A mini PC’s configured GPU power limit only reduces gaming performance when the GPU actually reaches that limit during the game. To verify it, repeat the same workload at two supported power-limit settings while logging average and low-percentile frame rate, frame times, GPU power, clocks, utilization and temperatures. If performance changes when power approaches the old ceiling, the limit is a credible cause. If power remains below it, investigate a CPU limit, frame cap, thermal constraint or other system setting instead.

What a GPU power limit does—and what it does not prove

The power limit is a ceiling that firmware, a driver or a vendor utility can enforce on the GPU. It is not a prediction of how much power a game will consume. A game may render below the ceiling because it is CPU-bound, capped by V-Sync, limited by its engine, waiting on storage or using settings that do not fully load the GPU.

Conversely, a game that keeps the GPU near the ceiling may lose clock speed and frames when the ceiling is reduced. The effect can vary by game, resolution, graphics preset, ray-tracing or upscaling settings and scene. A result from one title is therefore evidence about that workload, not a universal rating for the mini PC.

For background on the measurements, NVIDIA documents frame rate, frame-time, power and performance-per-watt capture in FrameView and its FrameView overview. The FrameView User Guide describes percentile FPS and stutter analysis.

Prepare a fair comparison

Record the system configuration

  • Mini PC make and model, processor and exact GPU or APU.
  • Operating-system version, graphics-driver version and BIOS or firmware version.
  • The vendor utility or firmware menu that controls performance mode, fan mode or GPU power.
  • Whether the system is on AC power, a battery-backed supply or a dock, and which Windows power mode is selected.
  • Display resolution, refresh rate, HDR state and whether V-Sync or a frame-rate cap is enabled.

Do not infer that a desktop overclocking control is safe or available on a mini PC. If the firmware or OEM utility does not document a power-limit control for your model, you can still measure power and performance, but you cannot perform a valid raised-versus-lowered limit experiment.

Choose a repeatable game workload

A built-in benchmark is ideal because it follows the same camera path and scene each run. If the game has no benchmark, use a saved game and repeat the same route, looking in the same directions for the same duration. Avoid multiplayer matches, procedural scenes and menus that alter the workload between runs.

Keep the game version, map or save, resolution, graphics preset, texture and ray-tracing options, upscaler mode, refresh rate, frame cap and V-Sync identical. Close downloads, browsers, overlays and other background tasks. Record changes such as a shader-compilation pass, because a first run can be slower for reasons unrelated to GPU power.

Step-by-step: test the limit

  1. Stabilize the machine. Connect the normal power adapter, select the performance mode you intend to test and let the mini PC reach a steady temperature. A cold run compared with a heat-soaked run confounds the result.
  2. Set up logging. Start a tool that can capture frame rate or frame times together with GPU power, clock, utilization and temperature. NVIDIA’s FrameView provides an overlay and log capture; its documentation explains percentile FPS and frame-time analysis. A vendor utility can supplement it with limiter-reason or thermal information.
  3. Run a baseline series. Use the current, documented power setting and run the identical benchmark or route at least three times. Discard only a run with an identifiable error, such as a background update or a benchmark crash. Keep the remaining run count and conditions in your notes.
  4. Check the baseline telemetry. Look for GPU power repeatedly approaching the configured ceiling. Note average FPS, the 1% or other low-percentile FPS available from your logger, frame-time consistency, GPU clock, GPU utilization, GPU temperature and CPU behavior.
  5. Change one setting. If the mini PC exposes a supported GPU power-limit control, change only that value. Use the documented firmware menu or vendor utility. Do not change resolution, quality, fan profile, Windows power mode, driver or overclock at the same time.
  6. Allow the system to settle. Apply the setting, confirm that it persisted and wait for temperature and clocks to stabilize. If the utility requires a reboot, reboot before the comparison rather than mixing rebooted and non-rebooted runs.
  7. Repeat the same workload. Run the same number of repetitions, with the same route, graphics settings and background conditions. Log all the same metrics.
  8. Compare distributions, not a single FPS number. Compare average FPS and low-percentile FPS or frame-time percentiles across runs. Then check whether the higher result coincides with power reaching the former ceiling and with a changed GPU clock. A repeatable change that tracks the altered limit is stronger evidence than one unusually fast run.

Which telemetry numbers mean what?

Power readings are not interchangeable. A sensor may report GPU-chip power, board power, an API estimate between those quantities or total system input. A wall meter measures the entire mini PC, display and power-adapter losses, so it cannot isolate GPU consumption.

Metric Why it matters Qualification
Average FPS Shows total throughput over the run. Can hide brief stutters and usually needs repeated runs.
Low-percentile FPS or frame time Shows consistency and slow frames that affect perceived smoothness. Use the same percentile and capture interval for both settings.
GPU power Shows whether the workload is near the configured ceiling. Identify whether the sensor is chip, board or an API estimate.
GPU clock Reveals whether the GPU sustains a lower frequency under a lower ceiling. Clock changes can also result from temperature, voltage or workload variation.
GPU utilization Helps distinguish a GPU-bound scene from one waiting on the CPU or frame cap. High utilization alone does not prove a power limit.
GPU and CPU temperature Shows whether cooling or thermal protection is intervening. Record temperatures after the run is heat-soaked, not only at launch.

NVIDIA’s nvidia-smi documentation lists power-usage and power-limit query fields, but available fields depend on the installed GPU and driver. Use the documentation for your hardware instead of assuming every mini PC supports every query.

NVIDIA’s FrameView material says NVIDIA readings can include chip and board power, while AMD readings are chip power on the product documentation. Its Power Primer further cautions that AMD’s reported API value lies between chip and board power and is not directly equivalent to a full-board reading. Do not rank an AMD and NVIDIA mini PC by those values as though they represented the same electrical quantity.

How to interpret the result

What you observe Most defensible interpretation Next check
FPS rises after raising the ceiling; baseline power repeatedly touched the old ceiling; clocks also rise or hold higher. The tested workload is consistent with a GPU power constraint. Repeat in another GPU-heavy game or resolution before generalizing.
FPS is unchanged and measured power stays below the ceiling. The game probably was not power-limited at those settings. Check CPU usage, frame caps, V-Sync and engine limits.
FPS is unchanged while temperature is high or a thermal limiter is reported. Cooling or firmware thermal behavior may be the active constraint. Compare sustained temperatures and fan mode; raising the power ceiling alone may not help.
FPS changes but power never approaches either ceiling. The difference may be run-to-run variation, changed settings, background load, CPU behavior or game state. Verify every setting and increase the number of matched repetitions.
The logger shows a power value but the limit is expressed in a different unit or scope. You may be comparing chip power with board power or system input. Read the tool’s metric definition before drawing a conclusion.

A configured maximum and actual draw answer different questions. The maximum matters only when the workload requests enough power for the control to intervene. If the GPU is below the ceiling, raising it cannot create performance by itself.

Find out whether the game is GPU-bound

Signs of a GPU-bound workload

  • GPU utilization remains high while the frame rate follows changes in resolution or graphics quality.
  • Lowering resolution or demanding effects increases FPS substantially.
  • Power and clock changes track the two power-limit settings.

Signs of a CPU, cap or engine limit

  • GPU utilization falls below full load while one or more CPU threads are busy.
  • FPS stops at the display refresh rate or a configured in-game cap.
  • Changing resolution or GPU quality has little effect, and power remains under the ceiling.

Integrated-GPU mini PCs share thermal and power resources with the CPU. A CPU workload can therefore alter GPU headroom even when the GPU’s own reported power looks modest. Record CPU temperature, utilization and clocks alongside GPU data rather than treating the GPU sensor as a measurement of the whole package.

Vendor-specific controls and limits

NVIDIA GPUs

Use the controls and query fields supported by the installed driver and device. The nvidia-smi reference documents power usage and power-limit queries, but a mini PC may expose read-only telemetry, a firmware-enforced ceiling or no user-adjustable limit. A command that works on a data-center or desktop card is not proof that it can safely change an OEM mini PC.

AMD Radeon hardware

AMD describes adjustable power-limit controls for supported Radeon software in Radeon WattMan guidance and Radeon Overlay guidance. Availability depends on GPU, driver and system configuration. An OEM mini PC can hide or constrain those controls, so use only settings presented for that model and driver.

Intel Arc hardware

Intel’s Arc A-Series power-terminology document defines the product’s power terms, while its Graphics Performance Analyzers metrics guide describes GPU timing metrics. These documents do not establish which limit controls an unspecified mini PC provides; verify the OEM firmware and current driver.

Why a data-center diagnostic is not a gaming test

NVIDIA’s DCGM targeted-power plugin is designed for selected physical GPUs under sustained compute load. Its documentation notes that an enforced limit can make the target unattainable. That diagnostic is not an appropriate substitute for a repeatable game benchmark on an ordinary mini PC.

Common mistakes and how to recover

Comparing one run with another

One run can differ because of shader compilation, asset streaming, a background process or a different game state. Return to the original setting and run the baseline again. If the original result does not reproduce, treat the earlier comparison as inconclusive.

Changing several performance settings

A higher fan mode, Windows performance mode, overclock, driver update or upscaler change can all alter FPS. Restore the baseline and change only the documented power limit. If a reboot is required, use the same reboot procedure for both settings.

Using a wall-power meter as GPU telemetry

Wall input includes the CPU, memory, storage, fans, adapter losses, display and other connected equipment. It can show a change in total system consumption, but it cannot establish that the GPU reached its limit. Use an in-system sensor for the GPU and clearly label any wall measurement as whole-system input.

Assuming a displayed power number is universal

Write down the sensor name and scope from the tool. Chip power, board power, an API estimate and whole-system input should never share one unlabeled column in your notes. This is especially important when comparing different GPU vendors.

Ignoring sustained temperature

A mini PC may start quickly, then reduce clocks after its compact cooler saturates. Run long enough for temperatures and clocks to settle, and compare the same elapsed interval in both configurations. If raising the limit only raises temperature while clocks and FPS remain flat, cooling or firmware policy is likely the binding constraint.

How to report a credible result

For each game, publish the mini PC model and GPU, driver and firmware versions, operating system, power mode, power-limit values, resolution, graphics settings, upscaling and frame-cap state. State the benchmark route or built-in benchmark name, number of repetitions and whether the system was heat-soaked.

Report average FPS and the same low-percentile or frame-time statistic for both settings. Include the observed GPU power range, whether it reached the configured ceiling, GPU clock and utilization, GPU and CPU temperatures and any limiter reason the tool exposes. Identify the power metric’s scope—chip, board, API estimate or whole-system input.

A strong conclusion has three parts: what changed, whether power actually approached the old ceiling, and which alternative limits were checked. For example, a higher ceiling that produces repeatably higher low-percentile FPS while power touches the former limit supports a power-limit explanation for that game. It does not establish the same result for every title or setting.

Quick checklist

  • Identify the exact mini PC, GPU or APU, driver, firmware and active power mode.
  • Use a repeatable benchmark or saved route.
  • Hold resolution, quality, upscaling, V-Sync, frame cap and background load constant.
  • Log FPS or frame times, GPU power, clocks, utilization and temperatures together.
  • Run multiple baseline repetitions after temperatures stabilize.
  • Change only a supported power-limit setting.
  • Repeat the same number of runs and compare averages and low-percentile behavior.
  • Confirm that measured power approached the relevant ceiling before blaming the limit.
  • Check CPU, thermal, frame-cap and engine constraints.
  • Label the power metric’s scope and document all test conditions.
