First find out whether the failure affects one website, one browser, or your whole connection. Then check the proxy settings that apply to that browser or device and whether your firewall or security software permits the browser. A connection error alone does not prove that a firewall is responsible.
First narrow down where the problem is
Try another website, then open the failing address in a different browser. These checks help distinguish a site problem from a browser or network problem; they do not identify the cause with certainty.

Check the connection before changing security settings
On public Wi-Fi, look for a sign-in page
Some public networks require you to accept terms or sign in through a browser page before websites load. Open a browser and look for a network sign-in prompt. If it does not appear, the network operator may be able to help.
If multiple browsers cannot reach sites
Google’s Chrome troubleshooting guidance recommends restarting your modem and router as a general network step. If the issue continues and appears limited to one website, contact its owner. A failure in several browsers can involve the network or the site, not just a proxy or firewall.

What a proxy does—and why it may be required
Microsoft Support explains that “A proxy server in Windows routes your internet traffic through an intermediary instead of connecting directly from your device.” A proxy may be required by a workplace or school. Windows can use automatic detection, a setup script, or manually entered server details; a script address or server name, IP address, and possibly a port may be provided by an administrator. Microsoft’s Windows proxy guidance explains these options.
Inspect proxy settings on the affected device or browser
Windows 10 and Windows 11
- Open Settings > Network & internet > Proxy.
- Review automatic proxy detection, any setup script, manual proxy details, and the exception list. Note the existing values before making any permitted change.
- If your work or school provides a script address, server, or port, use those exact details. Do not guess values or turn off a proxy required by your organization; ask IT if you do not know what should be configured.
Firefox
In Firefox, open Settings and find Connection Settings in its network settings area. Menu placement can vary by version. Mozilla recommends comparing Firefox’s configuration with a browser that connects successfully. If you are not supposed to use a proxy, No Proxy may be the appropriate choice; do not select it on a managed device without confirming your organization’s requirements. Chrome, Edge, and system proxy settings
Chrome’s troubleshooting guidance points users to the computer’s proxy settings. Browser and system settings can differ, so compare the browser that fails with one that works rather than assuming every browser uses an identical configuration. See Google Chrome’s connection troubleshooting guidance and Mozilla’s guidance on comparing Firefox connection settings.
Mac
Mozilla points Mac users to Apple’s documentation for proxy setup and Network preferences. The appropriate steps depend on the macOS version and configuration, so use Apple’s current instructions rather than applying Windows paths or settings.

Check whether firewall or security software is blocking the browser
Firewalls and other internet security software can prevent a browser from connecting. This possibility is worth checking if the problem began after a browser or security-software update, a reconfiguration, or installation of new software. Mozilla discusses these causes in its Firefox website connection troubleshooting guide.
- Open the security product’s current official instructions and check whether the affected browser is allowed to access the internet.
- On a work or school device, ask IT to review the firewall policy and any managed proxy configuration.
- Do not leave a firewall or antivirus disabled as a fix. Do not bypass a required proxy or remove a managed certificate.
There is no single firewall settings path that applies to every operating system and security product. Use instructions for the product and version you actually have.

What common connection errors can—and cannot—tell you
“This webpage is not available,” “Server Not Found,” or ERR_CONNECTION_REFUSED
These messages are clues, not a diagnosis. Google says Chrome’s ERR_CONNECTION_REFUSED can mean the page did not allow Chrome to connect or that the page is blocked. It does not by itself establish that your local firewall caused the failure. Check the site in another browser and compare whether other websites work before changing security settings. HTTPS certificate errors on a managed network
An HTTPS-intercepting proxy can produce certificate errors if its certificate is missing or not installed. On a work or school network, ask IT to investigate. Do not bypass a certificate warning or remove a managed certificate to make the page load. Google’s Chrome troubleshooting page discusses connection and certificate errors.

When to contact IT, the network operator, or the website
- Contact your organization’s IT team if the device is managed, a proxy may be required, you lack the proxy address or script, or you see a certificate error on a managed network.
- Contact the public Wi-Fi operator if you cannot complete its sign-in process or get online.
- Contact the website owner if the address continues to fail across browsers while other sites load.
