To check a crypto exchange, search its full legal name, trading names and known aliases in the current UK Sanctions List. Investigate any possible match against the entry’s addresses and other identifiers, then assess whether a listed person owns or controls the exchange even if the exchange itself is not named. A clear search result is not a legal clearance.
Check the FCA Register separately if you need to know whether a business has relevant UK cryptoasset registration. FCA registration and sanctions status answer different questions.
What a UK sanctions check actually establishes
A sanctions check asks whether UK financial-sanctions prohibitions may apply to the exchange, its owners, controllers, assets or transactions. It is not the same as checking whether the platform is reputable, licensed, available to UK residents or safe to use.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteUK financial sanctions apply to cryptoassets in the same way that they apply to other forms of assets. OFSI’s Cryptoassets Threat Assessment states that “Financial sanctions regulations do not differentiate between cryptoassets and other forms of assets.” That means a wallet balance, token transfer, exchange account, payment, custody arrangement or other cryptoasset transaction can fall within a prohibition when the relevant legal conditions are met.

The practical question is therefore broader than “Does this brand appear on a list?” You need to identify the legal entity you would contract with, compare its details with the official list, and consider ownership and control.
Use the UK Sanctions List, not an old consolidated list
The Foreign, Commonwealth & Development Office says the UK Sanctions List is now the only source for all UK sanctions designations. The OFSI Consolidated List closed on 28 January 2026 and is no longer updated. A result from an old download, cached webpage or third-party database may be incomplete or out of date.
Open the current UK Sanctions List page and use its search tool. The page also provides downloadable list formats, which can be useful for controlled business screening or a documented batch process. The list is the designation source; guidance pages explain how to interpret and use it.
Step-by-step: check an exchange before using it
1. Identify the entity behind the brand
Start with the exchange’s terms of service, privacy notice, corporate information and the details shown during account opening. Record:
- the complete legal company name, including suffixes such as Ltd, Limited, LLC, GmbH or Pte. Ltd.;
- the brand or trading name shown on the website and app;
- the registered office, principal address and any operational addresses;
- the country of incorporation and registration number;
- the entity named on an invoice, custody agreement, business account or fiat-payment instruction; and
- parent companies, subsidiaries and other group entities involved in custody, settlement, brokerage or payments.
A global exchange may use different companies for different regions or products. Searching only the familiar brand can miss the entity that would actually hold funds or process your transaction.
2. Search the current UK Sanctions List
- Open the current UK Sanctions List search tool.
- Search the exchange’s full legal name exactly as supplied by the firm.
- Repeat the search for the brand or trading name.
- Search known former names, abbreviations, spelling variants and aliases.
- Search relevant parent and subsidiary names when they are part of the proposed relationship.
- Repeat searches using distinctive address terms or other identifiers when the tool allows them.
The search tool looks across multiple fields. Returned results can change when the list is updated, so record the date and the terms used rather than treating a search screen as a permanent result.

3. Compare every possible result with the exchange
A name match is only a possible identity match. Open the list entry and compare its aliases, addresses and other available particulars with the exchange information you collected. Check spelling, jurisdiction, registration details, websites or other identifiers where present. Similar names are common, especially when a listed person or company has a short or widely used name.
Do not dismiss a result because the brand is different, and do not treat a result as confirmed solely because one name is identical. The decision depends on the whole set of identifiers and the applicable sanctions regime.
4. Investigate ownership and control
An exchange does not have to appear as a separately named designation for prohibitions to apply. UK sanctions rules can cover an entity that is owned or controlled by a designated person. Ownership and control analysis is therefore required after both a hit and, in a higher-risk relationship, a no-hit.
Collect current ownership information from reliable corporate records, the exchange’s legal disclosures and transaction documentation. Look for direct and indirect shareholding, voting rights, board appointment rights, contractual control, nominees and chains of companies. Consider whether a designated person can exercise control through another entity even when the immediate shareholder is not designated.
Ownership facts can change. A corporate structure that appeared clear when an account was opened may not remain clear after a sale, restructuring or designation. If you cannot establish who owns or controls the relevant entity, treat that uncertainty as a reason to pause and escalate rather than as evidence that no prohibition applies.

| Outcome | Meaning | Next action |
|---|---|---|
| No direct list result and no unresolved ownership concern | No matching designation was found in the search performed. | Keep the search record, complete proportionate due diligence and schedule repeat screening. |
| Possible name or identifier match | The result may refer to the exchange or may be an unrelated person or entity. | Compare aliases, addresses and other identifiers; pause the transaction if identity cannot be resolved. |
| Confirmed designated exchange or relevant person | The list entry and identifiers point to the same entity or person. | Do not proceed without sanctions-specific advice; follow applicable reporting, blocking and licensing procedures. |
| Unlisted exchange owned or controlled by a designated person | Prohibitions may apply even without a separate exchange entry. | Escalate the ownership/control analysis and obtain qualified advice before dealing. |
Why a no-hit does not clear an exchange
The UK Sanctions List search tool itself warns that using it does not remove due-diligence obligations or liability. A no-hit means only that the names and terms you searched did not produce a matching entry at that time. It does not prove that the exchange is outside every UK sanctions prohibition.
There are several reasons a basic search can be insufficient:
- The exchange may operate through a legal entity whose name you did not search.
- The business may use aliases, transliterations or former names not shown in its public branding.
- Ownership or control may connect an unlisted company to a designated person.
- The list may change after your check.
- The available public information may be incomplete or contradictory.
For a consumer making a small, ordinary transaction, a documented search of the relevant entity plus sensible identity checks may be a practical starting point. A business, professional intermediary or high-value customer relationship needs a risk-based process that addresses these limitations explicitly.

Use the FCA Register to investigate whether a cryptoasset business has relevant UK registration or supervisory status. Use the UK Sanctions List to investigate designations and sanctions-related prohibitions. Neither register substitutes for the other.
| Question | Where to check | What the result does not prove |
|---|---|---|
| Is the exchange or a relevant person designated, or potentially subject to a designation-related prohibition? | UK Sanctions List, followed by identifier and ownership/control analysis. | A no-hit does not prove that every transaction is permitted. |
| Is the cryptoasset business registered for relevant UK supervision? | FCA Register. | Registration does not establish that the firm is free from sanctions restrictions. |
An exchange can have a regulatory status that is unrelated to sanctions, and sanctions consequences can apply regardless of whether a firm appears on the FCA Register. Run both checks when your decision requires both answers.
OFSI’s HTX example: why ownership matters
OFSI’s UK Financial Sanctions FAQs, updated 24 September 2026, state that OFSI considers the crypto exchange HTX subject to UK financial sanctions because of its ownership by Huobi, meeting a condition in regulation 7(2)(a) of the Russia Regulations. This is OFSI’s stated example, not a permanent conclusion about every relationship involving the exchange or its owners.

Before relying on that example, check the current UK Sanctions List and current ownership facts. The FAQs supplement primary guidance and are not legal advice. The example is useful because it shows why searching a brand name alone can miss the legal issue: the relevant analysis may turn on who owns or controls the business.
How businesses should run repeat screening
Set a documented screening point
Screen before onboarding an exchange, counterparty, liquidity provider, custodian or payment intermediary. Screen again before a material transaction when the risk warrants it, and whenever ownership, management, jurisdiction or the sanctions environment changes.
Keep an auditable record
For each check, record:
- the legal entity, brand, aliases and addresses searched;
- the UK Sanctions List search date and time zone;
- the search terms and any downloaded list version used;
- the result and the identifiers considered;
- ownership and control sources reviewed;
- the analyst or system that performed the check;
- the disposition of any possible match; and
- the next review date or event that will trigger re-screening.
Store the evidence in a way that allows another reviewer to reproduce the decision. A screenshot without the search terms, date or entity details is difficult to audit.
Choose manual or outsourced screening deliberately
Government guidance recognizes both manual screening and outsourced commercial sanctions-screening services. The right choice depends on the number of relationships, risk, data quality and the evidence your programme must retain.
| Factor | Manual review | Outsourced screening |
|---|---|---|
| Coverage | Practical for a small number of known entities and focused investigations. | Can support larger populations and recurring checks, depending on the service. |
| Update frequency | Depends on staff schedules and alert procedures. | Depends on the provider’s update and alert design; verify how quickly official changes are incorporated. |
| Identity matching | Human judgment can resolve context but may vary between reviewers. | Automated matching can scale, but false positives still need human investigation. |
| Auditability | Requires a disciplined log of searches, decisions and evidence. | May provide built-in logs, but you must confirm retention, export and reviewer access. |
| Cost | Uses internal staff time and controls. | Usually involves a commercial fee and implementation work; the amount is not established here. |
Outsourcing does not transfer legal responsibility. Define which official list is screened, how aliases and ownership are handled, how alerts are reviewed and how the business can retrieve records.
What to do when you find a suspected match
- Pause the relevant activity. Do not open an account, send funds, release assets or continue a transaction while identity remains unresolved.
- Preserve the evidence. Save the list entry, search terms, date, exchange disclosures and ownership documents used in the comparison.
- Resolve identity carefully. Compare addresses, aliases, registration data and other particulars; document why the result is or is not the same entity.
- Assess ownership and control. A direct-name mismatch does not end the inquiry.
- Consult current OFSI guidance. Determine whether a licence, reporting step, asset freeze, prohibition or other requirement applies to the facts.
- Obtain qualified legal advice where necessary. OFSI’s FAQs are supplementary and expressly do not constitute legal advice.
Do not contact a potential designated party in a way that tips off an investigation or causes assets to move before your compliance and legal review is complete. Follow your organization’s incident and escalation procedures.

Common mistakes and how to correct them
Searching only the website brand
Problem: The public brand may differ from the contracting company.
Correction: Obtain the legal entity from terms, account documents and payment instructions, then search that name and its group entities.
Using the former OFSI Consolidated List
Problem: The list closed on 28 January 2026 and is no longer updated.
Correction: Use the current UK Sanctions List and record the date of each search.
Treating a name match as proof
Problem: Unrelated entities can share a name.
Correction: Compare aliases, addresses and other identifiers before classifying the result.
Recommended Free Tools
Treating a no-hit as permission
Problem: Ownership/control and later designations can still create risk.
Correction: perform ownership analysis and repeat checks for continuing relationships.
Using FCA registration as a sanctions check
Problem: Regulatory registration and sanctions designation are separate questions.
Correction: Run the FCA and UK Sanctions List checks independently and document each result.
Relying on a stale screenshot or third-party summary
Problem: List entries and ownership can change.
Correction: return to the official list, preserve the current evidence and schedule re-screening.
A practical checklist for “Is this exchange sanctioned in the UK?”
- Have you identified the exact legal entity that will contract, custody, settle or receive funds?
- Have you searched its legal name, brand, former names and aliases in the current UK Sanctions List?
- Have you compared any result’s addresses and other identifiers rather than relying on the name?
- Have you identified the parent, subsidiaries and relevant group companies?
- Have you assessed direct and indirect ownership and control?
- Have you recorded the search terms, date, result and evidence?
- Have you scheduled repeat screening for an ongoing relationship?
- If regulatory status also matters, have you checked the FCA Register separately?
- If there is a possible match, have you paused the activity and obtained current OFSI or legal guidance?
When a professional review is warranted
Escalate instead of relying on a basic search when the exchange has opaque ownership, conflicting corporate information, a possible list match, exposure to a higher-risk jurisdiction, a large or unusual transaction, or a business relationship that will continue for months or years. The consequences of dealing with a prohibited person or asset can be more serious than the inconvenience of delaying a transaction for a properly documented review.
For current obligations, use OFSI’s primary guidance and the live UK Sanctions List. The search tool is an essential starting point, but it is not a substitute for the legal analysis required by a particular transaction, sanctions regime or ownership structure.
