To screen a U.S. home or parcel, use several official layers rather than relying on one map: search the address in FEMA’s Map Service Center, read the effective flood zone and any pending map changes, check NOAA and USGS flood information, then review USGS landslide susceptibility and state or local geology layers. A map is a screening tool, not a site inspection or a guarantee that the property is safe.
If the site is on a steep slope, near a channel or coast, below a visible drainage path, recently burned, or showing movement, involve the local floodplain administrator or emergency-management office and consider a licensed geotechnical engineer or engineering geologist. The federal tools below are U.S.-focused; elsewhere, use your national geological survey, flood-management authority, meteorological service and local planning office.
What you can—and cannot—learn from a map
Flood and landslide maps answer different questions. FEMA’s flood products show mapped community hazards used for floodplain management and National Flood Insurance Program (NFIP) information. Forecast and inundation tools show current or possible water conditions. Landslide layers show where terrain and past failures suggest susceptibility. None of these layers individually determines whether a particular building will flood, whether a slope will fail, or what insurance will cost.
Flood risk exists outside mapped high-risk zones. The NFIP reports that 29% of claims from 2014–2024 came from areas outside current high-risk flood areas, and the average payment for all NFIP claims during 2020–2024 was $82,614. Those figures describe NFIP claims over the stated periods; they are not a prediction for an individual address.

The NFIP’s plain-language warning is that “Everyone lives in an area with some flood risk — it’s just a question of whether you live in a high-risk, low-risk or moderate-risk flood area.” Treat a blank, low-risk or undetermined map result as a reason to investigate further, not as proof of safety.
Step 1: Check the official FEMA flood map
Find the effective map for the exact address
- Open FEMA’s Products and Tools page and use the Map Service Center (MSC), FEMA’s official source for NFIP flood-hazard information.
- Search the complete street address. For vacant land, search the nearest address or use the map to locate the parcel, then compare the parcel boundaries with the mapped flood area.
- Record the effective map date, community, FIRM panel number and zone. Download or save the panel and any associated Flood Insurance Study material so you can identify exactly which version you reviewed.
- Look for Letters of Map Change (such as a revision or amendment) associated with the site. A letter can change how a specific area is represented without changing every panel around it.
- Check whether FEMA or the community is showing preliminary data or a map update in progress. Preliminary information is not the same as the effective regulatory map, but it signals that the mapped result may change.
The MSC also provides the National Flood Hazard Layer, effective maps, FIRM panels, Flood Insurance Study reports and map-change information. Use the effective product for the current mapped determination, while noting preliminary work separately.
Confirm the community and boundaries
Flood lines can cross a parcel, road or structure. Zoom in far enough to see the building footprint, lot lines, nearby channels and the map’s boundary lines. Read the panel legend and notes rather than inferring a zone from color alone. If the boundary appears to run through the property or does not match local conditions, ask the community floodplain administrator which map and elevation information the community is using.

How to interpret FEMA and NFIP flood zones
Zone letters describe mapped categories; they do not provide a complete, individualized probability or insurance quote. Use the zone together with elevation, drainage, local history and current conditions.
| Zone category | What it generally indicates | Important limitation |
|---|---|---|
| A zones | High-risk areas associated with riverine, lake or other mapped flooding. | Coverage, depth and exact hazard depend on the panel, study and site conditions. |
| V and VE | Coastal high-risk areas with an additional wave hazard. | Coastal exposure and building characteristics matter; the letter alone is not a property-specific safety finding. |
| B, X and C categories | Lower or moderate mapped categories, depending on the specific designation and map. | Lower mapped risk is not zero risk. Flooding can occur from rainfall, drainage failure, small channels or events outside the mapped scenario. |
| D | Risk is undetermined because a detailed analysis has not established a category. | Undetermined does not mean no hazard. |
For the NFIP’s current zone explanations, see What is my Flood Zone? The page also explains why the zone should not be treated as a guarantee of safety or as a complete premium determination.
Questions to ask when the line is close
- Is the structure itself inside the mapped area, or only part of the lot?
- Is the map effective, preliminary or superseded by a Letter of Map Change?
- Does the community have newer drainage, elevation or flood-control information that is not visible on the panel?
- Has development, erosion, a culvert change or a channel alteration changed how water moves locally?
- What base-flood elevation or survey information does the community have for this location?
Step 2: Add forecast, coastal and event evidence
FEMA’s map is not a live warning system. USGS directs users to complementary federal tools because each addresses a different time frame or hazard question.

| FEMA Map Service Center and National Flood Hazard Layer | What flood category is mapped for this community, and which products are effective? | National NFIP mapping; effective, preliminary and map-change products are identified separately. | Regulatory and insurance screening; read the panel legend and notes. |
| NOAA National Water Prediction Service | Are rivers expected to rise, and what do forecasts or outlooks show? | Forecast and outlook information where monitoring and modeling are available. | Check current conditions and upcoming river response; do not treat a forecast as a permanent property classification. |
| NOAA Coastal Inundation Dashboard | What coastal flooding has occurred or is occurring, and how often? | Real-time and historical coastal-inundation information for covered locations. | Use it to understand recurrent coastal water levels and current situations. |
| USGS flood information and event data | What has happened during documented flood events? | Event and monitoring information varies by location and event. | Compare recorded events with the property’s drainage, stream and road network. |
| USGS Flood Inundation Mapper | What areas could be covered at specified water levels? | Scenario maps exist only in some areas and depend on available models and gauges. | Use covered locations for water-level scenarios, not as a nationwide parcel guarantee. |
USGS describes these options in Where can I find flood maps? A forecast, historical layer or scenario map should not be compared to a FEMA zone as though they share one risk score: they have different purposes, update cycles and assumptions.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesStep 3: Screen the property for landslide susceptibility
Start with the national USGS layer
- Open the USGS Landslide Hazards Program resources and locate the U.S. and Puerto Rico Landslide Inventory and Susceptibility Map.
- Search or navigate to the property and note whether the location overlaps an inventory of past landslides, a susceptibility class or neither.
- Read the layer description, date, scale and assumptions. A regional susceptibility model may indicate terrain that is more conducive to failure without predicting when a slide will occur or whether a particular foundation will be affected.
- Look for state geological-survey, county, municipal and local emergency-management layers. These may contain finer-scale inventories, hazard zones, burn-area information or reports that the national layer does not show.
- Use the USGS HERA Multi-Hazards Viewer at HERA to view available USGS and partner hazard layers, checking which layers actually cover the state or territory.
Coverage and resolution are not uniform at individual-parcel level. HERA and related models can depend on assumptions such as the quality of elevation data. “No data” may mean that a layer is unavailable, not that the slope is stable.
Look for triggers and site evidence
Past movement is important, but landslides can be triggered by intense or prolonged rain, rapid snowmelt, earthquakes, wildfire-related loss of vegetation, stream erosion, excavation, fill placement or leaking utilities. USGS resources also include postfire debris-flow hazard information, event summaries, monitoring stations and earthquake-triggered ground-failure inventories.

- Fresh cracks, bulges or steps in soil, pavement, retaining walls or foundations.
- Doors or windows that suddenly bind, floors that tilt or walls that separate.
- Leaning trees, poles, fences or retaining structures, especially when the direction of lean is consistent.
- Springs, new seepage, muddy water, blocked drains or rapidly changing creek channels.
- Scarps, hummocky ground, displaced rocks or a headwall and runout path upslope.
- Recent wildfire, grading, road cuts, construction fill or drainage changes.
Do not enter an unstable area to inspect it during rain, an earthquake, a wildfire response or visible movement. Follow local emergency instructions and report urgent hazards to the appropriate emergency-management authority.
How to combine the layers without overclaiming
Use a written record for each property. Capture the address or parcel identifier, map name, layer date, effective or preliminary status, zone or susceptibility class, and any visible data gap. Then classify the result as a screening signal rather than a definitive finding.

| FEMA high-risk zone or coastal V/VE, plus nearby observed flooding | Mapped and practical evidence both warrant serious flood planning. | Ask the community floodplain administrator about elevations and map changes; discuss flood coverage with an NFIP-participating agent. |
| Lower or moderate FEMA category, but repeated ponding, drainage problems or nearby flood records | The map does not capture every local mechanism or event. | Investigate drainage and historic events with local officials; do not equate the zone with zero risk. |
| FEMA zone is D or the map is blank, preliminary or disputed | The available classification is incomplete or changing. | Obtain the community’s current information and treat the uncertainty as unresolved. |
| Susceptibility or past-slide layer overlaps a steep parcel | Terrain and history justify a closer slope review. | Check state and local geology data and consider a geotechnical engineer or engineering geologist. |
| No national landslide layer coverage, but visible movement or recent fire exists | Absence of a layer is not evidence of stability. | Escalate to local emergency management and a qualified professional promptly. |
When a local official or professional is warranted
Contact the community floodplain administrator when the FEMA line conflicts with the structure or lot, a map update is pending, an elevation certificate or base-flood elevation is relevant, or local drainage has changed. Local officials can explain the community’s adopted map, permitting history and available records; they cannot turn a regional map into a guarantee that a building will not flood.

A licensed geotechnical engineer or engineering geologist is the appropriate escalation for a consequential, site-specific slope question, such as suspected movement, a steep building site, a recent burn scar, planned excavation, a retaining-wall concern or a proposed foundation. Licensing titles and requirements vary by jurisdiction, so verify the professional’s license and relevant experience locally. The official sources do not establish one universal trigger or mandatory threshold for commissioning an assessment; this is a prudent response to map and model limitations.
A land surveyor can help answer a defined boundary or elevation question. Surveying is not the same as diagnosing landslide susceptibility or certifying flood safety.
Check again after changes—and at least annually
NFIP guidance recommends checking flood information annually. Recheck after a map revision, major storm, wildfire, earthquake, subdivision or road project, channel work, new drainage infrastructure, substantial grading or visible erosion. Terrain and water pathways can change before a national map does.

Questions to ask before buying, building or insuring
- Which FEMA panel and effective date apply to the structure and the remainder of the parcel?
- Is any Letter of Map Change, preliminary study or community update pending?
- What local flood history, drainage complaints, high-water marks or elevation records exist?
- Does the site have a slope, drainage path, retaining wall, fill area, burn history or evidence of movement?
- Which state or local landslide inventory and susceptibility layers cover this location?
- What professional question needs answering: boundary, elevation, drainage, foundation or slope stability?
- What flood insurance options should be discussed with an NFIP-participating agent, and what exclusions or waiting periods apply to the policy being considered?
For readers outside the United States
FEMA and NFIP zone letters are U.S. systems. Do not transfer A, V, X or D categories to another country. Start with your national geological survey, flood-management authority, meteorological service and local planning office. Look for the equivalent of an effective regulatory flood map, live river and coastal warnings, landslide inventories, burn-scar or debris-flow products, and local development or elevation records. The same principle applies everywhere: combine authoritative layers, read their dates and limitations, and obtain site-specific professional advice when the consequences are material.
