Check for measured ground movement, not just signs of low groundwater. Start with USGS and your state or local geological, water-resources, or subsidence agency. Look for repeat-pass satellite radar (InSAR) maps and repeated GPS or geodetic surveys that show elevation change over a stated time period. Groundwater levels can explain conditions that may cause compaction, but a falling water level alone does not prove that the land moved. Regional maps screen an area; they do not diagnose an individual property.
What “sinking” can mean
People use “sinking neighborhood” for two different processes. Land subsidence is the gradual settling or sudden sinking of the ground surface as underground materials are removed, compacted, or displaced. It can affect a broad area and progress so slowly that residents do not notice it directly. A localized collapse, such as a sinkhole, affects a much smaller area and can develop abruptly. The two problems require different evidence and different responses.
USGS identifies several causes of subsidence:
- Compaction of an aquifer system after groundwater withdrawal.
- Drainage and oxidation of organic soils.
- Underground mining.
- Natural compaction of sediments.
- Collapse processes such as sinkholes.
- Thawing permafrost in regions where it occurs.
Where groundwater depletion drives compaction, the pattern is generally gradual and widespread. That makes a neighborhood-wide trend difficult to judge by eye and is why repeat measurements matter more than a single observation or an anecdotal report.

A useful check asks three questions: where did the ground move, how much did it move, and over what dates? The following methods answer those questions at different scales.

| Method | What it measures | Coverage and history | Important limits |
|---|---|---|---|
| InSAR | Repeat-pass satellite radar detects changes in the position of the land surface and maps uplift or subsidence. | Broad regional coverage; products may contain a time series or a calculated rate. | Dense vegetation and high humidity can scatter radar signals and reduce accuracy. A regional product is not automatically a parcel-level diagnosis. |
| Geodetic or GPS benchmark survey | Repeated elevation measurements at monuments or other benchmark locations. | Excellent for tracking a trend where stable reference points and repeat surveys exist. | A single reading cannot establish a rate. Results depend on the stability of reference points and the survey method. |
| Borehole extensometer | Expansion or compaction of an aquifer system at a monitored borehole. | Very precise information at one instrumented location. | It represents only that site, and installation can be a substantial undertaking. |
| Groundwater monitoring well | Water level or pressure in an aquifer. | Useful historical context for conditions associated with compaction. | It measures water conditions, not land motion. It cannot by itself demonstrate that the surface subsided. |
InSAR is the principal regional screening tool because it can compare radar observations from different dates over a large area. Benchmark surveys and extensometers provide independent checks where they are available. Groundwater records help explain a possible mechanism but should not be treated as a substitute for a deformation measurement.
Step-by-step: check public evidence for your area
1. Define the place and the question
Write down the neighborhood, city, county, or watershed you want to examine. Decide whether you are asking about a broad trend over several years or a possible problem at one parcel. A regional question can often be answered with a public map; a parcel question usually needs a survey or engineering assessment.
2. Find the agencies that cover that geography
Search the USGS website and the websites of your state geological survey, state water-resources department, and any local subsidence district. Combine the place name with one of these terms:

- “land subsidence”
- “InSAR”
- “ground deformation”
- “subsidence map”
- “groundwater subsidence map”
Some jurisdictions provide an interactive map. Others publish technical reports, downloadable data, or only project-specific studies. A region may have no current public map, so absence of a map is not evidence that the ground is stable.
USGS provides interactive subsidence resources for California and has documented detailed regional studies, including work in the Houston–Galveston area and the Mojave region. Those examples show the kinds of products that exist; they do not imply that every state or neighborhood has equivalent coverage.
3. Confirm that the product actually covers your location
Open the map or report’s coverage description before interpreting its colors. Check the geographic boundary, coordinate system, and whether the displayed area is a study region rather than a nationwide layer. A map may stop at a county line, include only an aquifer, or omit urban areas where radar quality is poor.

4. Read the date range, units, and reference frame
Record the first and last observation dates. Then identify the units (for example, millimeters or centimeters), the reference frame, and whether the value is:
- Cumulative displacement: total movement during the stated interval.
- A rate: movement per year or another time unit, usually calculated from a time series.
- A single difference: the change between two observations.
Do not compare colors or numerical values from two products until you know that their date ranges, units, reference frames, and processing methods are compatible. A red area on one legend can represent a different rate or period on another map.
5. Look for repeated observations
One image, one GPS occupation, or one benchmark elevation is a snapshot. A credible trend requires observations at multiple dates. InSAR products may show a time series or an average velocity derived from many radar passes. Geodetic programs may list repeated occupations of the same benchmarks. Prefer a documented series over a statement that an area “is sinking” without dates and measurement details.
6. Compare independent evidence where possible
When an InSAR pattern overlaps repeated benchmark movement, confidence in a regional trend increases. An extensometer can show whether aquifer compaction is occurring at a monitored site. Groundwater records can indicate whether water-level changes coincide with the deformation period, but they remain contextual evidence rather than proof of surface motion.
7. Save the documentation
Note the agency, product name, observation period, units, legend, and download date. Public layers are updated, replaced, or processed with different reference frames. Keeping these details prevents you from treating a later revision as if it were the same measurement.

How to interpret an InSAR subsidence map
InSAR uses radar images acquired from a satellite on repeat passes. Processing compares the phase of the radar returns to estimate how the land surface moved between acquisitions. The result can reveal broad zones of uplift or subsidence that are too slow or extensive to recognize visually.

Read the legend before reading the pattern. Determine whether positive and negative values mean uplift and subsidence in that product, and whether the numbers are cumulative displacement or an annualized rate. Check the time span and the stated uncertainty or quality mask. A map that shows a smooth regional gradient is different from one showing isolated, noisy pixels.
Radar does not work equally well everywhere. Dense vegetation can change the reflected signal between passes, and high humidity can reduce coherence. The agency may mask unreliable pixels or identify areas with lower confidence. Treat gaps, speckled patches, and low-quality zones as limitations of the measurement rather than proof of stability.
InSAR measures the component of motion along the satellite’s viewing direction. A product may combine viewing geometries or report a vertical estimate, but you should use the interpretation supplied by the agency instead of assuming that every color is purely vertical movement.
What repeated GPS and benchmark surveys add
Geodetic surveys reoccupy monuments or other stable benchmarks and compare their elevations or positions over time. They can validate a satellite pattern and provide a precise value at a known point. The key word is repeated: one benchmark elevation does not reveal whether the point is rising, sinking, or unchanged.
Ask how the survey establishes its reference. If the reference point itself is moving, nearby points can appear to move in the opposite direction. Reliable programs use stable monuments, documented procedures, and repeat measurements. A benchmark near your neighborhood can indicate a regional trend, but it does not prove that every parcel has moved by the same amount.
Why groundwater data is useful but not decisive
Groundwater withdrawal can reduce pore-water pressure and allow compressible sediments to compact. A falling water level or declining confined-aquifer pressure is therefore a possible clue to conditions associated with subsidence. It is not a direct measurement of the ground surface.

The National Groundwater Conditions application can display monitored water levels in historical context. Use it to ask whether groundwater conditions changed during the period shown by an InSAR or geodetic record. Do not infer subsidence from a water-level graph alone: water levels can fluctuate for pumping, recharge, seasonal, or operational reasons without a demonstrated surface response.

When a regional map is not enough
Public subsidence products are screening tools. Their pixels, benchmarks, and time periods do not automatically describe the foundation or lot line of a particular building. A parcel can differ from a nearby pixel because of local geology, fill, drainage, construction, or the quality of the measurement at that location.
For a property-specific answer, contact the relevant state geological or water agency and any local subsidence district first. Ask what monitoring exists, which benchmarks or InSAR products cover the address, and whether a site assessment is appropriate. A qualified geotechnical engineer or land surveyor can select measurements suited to the question and establish a local reference.
A consumer spirit level, laser level, smartphone GPS, or generic home-inspection kit is not established by the cited public methods as a way to determine neighborhood-scale subsidence. Such tools may help document a building condition for a professional, but they do not replace repeat geodetic measurements or engineering evaluation.

Confusing groundwater decline with land movement
A lower water level is a clue about subsurface conditions, not a motion measurement. Require InSAR, benchmark, extensometer, or another direct deformation record before calling an area subsiding.

Treating “no map” as “no subsidence”
Coverage is uneven. A technical report, a local monitoring program, or no current public product may be all that exists. Ask the responsible agency what data is available rather than inferring stability from a blank search result.
Assuming a regional average applies to every lot
Satellite and benchmark products describe measured points or areas. They do not establish the condition of an individual structure. Parcel-level concerns require local professional review.
Ignoring the observation period
Subsidence rates can change as pumping, recharge, rainfall, or management changes. Always state the dates with the value you quote; a historical maximum or long-term average is not automatically a current rate.

Sudden sinking is a different situation from a slowly deforming regional aquifer. If the ground or a structure appears to be changing rapidly, keep people away from the affected area, contact the local emergency or public-works authority, and ask which agency handles geologic hazards. Do not wait for a regional satellite map to resolve an immediate safety concern. For a non-emergency property question, arrange an assessment with a qualified geotechnical professional or land surveyor and provide any agency maps, dates, photographs, and records you have collected.
A printable neighborhood-subsidence checklist
- Define the neighborhood or parcel and the time period you want to evaluate.
- Search USGS, the state geological survey, the state water agency, and any local subsidence district using “land subsidence,” “InSAR,” “ground deformation,” and “subsidence map.”
- Confirm that the product covers your location.
- Write down the observation dates, units, reference frame, legend, and whether values are rates or cumulative displacement.
- Prefer repeat InSAR observations or repeated geodetic/GPS benchmark surveys.
- Use extensometer records when a monitored site is relevant.
- Use groundwater levels only as context for a possible compaction mechanism.
- Do not compare map colors across products without checking their metadata.
- Do not treat a regional map as a diagnosis of an individual property.
- For parcel-specific or urgent concerns, contact the local authority and a qualified geotechnical engineer or land surveyor.
What a well-supported answer looks like
A defensible statement identifies the measured area, the method, and the dates: for example, that a named agency’s repeat-pass InSAR product shows a stated displacement rate across a defined study area during its published observation period, with quality limitations noted in the legend. If benchmark or extensometer data agree, say so and identify the locations. If only groundwater decline is documented, describe it as a possible contributing condition rather than evidence that the surface sank.
That level of precision keeps a regional screening result in its proper role. It can tell you whether measured deformation has been documented around a neighborhood and what mechanisms may be relevant; it cannot, by itself, certify the condition of a particular building or lot.
