An archaeology report is ready for permitting only when the correct reviewing authority can understand its purpose, scope, methods, evidence, conclusions, and required attachments without guessing. There is no universal checklist: first identify the permit or funding trigger, jurisdiction, lead agency, report phase, and current submission rules. Then test the report for administrative completeness, technical coverage, evidentiary support, and deliverables.
Use the workflow below to classify the report as ready to submit, needing clarification or missing items, or materially insufficient for an agency decision. The agency’s determination—not a consultant’s formatting judgment—controls acceptance.
1. Identify the process that controls the review
Start with the legal or administrative event that requires archaeological work. The same document may be reviewed differently for a federal undertaking, a state or provincial approval, a local land-use permit, a grant condition, or another program. Requirements from one route cannot be assumed to apply to another.
Record the five controlling facts
- Jurisdiction: Write down the country, state, province, territory, municipality, or tribal authority whose rules apply.
- Trigger: Identify the permit, environmental review, funding condition, land-disturbance approval, or other action that caused the survey requirement.
- Lead agency: Name the office that receives and decides on the report. A historic-preservation office may advise another permitting agency, while a federal agency may retain decision responsibility.
- Project limits: Record the legal description, map boundary, acreage, linear extent, and any temporary work areas or access routes included in the investigation.
- Report phase and type: Distinguish a background study, reconnaissance, intensive survey, evaluation, effects assessment, monitoring report, or another phase.
For a federal Section 106 project, determine the agency’s area of potential effects (APE), the historic-preservation review stage, and any tribal consultation obligations. Louisiana’s published standards are primarily written for Section 106 reports submitted to its State Historic Preservation Office (SHPO), while Ontario uses a separate provincial framework. Those examples illustrate why the governing process must be identified before a checklist is applied.

Build a requirements sheet from the current authority
Use the reviewing authority’s current standards, forms, technical guidance, file-format rules, and submission channel. Note the document version or publication date on your internal requirements sheet. Check for updates immediately before submission because agencies can change forms, portals, contact offices, or curation instructions.
| Question | What to record | Why it matters |
|---|---|---|
| What causes review? | Permit, funding, federal undertaking, state process, local approval, or other trigger | Defines the legal test and decision-maker |
| Who reviews it? | Lead agency, SHPO, provincial office, tribal authority, or delegated reviewer | Determines the controlling instructions |
| Which phase is this? | Survey, site evaluation, effects analysis, treatment, monitoring, or closeout | Sets the expected level of research and documentation |
| What must be delivered? | Report, forms, maps, photographs, spatial files, cover sheets, and curation records | Prevents an otherwise sound report from being administratively incomplete |
2. Check the report’s identity and scope
A reviewer should be able to tell what the report covers from its opening pages. If the project, responsible parties, dates, or investigated area are ambiguous, the agency may not be able to determine whether the work addresses the permit at all.
Administrative front matter
- Project name and a consistent project identifier.
- Applicant, owner, consultant, author, and responsible agency names, as required by the applicable standard.
- Report title, report type or phase, completion date, and revision date if applicable.
- Contract, permit, authorization, or agreement reference numbers where the authority requests them.
- Table of contents, list of figures and tables, and an executive summary that accurately matches the body.
- Names and qualifications of principal investigators or other responsible professionals when required.
Louisiana’s report standards specify project, agency, author, and other front-matter information. Do not copy that list into another jurisdiction without checking its own instructions; use it as a prompt to verify the local requirements.
Project description and regulatory context
The project description should explain the proposed undertaking, the ground-disturbing or other activities that could affect archaeological resources, the schedule or phases relevant to review, and why archaeological work was commissioned. The regulatory section should identify the authority, review trigger, applicable criteria, and the report’s place in the decision process.
Define and map the investigation area
Compare the narrative project limits with every map, table, shapefile, and field description. In a Section 106 context, the APE must be clearly defined and mapped when applicable. Oregon’s 2026 guidance calls for a project description, APE map, impact acreage, and regulatory context. If the report uses a different boundary for background research, field survey, and effects analysis, label each boundary and explain the difference.

- Check that acreage and linear measurements are internally consistent.
- Identify excluded parcels, inaccessible areas, water crossings, steep slopes, buildings, or other gaps.
- Show the project footprint and survey coverage on a legible base map with a scale, north arrow, legend, coordinate reference, and date or source where required.
- Make sure map labels remain readable in the submitted file and in any printed copy requested by the agency.
3. Verify that methods and coverage support the assignment
A method label alone does not prove adequacy. The report must describe what was actually done, where it was done, under what conditions, and how the work addressed the archaeological potential of the project area.
Research methods
Look for a reproducible account of background research. Depending on the jurisdiction and phase, this may include previous surveys, site-file or inventory searches, historic maps, land records, environmental and geomorphological information, ethnographic or Indigenous knowledge obtained through the proper consultation process, and a research design explaining what those sources were expected to establish. Identify the search area, dates of searches, repositories or databases consulted, and limitations such as unavailable records or restricted information.

The methods section should state the survey strategy, transect or interval spacing where relevant, shovel-test or probe dimensions and placement, inspection procedures, artifact collection policy, recording system, photographs, and treatment of discovered resources. It should identify the field dates, personnel, weather or visibility conditions, ground cover, soil or sediment conditions, and disturbances that affected detection.
Coverage and deviations
Reconcile the planned method with the completed work. The report should explain:
- Which portions of the project area were actually examined.
- Where coverage was reduced, intensified, or changed.
- Why a planned transect, test, or inspection could not be completed.
- How inaccessible or low-visibility areas were assessed and whether additional work is recommended.
- Whether discoveries outside the original limits changed the work area or recommendations.
Compare the described work with the applicable field standards, not with a generic expectation. Louisiana publishes paired field and report standards, and Ontario reviewers compare report information with relevant fieldwork and reporting standards. A report that omits field conditions or deviations makes it difficult to judge whether a negative finding is reliable.

4. Trace every conclusion back to evidence
The central usability test is traceability: a reviewer should be able to move from an observation, through an analytical step, to a conclusion and recommendation. This applies to both identified resources and negative findings.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUse a conclusion-trace table
| Review question | Evidence to locate | Warning sign |
|---|---|---|
| Was a resource identified? | Field observations, test results, photographs, maps, artifact or feature descriptions, and context | A site number or boundary appears without supporting observations |
| Is the boundary defensible? | Positive and negative tests, topography, disturbance limits, and mapped observations | The boundary follows a convenient parcel line with no archaeological explanation |
| Is eligibility assessed? | Integrity discussion, relevant historical or research context, criteria analysis, and contrary evidence | The report assigns a status using conclusions rather than facts |
| Are effects analyzed? | Project impacts, resource characteristics, avoidance or disturbance mechanisms, and applicable criteria | “No effect” or “adverse effect” appears without linking the project action to the resource |
| Is no further work recommended? | Complete coverage explanation, resource evaluation, and applicable review standard | The recommendation relies on a short assertion or an unexplained negative survey |
Check evaluations and effects conclusions
For each resource, verify that the report states what was found, where it is, how it was evaluated, and which criteria or agency framework was used. The recommendation should follow from those facts. If the report recommends no further work, confirm that the evidence addresses the relevant potential and that limitations are disclosed. Ontario identifies unclear field decisions and insufficient support for statements as common review concerns; its detailed review also examines whether no-further-work recommendations are appropriate and evidence-based.
Look for unresolved contradictions
- Different site counts, acreage figures, coordinates, or resource names in separate chapters.
- Maps that show coverage or boundaries not described in the methods.
- Recommendations that refer to resources or impacts absent from the results.
- Conclusions that use a legal term without identifying the applicable criteria.
- Statements of certainty that ignore inaccessible areas, poor visibility, erosion, fill, or other detection limits.
Resolve contradictions before submission. A clear explanation of uncertainty is more useful than an unsupported claim of completeness.
5. Audit appendices and delivery requirements
Many reports fail administrative review because required supporting material is missing even when the narrative is strong. Compare the complete package with the current agency list rather than relying on a consultant’s standard library.
Common items to verify
- Completed site or resource forms, with identifiers matching the report and maps.
- Detailed project, APE, survey-coverage, site-boundary, and impact maps.
- Photographs, photo logs, field forms, artifact or feature tables, and other illustrations requested by the authority.
- Prior-research summaries and references sufficient to locate cited records.
- Spatial data in the required format, coordinate system, naming convention, and media or portal structure.
- Cover page, transmittal or cover sheet, and any signed certification or professional qualification statement.
- Curation plan, repository acceptance, accession information, or proof of curation when required.
- Separate confidential or restricted appendices handled through the agency’s approved channel.
Confirm curation status
Do not treat curation as an optional postscript. Louisiana states that a project is not considered final until collections are curated at an appropriate facility. Other authorities may require a repository commitment, a specific form, or proof that materials and records have been transferred. Verify the local rule, repository, packaging standard, and deadline.

6. Apply the “stand-alone document” test
North Carolina’s Office of State Archaeology states: “Each report must stand on its own as a complete and self-explanatory document.” Use that principle as a practical usability test even where North Carolina is not the reviewing authority.
- Give the report to a technically qualified reviewer who did not perform the fieldwork.
- Ask the reviewer to identify the project limits, review trigger, methods, coverage gaps, resources, recommendations, and required attachments using only the submitted package.
- Record every answer that requires an email, an unsubmitted database, a consultant memory, or an unexplained abbreviation.
- Revise the report or add an allowed attachment so the answer is available in the official package.
Being self-explanatory does not mean including unrestricted sensitive information. Follow the authority’s rules for confidential site locations, tribal information, or protected records while still giving the reviewer the information needed for a decision.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Decide which readiness category fits
Separate formatting defects from problems that prevent a technical decision. Review systems may be risk-based: a minor administrative error can be handled differently from a deficiency that makes the survey scope, evidence, or recommendation impossible to evaluate.
Complete enough for submission
- The correct authority, trigger, report phase, and current standards are identified.
- Project limits, APE where applicable, methods, coverage, results, evaluations, and recommendations are internally consistent.
- Required forms, maps, spatial data, curation records, and cover materials are present in the requested format.
- Known limitations are explained and do not undermine the stated conclusion, or the report proposes the required follow-up.
Technically promising but needs clarification
Use this category when the evidence appears adequate but the agency cannot efficiently verify it. Typical fixes include correcting inconsistent acreage, adding a missing map legend, explaining a field deviation, completing a form, clarifying a criterion, or supplying a repository letter. Submit only after the applicable authority permits corrections or after the package is revised.
Materially insufficient
This category applies when missing scope, inadequate coverage, unsupported conclusions, absent required data, or unresolved contradictions prevent the agency from deciding whether resources or project effects were appropriately considered. A polished layout cannot cure a technical gap. Ontario describes revision requests and circumstances in which review may be terminated for incomplete or non-compliant reports; follow that authority’s instructions rather than repeatedly resubmitting the same deficient package.

8. Compare review routes without treating them as quality labels
If more than one route could apply, compare the processes—not a supposed universal standard. The same report may need different additions or a different decision framework.
| Comparison axis | Questions to answer |
|---|---|
| Trigger and jurisdiction | Which law, permit, funding condition, or local rule starts review? |
| Report phase | Is this background research, survey, evaluation, effects analysis, treatment, monitoring, or closeout? |
| Review category | Does the authority use focused, detailed, risk-based, delegated, or another review path? |
| Field and reporting standards | Which current methods, qualifications, forms, and content rules apply? |
| Submission package | Are cover sheets, spatial files, site forms, photographs, curation documents, or confidential appendices required? |
| Final determination | What constitutes acceptance, concurrence, no further work, revision, or another formal outcome? |
These differences describe process obligations, not interchangeable grades of report quality. Use the route that governs the actual project.
9. Final pre-submission procedure
- Download or confirm the reviewing authority’s current standards, forms, and submission instructions.
- Write the trigger, jurisdiction, lead agency, project limits, APE if applicable, and report phase at the top of your requirements sheet.
- Mark each required report section and attachment as present, absent, or not applicable with an explanation.
- Reconcile project acreage, resource counts, coordinates, site names, maps, tables, and recommendations.
- Read the methods against the actual field notes and coverage maps; document deviations and limitations.
- For every resource and negative finding, identify the evidence supporting the evaluation, effects conclusion, and recommendation.
- Open every submitted map, form, photograph, spatial file, and appendix using the agency’s required format.
- Confirm curation or repository documentation and any confidential-material handling instructions.
- Run the stand-alone test with a reviewer who was not on the field crew.
- Classify the package as ready, clarification-needed, or materially insufficient, then resolve issues before transmitting it.
10. Jurisdiction examples and limits
The examples below show how to use official guidance without importing it wholesale:
- Louisiana: The Divisions of Archaeology and Historic Preservation issued Report Guidelines for Cultural Resource Investigation in October 2021, amended January 2026. The stated goal is to obtain adequate information on the presence, absence, and eligibility of cultural resources so federal agencies, SHPO, federally recognized American Indian Tribes, and other interested parties can consider them under the National Historic Preservation Act and National Environmental Policy Act. Its standards are principally framed for Section 106 reports submitted to the Louisiana SHPO.
- Ontario: Its provincial framework uses review procedures that can be focused or detailed and may request revisions or terminate review for incomplete or non-compliant reports. Reviewers examine whether field decisions and no-further-work recommendations are clear and supported.
- North Carolina: The Office of State Archaeology’s technical-report guidance requires a report to stand on its own as a complete and self-explanatory document.
- Oregon: May 2026 guidance identifies items such as a cover page, project description, APE map, impact acreage, regulatory context, and curation documentation among project-report and final-deliverable expectations.
These examples are not a substitute for the applicable agency’s current rules. Confirm updates, forms, file formats, review contacts, and submission channels before relying on any detail.
