Check the exchange’s legal entity and trading name in the Securities and Exchange Commission (SEC) Nigeria FinPort registered-operator directory, then compare the directory’s listed function and current program status with the exact service offered to you. Treat an Approval-in-Principle (AIP) or Accelerated Regulatory Incubation Program (ARIP) entry as conditional program status, not as an unrestricted final licence. A bank account, local transfer option, or the exchange’s own marketing statement does not prove SEC registration.
The process below establishes what the public SEC record says about a particular entity and activity. It does not guarantee solvency, custody safety, consumer recovery, or compliance with every Nigerian law.
What “legally serve Nigerian users” means
For a crypto exchange, the first question is whether the operator falls within Nigeria’s virtual-asset regulatory framework and has the SEC status required for the service it is offering. SEC rules cover platforms that facilitate virtual-asset trading, exchange, or transfer, along with specified related virtual- or digital-asset services. The rules also reach foreign or non-resident operators that actively target Nigerian investors.

You need an entity match, an activity match, and a current-status check.

Start with the exchange’s legal identity
Find the contracting entity
Before opening the SEC directory, identify the company that would actually contract with you. Look in the exchange’s terms of service, account-opening disclosures, privacy notice, risk disclosures, and corporate-information pages. Record the full legal name, company suffix, country of incorporation, and any registration number shown. Keep the public trading brand in a separate field because it may not match the corporate name.
If the exchange presents more than one entity, note which one handles Nigerian customers, holds assets, executes trades, provides custody, or processes payments. A parent company, local subsidiary, and technology provider are not automatically interchangeable for regulatory purposes.
Capture spelling variants
Save the exact spelling, punctuation, abbreviations, and former names. Search the brand and the legal entity separately, including likely spacing or punctuation variants. An apparently missing record can be a search error caused by a suffix, abbreviation, or alternate corporate name.
Use SEC Nigeria’s FinPort directory
Open the SEC Nigeria FinPort registered-operator directory, which the Commission describes as listing sanctioned operators across its SEC sandbox tracks and distinguishing RI from ARIP. The SEC advises the investing public to verify the registration status of platforms, companies, or entities on its dedicated portal before transacting.
- Search the legal entity. Enter the full contracting-company name first, then repeat the search with shortened forms and spelling variants.
- Search the public brand. A brand search can reveal a record filed under a corporate name you did not recognize.
- Open the complete entry. Do not rely on a search-result label. Record the exact entity name, stated function or category, program track, current status, displayed dates, and any conditions.
- Save the record date. Write down when you checked and retain the official entry or its reference details. Program status can change.

Match the listing to the service you will use
A name match is not enough. Determine what the exchange is actually offering in Nigeria and compare that activity with the function in the SEC record. The same platform may provide several products, and a listing for one function does not automatically authorize another.
Trading and exchange
Spot buying and selling, order matching, conversion between virtual assets, and other exchange functions should be compared with a directory entry that expressly covers trading or exchange activity. Do not assume that a listing for a different digital-asset service covers an order book or conversion feature.
Transfers and payment-related movement
If the product lets you send, receive, or transfer virtual assets, check whether the listed function and the applicable SEC scope address transfer activity. A payment rail or wallet interface does not by itself establish that the underlying virtual-asset service is covered.

Custody and wallet services
Holding customer assets, safeguarding private keys, or operating a hosted wallet raises a custody question. A record that names custody or safekeeping should be distinguished from one that names only exchange activity. If the exchange outsources custody, identify the custodian and check whether the public record addresses that entity and function.
Issuance, advice, or other services
Token issuance, digital-asset investment advice, portfolio management, brokerage, and related services can have different regulatory descriptions. A directory entry for custody, issuance, or advisory work does not automatically demonstrate permission to provide trading or transfer services. Compare every material feature you will use, not just the app’s headline product.

Understand ARIP and Approval-in-Principle status
AIP is conditional, not a final licence
SEC notices use Approval-in-Principle (AIP) for entities admitted to the relevant program after meeting admission requirements. The Commission’s July 3, 2026 notice states: “Please Note that an Approval-in-Principle confirms that an entity has satisfied the Commission’s admission requirements for the Programme and it is not a final licence.” The same notice says continued compliance with regulatory, operational, and supervisory obligations remains a condition.
Therefore, describe an AIP or ARIP record narrowly: the entity has conditional permission to operate within the defined program scope and subject to SEC conditions. Do not rewrite that status as “fully licensed,” “unrestricted,” or “approved for every product” unless a current official SEC record expressly supports those words.

Open any conditions attached to the entry or notice. They may define the services, operating limits, reporting duties, supervisory requirements, or other obligations. A status can be current while still being restricted to the program’s stated scope.

Foreign exchanges can still fall within the Nigerian framework
Physical location outside Nigeria does not settle the question. The SEC rules expressly include foreign or non-resident operators that actively target Nigerian investors. The stated indicators include promotions, publications in Nigeria, or direct emails to Nigerian addresses. The SEC’s ARIP onboarding checklist likewise describes services offered “in or to Nigeria,” whether the provider is local or foreign.
When assessing an overseas exchange, check whether it accepts Nigerian residents, advertises to them, supports Nigerian addresses or identification, or deliberately provides a Nigerian-facing service. Then search the legal entity serving that market. An overseas incorporation certificate or a statement that the company is “international” does not replace the Nigerian status check.

Do not treat banking access as SEC registration
The Central Bank of Nigeria (CBN) has separate guidance for banking relationships with eligible virtual-asset service providers. The CBN reforms overview dates its VASP bank-account guidelines to December 22, 2023, and the CBN’s June 2024 Financial Stability Report describes them as standards for banking relationships and eligible entities.

That banking framework answers a different question. An exchange’s Nigerian bank account, local transfer option, card channel, or relationship with a regulated bank does not prove that the exchange appears in the SEC FinPort directory for your activity. Perform the SEC check independently.
A repeatable verification workflow
Step 1: Define the decision
Write down what you plan to do: trade spot assets, convert one asset to another, transfer assets, use a hosted wallet, buy a token at issuance, or obtain advice. Include whether the account will be in your name and whether the provider will hold assets for you.
Step 2: Identify every relevant entity
Extract the Nigerian-facing contracting company from the terms and disclosures. If separate companies handle exchange, custody, payments, or transfers, list each one. Record the brand separately and preserve the spelling used by the operator.
Step 3: Search FinPort by entity and brand
Search the legal name, brand, and spelling variants. Open each plausible result rather than assuming the first match is correct. Record the exact function, program track, status, date, and conditions.
Step 4: Compare function with product
Map each feature you intend to use to the directory’s stated function and to the SEC rules’ coverage of trading, exchange, transfer, custody, issuance, advice, or other services. If the product is broader than the listed function, treat the difference as unresolved.
Step 5: Interpret the status precisely
If the entry refers to ARIP or AIP, use conditional language and read the scope. Confirm that any date or condition is current. Do not use “fully licensed” unless the current official record supports that exact characterization.

Step 6: Recheck close to the transaction
Because directory entries and program statuses can change, perform the search near the time you decide to transact. Save the date checked and the official record details. Do not substitute app-store availability, a local payment option, or the operator’s own claim for a current SEC record.
Step 7: Escalate an unclear result
If the entity is absent, the brand and company names do not line up, the function is too narrow, or the status looks stale or conditional in a way you cannot interpret, contact the SEC through its official channel. For a material transaction or a complex structure, obtain advice from Nigerian counsel before relying on the exchange.

How to handle common results
The legal entity appears with the right function and current status
This is the strongest result available from the public directory for the described activity. Save the record and its conditions, then remember that it addresses regulatory status only, not investment quality or asset safety.
The brand appears, but the contracting entity does not
Do not assume the brand record covers every company in the group. Match the legal entity in your contract to the exact entity in FinPort. Ask the operator to identify the Nigerian-facing entity and verify that entity with the SEC.
The entity appears, but only for another function
Treat the intended product as unconfirmed. A custody, issuance, or advisory entry does not automatically establish permission for exchange or transfer, and the reverse is also true.
The record says ARIP or AIP
Read it as conditional program status within a defined scope. Check the attached conditions and avoid calling it a final licence.
No record is found
An absent result is not proof of illegality by itself; it may reflect a spelling or entity mismatch. Repeat the search with variants, review the contract, and ask the SEC for confirmation. Until the identity and status are resolved, do not infer approval from marketing, banking access, or the ability to download the app.

Comparing two or more exchanges
Use the same regulatory-status axes for every operator. This keeps a comparison from turning into a brand or popularity contest.

These axes establish evidence about regulatory status only. They do not rank exchanges by price, liquidity, custody security, solvency, or investment quality.
Dated SEC examples: useful context, not blanket approval
SEC’s August 13, 2026 statement named Pisi Payments Solution Limited, BC Access (Nigeria) Limited, and Yellow Card (YC) Financial Limited as three additional virtual-asset service providers cleared for ARIP. The statement said they would receive AIP permitting operation within the defined program scope and subject to SEC conditions. Those names and that date illustrate a program admission; they do not establish the status of another entity or an unrestricted final licence.
In its July 3, 2026 statement, the SEC said GIGX Technologies and KuCoin Nigeria Limited were cleared for ARIP admission and would receive AIP. The notice expressly cautioned that AIP is not a final licence and remains conditional on continued compliance with applicable regulatory, operational, and supervisory obligations. Use such notices to understand the status language, then verify the current FinPort entry for the exact entity and service.
What the public check cannot prove
- Solvency: A regulatory entry does not show that the exchange can meet withdrawals or other liabilities.
- Custody safety: Registration or program admission does not prove that private keys, reserves, or segregation arrangements are safe.
- Consumer recovery: The record does not guarantee reimbursement, dispute resolution, or a successful claim if the operator fails.
- Complete legal compliance: SEC status does not answer every tax, foreign-exchange, consumer-protection, data, anti-money-laundering, or other Nigerian-law question.
- Product coverage: A listing for one function does not automatically cover every feature offered under the same brand.
- Continuity: A status can change, acquire new conditions, or cease to apply, which is why the check should be dated and repeated.
Keep an evidence record
For each check, retain a short file containing the exchange’s terms showing the legal entity, the public brand, the FinPort search result, the listed function, program track, status, dates, and conditions, plus the date you checked. Note any unanswered question and the SEC response if you requested confirmation. This creates a clear record of what you verified instead of relying on a remembered advertisement or an old screenshot.
When to stop and seek confirmation
Pause before depositing funds when the legal entity cannot be identified, the directory result belongs to another group company, the offered product exceeds the listed function, or an ARIP/AIP condition is unclear. The SEC’s May 14, 2026 public notice states: “The investing public is therefore advised to VERIFY the registration status of any platform, company, or entity offering investment opportunities on the Commission’s dedicated portal…” For a significant transaction, unusual structure, or unresolved mismatch, obtain confirmation from the SEC or advice from Nigerian counsel rather than making an assumption.
Bottom line
Verify the exact Nigerian-facing legal entity in SEC Nigeria’s FinPort directory, match the listed function to the service you will use, and read ARIP or AIP as conditional program status. Recheck the record close to the transaction, keep banking evidence separate from SEC evidence, and escalate any identity, scope, or status ambiguity before relying on the exchange.
