Start with the ad’s exact “Paid for by” (or equivalent) disclaimer. Record the sponsor’s full name, then search that name in the campaign-finance system for the election: the Federal Election Commission (FEC) for federal races, or the appropriate state or local election authority for other contests. Match the filing to the candidate or ballot measure, dates and reported expenditure. If you need to know who financed the sponsor, inspect its reported receipts—but remember that a disclaimer identifies the stated payer, not necessarily the ultimate source of every dollar.

This process works only when you keep the jurisdiction, medium and election straight. Federal, state and local rules differ, and radio, television and internet ads can have different disclaimer requirements.

What a PAC disclaimer can—and cannot—tell you

A political action committee (PAC) is one possible payer of an ad. The sponsor might instead be an individual, a corporation or nonprofit where permitted, a candidate committee, a party committee or another political organization. The disclaimer tells you which person or committee claims responsibility for paying for the communication. It does not, by itself, prove where that committee obtained all of its money.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Federal Election Commission guidance explains that a disclaimer identifies the person or committee that paid for a communication and, when applicable, whether a candidate authorized it. Read the FEC’s requirements at Advertising and disclaimers. A line such as “Paid for by Example Committee” is therefore evidence of the named payer. To determine whether Example Committee is a PAC and what it reported spending, you must verify the committee in an official filing database.

Authorization is a separate question. An ad can identify a committee while also stating that it was not authorized by a candidate. Federal rules treat coordinated and independent activity differently, so do not label every outside ad an independent expenditure without checking the filing and circumstances. The FEC’s independent-expenditure guidance explains the applicable reporting framework.

Step-by-step: verify the payer and the PAC record

1. Capture the complete sponsor statement

Pause or replay the ad and transcribe the disclaimer exactly. Check the final frame, spoken language, captions, print layout or accompanying text. Record punctuation, words such as “committee,” “fund,” “PAC” or “authorized by,” and any address or website shown. Take a screenshot or photograph when possible.

Do not shorten a long committee name or substitute a familiar acronym. Two committees can have similar names, and a small difference can lead you to the wrong legal entity. The FEC’s candidate television ad example illustrates how sponsor and authorization language can appear together.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Identify the election and jurisdiction

Write down the candidate, office, ballot measure, election date and location. Determine whether the contest is:

  • Federal: president, U.S. Senate or U.S. House. Use FEC records.
  • State: governor, state legislature or another statewide or state-regulated contest. Use that state’s campaign-finance authority.
  • Local: mayor, county, school board or another municipal contest. Use the city, county or other local filing system designated by the jurisdiction.

A committee can operate nationally while paying for a state or local ad, so identify the race first rather than assuming that a federal database is correct. The National Conference of State Legislatures’ overview of political advertisement disclaimers shows why state requirements and exceptions cannot be reduced to one nationwide rule.

3. Search the exact legal name in the correct filing system

For a federal race, search the FEC’s campaign-finance records for the name on the disclaimer. Open the committee’s registration and filings, not just a search-result snippet. Review its committee type, identification number, reporting status and filings covering the ad’s date.

Look for independent-expenditure reports, electioneering-communication reports and relevant disbursement schedules. The FEC describes the reporting process in Making independent expenditures and provides broader rules and interpretations in its Legal resources.

For a state or local race, use the election authority’s search tool and follow its terminology. A state database may classify a committee as a political committee, political action committee, independent-expenditure committee or another category. Use the jurisdiction’s own definition and registration record rather than importing the federal label.

4. Confirm that the committee is the same entity named in the ad

Compare the filing with the ad on six points:

  1. Exact legal committee name and any registration or identification number.
  2. Candidate or ballot measure supported or opposed.
  3. Office and jurisdiction.
  4. Date the communication ran or the expenditure was reported.
  5. Amount and type of expenditure.
  6. Authorization status, when the filing or disclaimer states it.

A matching name alone is not enough. A national organization, a state affiliate and a local committee may use nearly identical branding while being legally separate. Rely on the registration record and filing details.

5. Match the reported spending to the ad

Read the expenditure description and recipient information. A filing may identify a television buy, digital placement, mail piece, production expense or another communication. Check whether the reported date range overlaps the period when you saw the ad and whether the candidate or measure matches.

Do not expect the filing to reproduce the ad’s wording or a platform’s internal campaign ID. Your goal is a consistent match between payer, contest, timing and spending. If several filings appear, compare their amounts and dates instead of treating the first result as conclusive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Trace the committee’s disclosed receipts when you need the upstream source

Open the committee’s receipts or contribution schedules and identify contributors reported under the applicable rules. This can show which people, companies, unions or other committees supplied money to the named payer. Keep the conclusion precise: records reveal what the committee reported under the governing disclosure rules, not necessarily every upstream source in every jurisdiction or situation.

A committee may receive money from another organization. Tracing one level back can therefore lead to a second committee whose own receipts must be reviewed. Stop when the public record no longer identifies a source, and describe that limit rather than guessing.

How disclaimers differ by medium

The absence, placement or wording of a disclaimer depends partly on where the ad appeared. Federal guidance distinguishes internet communications from broadcast ads. The FEC’s Making electioneering communications page and its update on special rules for television and radio ads explain medium-specific requirements.

Medium What to capture Verification caution
Television Final-screen text, spoken sponsor statement, candidate authorization language and the station or program where it ran Broadcast ads can have additional spoken or visual requirements; compare the complete disclaimer with the filing.
Radio Exact spoken disclaimer, voice identity if stated, station and approximate air date Audio wording can contain information that is not present in a written listing; replay the recording if possible.
Internet or social media Screenshot or saved copy, account or page name, platform, URL, date seen and all visible disclaimer text Federal internet provisions do not impose the same “stand by your ad” requirements as broadcast ads, and platform labeling can be limited.
Print or mail Full disclaimer, publication or mailer date, sender address and any authorization statement Use the jurisdiction’s print and mail rules; a small-print line may identify the payer even when the design emphasizes another group.

For online ads, preserve the evidence before it disappears or changes. A platform’s ad-information page can be useful, but platform procedures vary. Treat a missing online label as unresolved rather than proof that a particular PAC paid.

Federal, state and local records: choosing the right source

Federal races

Use the FEC when the ad concerns a presidential, Senate or House election. Search the exact committee name, then inspect registration information, reports, independent expenditures and receipts. The FEC’s disclaimer guidance explains what the payer and authorization statements mean: Advertising and disclaimers.

Federal filings can be amended. If the amount, date or description changes, use the latest filing and note that an earlier version may no longer be complete. When a committee’s name appears in multiple records, use its committee ID to avoid merging similarly named entities.

State races

Each state sets its own sponsor-identification, donor-disclosure and reporting rules, subject to applicable law. The NCSL’s state-by-state discussion at Political Advertisement Disclaimers is a starting point, but the state’s current election authority remains the controlling source for its forms and deadlines.

Local contests

Local filing systems may be operated by a county clerk, city election office or another designated authority. Start with the jurisdiction’s official election page and locate campaign-finance or political-committee filings. If the ad names a state or federal committee but concerns a local race, search both the local record and the committee’s broader filings.

Distinguish the named payer from the ultimate funder

These are separate questions:

  • Who paid for the ad? The person or committee named in the disclaimer, subject to confirmation in the filing.
  • Was that payer a PAC? The committee’s official registration category answers this; the word “PAC” in a nickname is not conclusive.
  • Who funded the payer? The committee’s reported receipts may identify contributors, subject to disclosure rules and exceptions.

Suppose an ad says “Paid for by Citizens for Better Roads.” The first check is whether that exact committee appears in the applicable database and reported the communication. The second is whether its registration classifies it as a PAC or another type of political committee. The third is to review its receipts. If those receipts list another committee, repeat the same verification for that contributor. If the record does not disclose an upstream source, the defensible conclusion is that the public filing does not identify it—not that no source exists.

When no disclaimer appears

Do not infer the payer from the message, logo, domain name or political viewpoint. Requirements vary by medium and jurisdiction, and some communications may have limited or differently placed labeling.

  1. Save the ad and record the platform, account or page, date and URL.
  2. Check the platform’s available ad-information or political-ad library for the sponsor name and dates.
  3. Identify the candidate, measure, office and jurisdiction.
  4. Search the relevant FEC, state or local filing system for expenditures matching the communication.
  5. Report the result as unresolved unless a filing or other official record ties a payer to that particular ad.

A committee’s general support for a candidate is not proof that it purchased a specific communication. Likewise, a candidate’s endorsement of a message does not establish who paid for its distribution.

Searching the wrong jurisdiction

An FEC search will not replace a state or municipal filing. Recheck the office and election date, then move to the authority that regulates that contest.

Stopping at the committee name

The disclaimer answers the stated-payer question. To investigate funding, continue to receipts and identify whether money came from another committee or organization.

Calling every outside ad “independent”

Authorization and coordination affect how federal spending is treated. Review the filing and the FEC’s independent-expenditure rules before using that label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming a missing label identifies a hidden sponsor

Missing or incomplete labeling is not evidence of a particular PAC. Preserve the ad, search official records and state only what the records establish.

A practical comparison worksheet

Use one row for each ad or filing so that similar committees do not get mixed together.

Field What to enter
Ad evidence Screenshot, recording or scan; platform, station or publication; date seen
Disclaimer Full “Paid for by” wording and authorization statement
Election Candidate or measure, office, jurisdiction and election date
Official entity Legal committee name, committee ID and registration category
Expenditure Reported amount, date, communication description and recipient
Funding Reported contributors and any further committee names to investigate
Confidence and limits What matches, what is amended or missing, and which conclusion remains unproven

How to state your conclusion accurately

Use wording that matches the evidence. If the disclaimer and filing agree, you can say: “The ad identifies [exact committee] as its payer, and that committee reported spending on this communication for [candidate or measure] in [jurisdiction].” If receipts identify contributors, add: “The committee’s reported receipts list [contributor] under the applicable disclosure rules.”

If the record is incomplete, say: “The disclaimer names [committee], but the available filing does not establish the ultimate source of all funds.” If no record matches, say: “The sponsor could not be confirmed from the available official filings.” Avoid stronger claims than the documents support.
