For a U.S. neighborhood, start with the CDC/ATSDR Heat and Health Index (HHI), then check a local heat-vulnerability or urban-heat map and the National Weather Service forecast for the current event. The HHI shows whether a ZIP-code area has a high underlying likelihood of heat-related health impacts; it is not a personal diagnosis or a same-day forecast. Read the component rankings, because they reveal whether risk is driven by past heat illness, health sensitivity, social conditions, or the built and natural environment.

Use three sources, because they answer different questions

No single map tells you everything about heat risk. A useful assessment combines a long-term vulnerability index, a more detailed local map when available, and a current forecast.

Source type Main question answered Typical geography How often it changes
CDC/ATSDR Heat and Health Index (HHI) Which communities have characteristics associated with greater heat-related health burden? ZIP Code Tabulation Area (ZCTA), a Census approximation of a postal ZIP area Historical index; it does not change with today’s weather
City or county heat-vulnerability, urban-heat, or cooling-center map Which neighborhoods, blocks, facilities, or services need attention locally? Often neighborhood, census tract, parcel, or street scale Depends on the agency and map; check its publication date
NOAA/National Weather Service forecast and HeatRisk information How severe is the upcoming heat event, and what protective action is advised? Forecast zones, counties, or local service areas Updated daily and during an event

Use the HHI and local maps to understand underlying vulnerability. Use the forecast to decide what to do during this particular heat wave. A neighborhood can rank high on vulnerability even when this week’s weather is ordinary, and a usually lower-risk area can face dangerous conditions during an unusually intense event.

What “high risk” means in this context

“High risk” is not one universal cutoff. In the HHI, a higher community ranking means that the area has more characteristics associated with negative heat-health outcomes than many other communities represented in the index. It does not mean that every resident is in danger, and a lower ranking does not make an official heat warning irrelevant. Your practical risk depends on the interaction of community conditions, the forecast, and individual exposure.

Keep three questions separate:

  • Vulnerability: Does the community have a history of heat-health burden or characteristics that make protection and recovery harder?
  • Exposure: How much heat will people encounter on their routes, at work, and inside their homes?
  • Event severity: What temperatures, heat-index values, duration, and overnight conditions are forecast now?

The HHI is mainly a vulnerability-screening tool. Local environmental maps help investigate exposure. NOAA and National Weather Service products address event severity. Combining all three is more informative than treating any single color on a map as a personal forecast.

Step 1: Check your area in the CDC/ATSDR Heat and Health Index

Search by ZIP code and confirm the mapped area

  1. Open the CDC/ATSDR Heat and Health Index (HHI) page or its downloadable documentation.
  2. Enter your five-digit postal ZIP code in the location search. The tool associates that entry with a ZIP Code Tabulation Area, or ZCTA.
  3. Record the overall community ranking and note the date or release shown by the tool.
  4. Open the module or indicator views instead of stopping at the aggregate score.

A ZCTA is built from Census geography to approximate a postal ZIP service area. It is not an exact boundary for mail delivery, and it may include places that differ substantially from your block. If your ZIP code crosses a river, industrial area, park, or municipal boundary, the single score can blend very different conditions.

Write down the ZCTA name or identifier shown by the tool. This prevents a common mistake: assuming that a postal ZIP lookup has produced a block-level result. If the displayed area seems geographically wrong, compare the map with a Census or local boundary map and treat the result as a broad screening estimate.

Understand what the HHI measures

The HHI uses 25 indicators, documented by CDC and ATSDR in 2024/2025 materials, and groups them into four broad modules:

  • Historical heat and health burden: evidence of past heat conditions and heat-related illness burden.
  • Health sensitivity: characteristics associated with greater susceptibility to heat illness.
  • Sociodemographic factors: conditions that can affect people’s ability to avoid or recover from heat exposure.
  • Natural and built environment: features such as vegetation, development patterns, and other surroundings that influence heat and cooling options.

CDC and ATSDR developed the indicator set using published literature, reviews of existing indexes, subject-matter expertise, nationwide data availability at ZIP-code scale, eligibility criteria, and statistical analysis. Contributors include CDC, the National Emergency Medical Services Information System, the U.S. Census Bureau, the Multi-Resolution Land Characteristics Consortium, and the U.S. Environmental Protection Agency. These sources help explain why the HHI is useful for comparing communities, but they do not turn it into a diagnosis for an individual household.

Read the components before interpreting the rank

An overall ranking is a screening signal, not a prediction that a particular resident will become ill. Compare the module rankings to identify the likely contributors. For example, a high historical-burden module suggests that the area has experienced substantial heat or heat-related illness in the underlying data. A high social or sensitivity module points to barriers or health conditions that can make protective action harder. A high environment module suggests that local physical conditions may increase heat exposure or reduce cooling opportunities.

Two ZCTAs can have similar overall rankings for different reasons. One may have a greater recorded illness burden, while another may have fewer cooling options or more social barriers. That distinction matters for action: outreach and check-ins may be a priority in one place, while shade, building improvements, transportation, or cooling-center access may be more useful in another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not assume that a lower overall rank means no risk. Every community can experience dangerous heat, and an index cannot represent every household’s age, medical history, pregnancy, medications, work schedule, housing condition, or access to air conditioning.

Know the difference between HHI and the CDC Heat & Health Tracker

CDC describes the Heat & Health Tracker as providing local heat information for every U.S. county. The HHI is presented at ZCTA scale. A county tracker view and a ZIP-code HHI result therefore are not interchangeable, even when they appear on the same agency website. Use the geography stated on each page and do not compare a county value directly with a ZCTA rank.

Step 2: Find a finer-grained local heat map

Where to look

Search the website of your city or county health department, climate-resilience office, emergency-management agency, or planning department for terms such as “heat vulnerability index,” “urban heat map,” “heat action plan,” “cooling center map,” or “extreme heat.” Local governments sometimes publish maps at neighborhood or census-tract scale and may pair them with cooling locations and outreach plans.

New York City’s interactive Heat Vulnerability Index is an example of a local tool that combines neighborhood environmental and social factors. Other jurisdictions may use different variables, boundaries, colors, and update schedules, so do not compare a local score numerically with the national HHI score. A local index can be more useful for deciding where to add trees or services, while the national index supplies a consistent way to compare ZCTAs across the country.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the map’s date, units, and legend

  • Look for the publication or update date. Tree cover, construction, population, and cooling sites can change.
  • Read the legend to learn whether a color represents a percentile, a category, an observed temperature, or a modeled estimate.
  • Confirm the geographic unit: tract, neighborhood, block, parcel, or grid cell.
  • Read the methodology notes for the weather period and demographic data used.
  • Check whether the map includes actual services, such as cooling centers, or only an index score.
  • Note whether the map shows daytime conditions, nighttime conditions, or both.

A local map can reveal differences hidden by a ZCTA average, but it is still an area-level estimate. Treat a boundary as a guide for questions, not as a hard line between safe and unsafe streets. If the map is several years old, use it to identify patterns rather than assuming every tree, building, or cooling site remains unchanged.

Step 3: Check the forecast for the heat wave happening now

Use NOAA and the National Weather Service for near-term severity

Open the National Weather Service forecast for your exact location and look for heat advisories, excessive-heat warnings, overnight temperatures, and the forecast heat index. NOAA’s extreme-heat resources describe maximum heat-index forecasts issued three to seven days in advance, while local NWS forecast offices provide operational support to emergency managers. Lead times and products can vary by event, so use the current local forecast rather than relying on a fixed schedule.

Forecast products answer a different question from the HHI. They change as the weather evolves and indicate when people should limit strenuous activity, seek air conditioning, check on others, or follow local emergency instructions. A high-vulnerability neighborhood may need those actions at lower forecast temperatures than a neighborhood with more shade, cooling access, and resilient housing.

Check both daytime highs and overnight lows. Persistent nighttime heat can reduce sleep and recovery, particularly in homes that cannot ventilate or cool effectively. Also note the expected duration: several consecutive hot days can create a different practical challenge from one hot afternoon, even if the peak forecast is similar.

When a CDC tracker page is unavailable

The CDC Heat and Health Tracker has reported planned maintenance at times. If its interactive view does not load, use the HHI documentation or downloads for the long-term screening result and the National Weather Service or local emergency-management source for the active event. Do not delay heat-safety decisions while waiting for an interactive dashboard to return. A downloadable table, a local alert, or an NWS forecast can still support an immediate decision.

Step 4: Investigate street-level exposure without confusing surface and air temperature

What to inspect around your home

  • Tree canopy and continuous shade along routes to transit, schools, stores, and cooling centers.
  • Large areas of asphalt, concrete, or dark roofing that absorb heat.
  • Building density and narrow streets that may restrict nighttime cooling.
  • Whether apartments have operable windows, working cooling equipment, and a cool room for sleeping.
  • Distance, hours, accessibility, and transportation options for cooling centers.
  • Places where older adults, children, outdoor workers, or people with medical conditions may spend time.
  • Whether a route requires waiting outdoors for buses, trains, or services.

Use satellite layers carefully

Satellite maps often display land-surface temperature. They are useful for locating hot roofs, parking lots, and other surfaces, but surface temperature is not the same as the air temperature that surrounds a person. The EPA says that air temperatures important for assessing heat islands are those found within the urban canopy, from ground level to the tops of trees and buildings. Air measurements and surface observations together provide a fuller picture than either alone.

A bright red surface-temperature pixel may be a roof that people rarely touch, while a shaded-looking pixel may not describe the temperature inside a poorly ventilated apartment. Use satellite imagery to ask where shade or cooling projects may help; do not use it as a personal thermometer. When a map offers both layers, compare them rather than assuming the hottest surface is automatically the hottest place for a person.

How to decide whether the result is “high risk”

There is no universal personal-risk cutoff in the HHI that means a resident will become sick. Instead, combine the evidence:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Start with the HHI rank and modules. A high overall rank indicates that the community has more characteristics associated with negative heat-health outcomes than many other communities in the index.
  2. Check the local map. Look for neighborhood differences, hot surfaces, limited canopy, and proximity to cooling resources.
  3. Check the current forecast. Note the expected heat index, nighttime lows, duration, and official warnings.
  4. Check household circumstances. Consider age, chronic illness, pregnancy, medications, work exposure, housing condition, and the ability to reach a cool place.
  5. Choose the more protective action when signals conflict. A lower index score does not cancel an official heat warning.

This approach separates three concepts that are often mixed together: community vulnerability, physical exposure, and the severity of today’s weather. It also helps you explain why two nearby households may need different plans even though they share one ZIP code.

Turn a map result into a practical neighborhood check

Verify cooling options before the event

  • Find the nearest public cooling center, library, recreation facility, or other approved cool location.
  • Confirm opening hours, weekend availability, transportation, entry rules, and accessibility.
  • Identify a backup location in case the first site closes or reaches capacity.
  • Check whether pets are allowed or whether a separate pet-safe option exists.
  • Ask whether the site is open during the hottest overnight period if nighttime heat is a concern.

Check communication and mutual aid

  • Subscribe to local emergency alerts and verify that alerts reach every household member.
  • Arrange a check-in plan for neighbors who live alone, lack air conditioning, or have mobility limitations.
  • Ask whether alerts and cooling-center information are available in the languages used locally.
  • Identify who can provide transportation if a resident cannot safely walk in the heat.
  • Confirm how to get updates if internet or cellphone service fails.

Use the forecast to time protective actions

Plan errands and outdoor work for the coolest practical hours, keep water available, and move strenuous activities indoors when the forecast and official guidance indicate dangerous heat. Pay attention to nighttime temperatures: a home that remains hot overnight can prevent recovery even if the afternoon temperature falls.

You do not need a special consumer product to perform this neighborhood assessment. A household thermometer, fan, or cooling device may help monitor or reduce indoor heat, but those items do not replace the HHI, a local map, or official alerts. The core task is comparing the area’s vulnerability, its actual exposure and services, and the current forecast.

Common interpretation mistakes

Treating a ZIP-code rank as a block-by-block verdict

The HHI’s ZCTA geography can mask variation within a postal area. Use local mapping and direct observation to investigate the block where you live, work, or travel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using an index as a real-time warning

Historical vulnerability indices do not replace forecasts, heat advisories, or emergency alerts. Check the NWS forecast during every heat event.

Assuming a surface-temperature hotspot equals human exposure

Surface layers describe the temperature of materials or land surfaces. They do not directly measure the air in a bedroom, the heat index on a sidewalk, or the conditions inside a vehicle.

Looking only at the aggregate score

Two neighborhoods can have similar overall ranks for completely different reasons. The HHI modules help identify whether the priority is health outreach, social support, shade and cooling infrastructure, or another intervention.

Ignoring access and operating hours

A cooling center that is distant, closed overnight, inaccessible, or unreachable by transit may provide little protection to the people most exposed. Verify practical details with the responsible local agency.

If you live outside the United States

The CDC/ATSDR HHI and U.S. Census-based ZCTA geography are U.S.-specific. Residents elsewhere should use their national meteorological service for heat warnings and their local or regional public-health authority for heat-vulnerability maps, cooling locations, and heat-action plans. The same method still applies: combine a long-term vulnerability assessment, local environmental information, and the current official forecast, while checking the definitions and geography used by each source.

A repeatable checklist

  1. Enter your ZIP code in the CDC/ATSDR HHI and record the ZCTA, overall rank, and module rankings.
  2. Read the HHI methodology and release date so you know which historical data the result represents.
  3. Search your city or county site for a heat-vulnerability index, urban-heat map, heat-action plan, or cooling-center map.
  4. Inspect canopy, pavement, building density, nighttime heat, and the route to a cool location.
  5. Check the current NOAA/NWS forecast, heat index, advisories, warnings, and overnight lows.
  6. Confirm cooling-center hours, transportation, accessibility, and a backup location.
  7. Set up alerts and a check-in plan for people who may need help.
  8. During the event, follow official warnings and medical guidance rather than relying on a map score alone.

The most reliable answer to “Is my neighborhood at high risk?” is therefore a layered one: the HHI identifies underlying community vulnerability, local maps show where conditions and resources differ within that community, and the current forecast determines how urgently to act today.

Frequently Asked Questions

Is my ZIP code at high risk during a heat wave?

Look up the ZIP code in the CDC/ATSDR Heat and Health Index and record the associated ZCTA and module rankings. Then check a local heat map and the current National Weather Service forecast. The HHI rank is a community comparison, not a personal prediction or same-day warning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I check whether my neighborhood is a heat island?

Look for a city or county urban-heat map, inspect tree canopy and paved surfaces, and compare available air-temperature and land-surface-temperature layers. Satellite surface temperature can identify hot materials, but it does not equal the air temperature people breathe.

Where can I find a heat-vulnerability map near me?

Search your city or county health department, climate-resilience office, emergency-management agency, or planning department for a heat vulnerability index, urban heat map, heat action plan, or cooling-center map. Check the map’s date, geography, legend, and methodology.

What does a high HHI ranking mean?

It means the ZCTA has more characteristics associated with negative heat-health outcomes than many other communities in the index. Review the four modules—historical burden, health sensitivity, sociodemographic factors, and natural or built environment—to see what contributes to the result.

Does the HHI predict whether I personally will get heat illness?

No. It is an area-level screening tool. Personal risk also depends on health, age, medications, housing, work exposure, cooling access, and the current weather. Follow official warnings and medical advice.

Free tools Windows power users keep installed

What should I do if the CDC Heat and Health Tracker is unavailable?

Use the HHI documentation or downloads for the long-term screening result and the National Weather Service or local emergency-management source for the active heat event. Do not wait for an interactive dashboard before taking precautions.

How far ahead can I check a heat forecast?

NOAA’s extreme-heat resources describe maximum heat-index forecasts issued three to seven days in advance. Local products and lead times can vary, so check the current NWS forecast and alerts as the event approaches.

Do I need to buy a device or subscription to assess neighborhood heat risk?

No. The assessment can be done with public HHI, local-government, and NOAA/NWS information. A thermometer or cooling device may help with household monitoring or mitigation, but it is not required to compare neighborhood vulnerability.

The Bottom Line

Use the CDC/ATSDR HHI for underlying ZIP-area vulnerability, a local map for neighborhood detail, and NOAA/NWS for the heat wave happening now. Confirm the geography and dates, read the component rankings, check real access to cooling and alerts, and follow official warnings even when an index score looks low.
