The reliable way to identify the network behind a broadband order is to check the exact property address on the network operator’s own checker, then ask the retail provider to confirm the network for the package you intend to buy. Check Openreach first, check CityFibre (or another suspected rival) separately, and use Ofcom’s checker as a postcode-level cross-check. Do not treat a provider’s brand name, a postcode-only result or the word “fibre” as proof of which physical network serves your home.
What you are actually trying to identify
Broadband has two separate layers that are easy to confuse:
- The retail internet service provider (ISP) is the company that sells your package, bills you and handles customer support.
- The access-network operator owns or manages the fibre and ducts that physically connect your address to the wider network.
An ISP can sell service over infrastructure owned by another company. Openreach says more than 650 service providers use its network, including BT, Sky, TalkTalk and Zen. CityFibre uses a wholesale model in which providers and resellers sell broadband over CityFibre infrastructure. Consequently, asking “which network does my provider use?” is an address-and-package question, not something the provider’s logo can answer by itself.

A typical question is whether a Vodafone order will be delivered over CityFibre or Openreach. The answer can vary by address, by package and sometimes by the exact building entrance. The checks below are designed to establish the physical network before you order.

The quickest dependable check
- Open Openreach’s fibre checker, enter your postcode and select the exact house or flat.
- Read whether Full Fibre is available to order now or is only planned, being built or expected later.
- Run the same full address through CityFibre’s availability checker if CityFibre is a possible alternative.
- Use Ofcom’s broadband checker with the postcode to see predicted technologies and speeds, treating the result as an estimate rather than a guarantee.
- Ask the retail ISP, in writing or through its sales team, which access network will carry the specific package at that exact address.
- Confirm whether the offer is FTTP (fibre all the way to the premises) or FTTC (fibre to a cabinet, then copper to the property).
If the network checker and the provider’s sales answer disagree, do not rely on a generic sales page. Ask the provider to recheck the exact address and package, and keep the confirmation with your order records.
Step 1: Check Openreach at the exact address
Use the full address, not only the postcode
On Openreach’s fibre checker, enter the postcode and choose the precise property from the address list. For a block of flats, select the individual flat rather than the building’s general address. Openreach says its checker is linked directly to its network records and updated regularly as new areas go live.
Coverage can differ between neighbouring properties. Openreach builds in stages, and engineering constraints, access routes and landlord permissions can affect one property while another on the same street is orderable. A postcode-level assumption can therefore give the wrong answer for your home.
Read the status wording literally
| Openreach result | What it means for an order |
|---|---|
| Available to order now | The service is shown as orderable at the selected address. You still need to check the ISP’s package, installation process and dates. |
| Planned build | Openreach expects to build in the area, but the connection is not necessarily orderable today. |
| Building now | Construction is in progress. The property may remain unable to place a Full Fibre order until the build and activation are complete. |
| Available soon or similar future wording | A future rollout is indicated, not a promise that an installation can be booked immediately. |
Do not collapse all of these into “covered.” The distinction between an active, orderable service and a future rollout is the most important part of the result.
Step 2: Check CityFibre or another rival network separately
Enter the same address in CityFibre’s availability checker. CityFibre says its checker reports whether its wholesale network is available to the individual property and, when it is, shows a range of providers that may serve it.
A CityFibre result does not mean every ISP will offer CityFibre at that address. It means the underlying network is present or available according to CityFibre’s records; the retail provider still decides which packages it sells, at what speeds and under what installation terms.
Use the same method for any other network you suspect serves the property: select the exact house or flat, note whether service is live or future, and record the date of the result. Network availability and rollout plans can change, so a check from months ago is not a current order confirmation.

Step 3: Use Ofcom as a broad cross-check
Ofcom’s broadband checker accepts a postcode and reports predicted services and the fastest estimated speeds for the selected location. It is useful for spotting what types of connection are generally expected in the area and for identifying a discrepancy that deserves further checking.
Ofcom explicitly warns that “Actual service availability at a property or speeds received may be different.” Its figures are predictions, not an installation booking. The checker also does not report local maintenance or live outages; contact the provider for fault information.
Use Ofcom to broaden your view, not to overrule an address-specific network checker. If Ofcom predicts Full Fibre but Openreach and CityFibre both show no orderable service, ask the ISP which operator and technology it is using rather than assuming the prediction is definitive.
Step 4: Check the government gigabit service when relevant
The GOV.UK gigabit availability service is an additional source for addresses in England and Wales. Its guidance directs people in Scotland and Northern Ireland to separate services. It is designed to show gigabit-status information, so it should supplement—not replace—the network-specific checkers when your question is “Openreach or which rival?”
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The service says its address-checker data is based on the May Open Market Review published in September 2026 and identifies February 2027 as the next scheduled update. It also warns that supplier information can change and that complete address-level accuracy is not guaranteed. Treat the result as a dated government data point, then verify the live offer with the network operator and ISP.
Step 5: Get the retail ISP to confirm the proposed package
Once you know which networks appear at the address, contact the ISP you plan to use. Ask a precise question:
“For this exact address and the [package name or speed tier] I am ordering, which physical access network will deliver the line: Openreach, CityFibre or another operator? Is it FTTP, and is the service available to order now?”

Ask the sales agent to check the exact package rather than giving a general statement such as “we use fibre.” A provider may sell different products over different wholesale networks, and the same brand can have different options in different parts of the country.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →CityFibre describes the division clearly: “CityFibre manages the fibre network, while your broadband service is managed by the provider you signed up with.” The ISP remains your normal contact for billing, faults and service terms even when another company owns the physical access network.
Keep a transcript, email or order summary showing the answer. If the provider cannot identify the network, ask whether the order is being passed to a wholesale checker and request confirmation before paying an installation fee or cancelling your existing service.
Step 6: Identify the connection technology, not just the network name
| Term | Physical path | Why it matters |
|---|---|---|
| FTTP / Full Fibre | Fibre runs all the way to the premises. | There is no copper section between a street cabinet and the property. Check the package’s actual download and upload speeds and installation requirements. |
| FTTC | Fibre runs to a street cabinet; copper continues from the cabinet to the property. | Distance and copper-line condition can affect performance. A package described simply as “fibre” may still be FTTC. |
Openreach uses “Full Fibre” for FTTP and describes FTTC as fibre to the cabinet with copper onward to the premises. A provider’s use of the word “fibre” in a brand or package name does not establish either the network operator or whether the service is FTTP.
How to resolve conflicting results
Openreach says “planned,” while the ISP advertises fibre
The ISP may be referring to FTTC, to a different wholesale network, or to a future product that is not yet orderable. Ask which network and technology apply to the exact package. Do not treat a planned Openreach build as proof that an immediate Full Fibre installation is available.
CityFibre shows availability, but your preferred ISP does not
CityFibre availability means its wholesale network reaches the property; it does not require every retail provider to sell there. Check the provider list in CityFibre’s result and compare the packages those providers actually offer at the address.
Ofcom predicts a faster service than either network checker
Ofcom’s result is an estimate and may differ from actual property-level availability or speeds. Use the address-specific operator results and obtain a package-level confirmation from the ISP.

A flat or new-build address is missing
Try the exact flat number, the building’s alternative address format and the postcode without extra spaces. If the address still cannot be found, contact the network operator and the ISP; do not substitute the address of a nearby property. Multi-unit buildings may need landlord access, a communal connection or a separate records update.
The result says service is available, but there is an outage
Coverage checkers establish network records and predicted availability, not live fault status. Ask the provider about maintenance or outages before arranging an installation or reporting a failed connection.

| Question | Best evidence | Limitation |

| Is Openreach Full Fibre orderable at this property? | Openreach exact-address result, especially “Available to order now.” | Future statuses do not establish an orderable service; installation still depends on the provider and site. |
| Does CityFibre reach this property? | CityFibre exact-address availability checker. | It does not guarantee that your chosen ISP sells a package over CityFibre. |
| What services and speeds are predicted nearby? | Ofcom postcode checker. | Predictions may differ from actual availability and received speeds. |
| Is there a current outage or maintenance issue? | Your retail ISP’s status information or support team. | Network coverage checkers do not provide live fault status. |
| What will my order use? | Written confirmation from the ISP for the exact address and package. | A generic statement that the ISP “uses fibre” is not specific enough. |
Compare packages only after the network is clear
Once you have established which services are genuinely orderable, compare the offers on their own terms. Network identity is only one part of the decision.
- Orderability now: distinguish a live order from a planned or in-progress rollout.
- Technology: record FTTP versus FTTC and any copper section.
- Performance: compare the advertised download and upload speeds for the package, not the network’s headline maximum.
- Price and contract: verify the current monthly charge, introductory period, increases, contract length and any exit costs with the provider.
- Installation: check whether an engineer visit, internal equipment, landlord permission or a new cable route is required, and what date is offered.
- Support: confirm who handles faults and how outages are reported. The retail ISP normally manages your service even when another company owns the access network.
Package prices, contract terms and customer-service arrangements change independently of the underlying network. Verify them in the current offer rather than inferring them from Openreach or CityFibre coverage.
A practical record-keeping checklist
Before placing an order, save the following information:
- The complete address selected in each checker, including flat or unit number.
- The date and wording of the Openreach result.
- The date and wording of the CityFibre or other rival-network result.
- Ofcom’s predicted technology and speed range, clearly labelled as an estimate.
- The ISP’s confirmation of the physical network, technology and package name.
- The quoted installation date, one-off charges and contract terms.
This record makes it easier to challenge an incorrect order, explain a mismatch between a sales promise and an installation appointment, or repeat the check after a rollout update.

Fixed-network coverage is not static. Openreach updates its records as areas go live, and rival networks continue to build or activate streets in stages. Supplier information in the government gigabit service can also change; its published update schedule is not a guarantee that every address record changes on the same day. Recheck the address immediately before ordering, especially if a checker previously showed “planned,” “building now” or “available soon.”
Even after a network is live, a particular property may need additional engineering or permission. That is why an exact-address result and a provider’s package-level confirmation are stronger evidence than a postcode map or a neighbour’s experience.
Bottom line for choosing between Openreach and CityFibre
There is no universal rule that assigns a particular ISP to one network nationwide. Enter your full address in Openreach’s checker, read whether service is orderable now, run the same address through CityFibre’s checker, and use Ofcom only as a prediction cross-check. Then have the retail ISP confirm, for the exact package, which network and technology it will use. That sequence tells you whether you are buying Openreach FTTP, CityFibre FTTP, FTTC or another service—and prevents a planned rollout or a vague “fibre” label from being mistaken for a live connection.
