To determine whether a NetScaler appliance was exposed, identify the exact CVE, record the appliance’s precise software build, and verify the configuration preconditions named in that CVE’s Citrix advisory. A vulnerable build or matching configuration shows that the appliance was eligible for exposure; it does not prove that an attacker exploited it. For suspected compromise, preserve evidence and investigate connected systems before making changes that could erase useful data.

Start by identifying the vulnerability

“NetScaler RCE” is not a unique condition. At least two Citrix advisories require separate checks:

CVE Issue and potential impact Configuration focus Fixed-build examples named by Citrix
CVE-2025-7775 Memory-overflow vulnerability that can lead to remote code execution (RCE) and/or denial of service (DoS). Citrix says exploits on unmitigated appliances have been observed. Authentication or VPN (Gateway) virtual servers; certain load-balancing virtual servers using IPv6 services/service groups or DBS IPv6 backends; and an HDX content-switching virtual server. The complete patterns and context are in the advisory. 14.1-47.48 and later; 13.1-59.22 and later; 13.1-FIPS/NDcPP 13.1-37.241 and later; 12.1-FIPS/NDcPP 12.1-55.330 and later, subject to the bulletin’s applicability and current support status.
CVE-2026-107406 Newer memory-overflow issue that may lead to RCE or DoS under SAML-related conditions. The appliance is configured as a SAML service provider (SP) or identity provider (IdP), with the SAML action or SAML IdP profile specified in the current advisory. Examples listed by Citrix include 14.1-73.46, 13.1-64.29, 14.1-FIPS 14.1-73.46 FIPS, and 13.1-FIPS/NDcPP 13.1-37.283. Use the advisory’s matrix for the exact train and variant.

Do not reuse CVE-2025-7775 build thresholds for CVE-2026-107406. Select the advisory that matches the incident ticket, scan finding, maintenance request, or threat intelligence report you are investigating. If the report only says “NetScaler RCE,” resolve the missing CVE before drawing a conclusion.

Understand what “exposed” means

Use three separate terms in your records:

  • Affected build: the installed release falls within the version range identified by the vendor.
  • Exposure precondition: the appliance’s configuration matches the conditions specified for that CVE.
  • Exploitation or compromise: logs, files, processes, network activity, or other evidence indicate that an attacker attempted or completed exploitation.

A build match alone supports an affected-version finding, not a compromise finding. A build and configuration match supports an exposure assessment, not proof that an attacker reached the appliance. Conversely, a patched build today does not prove that the appliance was patched during an earlier exposure window.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

For CVE-2025-7775, Citrix’s statement that “Exploits of CVE-2025-7775 on unmitigated appliances have been observed” is threat context, not evidence about any particular appliance. The National Institute of Standards and Technology records a CVSS v4.0 base score of 9.2 for this CVE. That score describes severity; it is neither a count of exploited appliances nor a probability that your device was compromised.

Build an appliance inventory before checking exposure

Check every NetScaler instance that could have handled the relevant traffic, including high-availability peers and clustered nodes. Preserve the identity of each instance so a later incident investigation can tie logs and disk images to the correct device.

  • Record whether the device is an ADC, Gateway, or another NetScaler role.
  • Capture the software train, complete build string, edition, and hardware or virtual-appliance type.
  • Note the management owner and whether the instance is customer-managed.
  • Document HA pairs, clusters, disaster-recovery copies, and stand-by appliances. A passive peer may still contain relevant configuration or logs.
  • Include Secure Private Access Hybrid NetScaler instances when the advisory’s deployment scope applies.
  • Record the time zone, system clock status, and NTP configuration. Accurate time is essential if you later correlate events.
  • Write down the dates when each build was installed, upgraded, or rolled back. These dates define the potential exposure window.

Do not collapse several appliances into one inventory line. A single management view can contain nodes on different trains or builds, and a remediation applied to one node does not establish the status of its peers.

Check CVE-2025-7775 step by step

1. Compare the exact build with the vendor matrix

Use the CVE-2025-7775 Citrix bulletin and compare the complete build string, including FIPS or NDcPP designation, with the affected and fixed-build table. The bulletin identifies fixes beginning at 14.1-47.48, 13.1-59.22, 13.1-FIPS/NDcPP 13.1-37.241, and 12.1-FIPS/NDcPP 12.1-55.330. “And later” applies within the relevant release family; it does not mean that a build from a different train is automatically equivalent.

Citrix identifies 12.1 and 13.0 as end-of-life (EOL) and recommends moving to a supported release. Verify the current supported-release status before scheduling a change because support and security status can change after an advisory is published. If a device is on an EOL train, record that as a remediation risk even when you cannot immediately map it to a current fixed build.

2. Review the configuration preconditions

On the appliance, review the complete configuration patterns in the bulletin. The relevant categories include:

  • An authentication virtual server.
  • A VPN virtual server, also called a Gateway virtual server.
  • Load-balancing virtual servers of the types specified by Citrix when they are bound to IPv6 services or service groups, or use DBS IPv6 backends.
  • An HDX content-switching virtual server.

These categories are not a substitute for the advisory’s full pattern and context. A single text search, one virtual-server type, or a generic “IPv6 is enabled” check is not an all-purpose exploit detector. Confirm the bindings, service or service-group relationships, backend type, and any other qualifiers listed in the bulletin.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Record the result as an exposure assessment

For each appliance, record the build result and the configuration result separately. For example, “build in affected range; Gateway virtual server present; exposure conditions met” is more useful than a single “vulnerable” label. Also record whether the device was unmitigated during the dates you are investigating. If the configuration changed after an upgrade, preserve both the current state and the historical evidence available from backups, change records, or configuration archives.

Check CVE-2026-107406 separately

1. Use the newer advisory’s version matrix

CVE-2026-107406 has its own affected trains, conditions, and fixed versions. Citrix’s bulletin includes fixes such as 14.1-73.46, 13.1-64.29, 14.1-73.46 FIPS, and 13.1-FIPS/NDcPP 13.1-37.283. Treat those as the versions named for the applicable variants in that bulletin, and check for later updates before changing a production appliance.

2. Check SAML role and objects

The precondition is SAML-related. Determine whether the appliance is configured as a SAML service provider or identity provider, then inspect the specific objects named by Citrix: the SAML action for the SP case and the SAML IdP profile for the IdP case. Confirm that the object is actually bound or used in the traffic path covered by the advisory, rather than merely present as an unused configuration object.

3. Do not infer one CVE from the other

An appliance that fails the CVE-2025-7775 configuration check may not meet the CVE-2026-107406 SAML precondition, and the reverse is also true. Maintain a separate worksheet or ticket section for each CVE, with its own build, configuration, exposure window, and evidence status.

Use NetScaler Console as an inventory aid

Where NetScaler Console is available, its Security Advisory view can list instances impacted by CVE-2025-7775. This is useful for discovering appliances that were missed in a manually maintained inventory, but it answers a narrower question than a forensic investigation.

  1. Open the Security Advisory view in NetScaler Console and locate the CVE-2025-7775 entry.
  2. Review the instances reported as impacted and match each result to your appliance inventory, HA relationships, and ownership records.
  3. Allow for the documented scan delay: Citrix says a scan can take a couple of hours to report.
  4. Use Scan Now when you need to request an earlier scan rather than waiting for the normal cycle.
  5. Save the result with its timestamp and the Console version or tenant context used for the check.

Citrix’s documentation states that EOL builds are not supported by Security Advisory. A missing result for an EOL appliance is therefore not evidence that it is safe; perform the manual build and configuration review. Console’s “impacted” result also does not prove exploitation. It is an inventory and vulnerability-identification aid, not a compromise verdict.

Compare the assessment paths

Method What it can establish What it cannot establish When to use it
Manual build review Whether the installed train and build fall in the advisory’s affected or fixed range. Whether the required configuration exists or whether an attacker exploited the device. Always; it is the baseline check and works when Console cannot assess an EOL build.
Manual configuration review Whether the CVE-specific virtual-server, IPv6, backend, HDX, or SAML preconditions are present. Whether exploitation occurred. After identifying the CVE and exact advisory.
NetScaler Console Security Advisory Which supported, discoverable instances Console identifies as impacted by CVE-2025-7775. Immediate status, EOL coverage, or proof of compromise. For centralized inventory and an additional check; allow for scan delay.
Forensic and incident-response investigation Evidence of attempted exploitation, persistence, unauthorized access, and effects on connected systems. A guarantee that no evidence exists when logging or retention is incomplete. When compromise is suspected or the exposure window overlaps observed attack activity.

What to do when compromise is suspected

If the build and configuration indicate exposure, or if monitoring shows suspicious activity, follow your incident-response process instead of treating an upgrade as the end of the investigation. Citrix’s compromise guidance emphasizes evidence preservation before disruptive changes.

Preserve the appliance and its context

  • For a potentially compromised VPX, create a snapshot according to your evidence-handling procedures.
  • Document the system time, time zone, and NTP state before isolation or reboot.
  • Preserve logs from remote syslog destinations, NetScaler Console, and local appliance storage. Export them in a way that retains timestamps and source identity.
  • Generate a technical support bundle as directed by Citrix support and your incident-response team.
  • Document who collected each item, when, from which appliance, and where it was stored.

Create forensic disk images correctly

For disk evidence, Citrix describes bit-for-bit imaging, ideally with a hardware write-blocker. Maintain two copies: one for analysis and one preserved as evidence. Record chain-of-custody transfers, hash values if your forensic process uses them, the imaging method, and the storage location. An external SSD or equivalent dedicated storage can hold image copies, but storage capacity and device model should be sized by the image volume and your organization’s evidence policy; buying storage does not check exposure.

Investigate connected systems

Review systems the appliance contacted during the relevant period, especially authentication servers, sensitive systems, web-tier systems, and management jump hosts. Look for unusual authentication activity, new accounts, unexpected configuration changes, outbound connections, and access from the appliance to systems it does not normally reach. A clean software upgrade removes a vulnerable condition; it does not erase evidence of earlier access or prove that connected systems were unaffected.

Coordinate isolation and remediation

Decide with incident response, network operations, and system owners whether to isolate the appliance, fail over, block affected interfaces, or preserve it in place for collection. If you must patch or reboot urgently, capture the evidence that policy allows before the change and record the exact time and action. Apply the vendor-recommended fixed build for the correct train and variant, then repeat the build and configuration checks after remediation.

Common mistakes and how to avoid them

Checking only the version

Configuration-specific vulnerabilities can be missed by a generic version scan. Pair the build comparison with the virtual-server, binding, backend, or SAML checks named in the advisory.

Calling a vulnerable appliance “hacked”

Use “affected” or “exposed” until evidence supports an exploitation conclusion. Keep threat intelligence about observed attacks separate from appliance-specific evidence.

Trusting a delayed or empty Console result

Allow the documented scan time, request Scan Now when appropriate, and perform a manual review for EOL builds or instances that Console cannot assess.

Upgrading before preserving evidence

When compromise is plausible, snapshots, timestamps, logs, support bundles, and forensic images may be more valuable than an immediate reboot. Coordinate the order of operations with your incident-response lead.

Ignoring HA peers and connected systems

Assess every node and investigate authentication, web, sensitive, and management systems reachable from the appliance. Scope the investigation to the exposure window rather than only the current configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document a defensible result

A useful final record answers five questions for each appliance and CVE:

  1. Which CVE? Include the advisory identifier and publication date used.
  2. Which build? Record the complete train, build, edition, and support status.
  3. Which preconditions? List the exact virtual-server, binding, IPv6/backend, HDX, or SAML objects that matched.
  4. When was it unmitigated? Use upgrade, rollback, configuration, and monitoring records to define the window.
  5. What evidence exists? State whether you found no evidence, indicators of attempted exploitation, or evidence consistent with compromise, and identify the logs or forensic artifacts supporting that statement.

Use precise language such as “CVE-2025-7775 affected build and Gateway precondition confirmed; no exploitation evidence identified in retained logs” rather than “not hacked.” The former records what was checked and the limits of the conclusion.

Quick decision checklist

  • Identify the CVE instead of relying on the phrase “NetScaler RCE.”
  • Inventory every applicable appliance, HA peer, cluster member, and hybrid instance.
  • Capture the exact build, variant, support status, and exposure dates.
  • Compare the build with that CVE’s affected and fixed matrix.
  • Review every configuration precondition in the advisory.
  • Use NetScaler Console as an additional inventory check, allowing for scan delay and its EOL limitation.
  • Do not label exposure as compromise without appliance-specific evidence.
  • If compromise is suspected, preserve snapshots, time settings, logs, support bundles, and forensic images before disruptive changes.
  • Investigate connected authentication, sensitive, web-tier, and management systems.
  • Patch to the correct supported fixed train, then document the post-remediation checks.
