The only reliable way to find out whether your PC can sustain 60 frames per second at 4K is to test the actual game at 4K, with the settings and image-scaling mode you intend to use, during a demanding and repeatable section of gameplay. A system-requirements line or a short run through an easy opening area cannot prove that performance will remain at 60 FPS when the game becomes busier.
Measure more than the headline average. Record a low or percentile result, watch frame-time consistency, and check CPU load, GPU load, system memory and video memory. Test native rendering, upscaling and frame generation as separate modes, because a displayed counter that includes generated frames is not the same as the base game rendering 60 frames per second.
What a valid 4K/60 test must establish
A useful result answers a specific question: can this particular PC run this particular game, at this game version, outputting 4K, with these graphics settings and this scaling mode, while remaining acceptably close to 60 FPS in demanding gameplay? Change any of those variables and you have a different test.

Write down the conditions before measuring:
- Output resolution: 3,840 × 2,160 (4K), or the exact 4K output selected in the game and display driver.
- Graphics preset and important individual options: record the preset and settings such as ray tracing, shadows, reflections, volumetric effects and texture quality when they are exposed separately.
- Rendering mode: native 4K, an upscaler and its quality mode, or another internal-resolution option.
- Frame generation: enabled or disabled, with the technology and game mode noted where applicable.
- Frame-rate limits and synchronization: record an in-game cap, driver cap, V-Sync or adaptive-sync setting, because a cap can change the number reported by an overlay.
- Game version and test route: patches can alter performance, and a repeatable route makes before-and-after comparisons meaningful.
There is no universal hardware requirement that guarantees 4K/60 across PC games. A heavily ray-traced scene, a large simulation or a shader-compilation event can stress a system very differently from a quiet corridor. Treat the result as a measured outcome for the stated conditions, not as a permanent property of the PC.

Step 1: Define the target and record the settings
Start in the game’s video or graphics menu. Select the intended 4K output and apply the preset you would actually play. Then inspect individual options rather than assuming the preset tells the whole story. Ray tracing is especially important to record because enabling it can materially change the workload while leaving the nominal resolution unchanged.
Decide whether your target is native 4K or a 4K output reconstructed from a lower internal resolution. Upscaling can improve performance while preserving a 4K signal to the display, but it is not native 4K rendering. Keep the mode in the result title, for example: “4K output, upscaler Quality, frame generation off.”
If frame generation is available, run at least one pass with it off. Frame generation creates additional displayed frames from rendered frames; it can make an overlay number look higher without increasing the underlying game-rendered frame rate by the same amount. Steam’s documentation specifically distinguishes frame rate that includes generated frames from base game frame rate. Record both modes separately instead of presenting one combined number as native performance.

These steps improve repeatability; they do not turn a single run into a guarantee for every part of the game.
Step 2: Choose a demanding, repeatable gameplay test
A built-in benchmark is useful when it resembles the gameplay you care about and includes representative heavy scenes. If it is only a fly-through or a fixed camera, supplement it with an in-game route. A repeatable route might be a busy town, a combat encounter with many effects, a large outdoor view or another section that consistently stresses the system.
Use the same save, weather or time-of-day state when the game allows it. Follow the same path at the same pace and avoid menus, loading screens and static title screens. A short, easy opening sequence can produce an attractive average while missing the drops that occur later; the purpose of the route is to include the difficult moments a player is likely to encounter.

Run long enough to cover those moments. The exact duration depends on the game, but a pass that ends before traversal, combat, streaming or a known heavy scene tells you little about sustained performance. If the route has an obvious one-time shader compilation hitch, note it separately and repeat the route after the cache has been created so you can distinguish startup behavior from recurring stutter.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDo not change the route between settings tests. A different camera angle or less crowded scene can overwhelm the effect of the setting you meant to evaluate.
Step 3: Display and log the right metrics
Use one measurement method consistently for a before-and-after comparison. Counters from different overlays may use different capture definitions, include or exclude generated frames, or react differently to caps and synchronization.
| Tool | What it can show | Useful qualification |
|---|---|---|
| Steam In-Game Overlay Performance Monitor | FPS, CPU performance, GPU performance and system RAM; it can help identify whether CPU or GPU load is affecting performance. | Steam also documents a distinction between frame rate that includes generated frames and base game frame rate. Check which value the selected display represents. |
| NVIDIA FrameView | Average and percentile FPS, overlay information and logged system details such as resolution and configuration. | The cited guide is version 1.1. Current releases and supported features can differ, so verify the interface before following version-specific directions. |
| NVIDIA App in-game performance overlay | Frame rate, clock speeds, GPU temperature and additional performance information. | The support page, updated August 4, 2025, documents Alt+R for the overlay and Alt+Shift+R to cycle metrics. Shortcuts and labels can change in later app versions. |
| AMD Radeon Game Advisor | In supported titles and configurations, a report that can include average FPS and a 95th-percentile measure. | Support depends on the game and software configuration. Verify that the current Radeon software exposes Game Advisor for your title. |
Capture the run’s resolution, preset, individual features, upscaler mode, frame-generation state, cap and synchronization state alongside the FPS result. If your tool saves a log, keep it with those notes. A screenshot of one moment is not a substitute for a run-wide result.
Why average FPS alone is not enough
Average FPS is the arithmetic summary of the sampled run. It is useful for comparing two passes, but it can conceal brief drops that you feel as a hitch. Steam describes cases in which the average looks solid even though players experience intermittent drops. FrameView’s average and percentile measurements are designed to expose more of that tail behavior: the percentile result helps indicate the severity and frequency of slower frames rather than only the middle of the run.
Record at least three observations:
- Average FPS: the broad throughput of the selected run.
- Low or percentile FPS: a tail measure that reveals whether a subset of frames is substantially slower. The exact percentile depends on the tool, so name the tool and metric instead of relabeling it as a different “low.”
- Frame-time behavior: whether frame times are even or contain visible spikes and repeated hitching.
A run averaging 60 FPS with recurring dips below the target is not equivalent to a run that stays close to 60 with consistent frame times. Decide in advance what you consider acceptable: strict 60 every moment, or approximately 60 with occasional minor variation. State that standard in your conclusion.

How to identify the likely bottleneck
Use load and memory readings as diagnostic clues, not as a complete controlled hardware comparison. Steam says its monitor can help users assess CPU and GPU bottlenecks, but a single percentage does not explain every limit.
GPU-limited behavior
If the GPU is consistently heavily loaded while FPS remains below 60, the graphics processor is a likely constraint for that scene and settings combination. First test lower GPU-heavy options or an upscaler quality mode that reduces internal rendering work. Ray tracing, shadows, reflections, volumetric effects and resolution scaling are sensible candidates because they directly alter graphics workload.
Keep textures separate from settings that change rendering resolution. Texture quality mainly affects video-memory capacity and streaming behavior; lowering it may not raise FPS when shader or pixel work is the actual limit. Measure the effect of each change rather than assuming the label predicts the result.

CPU-limited behavior
If the GPU is not staying busy and CPU load or a particular CPU-side metric points to a constraint, reducing GPU-heavy settings may do little. Crowded simulations, artificial intelligence, physics, draw-call submission and world streaming can be CPU-sensitive. Check per-core or game-specific CPU indicators when your monitor provides them, because an overall CPU percentage can hide one saturated thread.
For a CPU-limited run, test a setting that affects simulation or scene complexity if the game exposes one, and investigate background processes before purchasing a graphics card. A faster GPU cannot remove a CPU-side ceiling.
Memory, temperature and power clues
Watch system RAM and video memory while the demanding route is active. Memory pressure can coincide with streaming pauses or stutter, but the overlay does not by itself prove the cause. Also note unusually high temperatures, falling clock speeds or a power limit. These observations justify further troubleshooting; they do not establish a fault without a controlled comparison.

Other possibilities when neither CPU nor GPU load clearly explains the result include shader compilation, background tasks, a temperature or power constraint, and a game-specific performance issue. Reboot, allow shaders to compile, close background work and repeat the identical route before drawing a hardware conclusion.

Step 4: Change one setting and test again
When the baseline misses 60 FPS, alter one variable at a time. A disciplined sequence isolates which change helped and preserves image-quality information.
- Save the baseline notes: average FPS, low or percentile value, frame-time observations, loads, memory and every graphics option.
- Choose one likely cost center based on the readings, such as ray tracing, shadows, reflections, volumetrics or upscaler quality.
- Change only that option. Do not simultaneously change the preset, resolution scale and frame-generation mode.
- Restart the same route from the same save and run it for the same duration.
- Record the same metrics and compare both average and tail behavior, not just the new headline number.
- Keep the change only if its performance improvement is worth the image-quality or latency trade-off.
If the GPU is the measured limiter, try upscaling before assuming that a graphics-card upgrade is necessary. If the target still is not met after reasonable settings changes and the GPU remains saturated, an upgrade can be considered—but its suitability depends on the specific game, settings and budget. The measurements do not establish a particular model that will guarantee 4K/60.
How to interpret the result
| Observed result | What it means | Next action |
|---|---|---|
| Average and low or percentile results stay at or above the chosen target, with consistent frame times | The tested combination appears to meet the target in that route. | Keep the exact game version, settings, scaling mode, frame-generation state and route in the written result. It is evidence for that scenario, not a guarantee for every scene. |
| Average reaches 60, but lows or frame times show recurring dips | The game may not deliver a consistently smooth 60-FPS experience. | Identify the scene and setting associated with the dips, then test one change at a time. |
| Below 60 with consistently high GPU load | The GPU is a plausible limiting component in the tested conditions. | Lower GPU-heavy settings or test upscaling. Consider hardware only after confirming the trade-off and game-specific requirement. |
| Below 60 without a clear GPU limit | A graphics-card purchase is not yet justified by the measurement. | Investigate CPU load, memory pressure, shader compilation, background tasks, temperature, power behavior and game-specific issues. |
Use precise language such as “The game held approximately 60 FPS through the tested city route at 4K output, the High preset, upscaler Quality and frame generation disabled; the recorded percentile result showed recurring drops during combat.” Avoid saying simply “This PC runs the game at 4K/60,” because that broader statement is not supported by one route.

A comparison is meaningful only when both systems use the same game version, output resolution, graphics settings, upscaling and frame-generation mode, test scene, run duration, frame cap, synchronization state and measurement tool. Keep driver versions and background conditions as similar as practical, and document any difference that cannot be controlled.

Common testing mistakes and fixes
Using system requirements as a 4K/60 guarantee
Published minimum and recommended requirements are not a measurement of your chosen settings or a promise of stable 60 FPS. Test the game itself at the intended output and scene.
Testing a menu or quiet opening
Menus and easy areas underrepresent heavy gameplay. Use a demanding route or a benchmark that reflects real play, and repeat it after every change.
Reporting only the highest counter value
A peak or single screenshot says nothing about drops. Save average, low or percentile data and note frame-time spikes.
Combining several changes
If you lower resolution, disable ray tracing and enable frame generation at once, you cannot tell which change produced the improvement. Restore the baseline and test one variable at a time.
Calling generated FPS native FPS
Generated frames alter the displayed count without being equivalent to additional base game rendering. Publish the base-game result and generated-frame result as separate modes.
Changing the route between runs
A less demanding route can make a setting appear effective. Reuse the same save, path, duration and scene.
Buying a GPU before finding the limiter
If CPU load, memory pressure, temperature or a game-specific issue is limiting performance, a graphics-card upgrade may not solve the problem. Use the readings to establish a GPU constraint first.
A practical result template
Use this format in your notes or when reporting the outcome:
- Game and version: name and patch or build if shown.
- PC configuration: processor, graphics card, system RAM and video memory.
- Display target: 3,840 × 2,160 output; native or upscaled internal rendering.
- Graphics settings: preset plus ray tracing and other manually changed options.
- Frame generation: off or on; identify separate passes.
- Cap and synchronization: frame cap, V-Sync and adaptive-sync state.
- Test route: save, location, activity and run duration.
- Measurement: tool, average FPS, low or percentile FPS, frame-time observations, CPU/GPU load and memory readings.
- Conclusion: whether the stated target was met in that route, including any recurring drops and the settings change that affected them.
This record makes the conclusion reproducible and prevents a favorable short scene, an undisclosed upscaler or generated frames from being mistaken for native, sustained 4K performance.
