You can make a useful first assessment before applying by checking four gates: your documented income and existing debts, the cash you can contribute from your own resources, the lender’s residency and applicant rules, and whether the bank accepts the exact off-plan project and its construction-stage payment plan. Under the Central Bank of the UAE (CBUAE) mortgage regulations, financing for an off-plan purchase is capped at 50% loan-to-value (LTV). That is a regulatory maximum, not a promise that a bank will lend 50% or approve your application.

A bank still has to verify your finances, apply its own underwriting rules, value the transaction and confirm how and when construction-stage payments can be released. Use the process below to identify likely obstacles before signing an irreversible purchase commitment.

  1. Repayment capacity: the lender must verify income, liabilities and other financial information and apply its debt-burden rules.
  2. Own-funds position: you need enough of your own money for the equity contribution and related transaction costs. The CBUAE says the down payment should come from your own resources, not another loan or credit-card borrowing.
  3. Applicant category: residency, nationality, income type, account relationships and the bank’s current product rules affect eligibility. A resident and a non-resident may face different requirements.
  4. Project and payment plan: the lender must accept the developer, development, unit, contract and construction stage, and be able to align its disbursements with the developer’s milestones.

What the UAE rules actually establish

Off-plan financing has a 50% maximum LTV

The CBUAE Regulations Regarding Mortgage Loans set the maximum LTV for property purchased off plan at 50%, regardless of the purpose of the property, its value or the purchaser category. In practical terms, the regulatory ceiling means a lender cannot structure an off-plan mortgage above half of the value it accepts for the transaction.

The ceiling is not an entitlement. A bank may approve a lower percentage because of your income, liabilities, residency, valuation, the developer, the unit or the stage of construction. The bank’s approved amount may also be calculated against its own valuation rather than simply the price in your purchase contract.

The debt-burden ceiling is 50%

The same CBUAE framework sets a 50% ceiling for the borrower’s debt-burden ratio. The bank therefore considers the proposed mortgage together with your existing financial commitments, rather than looking at salary in isolation. A high income can still produce a weak application if current loans, cards or other documented obligations leave too little room for the new payment.

The down payment must be your own money

The regulations say the borrower’s down-payment portion should come from the borrower’s own resources rather than personal loans or credit cards. Keep a clear paper trail showing where your contribution came from. If money has recently moved between accounts, ask the lender what evidence it wants before relying on that balance.

Mortgage terms can run up to 25 years under the regulations

The CBUAE regulations provide for a mortgage term of up to 25 years, subject to the other regulatory requirements and the lender’s product and underwriting criteria. A bank can offer a shorter term, and its resident and non-resident products may have different maximums. Term length changes the monthly payment and total interest, so do not treat the regulatory maximum as the term you will receive.

Step 1: Calculate the cash you must have available

Use 50% LTV as a ceiling, not your budget

Begin with the purchase price and test the most conservative case. If a property costs AED 1,000,000, a 50% LTV ceiling would imply no more than AED 500,000 of mortgage financing under the regulatory limit, leaving at least AED 500,000 of price equity before other costs. That is an illustration of the ceiling, not an offer from any bank.

Your required cash can be higher because the lender may approve less than 50%, use a lower valuation, impose a project-specific limit or require equity to be paid before it releases mortgage funds. Add all purchase and financing costs quoted by the developer, bank and relevant authorities to your cash plan; the supplied official material does not establish one universal cost percentage for every emirate or transaction.

Build an own-funds worksheet

Item to record Why it affects qualification
Contract price Starting point for the equity and financing calculation.
Bank’s expected valuation basis A lower accepted value can reduce the amount that fits within the 50% LTV ceiling.
Maximum mortgage requested Compare the requested amount with both the regulatory ceiling and the lender’s project-specific limit.
Your cash contribution Must be demonstrably available from your own resources.
Developer instalments due before mortgage release Stage payments may require you to fund equity first.
Transaction, registration and bank charges These increase the cash you need even when the purchase price is unchanged; the amount depends on the transaction and provider.
Emergency reserve after completion Not a stated regulatory threshold, but retaining liquidity reduces the risk of missing a milestone if approval or release is delayed.

Ask the bank to confirm in writing whether its LTV calculation uses the contract price, its valuation or the lower of the two, and which charges must be paid outside the mortgage. Do not transfer a booking or instalment merely because your cash equals half the advertised price.

Step 2: Test income, debts and the evidence behind them

What the bank will examine

Mortgage providers must verify income and other financial information to assess your ability to service the debt. Prepare a complete picture rather than presenting only a salary figure:

  • Recent salary slips or other evidence of employment income.
  • Bank statements showing the income arriving and the funds reserved for your contribution.
  • Business or self-employed income records where applicable.
  • Current loans, credit-card limits and other liabilities.
  • Proof of the source of the down payment.
  • Passport and residency identification where relevant to your applicant category.

The exact period, format and certification requirements are lender-specific. A bank can ask for additional information if income is variable, paid in another currency, recently changed or generated through a company.

Apply the 50% debt-burden test carefully

List every recurring commitment the bank may count, then ask how it will calculate the proposed mortgage payment. The CBUAE ceiling is 50%, but a lender’s internal affordability limit can be more conservative. Do not assume that paying down a card immediately removes the commitment; obtain the lender’s treatment of limits, recent closures and settlement evidence.

ADCB’s published thresholds are an example, not a UAE-wide rule

The ADCB Mortgage Services FAQ illustrates how one lender differentiates applicants. It lists a minimum monthly income of AED 8,000 for UAE national salaried applicants and AED 15,000 for expatriate resident salaried applicants. For non-residents, the FAQ says a minimum income is not applicable but lists a minimum AED 200,000 in assets under management (AUM) with ADCB.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Applicant example in ADCB’s FAQ Published criterion How to interpret it
UAE national, salaried AED 8,000 minimum monthly income ADCB’s stated criterion; it is not a central-bank minimum for every lender.
Expatriate resident, salaried AED 15,000 minimum monthly income ADCB’s stated criterion; other banks may use different thresholds or income tests.
Non-resident No minimum income stated in the FAQ; minimum AED 200,000 AUM with ADCB Both conditions and the bank’s other underwriting checks still matter. “No minimum income” does not mean automatic approval.

ADCB also says the maximum loan amount depends on personal circumstances, the nature of the transaction and the developer. Reconfirm the live criteria directly with the lender because product rules can change.

Step 3: Confirm that your lender accepts the exact project

Off-plan approval is not only about you. Send the bank enough information to identify the transaction precisely:

  • Developer and development name.
  • Unit number, property type and purchase price.
  • Signed or proposed sale and purchase contract.
  • Developer payment schedule and every milestone date.
  • Current construction stage and expected completion information.
  • Your nationality, residency, income type and existing debt.

Ask these questions before paying a non-refundable amount:

  1. Is this developer and development currently acceptable for off-plan lending?
  2. Is this particular unit eligible at its present construction stage?
  3. What LTV and maximum amount would apply to my applicant category and the bank’s valuation?
  4. When can the bank release each instalment, and what evidence of progress is required?
  5. Must my equity be paid first, and how will the bank document that?
  6. What happens if the developer’s contractual due date arrives before the mortgage release?
  7. Which rate structure, term, fees and insurance requirements apply to this offer?

The ADCB FAQ notes that maximum financing can vary with the developer and transaction and describes limitations for under-construction purchases. Those statements demonstrate why a general “off-plan mortgage” advertisement cannot establish eligibility for your unit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Understand construction-stage disbursement

Milestones must be independently confirmed

The CBUAE mortgage rules require progress payments for construction to be tied to prescribed milestones and physically confirmed by the lender or a suitably qualified independent professional. The bank may therefore refuse or postpone a release until the required evidence is complete.

Your equity may be used first

In stage-payment arrangements, the CBUAE framework provides that the borrower’s equity portion is used first. A developer’s request for the next instalment does not by itself mean the mortgage money is immediately available. Match the contractual payment schedule with the lender’s written release sequence and keep a buffer for timing differences.

Do not rely on an unverified completion percentage

Neither a sales representative’s estimate nor a payment-plan label proves that a regulatory milestone has been reached. Ask which party will inspect or certify progress, what document the bank needs and how much notice is required for a drawdown. Do not state that funds will be released at a particular construction percentage unless your lender confirms that condition in writing.

Dubai-specific checks: escrow and official project status

Dubai has a specific off-plan safeguard framework. The Dubai Land Department (DLD) FAQ says escrow requirements apply to Dubai developers selling off plan and receiving purchaser or financier payments. DLD also provides an online project-status service that buyers can use to check project completion and status information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the DLD service to compare the official project information with the developer’s payment schedule. Ask how the project’s escrow arrangements, current status and milestone evidence connect to your lender’s release conditions. DLD’s material is Dubai-specific; do not automatically apply it to an off-plan purchase in Abu Dhabi, Sharjah or another emirate, where the relevant authority and protections may differ.

How non-residents should assess their position

Non-resident eligibility is possible with some lenders, but it is not a UAE-wide entitlement. Start by asking whether the bank lends to your nationality and country of residence, whether it accepts your income currency and employment type, and whether it requires an existing account or asset relationship.

ADCB’s published example lists no minimum income for non-residents but requires at least AED 200,000 in AUM with ADCB. Its non-resident checklist also includes tax returns and credit-bureau information where available, in addition to identity, income, statements, liabilities and proof of the contribution source. These are ADCB requirements as published in its FAQ, not a checklist that every UAE bank must use.

Allow extra time for document translation, certification, international transfers and verification of overseas liabilities. Ask the bank whether each document must be recent, notarised, legalised or translated before you sign a developer contract.

Compare lenders by approval conditions, not just rates

When you request quotations, put the answers in one comparison sheet. A low advertised rate is not useful if the bank will not finance your development or cannot meet the developer’s milestone dates.

Comparison point Questions to record
Residency and nationality Does the bank accept your category, country of residence and income currency?
Project acceptance Is the named developer, project, unit and construction stage approved for this product?
Amount and LTV What maximum amount and LTV will the bank apply after its valuation and affordability review?
Income and liabilities What minimum income, debt treatment, employment history and documents are required?
Own-funds evidence How must you prove the source of the down payment, and must equity be paid first?
Disbursement Which milestones, inspections, certificates and notice periods govern each release?
Term and rate What resident or non-resident term limits, variable or hybrid rate options and reset rules apply?
Fees and insurance Which valuation, arrangement, registration, early-settlement and insurance charges apply, and are they financed or payable separately?

ADCB’s FAQ describes variable and hybrid rate options and different resident and non-resident tenors as product terms. Treat those as examples to verify directly, not as general UAE requirements.

Use pre-approval correctly

An initial eligibility view or pre-approval is useful for setting a price range, but it is not final approval. Final lending normally remains subject to verification of documents, the bank’s valuation, legal review, project acceptance and confirmed disbursement conditions. Ask the lender to state in writing what remains outstanding and how long the assessment is valid.

Before signing, ensure the contract gives you enough time to complete the bank’s checks and explains the consequences if financing is delayed or declined. A lender’s informal indication, a calculator result or a broker’s estimate cannot replace a written decision for the named property.

A practical application sequence

  1. Record your facts: nationality, residency, employment or business status, monthly income, currencies, current liabilities and available cash.
  2. Assemble evidence: statements, income records, identity documents, liability details and source-of-funds proof. Non-residents should also prepare tax returns and available credit-bureau information where requested.
  3. Set a conservative price limit: model no more than 50% financing and a lower approval, then add transaction costs and the instalments due before release.
  4. Shortlist lenders that serve your category: ask about residency, nationality, minimum income or asset rules and acceptable income types.
  5. Submit the complete project file: include the developer, unit, contract, payment plan and construction status, not just the brochure price.
  6. Obtain written project and milestone conditions: confirm valuation method, LTV, equity-first requirements, inspections and release timing.
  7. Check official status: for Dubai, use DLD’s project-status information and reconcile it with the developer’s schedule; for other emirates, identify the applicable authority.
  8. Proceed only after final conditions are clear: distinguish pre-approval from final approval and confirmed drawdown.

Common reasons an apparently suitable applicant is declined

The cash contribution is too small

A buyer may have 50% of the contract price but not enough for costs, a lower valuation or instalments due before the bank can release funds. Recalculate using the lender’s written valuation and payment sequence.

Debt pushes affordability beyond the lender’s limit

Existing loans and card commitments can reduce borrowing capacity even when salary meets a published minimum. Request a liability-by-liability assessment and settle or restructure obligations only after understanding how the bank will recognise the change.

The lender does not accept the project or stage

Project acceptance is separate from borrower eligibility. Ask other lenders whether they accept the exact development, but do not represent that a project is approved until the chosen bank confirms it in writing.

Funds cannot be released on the contractual date

Construction evidence, inspection scheduling, missing documents or a mismatch between the developer’s milestones and the bank’s release process can create a timing gap. Build a written escalation route with both parties before an instalment becomes due.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Source-of-funds evidence is incomplete

Unexplained transfers, borrowed deposits or inconsistent statements can delay verification. Preserve statements and documentation showing how each part of your contribution was accumulated or transferred.

A non-resident assumes “no minimum income” means automatic approval

ADCB’s non-resident example removes a published minimum-income figure but still includes an AUM condition and the bank’s full credit, project and documentation review. Read every condition together.
