To check a website, test the live TLS connection to its exact hostname with a scanner that identifies the negotiated post-quantum or hybrid key-exchange group. A padlock, an https:// address, or a browser page saying that your browser supports post-quantum cryptography does not prove that this particular site used quantum-resistant key establishment. Check client capability and the server handshake separately, then record the hostname, endpoint, software versions, time, and negotiated method.
What you are actually trying to verify
“Quantum-resistant encryption” is an imprecise shorthand for several different protections. For a website connection, the most immediately testable question is whether TLS established its shared session secret with a post-quantum key-encapsulation mechanism (KEM), or with a hybrid group that combines a post-quantum method with a classical one.
Post-quantum cryptography (PQC) consists of algorithms designed to resist attacks from both conventional computers and future cryptographically relevant quantum computers. NIST approved its first three finalized post-quantum standards on August 13, 2024:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- FIPS 203, ML-KEM: a KEM used to establish a shared secret. This is the standard most directly related to a TLS key exchange.
- FIPS 204, ML-DSA: a digital-signature standard.
- FIPS 205, SLH-DSA: another digital-signature standard.
A TLS session has more than one cryptographic component. The key-establishment method protects the process that creates the session secret; certificates and signatures authenticate the server and sign handshake data. Seeing a post-quantum KEM indication does not establish that the certificate signature is post-quantum, and seeing a post-quantum signature would not by itself prove that the session key exchange was post-quantum. For the question “was this connection’s key establishment quantum-resistant?”, look for the negotiated key-exchange group or KEM.

Why HTTPS and the padlock are not enough
HTTPS confirms that the browser is using TLS, but ordinary TLS can use entirely classical algorithms. The padlock normally tells you that the certificate was accepted and that the connection is encrypted according to the browser’s policy; it does not identify the negotiated key-exchange group.
Likewise, a scanner that lists every cipher suite a server might support is reporting advertised capability, not necessarily what happened in your connection. A site can offer a hybrid option while a particular client, protocol version, policy, or network path selects a classical option instead. A useful test therefore distinguishes three states:
| State | What it tells you | What it does not tell you |
|---|---|---|
| Client supports PQC | The browser or TLS library can potentially use a post-quantum or hybrid method. | That a particular website offers the method or that a session negotiated it. |
| Server advertises PQC | The tested endpoint reports that it can accept a post-quantum or hybrid option under some conditions. | That every client, edge location, protocol version, or session will select it. |
| Live handshake negotiated PQC or a hybrid group | The tested client and endpoint used the identified method for that connection. | That other hostnames, users, CDN edges, or later sessions use the same method. |
Checks you need before scanning
Use the exact hostname
Test the hostname that matters to the decision, such as login.example.test rather than assuming that www.example.test or the organization’s main domain has identical TLS settings. Separate hostnames can terminate on different servers, load balancers, or content-delivery edges. If users are redirected, test the hostname where the sensitive session actually begins as well as the destination when that distinction matters.
Know whether the result is a capability or a negotiation
Before trusting a report, read its field definitions. Look for wording such as “negotiated group,” “key exchange used,” “handshake result,” or an equivalent statement tied to a completed connection. “Supported groups,” “offered groups,” and “cipher suites” can describe possibilities only. If the tool does not expose the selected key exchange, classify the outcome as inconclusive for this question.

Capture the conditions
Record the full hostname, port if it is not the default HTTPS port, date and time in UTC, client or scanner name and version, protocol version, and the reported key-exchange result. The same site can behave differently after a configuration change, a software update, or a connection to another edge location. These details make a later retest meaningful.
Step-by-step: check browser capability, then the website handshake
- Identify the endpoint. Copy the hostname from the address bar or from the service’s documented login/API endpoint. Do not silently substitute the organization’s home page.
- Check the client. Open the browser-support resource referenced by the NIST National Cybersecurity Center of Excellence (NCCoE) and note whether your browser or TLS client reports post-quantum support. Record the browser name and exact version. A support page is evidence about the client side only.
- Choose a PQC-aware scanner. NIST NCCoE lists
pqcscanfor scanning SSH and TLS servers and listssslscanfor discovering TLS cipher suites. Select a mode or report that shows a completed handshake and the selected key-exchange group, not merely a server capability list. Follow the utility’s current documentation for installation and invocation because interfaces and supported algorithms can change. - Scan the exact hostname. Run the scanner against the endpoint you identified. If the service has separate names for web, authentication, API, mail, or administrative functions, test each relevant name independently.
- Read the key-exchange field. A result that names a post-quantum KEM or a hybrid group is evidence that the tested connection used post-quantum key establishment. A result that lists only certificate type, encryption strength, or generic cipher suites does not answer the question.
- Compare the two sides. A capable client is necessary but not sufficient. The endpoint must offer a compatible method, and negotiation must select it. If the browser lacks support, a server-side capability cannot turn that browser’s session into a PQC session.
- Save the report. Keep the raw output or a dated copy with the hostname, tool and version, client details, network context when relevant, and the selected group. This prevents a later reader from mistaking a one-time observation for a universal property.
- Retest when the scope changes. Repeat the check after TLS configuration changes, browser or scanner upgrades, infrastructure migrations, or when a decision covers additional subdomains. Each test describes only the endpoint and conditions that were tested.
How to interpret common scanner outcomes
“Hybrid” or a named post-quantum group
This is the strongest positive finding available from a connection test: the report indicates that the handshake selected a group containing a post-quantum component, or names a post-quantum KEM directly. Preserve the exact group name and the tool’s definition. “Hybrid” generally means a post-quantum component is combined with a classical component; it is not the same as a purely post-quantum certificate or a blanket guarantee for the organization.
“PQC supported” without a selected group
Treat this as capability evidence. The endpoint or client may be able to use PQC, but the report has not shown that the tested session did so. Look for a negotiated-handshake section, or use a scanner mode that provides one. If none exists, report the result as “support detected; negotiated method not exposed.”
Recommended Free Tools
Only classical key exchange is shown
The tested session used a classical method, or the endpoint and client did not find a compatible PQC or hybrid option. This is a valid observation about that connection, but it is not proof that the site can never use PQC. Check the client version, protocol version, endpoint, and scanner coverage before drawing a broader conclusion.

No PQC field appears
An absent field can mean that the tool predates the relevant algorithms, that the scan mode reports cipher suites but not key exchange, that the client did not offer PQC, or that the server did not advertise a compatible group. Do not convert missing telemetry into a definitive “quantum-vulnerable” label.
The browser says “secure,” while the scanner reports classical exchange
There is no contradiction. “Secure” in the browser interface usually means the TLS connection passed certificate and policy checks. It does not promise post-quantum key establishment. Use the scanner’s negotiated key-exchange result for the PQC-specific question.
Browser check versus server scan
| Method | Primary subject | Best use | Important limitation |
|---|---|---|---|
| Browser-support resource | Your browser or TLS client | Finding out whether the client can participate in PQC or hybrid TLS. | Does not test a particular website’s handshake. |
pqcscan |
Remote TLS or SSH server, depending on mode | Looking specifically for post-quantum or hybrid support and server-handshake information. | Output and coverage depend on the current version and selected scan mode. |
sslscan |
Remote TLS service | Discovering advertised TLS protocol and cipher-suite capabilities. | A supported-cipher list may not identify the group actually negotiated by your client. |
| Browser developer or certificate panel | The browser’s security summary | Confirming ordinary HTTPS and certificate details. | Usually insufficient to establish post-quantum key establishment. |
There is no single consumer-facing indicator that universally settles the question for every site. The useful combination is a client capability check plus a site-specific scan that reports the live negotiated key exchange.

Troubleshooting a negative or inconclusive result
The scanner cannot connect
- Verify that the hostname is spelled correctly and resolves to the intended service.
- Confirm that the service accepts TLS on the port you tested.
- Check whether a firewall, proxy, VPN, or corporate inspection device is terminating and re-creating TLS. The scan may describe that intermediary rather than the origin service.
- Retry at a permitted time if the service applies rate limits, and keep the failed attempt in your notes rather than treating it as a cryptographic result.
The browser supports PQC but the site does not negotiate it
Client support is only one prerequisite. The endpoint may not offer a compatible group, may prioritize classical groups, or may expose different settings on another edge or hostname. Verify that the scanner actually sent a PQC-capable offer and then inspect the selected group. If the report exposes only server capabilities, obtain a negotiated-handshake result before deciding.

Different tools disagree
Compare what each tool measured: client capability, server advertisement, or a completed handshake. Also compare hostname, port, protocol version, scanner version, and time. Two reports can both be correct if one lists possibilities and the other records the method selected under a particular client policy.
A result changes between runs
Distributed services can route successive connections to different infrastructure. Software updates and configuration changes can also alter negotiation. Save each report with its conditions, test more than one relevant endpoint when coverage matters, and describe the result as time- and endpoint-specific.
The report names a post-quantum signature but not a KEM
That finding concerns authentication, not necessarily session-key establishment. For this article’s question, locate the key-exchange or KEM field. Keep signature and key-establishment findings as separate columns in your records.
How broad a conclusion can one test support?
A positive handshake result supports a precise statement such as: “On October 17, 2026, scanner version X, using client profile Y, negotiated group Z with api.example.test.” It does not support statements that every subdomain, every geographic edge, every mobile app, or every future session uses the same group.

A negative result should be equally precise. It may indicate that the browser lacks support, the tested endpoint offered no compatible method, negotiation selected a classical group, or the scanner did not expose the relevant field. Say which of those was observed and which remain unknown. Avoid declaring the entire organization “quantum-vulnerable” from one endpoint test.
For an inventory or compliance decision, build a list of hostnames and services, assign an owner to each, and repeat the same test procedure. Include non-browser TLS clients such as API libraries and mobile applications when they carry long-lived or sensitive data. NIST describes PQC migration as organization-wide work to identify systems and update them, rather than as a one-time web-page check.
Why checking now can matter
NIST says that nobody knows when—or even whether—a cryptographically relevant quantum computer will exist. The uncertainty does not remove the need to plan: an attacker can collect encrypted traffic today and attempt to decrypt it later if the information remains valuable and the underlying key exchange is eventually broken. This “harvest now, decrypt later” concern is especially relevant to records that must remain confidential for years.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesTLS is one of the major Internet protocols into which the standards community is incorporating PQC algorithms. NIST’s finalized ML-KEM, ML-DSA, and SLH-DSA standards are ready for implementation, while browser, server, library, and scanner support continues to evolve. NIST mathematician Dustin Moody, who leads its PQC standardization project, advised system administrators to begin integrating the standards because full integration takes time.
The July 2026 withdrawal of the HAWK signature candidate does not change the status of the finalized NIST standards. When evaluating a scanner result, therefore, distinguish a named finalized algorithm from an experimental or vendor-specific label, and check the tool’s current definitions.
A record template for repeatable checks
Use one row per endpoint and preserve the raw report. The following fields make the result auditable without implying more coverage than the test achieved:
| Field | What to record |
|---|---|
| Hostname and port | The exact DNS name and TLS service tested. |
| Date and time | Use UTC so results from different locations can be compared. |
| Client | Browser or TLS client name, version, and relevant profile. |
| Scanner | Utility name, version, and scan mode. |
| Protocol | TLS version reported for the completed connection. |
| Negotiated key exchange | The exact group or KEM, or “not exposed.” |
| Signature and certificate | Record separately; do not use this field as a substitute for key exchange. |
| Scope and notes | Network intermediary, endpoint variation, errors, and whether the result is capability or live negotiation. |
What a defensible conclusion looks like
Use the narrowest conclusion supported by the evidence. “The tested connection negotiated a hybrid post-quantum key-exchange group” is a defensible positive statement when the report shows that completed handshake. “The browser supports post-quantum TLS, but this scan did not expose a negotiated group” accurately describes an inconclusive check. “This site is quantum-safe” is too broad unless you have separately assessed all relevant endpoints, clients, key-establishment paths, signatures, and operational dependencies.
