A phone deal is a good price only when the same phone, same condition, same service, and same time period cost less than realistic alternatives. A low monthly payment, a large trade-in headline, or a percentage-off badge is not enough. Add every required cost, verify that you can keep every credit, and compare the carrier bundle with buying the phone separately and using a plan you would actually choose.
What “good price” means for a phone deal
The useful question is not “How much is the discount?” It is “What will this exact phone and the service I need cost me over the period I expect to keep them?” That total should include the handset, service, taxes, fees, required lines or plans, and any extras you would otherwise pay for.
Comparisons become misleading when one offer is for a new 256 GB phone and another is for a refurbished 128 GB model, or when one price includes a required premium plan and the other does not. Record the manufacturer, model, storage, condition, seller, and whether the device is carrier-locked before comparing offers. The Federal Trade Commission’s online-shopping guidance recommends capturing those product details and reading the complete offer terms.

The six-step test
1. Fix the exact comparison
Write down the details that determine what you are really buying:
- Exact model and generation, including regional or carrier variant.
- Storage and memory configuration.
- New, refurbished, used, open-box, or close-out condition.
- Included warranty and accessories.
- Seller and, for a carrier offer, the network that locks or finances the phone.
- Unlocked status or the requirements and timing for unlocking.
Compare that same configuration everywhere. A refurbished phone can be excellent value, but its price should not be presented as the saving on a new phone. Likewise, a 128 GB version is not an equivalent substitute for a 256 GB version if you need the extra storage.
2. Choose a shared time horizon
Pick a period that matches your decision. If you normally keep a phone for three years, calculate 36 months. If promotional bill credits run for 36 months but you may leave after 12, calculate both 36 months and 12 months. The shorter calculation exposes what happens if you switch, upgrade, or cancel before the promotion finishes.
There is no single correct horizon. It must fit your expected ownership period and the alternative you are considering. Ofcom’s guidance on mobile packages recommends checking contract length and early-exit costs, while carrier promotion terms determine how long credits continue.
3. Add the costs hidden by the headline
For a carrier bundle, total the following over the chosen period:

- Upfront handset payment.
- Every device-installment payment.
- The required monthly plan, including any new line or account requirement.
- Activation, upgrade, connection, or other charges shown in the offer.
- Taxes and regulatory or administrative fees.
- Paid add-ons you would actually use, such as insurance or international service.
- Shipping, delivery, and handling charges where applicable.
Do not call a required plan “free” simply because the phone promotion is advertised as free after credits. Count the plan against the service you would buy anyway. The FTC advises learning the total price, including shipping, taxes, and other fees, and reading all deal conditions. Ofcom likewise says to compare upfront cost, monthly payments, extras, contract duration, and specified price rises. Its consumer guidance states: “Don’t just look at the monthly price on its own.”
4. Count only credits you can qualify for and keep
Treat a trade-in value or bill credit as conditional until you have checked every requirement. Confirm:
- Which exact device is eligible.
- Whether the old phone must be paid off, unlocked, or in a particular condition.
- Required plan, account type, line, or new-customer status.
- Credit amount, start date, number of installments, and total duration.
- Whether credits begin immediately or after the trade-in is inspected.
- What happens if you cancel service, change to a cheaper plan, pay off the device, upgrade early, or move the line.
For example, Verizon’s device-deals FAQ says eligibility can depend on a qualifying plan and a trade-in in good working and cosmetic condition. It also says credits may stop after cancellation, early payoff, early upgrade, or a move to a non-qualifying plan. Those are Verizon-specific terms, not a rule for every carrier; verify the live terms for the offer you are considering.
When a promotion is available only to eligible customers, show the eligibility restriction beside the advertised price. FTC guidance on promotional pricing warns that a headline offer should not be treated as universally available when eligibility conditions apply.
5. Compare a realistic alternative
Put the carrier offer beside at least one plausible alternative:

- Buy the same phone outright or unlocked, then use a plan you would genuinely select.
- Buy from another retailer with the same condition and warranty.
- Keep your current phone and compare only the additional service cost of changing plans.
Use the same time horizon and include the plan-price difference. A phone-included package can cost more over the long term than buying the handset separately and choosing a SIM-only plan, as Ofcom explains in its mobile-package guidance: “This can help spread the cost of buying a phone, but these deals can be more expensive in the long term than buying a phone separately and choosing a SIM-only deal.”

6. Inspect seller, return, and price-adjustment terms
Before paying, check:
- Return window and whether the clock starts at shipment or delivery.
- Return shipping responsibility and restocking fees.
- Refund timing and the treatment of promotional credits after a return.
- Warranty provider and exclusions.
- Price-match or post-purchase price-adjustment rules.
- Whether the listing is sold by the retailer itself or a marketplace seller.
- Condition grading, battery-health promise, and included accessories for used or refurbished phones.
The FTC warns that unusually cheap branded goods can be counterfeit or stolen and that comparison sites may promote paying sellers or rank listings selectively. Use known, trustworthy comparison services, then confirm the final terms with the seller.

How to calculate the real total
Use this formula for each offer:
Total cost = upfront charges + (device payment × months) + (plan cost × months) + taxes and fees + useful extras − credits you are eligible to receive and can retain.
Keep handset and service totals visible separately. This shows whether a “free phone” promotion is actually offset by an expensive required plan.

Illustrative example
Suppose a carrier advertises a phone at $0 per month after a 36-month bill credit. You pay $100 upfront, the required plan is $75 per month, and taxes and fees total $5 per month. Your alternative is an unlocked phone for $900 and a $35-per-month plan. Over 36 months:
- Carrier: $100 + (36 × $75) + (36 × $5) = $2,980 before any other extras.
- Separate purchase: $900 + (36 × $35) = $2,160 before taxes or other fees.
The carrier’s phone may still be worthwhile if you already need that plan, the credit is secure, and its coverage or benefits are materially better. If you would otherwise choose the $35 plan, however, the relevant comparison is the $820 difference in total outlay, not the $900 “free phone” headline. These figures are an arithmetic example, not a market benchmark.
Carrier financing versus buying unlocked
When a carrier bundle can make sense
- You already pay for the qualifying plan and would keep it for the entire credit period.
- The trade-in device meets the stated condition and eligibility rules.
- The network provides reliable coverage where you live, work, and travel.
- You accept the contract or installment term and are unlikely to upgrade early.
- The total bundle cost is lower than the phone-plus-plan alternative after all fees.
When separate purchase is safer
- You may switch providers or plans before credits finish.
- The required plan costs more than the service you need.
- You value an unlocked phone that can move between compatible networks.
- You want to sell the phone, pay it off, or upgrade without risking promotional credits.
- The retailer offers a strong return policy or a lower total price for the same configuration.
Neither route is universally cheapest. The correct choice depends on the exact offer, your likely time with the service, and whether the plan itself fits your usage.

A cheaper phone deal is not useful if its network fails at home, work, or the places you travel. Check coverage in those locations and compare the plan’s actual data allowance, hotspot rules, roaming, speed limits, and overage policy. Ofcom recommends matching the package to your coverage and data needs and considering the cost of leaving early.

Conversely, if you already pay for those benefits, do not count them as an additional cost merely because they appear in the bundle.

How early exit changes the answer
Promotional financing creates a timing risk. If credits are spread across 36 months and you leave after 12, calculate the remaining phone balance and the credits you will forfeit. Also check whether cancellation triggers a final device payment, whether the phone must be paid off before unlocking, and whether a plan change ends the promotion.
Run two totals:
- Full-term total: stay through every required installment and credit.
- Likely-exit total: leave at the point you realistically might switch, including the remaining balance and lost credits.
A deal that wins only under the full-term calculation is not a low-risk bargain if your past behavior suggests you will leave sooner.
Red flags that make a price look better than it is
- “Free” or “$0” requires a premium plan, a new line, or 36 months of credits.
- The advertised trade-in amount applies only to a narrow list of models or conditions.
- The price excludes taxes, activation, shipping, or other checkout charges.
- The listing does not clearly identify storage, condition, warranty, or seller.
- A comparison page shows a ranking or discount without explaining paid placement.
- The refund or return policy does not explain what happens to a trade-in or credits.
- The phone is locked, blacklisted, financed, or not compatible with the network you need.
- The “sale” price is compared with an inflated reference price rather than a current price for the same configuration.
How to handle refurbished and used phones
Refurbished and used phones can lower the handset cost, but compare them in their own category. Confirm the grading standard, battery-health promise, repair history if disclosed, replacement parts, water-resistance limitations after repair, warranty length, and return process. A lower price is not automatically better if the warranty is shorter or the return shipping makes a defect expensive to resolve.

Use the same calculation method: handset price, service, taxes, fees, likely repairs or protection you would buy, and the period you expect to keep the device. Do not subtract a new-phone trade-in value from a refurbished purchase unless the program actually accepts that condition.
Geography and changing terms
Consumer rules and contract practices vary by country. The FTC links above are U.S. federal consumer guidance. Ofcom’s package advice applies to the UK market and discusses contract duration, price rises, coverage, data needs, and early-exit costs. Use the rules that apply where you buy and where the service is provided.
Prices, trade-in values, inventory, and promotional eligibility can change quickly. Save a copy or screenshot of the offer showing the date, model, plan, credit schedule, and terms before checkout. Recheck the final order summary; that is the amount to use in your calculation, not an older advertisement or search-result snippet.
A final decision checklist
- Is the model, storage, condition, warranty, and seller identical across the offers?
- Did you choose a realistic ownership or credit period?
- Did you include upfront charges, device payments, plans, taxes, fees, shipping, and useful extras?
- Did you subtract only credits for which you qualify and can remain eligible?
- Did you calculate the cost if you leave early or change plans?
- Does the network cover the places you need, with enough data and acceptable roaming terms?
- Have you compared the bundle with the same phone bought separately plus a realistic plan?
- Do the return, refund, warranty, condition, and price-match terms work for you?
If the answer to all eight is yes and the resulting total is lower for a service arrangement you genuinely want, the deal is probably a good price for your situation. If any answer is no, the advertised discount has not yet proved its value.
