There is no universally best carbon-capture and storage (CCS) method for an industrial facility. The sound choice starts with the facility’s actual CO2 stream, then tests capture technology against process integration, energy and production impacts, transport and storage access, permitting, cost assumptions, and commercial risk. A concentrated, steady stream may be easier to separate than dilute or variable exhaust, but that fact alone does not determine the best project.
Use a facility-specific comparison of the complete chain: capture, conditioning and compression, transport, injection and storage, monitoring, closure, and the contracts that allocate performance and liability. The workflow below shows how to make that comparison without mistaking a technology label or a screening-tool result for an investment decision.
What you are actually choosing
CCS is not one piece of equipment. It is an integrated system that removes CO2 from a process stream, prepares it for movement, transports it to a storage location, injects it into a suitable geological formation, and verifies containment over the required operating and post-injection periods. A capture unit that performs well in isolation can still be a poor facility choice if it requires unavailable steam, cannot tolerate contaminants, has no transport capacity when the plant is ready, or depends on a storage permit that cannot be obtained.

- Which stream or streams should be treated, and what capture arrangement fits their chemistry and operating pattern?
- Can the existing plant supply the heat, power, water, space, tie-ins and shutdown windows the capture system needs without unacceptable production losses?
- Can the captured CO2 meet the specification, volume and delivery schedule accepted by a transport and storage network?
- Can the whole project be permitted, financed, built and operated under a contract structure that assigns risks to capable parties?
Answering only the first question produces a capture concept, not a viable CCS project.

Start with the CO2 stream
Characterize every candidate source separately. Do not average several stacks into one theoretical stream before understanding how each behaves. NETL’s industrial-capture work explains that separation difficulty changes with concentration and with the selected process stream. Natural-gas processing, fertilizer, hydrogen and ethanol facilities can have relatively concentrated sources. Steel, cement and refining commonly present lower-concentration gases, more contaminants or more difficult process conditions. A concentrated source often needs less separation energy, but compression, impurities, intermittency and the rest of the chain still govern the project.
Data to collect for each source
- CO2 concentration: report the normal range, not just a design-point percentage.
- Mass flow: record hourly, daily and seasonal variation, annual tonnes and planned capacity changes.
- Gas composition: identify oxygen, nitrogen, water, sulfur compounds, nitrogen oxides, particulates, hydrocarbons, metals and other contaminants relevant to the selected technology and CO2 specification.
- Temperature and pressure: include normal, minimum, maximum and transient conditions at the proposed capture interface.
- Operating schedule: document baseload operation, cycling, turnarounds, outages and maintenance constraints.
- Process consequences: quantify possible changes to heat balance, electricity demand, hydrogen yield, product quality, throughput and emissions from added utilities.
- Physical arrangement: note stack locations, available plot space, elevation, tie-in points, access for construction and the distance to a compression or export area.
Plant measurements should be reconciled with operating records and a defined design basis. Vendor guarantees are meaningful only when the feed composition, flow range and operating conditions in the guarantee match the facility.
Screen the main capture technology families
NETL’s point-source program identifies solvent, membrane, sorbent and chemical-looping technologies. These are families for screening, not a ranking. A process may also use a process-specific arrangement, such as separating a high-purity stream before combustion exhaust treatment or combining more than one separation step.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors| Technology family | What to test against the facility | Questions that decide suitability |
|---|---|---|
| Solvent systems | Gas composition, solvent degradation, regeneration heat, corrosion control, water balance and emissions management. | Can the plant supply the required low- or medium-pressure heat? Will contaminants increase solvent replacement, pretreatment or downtime? Is enough space available for absorbers, strippers and utilities? |
| Membranes | Feed pressure, driving force, selectivity, stage configuration, compression needs, contaminants and product specifications. | Does the stream have adequate pressure, or will compression erase the energy advantage? Can the membrane maintain performance over the full flow and composition range? |
| Sorbents | Adsorption capacity, regeneration method, cycle time, humidity and contaminant tolerance, replacement interval and solids handling. | Can the process manage cyclic operation and sorbent handling? What evidence exists at comparable contaminants, scale and variability? |
| Chemical looping | Oxygen-carrier behavior, solids circulation, reactor integration, fuel or air configuration, materials and control complexity. | Is a new reactor arrangement practical for the site, or is this more suitable for a new-build process? What scale-up and reliability evidence applies to the exact service? |
For each candidate, request evidence at a comparable CO2 concentration, contaminant profile, flow rate, pressure, temperature and operating schedule. A result from a clean laboratory gas or a different industry is not proof of performance on the facility’s stream. Require the supplier or engineering team to state the capture boundary, expected capture fraction, energy consumption, degradation assumptions, maintenance requirements, start-up behavior and conditions that invalidate the guarantee.
Define the comparison boundary before discussing cost
Two proposals can appear to have very different costs simply because one stops at the capture unit and the other includes compression, transport and storage. Put every option on the same boundary and cost year. At minimum, state whether the calculation includes:
- pretreatment and flue-gas conditioning;
- capture equipment and solvent, membrane or sorbent replacement;
- heat, electricity, cooling water and other utility consumption;
- CO2 dehydration, purification and compression;
- buffer storage and metering;
- pipeline, ship, rail or other transport;
- injection wells, storage operations, monitoring and closure;
- lost production, reduced efficiency and additional emissions from supplied energy;
- incentives, taxes, credits or other policy assumptions; and
- construction, financing, contingency, operating and decommissioning costs.
NETL’s industrial retrofit analysis covers nine source types and provides a starting point for sector-level screening. Its 2024 Carbon Transport and Storage (CTS) Cost Screening Tool treats the source, capture technology, transport, storage, incentives and cost year as user inputs. Use the tool to expose assumptions and compare scenarios, not to claim a site-specific estimate without replacing generic inputs with measured plant and infrastructure data.

Do not compare a cost per tonne of CO2 captured with a cost per tonne permanently stored. Label the denominator and include uncaptured emissions and production effects when the business case depends on facility-level abatement.
Check retrofit and process integration constraints
A technically suitable separator may be impractical to install. Map the capture unit onto the operating facility before selecting a preferred technology.
Utilities and energy
Confirm whether steam, electricity, cooling, water treatment, nitrogen, instrument air and wastewater capacity remain adequate during normal operation and upset conditions. A solvent system that requires regeneration heat can alter the host process’s steam balance; a membrane may require compression power; a sorbent or looping system may add solids handling and high-temperature equipment. Model both normal and minimum-load operation so that the capture plant does not become the constraint that forces an otherwise avoidable production reduction.
Space, tie-ins and construction
Reserve space for columns, reactors, compressors, dehydration, storage vessels, electrical equipment, access roads, fire protection and future maintenance. Identify pipe-rack routes and tie-in points, hazardous-area boundaries, underground services and lifting limits. List the shutdowns required to connect the system and determine whether they fit the plant’s planned turnaround schedule. A design that needs an unplanned long outage can be less attractive than a slightly less efficient design that can be installed during scheduled maintenance.
Reliability and production effects
Set an availability target for the capture train and decide how the facility operates when capture is unavailable. Quantify start-up and ramp rates, bypass arrangements, solvent or sorbent inventory, spare-parts strategy and operator workload. Include effects on product quality, hydrogen yield, clinker or steel throughput, refinery unit constraints or other site-specific production measures. A high nominal capture fraction is not useful if frequent trips reduce annual captured tonnes or destabilize the core process.

Design the transport and storage chain at the same time
Transport and storage are part of the method decision, not services to investigate after capture selection. Confirm the CO2 specification, phase, pressure, impurities, flow variability and delivery timing accepted by the receiving system. Then test whether the route and storage operator can accept the facility’s volume when the plant is ready.
Shared networks and hubs
The IEA has described shared CO2 transport and storage networks as a way to reduce unit costs and support investment in industrial hubs. The benefit is conditional: a shared system must have physical capacity, compatible specifications, an expansion schedule aligned with the facility, and commercial terms that do not expose one participant to another participant’s delay. Ask for the capacity reservation, commissioning date, outage rules, quality limits, metering method, custody-transfer point and consequences of under- or over-delivery.
Route and mode choices
A pipeline may be practical for a nearby, steady source, while a ship, rail or truck connection can provide flexibility where a pipeline is not yet available. The appropriate mode depends on distance, volume, pressure, geography, loading facilities, seasonal access and the storage operator’s acceptance conditions. Compare the complete delivered cost and reliability rather than assuming that the capture technology with the lowest separation energy also has the lowest delivered-abatement cost.

Schedule alignment
Build an integrated schedule covering front-end engineering and design, permits, procurement, construction, commissioning, pipeline or terminal readiness, injection-well drilling and storage-site approval. A capture plant that is complete before transport or storage is available may need temporary venting or an expensive operating restriction. Conversely, reserving infrastructure years before the source is ready can create payment obligations without revenue.
Screen the storage site and permit path early
Storage feasibility depends on geology, wells, monitoring and the governing jurisdiction. For U.S. geologic storage, EPA Class VI requirements address site characterization, modeling of the CO2 plume and pressure front, well integrity, monitoring, financial responsibility, emergency response, post-injection care and closure. EPA states: “Each Class VI well requires a permit to construct and operate the well through site closure.”
Technical storage questions
- Does the formation have enough capacity and injectivity for the planned rate and project life?
- Can the caprock and surrounding geology contain the plume and pressure front?
- Are faults, fractures, abandoned wells or other conduits identified and characterized?
- What area of review is affected by pressure and plume migration?
- Are existing wells constructed and maintained well enough to avoid leakage pathways?
- Can monitoring detect migration and demonstrate containment using methods appropriate to the site?
- What happens if injection must be reduced, suspended or stopped?
Regulatory responsibility
Determine who issues the permit. Class VI primacy determines whether EPA or an approved state, territory or Tribal authority administers the program. The U.S. requirements are not a universal international template; a project outside the United States must follow the applicable national, regional and local rules. Identify environmental reviews, land and pore-space rights, water and air permits, pipeline or terminal approvals, financial-assurance requirements, emergency planning and post-injection obligations before choosing a route or storage operator.

Liability and closure
Assign responsibility for monitoring, reporting, corrective action, remediation, long-term stewardship and financial assurance in both permits and contracts. A storage fee that excludes monitoring or closure can make an option look cheaper than it is. Require the storage developer to state the assumptions behind capacity, pressure management, monitoring duration and transfer of responsibility.
Evaluate commercial structure and risk allocation
Capture performance alone does not establish that a project can be financed or operated. The IEA’s 2026 financing analysis identifies viable business models and value-chain risk allocation as important to CCUS commercial viability.
Map each material risk
| Risk | Decision to document |
|---|---|
| Capture performance | Who guarantees capture rate, energy use, availability, solvent or sorbent consumption and emissions under which feed conditions? |
| Transport availability | Who pays if a pipeline, terminal or ship is delayed, unavailable or operating below its contracted capacity? |
| Storage performance | Who bears the cost of non-conforming CO2, injection interruption, plume migration, corrective action and closure? |
| Construction and schedule | Which party controls interfaces among the plant, transport system, wells and monitoring program, and what damages apply to delay? |
| Policy and revenue | Who receives incentives or credits, and what happens if eligibility, credit value or accounting rules change? |
| Operating and market risk | How are energy-price changes, plant outages, reduced production and changes in CO2 volume handled? |
Define custody transfer, measurement and verification at each interface. A bankable structure normally needs credible counterparties, enforceable service levels, insurance or financial security where appropriate, and a plan for periods when one link in the chain is unavailable.

- Set the decision basis. Name the facility, jurisdiction, design year, target in-service date, annual CO2 volume, required abatement outcome and whether the objective is retrofit, expansion or new build.
- Inventory sources separately. Measure concentration, flow, variability, contaminants, temperature, pressure, schedule and production impacts for each stack or process stream.
- Identify the target boundary. Decide whether the comparison ends at capture or includes conditioning, compression, transport, injection, storage, monitoring, closure and energy-related emissions.
- Shortlist compatible configurations. Screen solvent, membrane, sorbent and chemical-looping families, plus process-specific arrangements, against the measured stream and operating envelope.
- Request comparable evidence. Require data from similar concentrations, contaminants, scale, pressure and cycling. Ask for guarantees, exclusions, degradation assumptions, maintenance intervals and start-up behavior.
- Model integration. Check heat, power, water, cooling, space, tie-ins, shutdowns, control systems, safety and impacts on throughput or product quality.
- Price the complete chain. Use a consistent cost year and boundary. Use NETL retrofit analyses and the 2024 CTS Cost Screening Tool as screening references, then replace generic inputs with site data.
- Confirm infrastructure. Verify transport mode, CO2 specification, capacity, route, storage operator, commissioning date, outage rules and commercial terms.
- Screen storage and permits. Evaluate capacity, containment, faults, wells, plume and pressure modeling, monitoring, emergency response, financial responsibility and closure under the applicable jurisdiction.
- Allocate risk. Assign capture, transport, storage, construction, policy and operating risks to named parties with measurable obligations and remedies.
- Stress-test the shortlist. Vary energy prices, utilization, CO2 volume, transport availability, storage costs, schedule and policy assumptions. Retain options that remain credible under adverse but plausible conditions.
- Advance only with project evidence. Confirm the preferred configuration through front-end engineering and design, site characterization, vendor guarantees, permitting work and financeable contracts before a final investment decision.
Comparison checklist for a final shortlist
Use one scorecard for every candidate. Mark an item as confirmed, conditional or unresolved rather than awarding a high score when information is missing.
- Feed fit: concentration, flow, variability, contaminants, temperature, pressure and source arrangement match the evidence basis.
- Capture outcome: capture fraction, net energy demand, reliability, emissions and production effects are stated at the same facility boundary.
- Retrofit practicality: space, utilities, tie-ins, shutdowns, safety systems, construction access and maintenance are feasible.
- Whole-chain cost: capture, conditioning, compression, transport, injection, storage, monitoring, closure, incentives, cost year and risk allocation are included consistently.
- Infrastructure: transport and storage capacity, CO2 specification, schedule, outages, metering and commercial terms are documented.
- Storage: capacity, injectivity, containment, faults, wells, area of review, monitoring, emergency response, financial responsibility and closure are addressed.
- Commercial fit: counterparties, guarantees, liability, policy eligibility and revenue model are credible.
- Evidence quality: claims come from comparable operating data, pilot or demonstration results, engineering calculations and site-specific studies rather than generic marketing figures.
Common selection mistakes and how to avoid them
Choosing by concentration alone
A high-concentration stream can reduce separation energy, but it may still contain contaminants, vary in flow, require difficult compression or lack a transport and storage route. Carry the stream analysis through the complete chain.
Comparing unlike cost estimates
Check the boundary, denominator, cost year, utilization, energy price, policy treatment and whether transport and storage are included. Recalculate when any of those differ.

Leaving storage until the end
Storage capacity, wells, monitoring and permits can determine the project schedule. A capture design without a credible storage path is not a complete option.
Assuming a hub solves every infrastructure problem
Shared networks can lower unit costs, but only when capacity, specifications, timing and contracts align. Obtain written terms rather than treating a proposed hub as available capacity.
Ignoring variable operation
Design-point performance can overstate annual capture for a cycling plant. Test ramping, minimum load, trips, start-up, shutdown and planned outages.

NETL’s tools organize assumptions and support early comparisons. They do not replace measured plant data, FEED, site characterization, vendor guarantees, permit work or negotiated contracts.
Ranking technology before assigning risk
The lowest modeled capture cost can lose its advantage when a supplier excludes degradation, an operator cannot guarantee transport, or storage liability remains with the facility. Put risk allocation into the comparison from the beginning.
What a defensible decision looks like
The preferred method is the one that fits the measured stream and host process, delivers the required annual captured and stored tonnes, can be integrated without unacceptable production or safety effects, has a synchronized transport and storage route, satisfies the jurisdiction’s permitting and monitoring requirements, and remains financeable under explicit cost and risk assumptions. If no option meets all of those tests, the correct outcome is to change the source configuration, schedule, infrastructure plan or commercial structure—not to declare a universal technology winner.
For context, NETL attributes more than 1,300 million tonnes of CO2 emissions in 2020 to the U.S. industrial sector. That figure is specific to the United States and that year; it is not a current global estimate. It illustrates why industrial projects matter, but it does not substitute for the source measurements and site studies required for an individual facility.
