Do not decide that a property is safe from a home test or a short “cleaned up” label. Check the site’s official cleanup and completion records, identify the regulator and program, confirm the contaminants and media covered, read the cleanup criteria and evidence of attainment, and verify the approved land use plus any continuing monitoring or controls. A site can be protective for an approved use while residual contamination remains; a changed use or new groundwater use can change the conclusion.
This guide is based on U.S. Environmental Protection Agency (EPA) risk-based cleanup and groundwater-completion practices. State standards, permits and procedures can differ, so the agency overseeing the specific property and its current records control the answer.
What “safe after cleanup” actually means
There is no single nationwide soil number or consumer water test that proves every cleaned-up property is safe. Regulators judge risk for a defined combination of contaminants, environmental media, exposure pathways, receptors and future use. The same concentration may be acceptable for an industrial property with restricted access but not for a home with children, gardens and a private well.
Risk-based cleanup can therefore leave contamination in place under enforceable controls. A cap may separate people from impacted soil; a vapor system may have to keep operating; an environmental covenant may prohibit excavation; and a deed notice may bar use of groundwater. Those measures are part of the protective remedy, not evidence that the underlying material has disappeared.

EPA’s Risk-Based Brownfields Cleanups page states: “The important thing to remember is that restricted and unrestricted cleanups are designed to be safe for the intended use of the property.” Read “intended use” literally. If a warehouse becomes a daycare, a parking lot becomes a community garden, or a previously unused aquifer becomes a drinking-water source, the old risk conclusion may no longer apply.
Start with the regulator and the cleanup program
Find out which public program has jurisdiction before interpreting any result. The responsible agency may be a state environmental department, EPA under Superfund/CERCLA, a state brownfields program, RCRA corrective action, a petroleum-release program, or another authority. Each program can use different statutes, cleanup criteria, reporting formats and closure terms.
- Ask who issued the decision. The agency named in the cleanup order, certificate, covenant or completion letter is the best starting point for current status.
- Confirm the program and property boundary. A listing for an adjacent parcel, an earlier facility name or a former owner may not cover the land you are evaluating.
- Request the complete administrative record. Ask for the latest version of every decision, monitoring report and control document, not only a web-page summary.
- Check the date. Older guidance or a past closure letter may predate current state standards, a new exposure pathway or a later groundwater determination.
EPA describes a Superfund sequence of site investigation, remedial investigation/feasibility study, remedy decision, remedial design and action, construction completion, post-construction completion, and possible deletion or reuse. Other programs use different names, but the practical lesson is the same: a headline status is only meaningful when you read the documents behind it.
Read the records in the order that answers your risk questions
Organize the file before drawing a conclusion. The following workflow prevents a single favorable sample or a “closed” label from being mistaken for unrestricted clearance.
- Map the property and surrounding receptors. Obtain the legal parcel, former operating areas, neighboring parcels, surface-water bodies, buildings, drinking-water wells and likely future uses. Cleanup decisions can cover only part of a larger historical release.
- Read the investigation and risk assessment. Identify contaminants, affected media, sampling locations and depths, exposure pathways and receptors. Look for direct soil contact, ingestion, inhalation of dust, migration to groundwater, vapor intrusion and surface-water pathways.
- Read the Record of Decision or equivalent cleanup decision. Note the selected remedy, cleanup objectives, assumptions about residential, recreational, commercial, industrial or restricted use, and any alternatives rejected.
- Read remedial-action and completion reports. These should describe what was excavated, treated, capped, vented or monitored; where confirmation samples were collected; and how the agency determined that work met the decision.
- Read post-construction and monitoring reports. Look for trend graphs, well-specific results, control inspections, exceedances, repairs, sampling changes and the schedule for the next review.
- Find the agency’s current status letter or certificate. Determine whether it says construction is complete, the remedy is operating properly, groundwater objectives are met, or the site is subject to continued obligations. Those are different findings.
- Check land records and restrictions. Search for environmental covenants, easements, deed notices, groundwater-use bans, excavation limitations and cap-maintenance duties. Ask whether the restriction runs with the land and whether it binds later owners.
If a document is missing, do not fill the gap with assumptions. Contact the oversight agency’s project manager or records office and ask which document establishes the current determination.
Match the approved use to the way people will use the property
Write down the use evaluated by the regulator and compare it with actual and planned activities. A decision may distinguish among residential, recreational, commercial, industrial and restricted uses, and may assume that certain people or activities are absent.

| Question | Why it changes the safety conclusion |
|---|---|
| Will children live, play or attend school there? | Children can have more frequent hand-to-mouth contact with soil and different exposure assumptions than industrial workers. |
| Will residents grow food or keep animals? | Garden soil, produce, poultry, livestock and tracking into a home can create pathways not evaluated for a paved commercial parcel. |
| Will anyone excavate? | Digging can penetrate a cap, expose buried waste or disturb contaminated fill that was safe only while covered. |
| Will a basement, crawlspace or enclosed building be added? | Construction can alter vapor pathways or require a mitigation system and long-term operation. |
| Will groundwater be pumped? | A prohibition on wells may be a condition of closure. Irrigation, drinking, geothermal or dewatering use can violate it or create a new exposure route. |
| Will workers spend extended time outdoors? | Longer contact, dust generation and different protective practices may not match a prior commercial or industrial assumption. |
If the proposed activity is more sensitive than the evaluated scenario, ask the regulator whether a new risk evaluation, institutional-control modification or additional cleanup is required before the change.

Identify what was measured
Build a list of every contaminant and soil area addressed. Record sample depths, units, dates, laboratory methods, detection limits and whether samples represent surface soil, fill, vadose-zone soil or material beneath a cap. A result from one shallow location cannot characterize buried soil, a source area or a property-wide release.
Understand screening levels versus cleanup criteria
EPA’s Soil Screening Guidance levels are screening tools used to focus further evaluation. EPA explicitly says they are not national cleanup levels. A screening level can flag a chemical or pathway for more analysis; it does not establish that a property passes cleanup, and a result below it does not override a site-specific standard or restriction.
Use the criteria written into the site’s decision document. Check whether each value is a cleanup level, a risk-management target, a background comparison, or a trigger for additional sampling. Confirm the land-use assumptions and exposure pathways attached to the value. Do not substitute an online table from a different state, program, year or use category.
Verify how attainment was demonstrated
- Compare the agency’s final data tables with the exact contaminants and areas listed in the decision.
- Check whether samples were collected after excavation or treatment, at the required depths and at locations selected by the approved work plan.
- Look for confirmation that backfill, imported soil and cap materials met their own specifications.
- Read the agency’s explanation of statistical treatment, nondetects, background concentrations and any remaining exceedances.
- Confirm whether “attainment” applies to the entire parcel or only a defined operable unit, exposure area or capped zone.
If the remedy relies on a cap or clean soil cover, the soil below it may remain contaminated. The record should specify thickness, materials, inspection frequency, repair standards and what activities are prohibited.

How to evaluate groundwater and a plume
Read the well network, not just one water result
Obtain the well-location map and identify source-area wells, plume-boundary wells, background wells and wells near potential receptors. Review screened intervals and sampling dates: a shallow well and a deep well may represent different water-bearing zones, and a single result may miss seasonal or directional changes.

For each relevant well, list the contaminants, applicable standard, result, detection limit, trend and sampling frequency. Note whether the agency treats a well as compliant, temporarily anomalous, no longer representative or subject to further investigation.
Understand groundwater completion
EPA completion materials describe evaluating restoration against pre-established cleanup standards, using statistical methods and considering results well by well. A passing consumer tap-water test does not prove that a plume has been removed or that a groundwater remedy is complete. A household tap may be supplied by a different source, and a private well can be outside the monitoring network.
Find the regulator’s explicit completion determination and its scope. It should identify the standards, monitoring period, wells considered, statistical approach and any continuing conditions. If the record says groundwater must not be used, treat that prohibition as controlling even when active treatment has ended.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Check trends and rebound
Review concentration graphs rather than relying on the latest sample. Ask whether concentrations are declining, stable, fluctuating or increasing; whether contaminants are migrating; and whether pumping or treatment could cause rebound after shutdown. Continued monitoring can be required precisely because a remedy is protective only if the trend remains within the decision’s assumptions.
Find every continuing control and the duty to maintain it
Residual contamination is acceptable only when the controls that manage exposure remain effective. Search the decision, operations-and-maintenance plan, environmental covenant, easement and land records for:
- soil caps, asphalt or concrete barriers and inspection requirements;
- sub-slab depressurization, soil-vapor extraction or other vapor systems;
- groundwater-use prohibitions and limits on wells, irrigation, dewatering or geothermal work;
- excavation, drilling, grading and utility-installation procedures;
- fencing, access limits, signage or restrictions on sensitive uses;
- sampling schedules, reporting deadlines and agency access rights;
- the party responsible for operation, maintenance, repair and notification after a sale.
EPA notes that subsequent owners are responsible for complying with restrictions and maintaining associated controls. Before buying or redeveloping, obtain written confirmation of who carries those duties and what happens if a control is damaged or a monitoring report is late.

What to do if a control is damaged
- Stop the activity that may spread or expose material, such as digging through a cap.
- Keep people away from the affected area and prevent dust, runoff or tracking into buildings.
- Notify the property’s responsible party and the oversight agency named in the control document.
- Follow the approved repair, inspection and sampling plan; do not cover the damage and assume the issue is resolved.
- Document the date, location, photographs, weather, work performed and agency instructions.
Translate the terminology correctly
| Term | What it means | What it does not prove |
|---|---|---|
| Soil screening level (SSL) | A screening value used to identify chemicals, areas or pathways that may need more evaluation. | It is not a national cleanup level or a universal clearance number. |
| Preliminary remediation goal (PRG) | A risk-based planning concentration selected after a risk manager specifies an acceptable residual risk. | The label alone does not show that cleanup is complete or that a property is unrestricted. |
| Risk-based or restricted-use cleanup | A remedy designed around an intended use, with residual contamination managed by physical or legal controls when necessary. | It does not authorize a more sensitive or different use without review. |
| Groundwater completion | A regulator’s determination that applicable objectives were met using established standards and monitoring evidence, often with well-specific and statistical evaluation. | It is not established by one household water sample. |
| Closed, cleaned up or deleted | A status term whose meaning depends on the program, date, media, contaminants, land-use assumptions and controls in the underlying record. | It is not a universal finding that every medium and future use is unrestricted. |
Compare two cleanup plans or status conclusions
When records offer competing plans, certificates or agency conclusions, compare the same dimensions rather than choosing the document with the most reassuring wording.
| Comparison axis | Questions to answer |
|---|---|
| Intended and restricted use | Is the scenario residential, recreational, commercial, industrial or restricted? What uses are expressly prohibited? |
| Contaminants and media | Which chemicals were addressed in soil, sediment, surface water, groundwater, soil gas and indoor air? Are historical source areas excluded? |
| Receptors and pathways | Were children, workers, gardeners, construction crews, private-well users and vapor occupants evaluated? |
| Criteria and attainment | What standards apply, and how did the agency demonstrate compliance through sampling, statistics or modeling? |
| Groundwater evidence | Which wells were monitored, for how long, with what trends and completion tests? |
| Controls and duties | What caps, systems, covenants, inspections, reports and repair obligations remain? |
| Fit with current use | Does the property today—and the planned redevelopment—still match the assumptions in the selected conclusion? |
If one document covers only construction completion while another addresses long-term groundwater performance, they are not contradictory; they answer different milestones.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Why consumer kits and handheld meters cannot certify cleanup
A home soil kit, tap-water kit or handheld meter can sometimes provide a preliminary indication that prompts a call, but none can establish cleanup completion against regulator-approved criteria and exposure assumptions. They may test a limited group of chemicals, use different detection limits, lack quality-control documentation, or sample a location that is not representative of the release.
DIY sampling also creates chain-of-custody and preservation problems. A laboratory result is meaningful only when the laboratory method, sampling plan, locations, depths, timing and quality controls fit the question being asked. Protective equipment can reduce personal exposure during an authorized investigation; it does not convert an informal sample into regulatory verification.
If records are incomplete, a control has failed, or the proposed use differs from the approved use, hire a qualified environmental professional familiar with the governing state or federal program. Ask for a written scope that identifies the decision documents, sampling design, laboratory methods, quality assurance, interpretation limits and agency coordination. The professional should not promise an unrestricted “safe” label where the regulator has approved only a controlled use.
When the records are unclear or the use is changing
Contact the oversight agency when monitoring reports stop without a clear completion determination, a well exceeds its standard, a covenant is missing from a title search, a cap is damaged, or construction will alter exposure pathways. Provide the parcel identifier, current owner, planned use and the specific document or result that raises the question.

Ask the agency to confirm:
- the current cleanup status and the date it became effective;
- which contaminants, media and areas are included;
- the applicable current standards and land-use assumptions;
- whether monitoring, inspections or vapor controls must continue;
- whether the proposed activity requires agency approval, additional sampling, a modified covenant or more remediation.
Do not authorize excavation, install a well, grow food in suspect soil or occupy a new building until those questions are resolved. A regulator’s written response and the controlling land-use document are stronger evidence than an informal statement from a seller, contractor or previous consultant.
Limits of this U.S.-focused framework
The process above reflects EPA guidance and common U.S. cleanup practice. State programs can set different numerical criteria, definitions, institutional-control rules and groundwater classifications. The reviewed EPA material includes older technical guidance as well as current program information, so verify that the standards and agency documents governing the particular property are current as of your decision date.
The practical test is not whether every molecule has been removed. It is whether the responsible regulator has documented protection for the actual use, with reliable evidence and enforceable controls that remain in place. If any part of that chain is missing, the correct next step is clarification and, when necessary, a site-specific professional evaluation—not a DIY declaration of safety.

Frequently Asked Questions
Does a government “closed” or “cleaned up” status mean I can use the land for any purpose?
No. The status may apply only to specified contaminants, media, areas and an intended use. Read the underlying decision and land-use restrictions before changing activities.
Can I rely on a single laboratory result from a private well or garden sample?
No. One result may not represent the plume or the relevant exposure area, and it does not replace the regulator’s well-specific monitoring and completion determination.
Who is responsible for a cap or vapor system after a property is sold?
The controlling covenant, easement or operations-and-maintenance plan identifies the responsible party. EPA guidance indicates that subsequent owners must comply with restrictions and maintain associated controls.
What should I do if the cleanup file is incomplete?
Ask the named oversight agency for the current administrative record and written status. If the intended use or exposure pathway is changing, involve a qualified environmental professional before work begins.
