To check whether your mobile network is affected, compare outage observations and network measurements for your operator with other providers and locations over the same period. Cloudflare Radar can show observed outages and traffic anomalies; OONI Explorer can help you inspect measurements by country, network, date, test, and status. These tools can help establish what appears to be affected and when, but a disruption or test anomaly alone does not prove that a government ordered an internet shutdown.
What the checks can—and cannot—tell you
“My mobile internet is not working” describes a user experience, not its cause. A failure may involve one phone, one mobile operator, a local area, several providers, or a wider connectivity disruption. It may also affect only some services or types of traffic. A deliberate shutdown is one possible explanation, but outages can also result from infrastructure problems, severe weather, natural disasters, or filtering and blocking. Cloudflare lists these among the possible causes of outages, and notes that the available observations may describe scope, type, likely cause, and timing when those details are available. Use measurement tools to separate three questions:
- Is there evidence of a connectivity problem? Look for an outage observation or unusual measurement activity near the time and place you are investigating.
- How far does it appear to reach? Compare the affected mobile network with other operators, fixed broadband where relevant, and other locations.
- What caused it? Treat this as a separate question. Measurement patterns can support an investigation, but do not automatically establish intent or identify who caused the disruption.
Cloudflare Radar and OONI offer different kinds of evidence. Cloudflare’s outage view is useful for seeing observed outages and traffic anomalies over a selected period. OONI Explorer lets you inspect measurements generated by OONI Probe tests. Neither is a complete inventory of every phone, network, location, or website. Their results are most useful when you compare several signals rather than treating one result as a verdict.

Search the location and time
- Open the Cloudflare Radar Outage Center.
- Search for the country or location you are concerned about and select a date range that includes the suspected disruption.
- Note the times shown. Radar uses UTC timestamps, so convert them to your local time before comparing them with reports, your own experience, or measurements collected at a particular hour.
- Look for outage annotations and traffic anomalies around the relevant period. Record the affected location and the beginning and end times if those details are shown.
An entry is a lead to investigate, not a finding about government intent. An observed anomaly may align with a real disruption, but the dashboard alone does not establish why it occurred. Cloudflare describes multiple possible causes, including government-directed shutdowns, severe weather, natural disasters, infrastructure problems, and filtering or blocking. Read the scope, not just the label
When an outage record provides them, inspect its location, ASN or network, outage type and scope, likely cause, and start and end time. An ASN is an identifier associated with a network; it can help distinguish one operator or network from another in measurement results. Do not infer nationwide impact from an entry associated with a particular network or locality. Conversely, a lack of a single nationwide label does not show that every mobile operator is functioning normally.
Classify what you see as narrowly as the evidence allows: a named network, a regional area, a broader national event, or unclear. Then compare that classification with OONI measurements and other available observations. Compare OONI measurements for the mobile operator
Filter to the network and period
- Open the OONI Explorer guide and use Explorer to look for measurements for the country and date range of interest.
- Filter or compare by the ASN associated with the mobile operator, as well as by test and status where those filters are available.
- Check the same period for other networks in the country. Compare with measurements from earlier dates to see whether the pattern differs from that network’s previous activity.
- Inspect individual or underlying measurement data where possible instead of relying only on an aggregate view or a single anomaly label.
OONI Probe runs network measurements on a device. Its tests examine selected services and network behavior; they do not test every website or prove that all internet connectivity is unavailable. A failed test therefore needs to be interpreted in context: which test was run, which service it examined, on what network, and when.

Compare like with like
A useful comparison keeps the time window and, where possible, the test type consistent. For example, compare measurements for the operator under investigation with other providers during the same dates, then compare that operator’s current results with its earlier measurements. If only one service test changes while other tests and networks do not, the evidence is narrower than a broad loss of mobile connectivity. If multiple networks and tests show changes at similar times, the pattern is broader—but it still does not, on its own, identify a cause.
Use the fields available in Explorer—country, ASN, date range, test, and status—to make the comparison. These filters help organize observations; they do not eliminate gaps in who tested, where, or when. OONI’s guidance recommends examining patterns over longer periods and considering alternative explanations rather than drawing a conclusion from a single anomalous result. Judge the size and strength of the pattern
Use these comparison axes to describe what the evidence supports. They are not a scoring system: a result can be strong on one dimension and uncertain on another.

Interpret common result patterns
One operator shows trouble; others do not
This supports a narrower finding: the available observations point to a problem on that operator or network, or to a problem affecting the people and tests represented there. It does not establish a countrywide shutdown. Check the location and time coverage, then compare additional networks and earlier periods before describing the scope.
Several operators show changes at a similar time
A synchronized pattern across multiple networks is more consistent with a broad disruption than a result isolated to one provider. Check whether the measurements cover the same places and periods, whether the tests are comparable, and whether other sources corroborate the timing. Even a broad pattern leaves the cause unresolved: infrastructure failures, severe weather, disasters, filtering, or government-directed action are among the possibilities documented by Cloudflare. Only a particular service or test is anomalous
Describe the result at that level. A test concerning one selected service does not demonstrate that all mobile internet access is down. The service itself, the route to it, a filtering or blocking condition, or a measurement false positive may be relevant possibilities. Inspect the measurement and compare other test types before inferring broader connectivity loss. OONI warns that anomalous measurements can be false positives. OONI Explorer guide
The dashboards show no clear event
That is not proof that service is normal. Cloudflare’s view reflects observed and annotated events, while OONI’s coverage depends on people running Probe, the networks they use, the tests they choose, the services tested, and when they test. Sparse coverage may miss a local or short-lived disruption. Look for observations from additional networks, other outage monitors, and credible reporting rather than interpreting a blank view as confirmation of normal service. Account for coverage gaps and false positives
Internet measurement is not continuous surveillance of every connection. OONI data exists where users have run Probe tests; the tests and timing vary, and the networks and services represented may not match the person or place you are investigating. A measurement collected on one operator or at one time cannot automatically stand in for all subscribers, all locations, or the full duration of an event.
Likewise, an anomaly is not equivalent to proof of censorship, and an outage record is not equivalent to proof of an intentional shutdown. OONI recommends looking at longer-term patterns and ruling out alternative explanations. Cloudflare’s documentation includes a range of possible causes. Together, these cautions mean that a responsible conclusion should say exactly what was observed, what networks and locations it covers, when it occurred, and what remains unknown. Do not treat missing measurements as a positive signal. No measurement may mean no one ran the relevant test on the relevant network at the relevant time. Nor should a single failure on your phone be treated as a representative sample of an operator. Measurements become more informative when independent sources and multiple comparable observations converge.
Build a defensible comparison
Start by writing down the exact question you are testing. “Is my operator affected in this city between 14:00 and 16:00 UTC?” is answerable with a defined set of observations; “Has the whole country been shut down?” requires evidence spanning many networks and places. A precise question prevents a local signal from being stretched into a national claim.
Use the same window when comparing sources. Radar’s times are in UTC, so convert your own notes, local reports, and OONI results to that reference before deciding that two events coincide. If one source shows a change at one time and another source covers a different period, describe them as separate observations rather than synchronized evidence.
Record the network identifier as well as its commercial name when available. Names can be similar, while an ASN identifies the network represented in the measurement. Keep the country, location, ASN, date range, test name, status, and any displayed outage type or scope together in your notes. This makes it possible to revisit the same filters and check whether your conclusion changes when you add another provider or extend the time range.

Then test the narrowest explanation first. If only one ASN in one area has anomalies, report a network- or location-specific problem. If several ASNs show comparable changes and fixed connectivity is also affected, report a broader disruption pattern. If only one tested service fails, report a service-specific anomaly. Each description should match the evidence actually represented in the records.
Distinguish outage evidence from cause
Cloudflare may display a likely cause, but “likely” is not the same as established fact. A traffic drop can accompany a government-directed shutdown, yet similar drops can follow a damaged cable, power or infrastructure failure, severe weather, or a natural disaster. Filtering and blocking may affect selected services without eliminating all connectivity. Your report should preserve that distinction.
OONI results answer a different question: what happened during a particular test on a particular network at a particular time. An anomalous status may warrant closer inspection, but OONI warns that it can be a false positive. Review the underlying measurement where available, compare it with other tests, and look for repetition over a longer period. A single failed request is weaker evidence than a recurring pattern across comparable tests and networks.
Even when Cloudflare and OONI point to the same time, they are not measuring exactly the same thing. Cloudflare’s outage view presents observed outages and traffic anomalies; OONI Probe performs selected network measurements. Agreement improves confidence that something changed, but it does not identify the actor, legal authority, or motive behind the change.

Your handset experience is useful for establishing when the problem began for you, but it is not a network-wide sample. Note the local time, approximate location, operator, and whether calls, text messages, mobile data, or only particular websites appear affected. Avoid treating a single application failure as proof that mobile data is unavailable.

A careful way to report what you found
If you need to share a finding, separate observed facts from interpretation. A useful summary identifies the location, UTC time range, operator or network where known, test or outage observation, and the extent of corroboration. State whether the evidence concerns one provider, several networks, a particular service test, or a broader traffic anomaly. Then state the limit plainly: the observations indicate a disruption pattern, but do not by themselves establish its cause or whether it was government-ordered.
For example, avoid a categorical claim such as “the country has been shut down” if the available evidence concerns one operator or a few test results. A narrower description—such as “measurements on this network showed anomalies during this period; the scope and cause are not established”—better matches what the data can support. Do not convert a dashboard annotation’s “likely cause” into certainty without separate corroboration.

- Check the location and period in Cloudflare Radar’s Outage Center; note that its timestamps are UTC.
- Record the scope and network details shown, rather than assuming the event is nationwide.
- Compare OONI Explorer results by country, ASN, date range, test, and status.
- Compare the affected network with other providers and with its own earlier measurements.
- Check whether the pattern affects one tested service, several test types, or a wider connectivity measure.
- Look for repeated observations and corroboration from independent sources.
- Account for sparse testing and possible false positives.
- Describe the observed disruption and its limits separately from any claim about who caused it.
Frequently Asked Questions
Does a Cloudflare Radar outage entry prove that an internet shutdown was ordered?
No. Radar reports observed outages or traffic anomalies and may list a likely cause, but Cloudflare documents several possible causes, including infrastructure problems, severe weather, natural disasters, filtering or blocking, and government-directed action. Treat the entry as evidence to investigate, then compare its scope and timing with other measurements.

What does an ASN tell me when I check my mobile operator?
An ASN identifies a network represented in the measurements. Filtering OONI Explorer by the operator’s ASN helps you distinguish a network-specific pattern from changes seen on other providers. It does not by itself show that every subscriber of the operator, or every location it serves, was affected.
If OONI shows an anomaly, is that censorship?
Not necessarily. OONI’s Explorer guide states that an anomalous measurement may be a false positive. Check the test, service, network, time, underlying measurement, comparable tests, and longer-term pattern before describing the result as evidence of blocking or a shutdown.
What does it mean if no dashboard shows an outage?
It means the tools do not show a clear event in the coverage you checked, not that service was definitely normal. Cloudflare reflects observed and annotated events, while OONI coverage depends on volunteers running tests, the networks and services tested, and the timing. Seek corroboration from other networks, outage monitors, and credible reporting.
How can I tell whether the problem is mobile-only?
Compare measurements for the affected mobile ASN with other mobile operators and, where relevant, fixed-broadband networks during the same UTC period. A pattern confined to one mobile network supports a narrower finding; changes across multiple access networks suggest broader disruption, although the cause remains unresolved.

How should I describe a possible shutdown without overstating it?
State the location, UTC time range, networks, tests, services, and sources represented. Describe whether the observations affect one provider, several networks, a region, or a particular service. Then state that the measurements indicate a disruption pattern but do not by themselves establish its cause or whether it was government-ordered.
The Bottom Line
Use Cloudflare Radar to check observed outages and OONI Explorer to compare measurements by network, place, date, test, and status. Repeated, comparable signals across independent sources are more informative than one failed connection, but they still establish impact more readily than intent. Report exactly what the evidence covers—and what it cannot prove.
