers, and diagnostic-data choices after installing an app and when its terms or privacy notice changes.

Location deserves a separate decision. Sharing a child’s whereabouts can help coordinate pickup, but it also creates sensitive records and may expose the child if an account is compromised. Limit the audience, choose a purpose, and turn it off when the purpose ends. Tell the child that disabling or enabling location is something they can discuss with a trusted adult, not a test they must secretly pass.

Understand what COPPA does—and does not do

The Children’s Online Privacy Protection Act (COPPA) is not a certification for a phone or an operating system. FTC consumer guidance says it applies to online services directed to children under 13 and to general-audience services that know they are collecting personal information from children that age. Covered services must notify parents and obtain approval before collecting, using, or disclosing a child’s personal information.

The FTC lists information such as contact details, physical location, photos, audio, biometric information, and persistent identifiers among the data that may be covered. Read the service’s parental notice and privacy policy to understand the actual collection and use; a phone’s restriction setting does not answer those questions. FTC: Protecting Your Child’s Privacy Online

Know what parental controls cannot guarantee

  • Filters can miss content, especially when it arrives through search results, direct links, advertisements, user-generated posts, or a different app.
  • A child may discover a workaround, use another person’s device, create a second account, or encounter content through a notification or shared file.
  • Location can be stale or unavailable when the phone is powered off, disconnected, has a depleted battery, or lacks the required permissions.
  • Purchase approvals may cover only one store or billing system.
  • Emergency access, communication restrictions, and downtime behavior vary by device, software version, region, and account type.
  • A control that works on the phone may not govern a smart television, game console, school computer, or web browser used with the same account.

The FTC’s practical advice is direct: “There’s really no substitute for talking with your kid about your family’s rules and expectations.” FTC parental-controls guidance Use controls to reinforce those expectations, not to replace teaching, observation, or trust.

Recheck the setup as the child grows

Schedule a short review monthly at first and whenever the child changes school, begins traveling independently, or asks for a new app. A review should be collaborative but does not require handing over the parent-management password.

  • Remove unused apps and revoke permissions they no longer need.
  • Check account recovery email addresses, phone numbers, passkeys, and two-factor authentication.
  • Review the contact list, blocked accounts, group chats, and public-profile settings.
  • Look for new stores, browsers, VPN-like tools, duplicate accounts, or sideloaded apps.
  • Confirm that bedtime, school, and emergency exceptions still match the routine.
  • Read updated privacy notices for services that collect location, images, audio, or contacts.
  • Ask what felt restrictive, what felt unsafe, and what responsibility the child is ready to take next.

When maturity and demonstrated behavior justify more independence, loosen one control at a time and agree on the behavior that will keep it. If a child repeatedly bypasses rules or hides harmful contact, return to a more limited device or tighter settings while addressing the underlying problem.

Fix common setup failures

The parent cannot manage the child’s phone

Check that both accounts are in the same family group, the child account is eligible, the management app is current, and the device is supported in your region. Confirm that the child is signed into the intended account rather than a second personal account. Apple and Google publish different compatibility boundaries, so do not assume a parent’s phone can supervise every child’s device. Apple support · Google support

An app remains available after you blocked it

Check for a second copy, a web version, another app with an embedded browser, or an account that was not added to the supervised profile. Recheck the store’s maturity and purchase settings, then test from the child’s device. Filters cannot promise complete prevention, so pair the technical fix with a conversation about how the app was found.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Location is missing or inaccurate

Verify that the phone is powered on, connected, signed into the supervised account, and permitted to use location. Check battery-saving settings and whether the service requires a particular device or connectivity condition. If the information is stale, use a call or agreed check-in rather than treating the map as a live safety guarantee.

The child is overwhelmed by restrictions

Separate safety-critical rules from convenience limits. Keep emergency contacts and accessibility functions available, explain why a restriction exists, and adjust the schedule or approved app list when the child’s legitimate routine changes. A rule the child cannot understand or use is less protective than a clearly explained rule that is reviewed together.

Make the final choice

Choose the least capable device that comfortably meets the child’s real needs today, provided the parent can manage it and the child can reach help. A basic phone may be sufficient for contact; a child-focused phone may simplify boundaries; a standard smartphone may be justified for school, accessibility, navigation, or carefully supervised apps. In every case, verify controls on the exact device and account, configure privacy before handoff, test the restrictions, and set a date to review them.
