You cannot confirm Flax Typhoon exposure from a single IP address, software name, port scan, or antivirus result. A reliable check combines an inventory of internet-facing systems and SOHO/IoT devices, vendor support and patch verification, and a review of endpoint, server, identity, email, VPN, firewall, and network telemetry against current official indicators and behaviors.

Start by deciding which situation you are checking: a consumer device participating in a botnet, or a targeted intrusion into an organization. Those are different investigations. A matching indicator is a lead for investigation, not proof that your network is compromised.

What “Flax Typhoon exposure” can mean

Public reporting describes two related but distinct risk patterns. Treating them as the same can send a household looking for enterprise attack traces, or cause an organization to mistake a compromised router for the entire incident.

Botnet participation by a home or SOHO device

On September 18, 2024, the U.S. Department of Justice described a court-authorized operation that disrupted a Mirai variant botnet involving more than 200,000 consumer devices in the United States and worldwide. The devices included SOHO routers, IP cameras, digital video recorders, and network-attached storage (NAS) equipment. That number describes the botnet disrupted in that operation; it is not a current estimate of Flax Typhoon infections.

For a household or small office, the practical question is whether an internet-facing device is unsupported, unpatched, remotely administered, or showing unexplained outbound traffic. A router check cannot establish whether an organization’s servers or accounts were targeted.

Targeted intrusion into an organization

Microsoft’s August 24, 2023 analysis and the joint FBI, CISA, NSA and partner advisory AA26-281A, published October 8, 2026, describe hands-on activity against organizational networks. Reported techniques include exploitation of exposed services, web shells, unexpected RDP persistence, SoftEther VPN clients configured to reconnect, scanning, password spraying, credential access, and collection from mail or Active Directory environments.

AA26-281A says the observed techniques are consistent with activity publicly known as Flax Typhoon, Ethereal Panda, and Red Juliett. It also cautions that actor names and grouping methods differ and are not necessarily one-to-one. Therefore, a behavior in the advisory is not uniquely attributable to one named group.

Start by defining the systems and evidence you have

Write down the scope before searching for indicators. A negative result is only as strong as the systems, accounts, and time periods covered by your telemetry.

Household or small-office scope

  • List the router, access points, firewalls, IP cameras, DVRs, NAS devices, smart appliances, and other equipment that connects directly or indirectly to the internet.
  • Record each vendor, exact model, hardware revision, firmware version, purchase date, and support or end-of-life status.
  • Note whether remote administration, port forwarding, cloud access, VPN services, FTP, SSH, or other inbound services are enabled.
  • Record the internet service provider, public IP address history if available, and any router security or connection logs retained by the device.

Do not assume a device is safe because it is behind a router. A forwarded port, exposed management interface, weak account, or vulnerable cloud integration can still create an attack path.

  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks

Organizational scope

  • Inventory public-facing web applications, mail and identity systems, VPN and remote-access services, DNS and other infrastructure, cloud gateways, and externally reachable management interfaces.
  • List endpoints and servers that send security telemetry, including systems with limited or missing logging.
  • Identify the identity providers, privileged accounts, service accounts, mailboxes, and administrative groups that must be included in the review.
  • Define the review period. Include the earliest available records for an exposed asset, not only the last few days.

AA26-281A is written for network defenders in government, critical infrastructure, and related sectors. Its methods can help other organizations, but it is not a consumer self-scan or a service that certifies a network as clean.

Check vendor support, firmware, and patch status

For every inventoried device and service, consult the manufacturer’s official support and security-notice pages. Verify the exact product and version rather than assuming that a patch for one edition applies to another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prioritize internet-facing and end-of-life equipment

  • Patch or mitigate internet-facing services first, especially remote administration, VPN, mail, web applications, and file-transfer services.
  • Disable services and ports that are not required for the device’s intended role.
  • Replace products that no longer receive security updates with supported alternatives. A replacement router can reduce future risk when the current router is end-of-life, but buying hardware does not detect or remediate a separate organizational intrusion.
  • Use the vendor’s advisory to determine whether a vulnerability affects the exact product, version, configuration, and exposure path.

Vulnerabilities named in AA26-281A

The October 8, 2026 advisory lists the following eight CVE identifiers in its affected-products section:

CVE How to use the entry
CVE-2014-6278 Verify whether an affected product and version is present, exposed, and patched; the identifier alone does not prove exploitability.
CVE-2015-3306 Check the vendor’s affected versions and remediation status for the deployed service.
CVE-2015-5477 Confirm product, version, configuration, and whether the service was reachable from the internet.
CVE-2016-3081 Use current vendor guidance and the advisory’s affected-products context rather than treating the CVE as a universal finding.
CVE-2019-11510 Check exposed remote-access or appliance deployments against the manufacturer’s patch and exposure guidance.
CVE-2021-22205 Determine whether the vulnerable application and version were deployed and whether compensating controls existed.
CVE-2021-3199 Validate the exact software version and exposure path before classifying a host as at risk.
CVE-2023-22894 Check the affected product, patch level, and internet reachability documented by the vendor and advisory.

This is the advisory’s list, not a claim that only eight vulnerabilities matter. A patched product can still show historical attack evidence, and an unpatched product is exposure—not proof that an attacker used it.

Look for unauthorized access and configuration changes

  • Search firewall and gateway records for unexpected inbound connections to internal hosts, newly forwarded ports, or management access from unfamiliar sources.
  • Review administrative changes to firewall rules, VPN settings, DNS, NAT, remote management, and router accounts.
  • Check whether a public-facing service contacted internal systems in a way that does not match its normal role.
  • Compare observed source addresses, domains, and file hashes with the current IOC files and Appendix A associated with AA26-281A.

Do not copy an old static list of addresses or domains into a detection rule and treat it as current. Indicators change, expire, and can be reassigned. The dated indicators in Microsoft’s 2023 analysis should remain clearly separated from current advisory data and validated before use.

Interpret reported scanning behavior carefully

AA26-281A describes open-source scanning tools and scanning of ports 21 (FTP), 22 (SSH), 53 (DNS), 80 (HTTP), 443 (HTTPS), and 1080 (SOCKS). Traffic on one of those ports is not, by itself, evidence of Flax Typhoon activity. Compare the source, destination, timing, volume, authentication results, and what happened after the connection.

Hunt endpoint and server telemetry for behavior

Behavioral evidence is often more useful than a single name or hash, particularly because Microsoft reports the use of legitimate software and built-in administration utilities.

Web shells and command execution

  • Inspect web-server directories and application deployment paths for newly created or modified script files that can execute commands.
  • Correlate web requests with process creation, child processes, unusual command-line activity, and service-account use.
  • Check whether a web application account accessed files, credentials, or administrative tools outside its normal function.

RDP persistence and unexpected services

  • Review RDP configuration, listeners, firewall rules, scheduled tasks, registry or policy changes, and newly created local or domain accounts.
  • Compare logon times, source addresses, and session duration with the user’s normal pattern.
  • Look for persistence that survives a reboot, including auto-start services and tasks created shortly before or after unusual RDP activity.

SoftEther and renamed executables

Microsoft documented SoftEther VPN clients configured to reconnect. Hunt for unexpected SoftEther installations, services, client configuration, and persistent outbound connections. The analysis also describes renamed executables such as conhost.exe or dllhost.exe whose file metadata indicates SoftEther. A legitimate VPN deployment can produce similar artifacts, so verify the file path, signer and metadata, installer source, service account, configuration, creation time, and destination addresses.

Collection and staging

  • Review file and process activity involving mail stores, credentials, browser data, domain information, and Active Directory.
  • Look for archives or staging directories created shortly before unusual outbound transfers.
  • Correlate collection with account activity, access to public-facing systems, and network destinations.

Check identity, email, and VPN records

Targeted intrusions frequently leave an identity trail even when endpoint evidence is incomplete.

Authentication anomalies

  • Search for password spraying or guessing: many failed attempts against multiple accounts, followed by a successful login.
  • Check unusual hours, impossible-travel patterns, unfamiliar devices, new MFA methods, and logins from locations or networks not associated with the user.
  • Review use of dormant, service, or privileged accounts and any sudden elevation of permissions.

Exchange and other mail services

AA26-281A describes scanning and password spraying against Exchange. Review Exchange and identity logs for enumeration, repeated authentication failures, unusual mailbox access, forwarding-rule changes, bulk search or export activity, and access from infrastructure that has no business purpose. Confirm whether a successful login was followed by credential collection, lateral movement, or outbound mail activity.

VPN persistence

Inspect VPN account creation, client installation, reconnect settings, certificates, tokens, and source addresses. An unexpected VPN client or persistent connection is a high-value lead, but VPN software is also common in legitimate environments. Determine who installed it, which account owns it, what service starts it, and which systems it can reach.

Use current official indicators without over-interpreting them

Download the STIX IOC files and complete Appendix A associated with the current AA26-281A advisory when building detections. Preserve the publication date and the file version in your detection records. Recheck them as the advisory or linked material changes.

For each match, capture:

  • the exact indicator and data source;
  • the first-seen and last-seen times;
  • the host, account, process, service, and network destination involved;
  • whether the indicator appeared in a file, DNS query, connection, authentication event, or configuration;
  • related events before and after the match.

Historical Microsoft indicators from August 24, 2023 can provide context for behaviors and infrastructure observations, but they must not be presented as current values. A current IOC can also be benign in a particular environment if it belongs to a legitimate service or was reused after the activity described in the advisory.

Corroborate before calling an incident

A single name, tool, domain, address, port, or behavior is not a verdict. Investigate the surrounding context.

  • Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
  • Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
  • Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
  • MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
Potential match Questions that establish context
SoftEther or another VPN client Was it approved? Which file path and signer are present? Who installed it? Does it auto-start or reconnect? What destinations and accounts does it use?
RDP activity Was the session expected? Was persistence added? Did the account access unusual hosts or perform administrative changes?
Port scan What source generated it, how many targets were touched, what authentication followed, and did the source interact with application or identity services?
IOC match Which telemetry produced the match, during what time window, and are there corroborating processes, accounts, files, or outbound connections?
Web shell suspicion Was a script newly written or modified? Which request launched it, which account owned it, and what child processes or data access followed?

Legitimate administration and living-off-the-land techniques create false positives. Conversely, a clean result from one endpoint scanner or log source cannot prove that the network was never exposed. The official materials provide indicators and defender guidance, not a public certification service for an individual network.

What to do when evidence is credible

Do not begin by deleting suspicious files, wiping systems, or performing a universal factory reset. Those actions can destroy evidence and leave other compromised accounts or hosts active.

  1. Identify and isolate. Quarantine affected hosts or take them offline in a way that preserves evidence where possible. Restrict suspicious accounts, sessions, services, and network paths.
  2. Preserve artifacts and logs. Capture relevant endpoint, server, firewall, VPN, identity, mail, DNS, and cloud records. Record system time, hostname, account, process, configuration, and timeline details.
  3. Scope the intrusion. Hunt for the same accounts, services, files, configurations, destinations, and behaviors across the environment. Include systems with incomplete telemetry.
  4. Report under applicable rules. Organizations must follow the incident-reporting requirements that apply in their country and sector.
  5. Plan eviction from evidence. Determine which credentials, tokens, certificates, persistence mechanisms, vulnerable services, and hosts must be removed or rebuilt. The advisory references CISA’s Eviction Strategies Tool for structured countermeasure planning.
  6. Harden and monitor. Patch or replace exposed products, disable unnecessary services, enforce MFA, tighten web-application controls, review firewall and account activity, and increase monitoring for recurrence.

Reporting options for U.S. organizations

AA26-281A encourages reporting suspicious or criminal activity to the FBI Internet Crime Complaint Center or a local FBI field office and/or CISA’s 24/7 Operations Center. The September 2024 DOJ release likewise directs people who believe a device is compromised to IC3, CISA, or a local FBI field office. Use the current contact details in the applicable advisory or agency guidance.

Practical checklists

Home or SOHO checklist

  • Confirm the router and every connected camera, DVR, NAS, and access point is still supported.
  • Install the latest vendor firmware and remove internet-facing administration that is not required.
  • Review port forwarding, remote-access accounts, DNS settings, and router logs for changes you did not make.
  • Replace equipment that cannot receive security updates.
  • Escalate unexplained outbound traffic, repeated account failures, or persistent unknown services to the ISP, device vendor, or a qualified incident responder.

These steps reduce exposure; they cannot prove that no historical compromise occurred.

Organization checklist

  • Export a current inventory of public-facing services, VPNs, mail and identity systems, endpoints, and servers.
  • Map each asset to owner, version, support status, patch level, exposure, and available telemetry.
  • Load the current AA26-281A STIX indicators and Appendix A into detection workflows.
  • Search for web shells, unexpected RDP persistence, SoftEther reconnecting clients, renamed SoftEther executables, password spraying, unusual account use, credential or mail collection, and suspicious staging or exfiltration.
  • Correlate every match with process, account, host, time, configuration, and destination context.
  • Preserve evidence and follow the isolation, scoping, reporting, eviction, and hardening sequence if findings are credible.

Choosing the right assessment approach

No single scanner or product is established by the cited official materials as a definitive Flax Typhoon test. Choose the depth of assessment based on your environment and the visibility you need.

Approach Best fit What it can establish Limitations
Device inventory and vendor check Households and SOHO networks Whether equipment is supported, patched, remotely exposed, or due for replacement Does not reveal every historical intrusion or inspect enterprise accounts
Perimeter and router-log review Small environments with limited telemetry Unexpected inbound access, forwarding changes, scanning, and outbound destinations visible to the gateway Logs may be incomplete, short-lived, or unable to show host-level activity
Endpoint and server threat hunt Organizations with EDR or equivalent telemetry Processes, web shells, persistence, files, services, and host timelines Cannot cover systems that were never instrumented or whose logs were overwritten
Identity, mail, and VPN investigation Organizations with centralized authentication Password spraying, anomalous logons, mailbox access, token or certificate abuse, and VPN persistence Requires complete identity and service-provider logs and accurate account baselines
Incident-response engagement Credible compromise or high-value environments Evidence preservation, scoping, eradication planning, and coordinated reporting Requires time, access, and specialist capability; a clean result still depends on available evidence

How to interpret the final result

Classify the outcome by evidence, not by the presence or absence of a group name:

  • No evidence found in reviewed data: the checked systems and time period showed no confirmed match, but unlogged or overwritten data remains outside the conclusion.
  • Exposure identified: an unsupported product, open service, vulnerable version, or suspicious configuration creates a path that should be remediated even without proof of exploitation.
  • Suspicious activity requiring investigation: one or more matches need corroboration, timeline work, and broader hunting.
  • Credible compromise: corroborated persistence, unauthorized access, credential use, collection, or exfiltration justifies isolation, evidence preservation, incident response, and reporting.

The most defensible answer to “How can I tell if my network has been compromised?” is therefore a documented, time-bounded investigation that combines current official intelligence with local telemetry. It is not a single scan or a purchase decision.
