Choose a 3PL by proving operational fit, technology fit, and total cost against your own orders—not by choosing the lowest storage or pick-and-pack rate. Document your products, channels, volumes, peaks, destinations, returns, and customer promises; require measurable service levels; model every fee; test integrations and exception handling; then move inventory in a controlled transition.
What a 3PL actually does
A third-party logistics (3PL) provider performs some or all of the physical and information work between your supplier and your customer. Depending on the contract, that can include receiving inbound stock, counting and storing inventory, managing warehouse locations, picking and packing orders, arranging carrier handoff, sending tracking updates, processing returns, and producing operational reports.
The scope is not standardized. One provider may only store and ship parcel orders, while another may support retail replenishment, wholesale pallets, subscriptions, kitting, marketplace orders, and returns inspection. You can also outsource only selected functions. For example, you might keep purchasing, customer service, and demand planning in-house while the 3PL owns receiving, storage, fulfillment, and returns.
Write the exact boundary into the request for proposal (RFP) and contract. “Fulfillment included” is not specific enough to establish whether receiving appointments, relabeling, inserts, gift wrapping, return inspection, disposal, or inventory adjustments are included.

Start with an operating profile, not a vendor list
A provider cannot give a meaningful answer until it understands the work it would actually perform. Create a one-page operating profile and give the same version to every candidate so their proposals are comparable.
- Products: dimensions, weights, unit and case quantities, fragility, temperature requirements, expiration dates, lot or serial tracking, regulated status, hazardous materials, and oversized items.
- Catalog: current SKU count, expected additions, slow movers, bundles, kits, and products that share components.
- Orders: average daily orders, units per order, order-line distribution, cutoff times, same-day expectations, subscriptions, gift orders, and wholesale or retailer orders.
- Peaks: launch dates, promotions, flash sales, holidays, and the highest credible daily order volume.
- Channels: ecommerce storefront, marketplaces, social storefronts, retail replenishment, wholesale, and direct sales.
- Destinations: countries and regions served, carrier mix, delivery promises, and whether distributed inventory is needed.
- Returns: expected rate, customer-paid or prepaid labels, inspection rules, restocking, refurbishment, quarantine, disposal, and refund triggers.
- Systems: commerce platform, order-management and inventory systems, accounting requirements, EDI needs, API or file-transfer capabilities, and reporting users.
Include both ordinary and stress conditions. A provider that works for 200 orders on a normal day may not have the labor, dock capacity, or carrier processes for 2,000 orders after a launch.
Evaluate operational fit
Product handling and facility capability
Describe every handling constraint before a quote is issued. Ask which facility would receive and store the products, whether the necessary equipment and controls are in place, and which qualifications or documented procedures apply. A warehouse experienced with standard boxed goods may be unsuitable for food, cosmetics, batteries, medical products, temperature-sensitive inventory, fragile items, or hazardous materials.

If lot, serial, or expiration control matters, have the provider demonstrate how the warehouse-management system records it and prevents the wrong stock from being allocated.
Channels and order types
Confirm whether one inventory pool can serve every channel or whether stock must be separated. Direct-to-consumer parcel shipping does not automatically imply capability for business-to-business fulfillment. For wholesale and retail orders, ask specifically about pallet shipments, retailer labels, EDI, advance shipping notices, routing-guide compliance, appointment scheduling, and shortage or damage claims.
Ask how channel-specific rules are maintained. A missed retailer label, carton marking, or routing instruction can create chargebacks even when the product reaches the correct address.
SKU complexity, velocity, and inventory control
Ask how the provider handles slow movers as well as fast-selling SKUs. Clarify slotting, replenishment, cycle-count frequency, stock adjustments, damaged inventory, and the approval process for write-offs. If you sell bundles or kits, determine whether components are assembled on demand or prebuilt and how component consumption changes available inventory.

Request the definitions used for “inventory accuracy.” A percentage is meaningful only when you know whether it is measured by unit, SKU, location, order, or value, how often it is sampled, and how discrepancies are corrected.
Capacity and peak performance
Give candidates your normal volume, projected growth, order profile, and peak scenario. Ask for comparable peak-period throughput, same-day fulfillment performance, staffing plans, carrier cutoff times, and the point at which surcharges or different service levels apply. A provider should explain how it prioritizes subscription, expedited, wholesale, and marketplace orders when capacity is constrained.
Put the capacity and processing commitments that matter to your customer promise into the agreement. A sales presentation or “scalable” label is not a measurable guarantee.
Kitting, subscriptions, and value-added work
List every task beyond a standard pick and pack: bundling, labeling, inserts, personalization, gift wrapping, product assembly, subscription scheduling, relabeling, repacking, and quality checks. Confirm whether each task is performed in-house, what triggers it, how it is recorded, and how it is billed. Ask to see a sample work instruction for a representative kit or subscription cycle.
Locations, transportation, and returns
Obtain the addresses of the facilities that would handle your inventory and orders. Location affects transit time, parcel cost, zone distribution, labor availability, and resilience if a site is disrupted. If multiple facilities are proposed, ask how inventory is allocated, who decides when to rebalance it, and whether the inventory view is consolidated.
Trace a returned item from carrier delivery to final disposition. The process should identify receipt, inspection, grading, restocking or quarantine, disposal or refurbishment, and the inventory and refund updates sent to your systems. “Returns supported” does not tell you how quickly sellable stock becomes available or who pays for each disposition.
Exceptions and support ownership
Require a named owner and response target for lost, delayed, damaged, mislabeled, short-shipped, or misrouted orders; inventory mismatches; failed integrations; and returns that cannot be matched to an order. Ask whether alerts are automatic, where they appear, and how escalation works outside normal business hours.

Test technology fit before signing
Your systems should keep orders, inventory, fulfillment events, tracking, and returns aligned without routine spreadsheet reconciliation. Ask whether the connection is a native app, API, EDI, file transfer, or middleware, and identify who supports each layer when data stops moving.
Map the full data workflow
- When an order is placed, how quickly does it appear in the 3PL queue?
- What happens when an item is out of stock, the address is invalid, or payment is held?
- When is inventory reserved, picked, packed, and deducted?
- When does the commerce system receive shipment confirmation and tracking?
- How are split shipments, backorders, cancellations, and partial returns represented?
- When a return is received, when do disposition and sellable-quantity changes reach your systems?
- Which events are visible in a dashboard, export, webhook, or audit log?
Ask for API documentation, field mappings, rate limits, error handling, retry behavior, and data-retention rules. If middleware is involved, clarify who monitors it, who can change mappings, and who pays to repair a failed connection.
Walk through representative scenarios
Before committing, walk the provider through concrete examples rather than accepting a generic integration demonstration:
- A routine order with one SKU and a normal delivery address.
- An order with multiple items stored in different locations.
- A peak-day order received just before the cutoff.
- An inventory mismatch discovered during picking.
- A delayed, damaged, or misrouted parcel.
- A return that is resellable, and another that must be quarantined or discarded.
- A failed API message or duplicate order.
Record the event, system update, human owner, notification, and expected resolution for each case. This exposes manual work and ambiguous ownership before they affect customers.
Compare the complete cost, not a headline rate
Request an itemized rate card and a worked example based on your actual order mix. The model should include:

| Receiving | Is billing by pallet, carton, unit, purchase order, appointment, or labor hour? Are inspection, relabeling, and expedited receiving separate? |
| Storage | Is the measure pallet, bin, cubic foot, cubic meter, or daily peak? How are oversized, seasonal, and long-stay units priced? |
| Pick and pack | What is the base order fee, per-line or per-unit fee, packaging allowance, and charge for additional handling? |
| Shipping | Which carrier rates, zones, dimensional-weight rules, fuel charges, surcharges, and insurance assumptions are used? |
| Returns | Are label, receipt, inspection, restocking, refurbishment, disposal, and refund-trigger events priced separately? |
| Value-added services | What do kitting, inserts, gift wrapping, personalization, relabeling, and subscription work cost? |
| Technology and account fees | Are platform, integration, reporting, implementation, support, or account-management fees recurring or one-time? |
| Minimums and peaks | Are there monthly minimums, minimum storage commitments, onboarding charges, seasonal surcharges, or volume tiers? |
| Exit costs | What are the charges for inventory counts, palletization, data exports, final shipping, and stock retrieval at termination? |
Use identical assumptions for every proposal: units per order, package dimensions, destinations, storage profile, return rate, carrier service, and normal and peak volumes. Calculate monthly and annual totals and show sensitivity to growth, a higher return rate, and a peak season. Confirm how billing is measured, when invoices are issued, how disputes are handled, and how price changes are communicated.
There is no universal order-volume threshold at which outsourcing becomes economical. The answer depends on labor, space, shipping profile, service expectations, systems, and the opportunity cost of running fulfillment internally. Compare the total cost and risk of each operating model using your own data.

Define service levels in a written SLA
Ask the provider directly: “What service levels do you commit to for shipping speed, order accuracy, and inventory accuracy, and how are they defined in your service-level agreement (SLA)?” Require the measurement method, event timestamps, exclusions, reporting cadence, and remedy for every commitment.
| Service area | Definition to specify |
|---|---|
| Order processing | Time from valid order receipt to pick completion and carrier handoff, including cutoff times and weekends. |
| Order accuracy | Whether accuracy is measured by order, line, or unit, and how substitutions, damage, and packing errors count. |
| Inventory accuracy | Counting method, sample size, frequency, tolerance, adjustment authority, and reporting format. |
| Receiving | Time from delivery or appointment to counted, available, sellable inventory, with rules for discrepancies. |
| Peak capacity | Committed throughput, staffing assumptions, cutoff changes, exclusions, and notification before constraints. |
| Returns | Time from receipt to inspection, disposition, restock, and system update. |
| Exceptions | Detection method, notification deadline, escalation owner, response time, and resolution target. |
| Remedies | Credits, fee adjustments, corrective-action plans, or termination rights for repeated misses. |
Also clarify insurance in storage and transit, liability limits, claim deadlines, evidence requirements, and responsibility for carrier loss or damage. Have counsel review the actual agreement and applicable law; operational questions alone do not establish your legal rights.

Build a comparable shortlist and RFP
- Document the baseline. Attach the operating profile, SKU file, order history, peak forecast, destinations, return workflow, packaging requirements, and systems diagram.
- Separate must-haves from preferences. Mark required handling qualifications, B2B capabilities, integrations, geography, support coverage, and reporting. Disqualify a provider that fails a true requirement before debating price.
- Request comparable evidence. Ask for relevant peak data, written SLA examples, sample dashboards and reports, integration documentation, facility addresses, references from businesses with similar products and channels, and a complete rate card.
- Run scenario reviews. Use the routine, peak, return, mismatch, delayed-parcel, and failed-integration cases. Capture unanswered questions and manual steps.
- Score independently. Score operational capability, technology, and cost separately so a low price cannot conceal an inability to handle your products or channels.
- Resolve ownership. For every exception, name who detects it, who acts, who communicates with the customer, and who pays.
- Review the agreement and exit path. Confirm fees, minimums, renewals, notice periods, data access, insurance, liability, remedies, inventory retrieval, and transition assistance before sending stock.
Use a weighted scorecard without hiding deal-breakers
A scorecard makes trade-offs visible, but weights should reflect your customer promise and risk. The following is a framework, not a universal formula:
| Criterion | What to score | Suggested treatment |
|---|---|---|
| Operational fit | Product handling, channels, SKU controls, peak capacity, locations, returns, and support | Use as a gate for mandatory capabilities; weight heavily when products or compliance needs are unusual. |
| Technology fit | Order, inventory, tracking, return synchronization, visibility, API quality, and exception monitoring | Reject routine manual reconciliation unless it is explicitly accepted and resourced. |
| Total cost | Modeled normal and peak cost, minimums, surcharges, and exit charges | Compare like-for-like assumptions; do not use the headline rate alone. |
| Service governance | Measurable SLA, reporting, escalation, remedies, insurance, and references | Require written definitions and owners before final selection. |
Do not average away a fatal gap. A provider that cannot legally or safely handle your product, meet a mandatory retailer requirement, or integrate with your order flow should be excluded regardless of its composite score.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Review contract, liability, and data terms
Read the agreement alongside the rate card and implementation plan. Confirm the legal entity and facilities involved, inventory ownership, shrinkage and damage standards, audit rights, claims process, confidentiality, data security, subcontracting, disaster recovery, and business-continuity commitments.
Check the term, automatic renewal, notice period, termination rights, cure period, and charges triggered by early exit. Define how quickly the provider must return inventory and data, in what format, and who pays for counting, palletizing, transport, and reconciliation. Ensure your order, inventory, tracking, and returns data remains accessible if the relationship ends.

Insurance language deserves particular attention. Determine what is covered in storage and transit, whether coverage is primary or supplemental, exclusions, deductibles, declared values, and claim deadlines. Ask how liability is calculated for lost, damaged, expired, or mispicked inventory rather than accepting a broad cap without examples.

Plan a controlled transition
Do not make the first inventory transfer the first operational test. Create a cutover plan with owners, dates, dependencies, rollback steps, and customer communication.
- Clean the SKU master, dimensions, weights, barcodes, bundles, lot or expiration data, and reorder information.
- Reconcile on-hand quantities between your records, physical counts, and the 3PL’s system before shipping begins.
- Validate packaging, inserts, labels, carrier services, cutoff times, tax or address rules, and return labels.
- Run test orders through each channel, including cancellation, split shipment, backorder, expedited delivery, and return cases.
- Choose a staged inventory move, limited SKU set, or controlled order volume where practical.
- Compare order, inventory, tracking, and return events between systems during the first operating period.
- Hold a daily exception review until accuracy, processing time, inventory balances, and customer contacts are stable.
Agree in advance on the evidence that permits a full cutover: reconciled inventory, successful test scenarios, active monitoring, trained contacts, and an escalation path for the first peak or promotion.
When outsourcing deserves serious evaluation
Signals include fulfillment consuming too much internal time, insufficient storage, difficulty meeting delivery promises, peak-season delays, declining accuracy, rising shipping costs, or expansion into additional channels or geographies. These signals do not prove that a 3PL is cheaper or better; they identify a business case to model.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCompare the 3PL option with the current operation and a partial-outsourcing option. Include internal labor, rent, equipment, software, packaging, carrier discounts, management time, error costs, customer-service contacts, and the value of capacity released for merchandising or growth.
Using a provider-discovery tool
Shopify describes a Fulfillment Network recommendation tool that lets merchants enter expected shipping and storage needs, filter providers, view estimated fulfillment and monthly storage fees, compare capabilities, and monitor selected-provider performance. Shopify also states that providers are vetted and approved for that network.
Treat recommendations and estimates as shortlist inputs, not contractual quotes or proof of suitability. Actual pricing varies with requirements and negotiation, and availability and terms can change. Verify facility assignment, product eligibility, integrations, SLA language, insurance, and the complete fee schedule directly with each candidate.
Questions to answer before you award the work
- Can the proposed facility handle every product constraint and channel requirement?
- What happens to inventory, orders, and returns when an exception occurs?
- Which events update automatically, and which require human intervention?
- Can the provider show comparable peak evidence and references?
- Are normal, peak, return, special-handling, minimum, and exit costs all modeled?
- Are speed, accuracy, receiving, returns, escalation, remedies, and insurance measurable in the SLA?
- Can you retrieve your inventory and data without an operational dead end?
- Does the transition plan prove the process before all orders depend on it?
The best partner is the one that can demonstrate reliable execution for your specific products, channels, systems, and customer promises, then document that performance and its consequences in a contract you can operate and exit.
