To find out which mobile carrier will actually work at your house and workplace, check both addresses—not a national coverage headline. Start with the CRTC/ISED National Broadband Map, compare the same addresses on each candidate carrier’s map, then verify service indoors with your own phone or a temporary SIM/eSIM before switching.
Check voice calls, texts, data and any video-calling you depend on in the rooms where you use them. Maps are estimates; an indoor test is the strongest practical evidence.
What you are really trying to establish
The useful question is not which carrier claims the largest Canadian footprint. It is whether a specific network provides dependable service at two specific places: your home and your workplace. A carrier can show coverage around a neighbourhood while a basement office, elevator lobby or heavily insulated house still has weak reception.
Evaluate each address independently and record the result for the functions that matter to you. A network that handles calls at home but fails during your commute, or works at a desk but not in the workplace entrance, may not meet your needs.

- Workplace: test your desk, meeting rooms, entrances, elevators and any underground or windowless areas you use.
- Regular routes: check highways, transit corridors or rural stretches where you need reliable service, especially for work calls or emergencies.
Use a simple confidence ranking: a map result is a screening signal, a phone test at the address is stronger evidence, and repeated tests at different times and locations are stronger still.
Step 1: Start with the National Broadband Map
The National Broadband Map is maintained by Innovation, Science and Economic Development Canada (ISED) using information collected by the Canadian Radio-television and Telecommunications Commission (CRTC). The CRTC describes it as a tool for exploring service availability at homes and in communities. Recent changes are intended to make provider, technology and speed information more useful when Canadians compare services.
- Open the National Broadband Map and search your complete home address, including the unit number where applicable.
- Record every mobile provider and technology shown at that location. Do not rely on a single colour or a national summary.
- Repeat the search for your workplace address. If the workplace occupies a large building or campus, inspect the precise building or road segment rather than the nearest street label.
- Repeat the process for any route where coverage is essential, such as a rural commute or a frequently visited client site.
The map gives you a consistent first comparison across providers. It is not a room-by-room guarantee, and its display granularity can vary by data layer. Earlier CRTC descriptions used 25-square-kilometre hexagons for mobile information. The CRTC has approved disclosure of provider, technology and speed data at the 250-metre road-segment level and said it would work with ISED to make that information public through the National Broadband Map. Do not assume the live interface has already replaced every layer with that finer resolution; use the detail currently shown.

Rogers map layers
Rogers displays separate layers for 5G/5G+, LTE, extended coverage and satellite service. Select the layer instead of treating the default view as a single promise of equivalent performance. An extended or satellite indication may involve different service behaviour from the carrier’s regular terrestrial network.

Bell map layers
Bell publishes layers for LTE, 5G, 5G+ and 5G+ Advanced. A 5G+ label requires both a compatible phone and an eligible plan, so seeing that colour on the map does not mean every Bell subscriber can use it at the address.
Build an address-by-technology record
| Location | Carrier | LTE shown | 5G shown | Higher tier shown | Notes to verify |
|---|---|---|---|---|---|
| Home | Candidate A | Yes/no as displayed | Yes/no as displayed | 5G+, 5G+ Advanced or satellite, if displayed | Indoor test, device and plan eligibility |
| Workplace | Candidate A | Yes/no as displayed | Yes/no as displayed | 5G+, 5G+ Advanced or satellite, if displayed | Desk, meeting rooms and lower floors |
| Home | Candidate B | Yes/no as displayed | Yes/no as displayed | Layer shown by that provider | Indoor test, device and plan eligibility |
| Workplace | Candidate B | Yes/no as displayed | Yes/no as displayed | Layer shown by that provider | Desk, meeting rooms and lower floors |
Keep screenshots or dated notes when you compare maps. Coverage layers and network names can change, and a note prevents you from confusing a home result with a workplace result.
Step 3: Confirm your phone and plan can use the displayed network
A map describes what the network may offer, not what an arbitrary handset will receive. Check four compatibility points before interpreting a 5G or higher-tier result.
- Phone hardware: confirm that your exact model supports the carrier’s Canadian bands and the displayed LTE or 5G technology.
- Operating system: install current carrier settings and operating-system updates. Rogers notes that equipment and operating-system compatibility affect connection.
- Plan eligibility: some higher tiers require a particular plan. Bell explicitly states that 5G+ needs both a compatible device and an eligible plan.
- SIM or eSIM provisioning: make sure the line is activated for the network you intend to test. A phone locked to another provider, an inactive eSIM or an outdated physical SIM can produce a false failure.
Rogers also identifies network availability and capacity, signal strength, topography and environmental conditions as factors in the actual connection. These variables explain why two phones in the same building can show different results.
Step 4: Test service inside the home and workplace
Maps cannot model every wall, window, floor or source of interference. Test where you will actually use the phone, not only outside the front door.

Prepare a repeatable test
- Use the phone and plan you intend to keep, or borrow a phone known to be compatible with the candidate network.
- Turn off Wi-Fi so the test measures mobile service. Leave Wi-Fi calling disabled for the cellular voice portion; otherwise the phone may silently use broadband.
- At each address, note the time, room, floor, signal indicator, network label and whether the phone changes between LTE and 5G.
- Repeat at least once at a different time. Capacity can vary during busy periods even when the map remains unchanged.
Test the functions that matter
- Voice: make an ordinary cellular call, keep it connected for several minutes and walk through the areas where you normally move.
- Text messaging: send and receive several SMS messages, including one while moving from a strong-signal area to a weak one.
- Mobile data: load several ordinary web pages, upload a small file and download a larger one. Note whether data stalls when the phone falls back from 5G to LTE.
- Video calls: join a short call if your work or family depends on it. Check audio continuity, not only the speed-test number.
- Emergency readiness: ensure the phone can place an emergency voice call where you normally keep it. Do not treat a high-speed result as proof of emergency reliability.
Check difficult spots
Include basements, interior rooms, garages, stairwells, elevators, underground parking and rooms on the side of a building farthest from the nearest window. At work, test your actual desk and meeting rooms rather than an open lobby. At home, test every floor if you regularly sleep or work in different parts of the building.

Step 5: Compare the two addresses and your routine
Create one row per carrier and one column per place. A carrier that is excellent at one address but unusable at the other should not be judged by averaging the two results.
| Decision factor | What to record | Why it matters |
|---|---|---|
| Home indoor service | Call quality, SMS reliability, data and video-call performance in key rooms | Your phone may spend most of its time indoors, where walls and floors change reception. |
| Workplace indoor service | Desk, meeting rooms, lower floors, elevators and entrances | A strong outdoor signal does not ensure service at your workstation. |
| Route coverage | Known dead zones and handoffs during your commute | A dropped call or stalled data session can occur between otherwise good addresses. |
| Technology and compatibility | LTE, 5G and higher-tier labels, plus your phone and plan eligibility | A displayed tier is useful only if your line can access it. |
| Evidence strength | Map estimate, one test or repeated indoor tests | Direct, repeated observations deserve more weight than a colour on a map. |
Use your most important requirement as the pass/fail threshold. If reliable voice at work is essential, a carrier that offers faster data at home but drops calls at work is not the better choice for you.
Why a coverage map can disagree with your phone
Coverage maps are approximations. Rogers states that actual connection depends on the network and its capacity, your equipment and operating system, signal strength, terrain and environmental conditions. Building materials, elevation, window placement and congestion add variables that a broad map cannot show.
The CRTC has also recognized that the word coverage needs clearer service-level definitions, including concerns about indoor and in-vehicle connectivity. A coloured area should therefore be treated as a screening result, not a promise that a specific room will support a particular application.

What the new CRTC reporting levels mean
In Telecom Decision 2026-258, dated October 2, 2026, the CRTC adopted a three-level mobile coverage reporting standard. Level 1 is service strong enough for uninterrupted emergency voice calls with adequate audio quality and public alerts. Level 2 adds high-quality voice or video calls plus minimum download speeds of 3 Mbps and upload speeds of 1 Mbps. Providers are to report Level 1 in the next Annual Facilities Survey in early 2027; Levels 2 and 3 are scheduled for later surveys.
These are reporting definitions, not guarantees for your house or office. The decision summary does not establish that every consumer-facing map already displays all three levels, and the presence of a reported level would still not replace an indoor test.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do when the map and experience do not match
The map shows coverage, but your phone has no usable service
- Confirm Wi-Fi is off and that the phone is not reporting Wi-Fi calling as the source of the call.
- Restart the phone and check that mobile data, voice service and the correct SIM/eSIM line are enabled.
- Move to a window or an upper floor. If service appears there but not in the normal room, the issue is indoor attenuation rather than a completely absent network.
- Repeat with another compatible handset on the same network if possible. A device-specific problem can look like a coverage gap.
- Record the exact address, room, time and symptoms before contacting the carrier.
The phone connects, but data is slow
Check whether the phone has fallen back from 5G to LTE, whether the slowdown occurs only at busy times and whether multiple devices on the same network show it. A map may indicate availability while capacity at that moment is limited. Compare a voice call and text message separately so a data problem is not mistaken for total loss of service.
5G or a higher tier never appears
Verify handset support, operating-system updates, SIM/eSIM activation and plan eligibility. Bell’s 5G+ requirement is explicit, and Rogers identifies equipment, operating system and network availability as conditions. If LTE works reliably, the missing 5G label may be a compatibility or plan issue rather than a coverage failure.

Calls drop while moving through the building
Test near windows, stairwells and the building entrance to identify where the handoff fails. Note whether the failure occurs at the same physical point each time. Share those details with the carrier; a precise indoor location is more actionable than saying the whole address has poor service.

Use a temporary test before you port your number
A live test on the intended network is stronger evidence than a map. If a friend or colleague already uses the network, place your test calls with their phone at both addresses. Otherwise, ask the carrier whether a temporary SIM or eSIM can be used before you transfer your number. Trial terms, fees and eligibility vary and were not established here, so confirm them directly.
- Test the temporary line at home and work during the hours you need service.
- Check voice, SMS, data and video calls in the same rooms and route used in your initial comparison.
- Keep your existing service active until the test is complete and you have confirmed cancellation or number-porting conditions.
- Save any account, device or trial details so you can reverse the change if the result is unacceptable.
Do not buy a signal booster, antenna or measuring device merely because a map is uncertain. The available evidence supports using your existing phone or a temporary service as the first verification step; specialized hardware is not required to answer the address-level question.
Report a persistent map mismatch
In an October 2, 2026 announcement, the CRTC said Canadians would be able to flag locations where published coverage maps do not match their experience. Chairperson and Chief Executive Officer Vicky Eatrides said, “Better information leads to better decisions. By improving how cellphone coverage is reported and giving Canadians a way to flag gaps, we can build a clearer picture of connectivity across the country and help support better investment where it is needed.”
The announcement presents feedback as a way to improve information over time, but it does not by itself establish that the reporting control is already live in the map. Check the current National Broadband Map interface before directing a report. If the feature is available, submit the exact location, date, indoor or outdoor setting, technology shown and the practical symptom you observed.
Check plan terms only after the network passes
Once one or more networks work at both locations, compare the commercial terms directly with the providers. Verify the recurring price, data allowance, throttling or overage rules, roaming and extended-network behaviour, contract or financing obligations, activation charges and cancellation requirements. Those terms can change and are separate from coverage evidence.
Do not let a lower price or a faster advertised tier outweigh a failed test at the address that matters most. Conversely, do not pay for a higher tier your phone or plan cannot use. Choose the least expensive plan that meets your tested calling, messaging and data requirements at home, work and along essential routes.
Quick Recap
A printable two-address checklist
- Search both addresses in the National Broadband Map.
- Record the provider and technology shown at each location.
- Check the same two addresses in every candidate carrier map.
- Inspect LTE, 5G and any higher-tier or satellite layer separately.
- Confirm phone bands, operating-system support, SIM/eSIM status and plan eligibility.
- Test indoors with Wi-Fi disabled: calls, texts, data and video calls.
- Repeat at different times and in difficult rooms, floors and building areas.
- Check essential commuting or travel routes.
- Use a temporary SIM/eSIM or a current subscriber’s phone before porting your number where possible.
- Record map-versus-experience mismatches and check whether the CRTC feedback feature is live.
- Compare plan terms only after the network has passed your practical tests.
