To verify an industrial project, first identify its exact name, proponent, site and jurisdiction. Then search the responsible government authority’s official register or proposal tracker, read the status, and open the underlying approval or permit document. An application, technical review, committee recommendation or public notice is not proof that approval was granted. Finally, check the document’s date, scope, conditions and validity, and verify other permits separately.
What you are actually trying to verify
“Approved” can describe several different events. A company may have submitted an application, received a request for more information, passed technical review, obtained a committee recommendation, or received a final approval. These stages have different legal effects.
Most public systems also separate environmental decisions from approvals issued by planning, building, industrial-safety, fire, water, land, utility or local authorities. Finding an environmental clearance does not establish that construction or operation is lawful in every other respect.
- Application recorded: the authority has received a proposal or permit application.
- Under review: officials are examining documents, impacts or compliance.
- Recommended: a committee or technical body has advised approval, but the final decision may still be pending.
- Granted or issued: the competent authority has made a final decision and issued a clearance, permit, consent or licence.
- Expired, suspended, withdrawn or refused: a historical record may no longer authorize the activity.
Your evidence should therefore be the official decision record, not a news story, investor presentation, planning announcement or search-result label alone.

Collect exact project identifiers before searching
Industrial projects often have similar names, multiple phases and different legal entities. Write down the identifiers below before opening a government portal:
- the project’s formal name and any earlier or shortened name;
- the company, joint venture or other named proponent;
- the site address, municipality, district, state or province and country;
- the activity, such as a cement plant, refinery, warehouse, power facility or waste-treatment site;
- the project phase, expansion number or capacity, if one is mentioned;
- the authority or jurisdiction that should regulate the site; and
- any proposal, application, permit, licence or case number found in a filing or public notice.
A common project name is not enough. Confirm at least the proponent and locality, and use the official reference number whenever one is available.
Find the competent government source
There is no universal industrial-project approval register. The correct source depends on the country, subnational location, activity and approval category. Start with the authority responsible for the decision you want to check.

Environmental decisions
For environmental clearance, impact assessment or emissions permitting, begin with the national, state, provincial or local environmental authority. Some systems cover proposals and decisions together; others publish a decision list and keep the complete permit in a separate public register.
Construction and land-use decisions
Planning consent, zoning, building permission and site-development approvals may be held by a municipality, planning department or regional authority rather than the environmental regulator. Search that body separately using the same project and site identifiers.

Operating and safety approvals
Factories, hazardous installations, water abstractions, boilers, pressure equipment, fire systems, waste transport and utility connections can each have a different regulator. Ask the relevant authority which approval categories apply to the activity and location; do not assume that one environmental record is a complete approvals checklist.
Use this verification workflow
- Define the decision you need to verify. State whether you are checking environmental clearance, an emissions permit, planning consent, a construction permit, an operating licence or the complete approvals set. A result can be conclusive for one category and irrelevant to another.
- Open the official portal or register. Use the authority’s proposal tracker, permit register, published decision list or public-register service. Prefer the government domain and the authority’s own search interface over an unofficial database.
- Search more than one identifier. Try the formal project name, company name and locality separately and in combination. If the portal supports it, search by proposal or permit number. Names may change between application and decision, so do not stop after one spelling.
- Filter by location and activity. Check that the result belongs to the correct municipality, parcel, facility type and project phase. A similarly named facility in another district is not evidence for the project you are investigating.
- Read the status field exactly. Record the displayed status and its date. Treat “under examination,” “under process,” “recommended,” “submitted for approval” and equivalent labels as unfinished stages unless the authority separately records a final grant.
- Open the decision document. Download or view the approval letter, permit, licence or formal decision. If the portal provides attachments, inspect the decision itself rather than relying on a summary card.
- Match the document to the project. Compare the legal proponent, site, survey or parcel description, activity, capacity and project phase with your notes. A document for an earlier phase or a related company may not authorize the new project.
- Check the decision’s legal details. Note the decision date, effective date, validity period, permitted activity, capacity, conditions, monitoring duties, reporting deadlines and any requirement to obtain additional approvals.
- Check for later changes. Look for amendments, transfers, renewals, suspensions, compliance reports, inspection findings or cancellation notices. The newest record may modify or replace the original permission.
- Verify other approval categories. Repeat the process with planning, building, industrial, fire, water, safety and local authorities identified for the site. Report each category separately rather than describing the project as universally approved.
- Use the authority’s fallback channel when necessary. If the portal is down or the record is incomplete, use its public-register request, email, telephone or appointment process. Keep a copy of the response and the date of your inquiry.
How to interpret status labels
Status vocabulary differs by jurisdiction, but the principle is consistent: a workflow stage is not the same as a final decision. India’s PARIVESH system illustrates the distinction with several visible stages:

Other portals may use “issued,” “determined,” “consented,” “licensed,” “refused,” “withdrawn” or “surrendered.” Read the authority’s definitions and the attached decision. If the label is ambiguous, describe the record conservatively and ask the authority to confirm its legal effect.
Inspect the underlying record, not just the search result
A project page may contain several documents with different evidentiary value. In India’s environment-clearance query interface, proposal attachments can include Form 1, pre-feasibility material, an environmental-impact-assessment or environmental-management-plan report, public-hearing records, requests for additional information, the environmental-clearance letter, compliance reports and monitoring reports.
Use those files for different questions:
- Application and Form 1: what the proponent asked to build or operate.
- Impact and management reports: the assessed activity, site, impacts and proposed controls.
- Public-hearing record: issues raised by affected communities and the project’s stated responses.
- Decision or clearance letter: the authority’s actual decision, approved scope and conditions.
- Compliance and monitoring reports: later evidence about required follow-up, not a substitute for the original grant.
Do not infer approval from the presence of a complete application package. The decision letter or permit is the document that establishes whether the authority granted the requested permission.

Check scope, dates and conditions carefully
Scope
Confirm the exact activity, production capacity, technology, waste streams, emissions limits, land parcel and operating phase covered. A clearance for a pilot unit may not cover a commercial expansion, and a permit for construction may not authorize operation.

Record both the decision date and any effective, commencement, expiry or renewal date. A historical approval may have expired, been replaced or become conditional on another filing. Do not describe an old record as current without checking later entries.
Conditions
Extract conditions that affect whether the project may proceed: mitigation measures, monitoring, reporting, public-hearing commitments, pollution-control equipment, financial guarantees, construction deadlines and restrictions on changes. A granted approval can still be conditional.
Amendments and phase changes
Search for revised capacity, ownership transfers, site changes and expansion applications. The original decision may remain visible while a later amendment governs the current project.

These examples establish methods for environmental records in their respective jurisdictions. They do not create a universal construction or operating-approval register outside those jurisdictions.
Jurisdiction-specific checking tips
India: PARIVESH
Search the proposal by project or proponent name, locality and proposal number. Use the status timeline to distinguish processing from a grant, then open the environmental-clearance letter. Compare its named proponent, site, activity and conditions with the project you are investigating. Review compliance and monitoring records for subsequent obligations, and check separate authorities for planning, building, water, factory and safety permissions.
United Kingdom: Environment Agency
Use the Environment Agency’s environmental-permit decision reports and online public register. The monthly reports concern decisions made in the previous month, so search the register as well when you need the current permit. If the issued permit is not available online, request it by the Agency’s published email or telephone route, or arrange an appointment at a public-register office. Treat this as evidence of an environmental permit, not as proof that planning permission or every construction approval has been granted.
Brazil: PNLA
Search the National Environmental Licensing Portal for the project and inspect the licence type, responsible authority and process status. PNLA provides basic information for licensed and in-process projects without registration or authorization. If the service is unavailable or the entry is incomplete, move to the relevant state environmental-agency website or IBAMA and verify the underlying licensing process.

What to do when no record appears
A blank search is inconclusive. The project may be listed under a legal entity, an older name, a different municipality spelling or a separate phase. The authority may also publish only decisions, retain documents in a public register, or have a temporary outage.

- Repeat the search with the proponent, locality, former name and reference number separately.
- Check adjacent jurisdictions if the site lies near a municipal, state or national boundary.
- Search decision lists by month or year rather than relying only on a free-text field.
- Look for an official public-register request, records office, email or telephone inquiry route.
- Ask the authority to confirm whether the project is recorded and which approval category applies.
- Keep the date, search terms, screenshots or downloaded responses so another person can reproduce the check.
Do not convert “no result found” into “no approval exists” unless the competent authority explicitly confirms that conclusion.
Common mistakes that produce false positives
- Confusing a recommendation with a grant: a committee can recommend approval while the final authority is still deciding.
- Matching only the company name: a corporation may have several facilities and subsidiaries.
- Ignoring the site: the same project name can appear in different localities.
- Using an application as proof: submitted forms show what was requested, not what was authorized.
- Overlooking conditions: an approval may restrict capacity, timing, technology or operation.
- Assuming one permit covers everything: environmental, planning, building, fire, water and safety decisions can be separate.
- Relying on an old document: amendments, expiry, suspension or renewal may change the current position.
- Treating a portal outage as a legal answer: use the authority’s official fallback channel.
Build an evidence record you can defend
For each approval category, save a concise record with:
- authority and register name;
- search date and exact search terms;
- project, proponent and site identifiers;
- reference number and displayed status;
- decision-document title, date and issuing body;
- approved activity, capacity, parcel and project phase;
- conditions, validity and later amendments; and
- the official response used if the portal was unavailable.
When reporting your finding, use precise language such as “the authority’s record shows an environmental clearance granted on [date] for [scope]” or “the proposal is listed as under examination.” Avoid the broader statement “the project is fully approved” unless every relevant authority and approval category has been verified.
When specialist help is warranted
Consider a local environmental-permitting or regulatory-compliance adviser when records conflict, the decision document is missing, the project crosses jurisdictions, ownership or capacity has changed, or you need to determine the complete approval set. An adviser can interpret local legal requirements, but the official authority remains the source for the operative record.
Keep portal information current
Portal interfaces, status labels and published records can change. The India, United Kingdom and Brazil examples above reflect official portal descriptions checked on 13 October 2026. For a live project, repeat the search against the current official system, confirm the latest decision or amendment, and record when you performed the check.
