There is no universally best choice. Miami-Dade is the strongest candidate when international customers, air cargo or seaport access drive revenue. Palm Beach County stands out for a named, no-cost economic-development contact that can help with site selection and permitting. Tampa Bay offers a broad regional mix of financial services, information technology, healthcare and manufacturing. Your best location is the one that wins a documented, site-level comparison of customers, workers, logistics, premises, regulation, resilience and total cost.

So, how do I choose a business location in Florida: Miami, Palm Beach, or Tampa? Start by defining your business model and comparing actual candidate properties—not city reputations or county averages. The three labels also cover different geographic units: Miami-Dade County, Palm Beach County and the Tampa Bay region. Keep those boundaries visible in every spreadsheet and request comparable data before signing a lease or buying land.

Start with the decision you actually need to make

A headquarters for a professional-services firm has different location requirements from a fulfillment operation, medical practice, light manufacturer or customer-facing shop. Write a one-page brief before contacting brokers or economic-development offices. Include:

  • Business activity: industry, products or services, regulatory requirements and whether customers visit the premises.
  • Customer geography: local, statewide, national or international revenue; share that must be reached in person; and service-level commitments.
  • Workforce: occupations, headcount by shift, wage ranges, hiring radius, training needs and hybrid-work assumptions.
  • Space: office, storefront, clinic, warehouse, production or mixed use; usable square footage; ceiling height; loading; parking; utility capacity; and expansion room.
  • Movement of goods and people: supplier origins, delivery frequency, airport or seaport dependence, interstate routes and acceptable transit times.
  • Timing and capital: target occupancy date, fit-out budget, lease or purchase preference, term length and cash-flow tolerance.
  • Risk limits: acceptable flood, storm, insurance, utility and business-interruption exposure.

This brief prevents a common error: choosing a famous market first and trying to force the operation to fit it later.

Use a weighted scorecard instead of a city-wide ranking

Build one scorecard for Miami-Dade, Palm Beach County and Tampa Bay. Score each candidate property—not merely the metropolitan label—using the same definitions, date and unit of measure. A practical method is to rate every criterion from 0 (does not meet the requirement) to 5 (excellent), multiply by a weight, and total the results. Set weights so they add to 100 percent.

Criterion Questions to answer Evidence to request
Customers and revenue Where are customers located? Is face-to-face access essential? Does an international time zone or market matter? Customer addresses by revenue, visit frequency, drive-time or delivery-time analysis, and sales-team travel records.
Labor Can you hire each occupation at the required wage and schedule? How difficult are commutes and recruitment? Occupation-level wage and supply data, competing employers, commute patterns, training partners and a recruiting-cost estimate.
Logistics How close are suppliers, customers, airport, seaport, interstate and distribution routes in actual minutes? Time-of-day travel times, carrier service maps, freight quotes, delivery windows and access restrictions for the specific address.
Premises Does the property provide the right layout, loading, parking, utilities and expansion capacity? Comparable asking rent or purchase price, operating charges, property taxes, fit-out estimate, utility confirmation and lease terms.
Regulation and execution What zoning, permits, licenses and specialized approvals apply, and how long will occupancy take? Written zoning confirmation, permit sequence, agency contacts, estimated review times and conditions of approval.
Resilience What are the site-specific flood, storm, insurance, utility and continuity exposures? Flood and drainage information, insurance indications, elevation or mitigation requirements, outage history and a continuity plan.
Incentives and assistance Is the project eligible, funded and within the program’s geographic rules? What jobs, investment, timing and clawbacks apply? Current program guidance, written eligibility confirmation, application deadlines, award conditions and contract language.
Owner and employee practicality Can employees reach the site? Are housing, education, training and professional services adequate for the plan? Commute analysis, training-pipeline information, school or education resources relevant to hiring, and professional-service availability.

Do not let a high-level regional advantage substitute for a missing property fact. A county average cannot reliably stand in for a particular industrial park, office submarket or retail corridor.

What Miami-Dade can offer—and what the evidence does not prove

Miami-Dade County’s FY 2025-26 adopted budget identifies international commerce, airport and seaport facilities, workforce training and emerging industries among its economic-development priorities. Its stated objective is to “Provide world-class airport and seaport facilities.” (Miami-Dade County, FY 2025-26 adopted budget.) The county’s economic-development office also describes support for business retention, expansion and relocation.

For an operation that depends on cross-border customers, air cargo or ocean freight, Miami-Dade therefore deserves a first-pass feasibility test. Miami-Dade County reported that Miami International Airport’s 2025 activity generated an estimated $212 billion in statewide business revenue and was associated with 945,682 jobs statewide, citing a Martin Associates report. The same 2026 county release reported nearly 3.5 million tons of freight shipments in 2025. See the Miami-Dade County MIA impact release.

Those figures describe estimated statewide direct, indirect and related activity connected with the airport, plus reported throughput. They are not a forecast of your company’s sales, savings or return on a Miami-Dade site. Ask whether your suppliers use the relevant terminals, whether carriers offer the service level you need, and whether the candidate address provides workable truck, employee and customer access. A location near a major facility can still fail on rent, congestion, zoning, insurance, delivery windows or labor availability.

When a Miami-Dade site should move up your shortlist

  • A significant share of revenue or inputs crosses national borders.
  • Airfreight speed, passenger connectivity or seaport access has a measurable effect on customer service.
  • Your workforce and customer-visit model can tolerate the commute and occupancy economics of the specific submarket.
  • You can verify cargo handling, customs, carrier schedules and last-mile transit for the proposed address.

What Palm Beach County can offer—and how to use its assistance

Palm Beach County has a clearly identified business-location contact: the Business Development Board (BDB), the county’s official economic-development organization. BDB advertises confidential, no-cost services that include site selection, expedited permitting, workforce connections and incentives. Its site also lists current publications, including a 2025 county economic overview. Start with BDB and review the BDB publications page.

That service offering is useful for reducing search and coordination time. It does not establish that a particular project qualifies for an incentive, that a permit will be expedited in practice, or that Palm Beach County is cheaper than Miami-Dade or Tampa Bay. Give BDB the same one-page brief you give other contacts and request written, project-specific answers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions to put to BDB

  • Which available sites meet the required use, size, utilities, loading, parking and occupancy date?
  • Which permits and local approvals apply, and what sequence and review time should be budgeted?
  • Which workforce connections match the occupations, shifts and training needs in your brief?
  • What incentives are potentially relevant, what geographic or job thresholds apply, and when must an application be filed?
  • Can the organization provide comparable property and infrastructure information for candidate sites rather than a general county narrative?

Independently verify lease economics, insurance, taxes, utilities, construction pricing and every incentive condition. Treat assistance as a way to obtain better information, not as proof that the location wins.

What Tampa Bay can offer—and how to test the regional claims

The Tampa Bay Economic Development Council describes a regional mix that includes financial services, information technology, healthcare and manufacturing. It highlights an airport, deepwater seaport, interstate network and area educational institutions. Review its regional overview at Tampa Bay EDC’s Why Tampa Bay page.

These assets make Tampa Bay a sensible candidate for businesses whose customers, suppliers or workforce align with those sectors. The page is an economic-development overview, not a neutral cost comparison with Miami-Dade and Palm Beach County. Convert each claim into a test:

Do not declare a low-cost winner without comparable numbers

The available material does not provide a consistent, current comparison of commercial rent, wages, insurance or total occupancy cost across Miami-Dade, Palm Beach County and Tampa Bay. You should not claim that one market is cheapest on that basis. Costs vary by property type, submarket, building condition, staffing profile, lease structure and date.

Request the following for at least two genuinely comparable properties in each market:

Cost item What to request How to make it comparable
Base rent or purchase price Asking and likely transaction range, rentable and usable area, escalation schedule. Use the same property type, size band, condition and measurement standard.
Operating expenses Common-area charges, maintenance, security and management fees. Separate recurring charges from one-time landlord work and reconcile historical estimates.
Taxes and insurance Property-tax treatment, pass-throughs, business coverage and location-specific premiums. Obtain written estimates for the exact address and intended use.
Fit-out and utilities Construction, permitting, design, deposits, power, water, data, backup generation and ongoing service. Use the same operating specification and capacity assumptions for every site.
Labor Occupation-level wage offers, payroll burden, recruiting cost, training and turnover assumptions. Compare the same occupations, shifts, experience and benefits in the same year.
Transport Inbound and outbound freight, employee travel, parking, tolls and delivery-time costs. Model your actual lanes, volumes, service windows and peak travel conditions.
Exit and expansion Renewal options, termination rights, restoration, relocation and expansion costs. Value the full expected term, not only the initial quoted rent.

Present a total-occupancy-cost model with assumptions visible. Mark estimates as estimates and update them when a landlord, carrier, insurer or contractor supplies a binding figure.

Check Florida’s statewide resources and incentives carefully

FloridaCommerce says, “FloridaCommerce plays a central role in driving business growth across the state by aligning economic development strategy with workforce, infrastructure and community development initiatives.” Its Business Growth page describes industry recruitment, site readiness, workforce and infrastructure partnerships.

The agency’s Economic Development Incentives Portal and Types of Incentive Awards page explain program information and award categories. Program status is not static: some incentive pages state that programs are not currently funded. Before putting an incentive into a financial forecast, confirm all of the following directly:

  • Performance reporting, payment timing, geographic restrictions and contract obligations.
  • Clawbacks or repayment terms if hiring, investment or timing targets are missed.

Model an incentive as conditional until you have a written award or binding agreement. Do not let a preliminary conversation reduce the base-case cost of a site.

A step-by-step Florida location process

  1. Write the operating brief. Fix the customer geography, occupations, space program, logistics lanes, opening date, capital limit and risk tolerance.
  2. Define the comparison geography. Label every entry as Miami-Dade County, Palm Beach County or the Tampa Bay region, and record the specific city, submarket and address.
  3. Set scorecard weights. Give the highest weights to requirements that can stop the business—such as a missing permit, inadequate power, unacceptable delivery time or an unavailable labor skill.
  4. Generate candidate sites. Ask brokers and the relevant economic-development contacts for properties that meet the brief. Request at least two comparable candidates per market where supply allows.
  5. Validate use and approvals. Obtain written zoning and permitting guidance, identify specialized approvals, and build a dated path to occupancy.
  6. Measure real access. Test peak and off-peak employee commutes, customer travel, supplier routes, airport or seaport movements and delivery windows from each address.
  7. Obtain property-level economics. Collect lease or purchase terms, operating charges, taxes, insurance, fit-out, utilities, parking, expansion and exit provisions in a common template.
  8. Test workforce feasibility. Compare occupation-specific hiring pools, wages, training, commute patterns and competing employers; run a recruiting pilot for hard-to-fill roles if the opening date permits.
  9. Assess resilience. Review flood and storm exposure, insurance indications, utility reliability, backup needs, access during disruptions and a documented continuity plan.
  10. Screen assistance and incentives. Get current written eligibility and funding information from FloridaCommerce and local contacts. Keep unawarded benefits out of the base case.
  11. Score and challenge the result. Have operations, finance, human resources, legal and a local property professional review assumptions independently. Investigate any unusually high or low score.
  12. Negotiate with conditions. Make lease, purchase or construction commitments contingent on required approvals, satisfactory due diligence, utility capacity, insurance and any genuinely awarded incentive.

Resilience is a location requirement, not an afterthought

Storm, flood, insurance and utility exposure can change the economics of an otherwise attractive site. Evaluate the parcel and building, not only the county. Ask for flood and drainage information, elevation or mitigation requirements, insurance indications for your actual use, backup-power options, communications redundancy and expected restoration priorities. Include alternate suppliers, remote-work procedures, inventory buffers and customer communications in the continuity plan.

Compare resilience costs in the same scorecard as rent and labor. A site that requires major flood mitigation, expensive insurance or long utility upgrades may lose even if its advertised rent is lower.

Decision patterns that can narrow the shortlist

International commerce or time-critical freight

Begin with Miami-Dade because the county explicitly prioritizes international commerce and airport and seaport facilities, and the county has published the MIA activity and freight figures described above. Then prove that the specific address, carrier network, customs process, labor plan and total occupancy cost support your service promise. If they do not, move the site down despite the regional transport profile.

Need for coordinated site selection and permitting help

Put Palm Beach County on the shortlist when confidential, no-cost site-selection, permitting, workforce and incentive coordination would materially reduce execution risk. Use BDB to accelerate information gathering, while retaining independent legal, property, insurance and financial checks.

Sector alignment with finance, technology, healthcare or manufacturing

Test Tampa Bay candidates when the business depends on those sectors, the region’s educational institutions or its airport, deepwater seaport and interstate network. Validate the actual labor competition, site access, customer distribution and property economics before treating sector alignment as a decision.

Primarily local customers or a small professional office

Do not assume the largest transport ecosystem wins. Weight customer drive time, employee commute, visibility, parking, neighborhood fit, occupancy cost and permitting more heavily. A smaller submarket in any of the three geographies can outperform a prestigious address if it serves the operating brief better.

Information to request before you choose

Send every broker and economic-development contact the same request so responses can be compared. Ask for:

  • Exact address, jurisdiction, zoning and permitted use.
  • Available area, usable-area calculation, floor plan, loading, parking and expansion options.
  • Base rent or purchase terms, operating expenses, taxes, insurance assumptions, deposits, escalations and renewal or exit provisions.
  • Utility capacity and upgrade lead times, internet options, backup power and construction constraints.
  • Permit list, responsible agencies, expected review sequence and occupancy conditions.
  • Travel-time evidence to principal customers, suppliers, airports, seaports, interstates and employee concentrations.
  • Workforce data by occupation, wage and shift, plus relevant training or education connections.
  • Flood, storm, drainage, insurance and business-continuity information for the parcel.
  • Every incentive’s current funding, eligibility, application timing, performance requirement and repayment provision.

Record the response date and source for every figure. Replace a verbal assurance with a document or mark it unverified in the scorecard.

Common mistakes to avoid

  • Comparing unequal geographies: a county statistic, a city submarket and a regional Tampa Bay claim are not interchangeable.
  • Using a headline impact number as a business forecast: MIA’s reported statewide activity is not your projected revenue or savings.
  • Choosing on advertised rent: taxes, operating charges, fit-out, insurance, utilities, labor and transport can dominate the total.
  • Counting an incentive before award: funding, eligibility, timing and clawbacks must be confirmed in writing.
  • Ignoring execution time: zoning, permits, utility upgrades and construction can move the opening date and cash requirement.
  • Assuming a regional workforce exists: test the exact occupations, shifts, wages, commute and competing employers.
  • Skipping resilience diligence: flood, storm, insurance and outage exposure are address-specific and can affect continuity.
  • Letting one stakeholder decide: operations, finance, human resources, legal and property specialists should challenge the same assumptions.

Make the final choice defensible

Choose the market and property with the highest risk-adjusted score after the evidence is normalized. Keep a base case that excludes unawarded incentives and uses conservative opening dates, hiring speed, occupancy costs and disruption assumptions. Document why the winner satisfies the non-negotiables and which assumptions would trigger a re-evaluation. This produces a location decision that can survive changes in rent quotes, program funding, labor conditions or the construction schedule.
