There is no universally best blockchain for AI-agent payments. Choose the network only after you confirm that the agent’s payment protocol, client, wallet signer, stablecoin, resource server, and facilitator all support the same combination in production. Then compare the expected transaction cost, settlement requirement, interoperability, and controls that limit an agent’s spending.
Choose the payment stack before you choose the chain
An AI agent does not pay “a blockchain” in isolation. A real payment passes through a stack:
- Payment protocol: the HTTP-level rules for requesting, authorizing, and proving payment, such as x402 or MPP.
- Client and signer: the software that understands the protocol and the wallet or key that signs the authorization.
- Network: the settlement chain, such as Base or Solana.
- Asset: the exact stablecoin contract or token mint accepted by the service.
- Resource server: the API or other service that checks payment before returning a resource.
- Facilitator or relay: an optional service that verifies, submits, or sponsors parts of the transaction.
Compatibility is specific to the whole combination. Solana’s guide warns that x402 scheme support varies by network and client, so a shared HTTP 402 status does not prove that two implementations interoperate. Confirm the exact protocol version, scheme, network identifier, asset, client library, server implementation, and facilitator in a production-like test before committing to a chain. See Solana’s overview of MPP and x402 and its x402 implementation guide.

Match the chain to the payment pattern
Describe what the agent is buying before comparing networks. The protocol and its payment “scheme” should match the way the service charges.
Fixed-price requests
A fixed-price call has one known amount for one request: for example, a single image transformation or a one-time data lookup. Solana documents x402’s exact scheme as the natural fit for this pattern. The server states the required amount and destination; the client authorizes that exact payment; the server verifies it before delivering the response.
Capped usage
A capped session lets an agent use a service up to a stated maximum. The cap is useful when the final number of operations is uncertain but the owner still wants a hard budget. x402 can support an upto scheme where the participating client, server, and facilitator all implement it. Do not assume that support from one x402 deployment applies to another.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Metered or repeated sessions
MPP is described in Solana’s documentation as an HTTP-authentication-oriented protocol for repeated metering. Its charge intent suits a discrete charge, while a session intent is designed for a continuing, metered interaction. This can be a better conceptual fit for an agent that maintains a connection or makes many related calls, but production support still has to be checked for the selected network and client.
| Payment pattern | Questions to answer | Protocol direction described in the documentation |
|---|---|---|
| One request, one known amount | Is the amount fixed, and can the server verify one exact authorization? | x402 exact |
| Usage up to a ceiling | Who enforces the maximum, and does every participant support an upper-bound authorization? | x402 upto, only where the complete stack supports it |
| Continuing or metered interaction | How are usage units measured, and when can either side stop the session? | MPP charge and session intents |
Compare only combinations that actually work
Use the following matrix during vendor and engineering reviews. A blank answer is a reason to pause the selection, not an invitation to infer compatibility.
| Decision axis | What to verify | Why it matters |
|---|---|---|
| Protocol and client | Can the agent’s client create and sign the required authorization and parse the server’s challenge and receipt format? | MPP and x402 use different flows and headers; a generic HTTP 402 response is not enough. |
| Network and scheme | Does the service accept the intended scheme on the selected network, with the exact production versions? | Scheme support can vary by network, client, and deployment. |
| Asset and destination | Which stablecoin contract or mint, recipient address, and base-unit amount are required? | Paying the right value in the wrong asset or to the wrong destination is a failed or unsafe payment. |
| Wallet model | Does the client need an EVM wallet, a Solana keypair, or both? Where are keys stored and approved? | The signing environment determines isolation, limits, recovery, and operational burden. |
| Settlement rule | What confirmation level must the server observe before returning the resource? | A displayed transaction is not necessarily final enough for fulfillment or accounting. |
| Verification model | Can the server verify locally, or does it rely on a facilitator or relay? | Local verification reduces dependency on a third party; managed infrastructure can reduce implementation work. |
| Failure handling | How are retries, duplicate payments, refunds, timeouts, and partial sessions reconciled? | Agents retry automatically, so payment and fulfillment must be idempotent. |

| Network or example | Published figure | How to interpret it |
|---|---|---|
| Base | Median fee below $0.01; settlement listed at 200 ms | Figures published by Base on its payments page, accessed October 13, 2026. The page does not disclose a shared benchmark methodology. Read Base’s payments page. |
| Solana | Below $0.01 and about 0.5 seconds in Base’s comparison table | A comparative claim reproduced on Base’s page, not an independent benchmark. Solana’s own documentation gives additional fee and transfer estimates. |
| Solana base transaction | 5,000 lamports, estimated at about $0.0007 | Solana Documentation estimate; the dollar value changes with market conditions. See How Payments Work on Solana. |
| Solana transfers | Most transfers estimated below $0.001 | Source estimate that depends on transaction and account configuration. |
| New Solana token account | About $0.40 estimated rent when a new account is required | One-time setup estimate, not a per-transfer fee; it can apply when the recipient token account does not already exist. |
| 0x documented endpoints | $0.01 per request in USDC on Base mainnet or Solana mainnet | This is the listed price for those specific endpoints, not a general network fee. See the 0x autonomous-agent payment documentation. |
Do not turn these figures into a winner. Ask each provider for the measurement window, transaction type, workload, definition of settlement, token-account or contract setup, and whether facilitator or application charges are included. A network can be inexpensive for a simple transfer but operationally costly if every new recipient needs account creation or if your team must build and operate missing infrastructure.

Understand Solana-specific setup costs and responsibilities
For Solana x402, the resource server’s payment requirements identify the accepted token mint, recipient, and amount in base units. Those values must be configured correctly on both sides. A recipient may also need a token account before it can receive the asset.
Solana’s documentation notes that facilitator fee sponsorship does not automatically provision the recipient token account or cover its rent. Decide explicitly who creates that account, who pays the estimated setup cost, and what happens when it is absent. Treat the approximately $0.40 figure as a volatile estimate, not a guaranteed price.
On the agent side, record the exact mint and decimal conversion. An amount expressed in base units is not interchangeable with a human-readable decimal amount; conversion errors can overpay, underpay, or cause verification to fail.
Use a staged selection process
- Inventory every paid resource. List each API, data source, model call, tool, or action the agent may purchase. Record the owner, endpoint, environment, expected call volume, and whether a human must approve spending.
- Classify the charge. Mark each resource as fixed-price, capped usage, or metered session. Note whether the price can change between the challenge and settlement.
- Capture the complete payment requirement. For each service, write down protocol and version, scheme, network identifier, stablecoin contract or mint, recipient, amount units, expiry, and required confirmation level.
- Test the exact client path. Have the production client sign a test authorization and send it to the real resource-server implementation or its documented staging equivalent. Confirm that the server accepts the receipt and returns the paid resource.
- Measure the whole transaction. Record network fee, account or contract setup, facilitator charges, latency to the required confirmation, and failure or retry behavior. Measure under the workload your agent will actually create.
- Set spending policy before launch. Apply per-request, per-session, per-resource, and daily ceilings. Allowlist networks, assets, recipients, and protocol versions before a key can sign.
- Run failure drills. Test expired authorizations, wrong assets, wrong recipients, insufficient balance, dropped transactions, duplicate submissions, and a server timeout after payment.
- Choose the smallest operational surface. Prefer a chain and protocol combination your team can monitor, reconcile, upgrade, and recover—not merely the one with the lowest quoted fee.
Build verification and safety into the payment path
An autonomous signer should never approve a payment solely because an endpoint returned HTTP 402. Before signing, compare the request with a policy record and reject anything outside it.
- Resource: confirm that the host, path, method, and requested operation are allowlisted.
- Network: require the exact chain identifier; do not silently switch to a similarly named network.
- Asset: match the complete token contract or mint, not only its symbol.
- Amount: enforce a maximum in base units and check decimal conversion.
- Recipient: compare the destination address with the service’s approved address.
- Expiry: reject stale requirements and define a short, practical validity window.
- Replay: track nonces, transaction identifiers, or equivalent state so one authorization cannot buy the resource twice.
- Fee payer and signer: verify who pays network fees and which key actually authorizes the transfer.
- Settlement: wait for the confirmation level required by the service before fulfillment.
- Fulfillment: make delivery idempotent; a retry after a timeout must not create a second charge or duplicate side effect.
Keep the transaction hash, network, request identifier, amount, and fulfillment result in an audit record. Reconciliation should be able to distinguish “payment never submitted,” “submitted but not confirmed,” “confirmed but resource not delivered,” and “delivered twice.”

Separate the payment chain from the execution chain
The chain that settles a stablecoin payment does not have to be the chain that executes the purchased action. The documented 0x example prices requests at $0.01 in USDC on either Base mainnet or Solana mainnet, while noting that a Solana-paid request can also require an EVM wallet when the swap itself executes on an EVM network. That is concrete evidence that payment and execution can be different choices; it is not evidence that every API supports both.
Model the two paths independently:
- Payment path: where the agent’s stablecoin authorization is created and settled.
- Execution path: where a swap, contract call, or other purchased operation runs.
- Bridge or relay boundary: what component transfers value or instructions between them, and what additional trust, delay, and fee it introduces.
When the paths differ, require the provider to document the wallet types, signing steps, supported assets, settlement handoff, and refund behavior. A cross-chain design can improve access to services but adds another failure boundary to monitor.
Choose local verification or managed infrastructure deliberately
Solana documents two broad operating models for x402: a resource server can verify payments locally, or it can use an optional facilitator. MPP similarly allows server-side validation with an optional relay or gateway. The choice is operational rather than ideological.
Recommended Free Tools
Local verification
- Gives the service direct control over validation rules and availability.
- Requires maintaining node access, transaction parsing, protocol compatibility, and incident tooling.
- Leaves your team responsible for correct confirmation and replay handling.
Facilitator, relay, or gateway
- Can reduce the code and infrastructure you operate.
- Introduces a dependency whose uptime, fees, limits, and supported schemes must be monitored.
- Requires clear answers about sponsorship, account creation, custody, data retention, and what happens during an outage.
A facilitator is a service role, not a reason to select a chain by itself. Evaluate its commercial terms, regions, support policy, and upgrade process separately from the protocol and network decision.
Questions to ask a provider before production
- Which protocol version and scheme are supported on the production endpoint today?
- Which network identifiers and stablecoin contract addresses or mints are accepted?
- Are amounts expressed in base units, and what decimal conversion should the client use?
- Which wallet type and signing library are required? Is a second wallet needed for execution?
- What confirmation or finality level triggers fulfillment?
- Who creates recipient token accounts or contracts, and who pays setup rent or deployment costs?
- Does a facilitator sponsor network fees, and what costs remain with the payer or recipient?
- How are expired, replayed, underpaid, overpaid, or misdirected transactions handled?
- What idempotency key or reconciliation API is available after a client timeout?
- How are refunds, partial sessions, and provider outages handled?
- Which receipts are returned, and do they include transaction hash, network, amount, and fulfillment status?
Common selection mistakes and fixes
Choosing by the lowest headline fee
Failure: the quoted network fee excludes account creation, facilitator charges, or the transaction type your agent actually sends.
Fix: calculate total cost per successful fulfillment, including setup, retries, and operational services.

Retrying payment and fulfillment as one operation
Failure: a timeout causes the agent to pay twice or receive duplicate side effects.
Fix: persist payment and fulfillment state separately, use idempotency keys, and reconcile by transaction hash and request identifier.
A practical decision rule
Select Base, Solana, or another network only when one complete stack passes all four gates:
- Compatibility gate: the required protocol and scheme work with the production client, server, wallet, asset, and facilitator.
- Economics gate: total cost—including setup and retries—fits the agent’s budget at realistic volume.
- Settlement gate: confirmation latency and finality meet the resource’s risk tolerance.
- Control gate: your team can enforce limits, verify every field, reconcile receipts, and recover from failures.
Base’s official payments page presents x402 per-request payments, programmable USDC spending limits in smart wallets, and an audit trail, alongside its published fee and settlement figures. Solana’s official materials cover both MPP and x402, provide detailed token-account and verification guidance, and publish their own fee estimates. Those are useful starting points, not a universal ranking.
The broader ecosystem goal is to make cross-chain payment complexity less visible to users. In a May 6, 2025 announcement, Coinbase Developer Platform quoted NEAR co-founder Illia Polosukhin: “Our vision merges x402’s frictionless payments with NEAR intents, allowing users to confidently buy anything through their AI agent, while agent developers collect revenue through cross-chain settlements that make blockchain complexity invisible.” This is an ecosystem statement, not independent evidence that the model has reached production scale; treat interoperability claims as something to verify service by service.
In practice, the best blockchain is the one that the agent can pay correctly, within a bounded budget, with settlement and verification rules your team can demonstrate—not the one with the most attractive isolated statistic.
