There is no single GST or VAT rate that can be inferred from the word “state.” The correct charge depends on the country, state or territory, what you are supplying, where the transaction is treated as taking place, whether the supply is taxable, zero-rated or exempt, and the legal rate in force on the transaction date.
Use this sequence: identify the jurisdiction, describe the product or service precisely, determine the place of supply, check the official classification and rate notification, verify the effective date, and only then calculate the tax. Canada and India illustrate why the sequence matters, but their rules must not be treated as a universal global schedule.
Why a state-by-state GST or VAT lookup is not enough
Tax authorities do not normally assign a rate from a casual product name and a state name alone. A shipment, an in-state sale, a digital service and a fuel purchase can follow different place-of-supply or classification rules. A rate can also change on a specified date, while a supply with a 0% rate is legally different from an exempt supply.

The Canada Revenue Agency (CRA) states that “The rate of tax to charge depends on the place of supply.” Its related guidance adds: “To know which GST/HST rate to charge, a supplier has to know what type of supply they are making and where the supply is being made.” Those two checks—classification and location—should come before any arithmetic.

The same discipline applies when a tax is called VAT rather than GST. A state, province or territory may administer part of the tax, but national legislation, destination rules, exemptions and special schedules can still control the result. A label such as “state VAT” is therefore a starting clue, not a complete answer.
The official-source workflow
- Identify the jurisdiction. Record the country and the relevant state, province, territory or union territory. Start with the national tax authority, then follow its links to an official subnational revenue authority when a separate tax applies.
- Describe the supply. Write down whether it is a good or service, its material features, intended use, delivery method, customer type and whether it is shipped, digital, imported or cross-border.
- Determine where the supply is made. Apply the jurisdiction’s place-of-supply rule. The seller’s address is not automatically the taxable location.
- Find the legal classification. Use the current goods or services schedule, tariff or classification notice. Search by the legal description or code, not only by a retail name.
- Check the tax status. Establish whether the supply is taxable at a standard or reduced rate, zero-rated, exempt or covered by a special regime.
- Confirm the effective date. Read the amendment or notification that was in force on the invoice, delivery or other legally relevant date. Do not rely on an undated summary page.
- Calculate after the rate is confirmed. Use an official calculator for the arithmetic and retain the rate source and date with the transaction record.
Step 1: pin down the country and subnational jurisdiction
“State” can mean a state in India, a province in Canada, a territory elsewhere, or a local region with no independent consumption-tax rate. If a customer gives only a state name, ask for the country and the delivery or consumption location before quoting tax.
For Canada, the CRA’s rate page lists GST/HST by province or territory and directs users to provincial sources for provincial sales taxes: Charge and collect the GST/HST — Which rate to charge. A separate provincial tax may therefore need a second official lookup.

The directory helps locate state-specific material, but it does not mean every ordinary GST rate is independently set by each state.
Make a one-line jurisdiction note before continuing: “Country — state/province/territory — customer or delivery location — transaction date.” This prevents a rate copied for one location from being reused for another.
Step 2: describe the good or service precisely
Rate schedules classify legal supplies, not marketing labels. “Equipment,” “consulting,” “food,” or “software” can each cover multiple classifications with different treatment. Capture the product’s composition, function, packaging, customer and contract terms. For services, note what is performed, where the recipient is located and whether an exception applies.
For a physical good, record the model or item description, principal materials, intended use, quantity and delivery terms. For a service, retain the contract description, performance location, recipient type and any bundled goods. A bundle may need to be tested under rules for its individual elements or under a specific bundled-supply provision.

India’s GST Council publishes service schedules and rate material at GST rates for services. It also maintains the CGST notification index at CGST rate notifications. Schedule pages can contain older material and the Council warns that historical schedules are subject to vetting and change, so verify the current notification rather than copying an old index entry.
Canada’s supply-status guidance at Type of supply is the starting point for deciding whether a transaction is taxable, zero-rated or exempt.
Questions to ask about the item
- Is it a good, a service or a mixed supply?
- What is its legal description, rather than its store or advertising name?
- Does its composition, end use, customer or quantity trigger a condition?
- Is it supplied with installation, transport, maintenance or another service?
- Is it imported, exported, shipped to another location or delivered digitally?
These answers determine which schedule and notification to read. A generic “standard rate” chart cannot resolve them.

Step 3: determine the place of supply
Place-of-supply rules decide which jurisdiction’s rate applies. They can depend on delivery, the customer’s location, where a service is performed, or special rules for intangible and cross-border supplies.
Canada: delivery can control a goods transaction
In its example, the CRA says a seller in British Columbia shipping a mattress to Ontario charges Ontario’s rate. The seller’s location does not override the destination rule. Read the CRA’s current explanation at GST/HST rates and place-of-supply rules before invoicing a shipped order.
For each Canadian sale, distinguish the seller’s address from the destination or other location identified by the applicable rule. Keep the shipping address, delivery evidence and any customer-location information that supports the conclusion. A local sale and a shipment from the same store can produce different results.
India: distinguish intra-state and inter-state supplies
The National Government Services Portal explains that “for Inter-state supply, IGST Rate is applicable, whereas for intra-state supply, CGST rate and SGST/UTGST rate is applicable.” In an intra-state transaction, the tax is split into central GST (CGST) and state or union-territory GST (SGST/UTGST). An inter-state transaction uses integrated GST (IGST). This is a component structure, not proof that every state publishes a separate ordinary rate for the same item.
Use the official Check GST Rates service to begin an India lookup, then confirm the classification and notification in the GST Council material. Do not select a state page first and assume it supplies the entire answer; first establish whether the supply is intra-state or inter-state.

A location checklist
- Where is the supplier located?
- Where is the customer or recipient located?
- Where will the goods be delivered or made available?
- Where is a service performed or used?
- Is the transaction cross-border, imported, exported or digital?
- Does a special place-of-supply rule override the general rule?
Step 4: check taxable, zero-rated, exempt and special treatment
Do not use “0%,” “exempt” and “no tax” interchangeably. A zero-rated supply is within the tax system but charged at 0%; an exempt supply follows different charging and input-tax rules. The CRA lists basic groceries as zero-rated throughout Canada and provides other examples on its type-of-supply page. The exact item and conditions still need to be checked.
Taxable does not always mean one standard rate. A schedule may contain a standard, reduced or special rate, and a notification may attach conditions to that rate. Read the full entry, including notes, exclusions, quantity limits, end-use requirements and date language.
India’s schedules and notifications similarly separate rate categories and exemptions. A classification that looks close to yours may have conditions, quantity limits, end-use requirements or an effective-date amendment. Save the relevant notification with the invoice file.
When documenting the result, write the status in full: “taxable at [rate],” “zero-rated,” “exempt,” or “special treatment under [notification].” That wording is clearer than entering only “0” in a spreadsheet.

Rates are time-sensitive. The CRA rate table was modified for April 1, 2025, and Nova Scotia HST is 14% on or after that date. A transaction spanning an order, delivery and payment date may require a transitional rule, so read the authority’s effective-date language rather than applying the newest rate automatically.

Record the legally relevant date for the transaction: it might relate to supply, delivery, invoice, payment or another event under the applicable law. If those dates differ, look for a transitional rule in the amendment or notification. Never overwrite an old invoice merely because a later rate is now displayed on a website.
The GST Council’s notification index records amendments over time. The portal listing for the India rate-checking service was updated April 30, 2026, while the Petroleum Planning & Analysis Cell (PPAC) table was last updated September 25, 2026. Those update dates show why a saved screenshot or old spreadsheet is not a substitute for checking the live official page.

Canada: current examples from the CRA
The following figures are examples from CRA guidance for “other taxable supplies.” They are tied to the named Canadian jurisdiction and the applicable place-of-supply rules; they are not a global GST/VAT table.
| Canadian location or situation | Rate in the cited CRA guidance | Qualification |
|---|---|---|
| Non-participating province | 5% GST | Applies to other taxable supplies made in a non-participating province; zero-rated, exempt and special rules can change the result. |
| Ontario | 13% HST | Applies to other taxable supplies made in Ontario under the CRA place-of-supply guidance. |
| Nova Scotia | 14% HST | Applies on or after April 1, 2025, according to the CRA rate table. |
| Other participating provinces listed by the CRA | 15% HST | Confirm the live CRA table and the transaction’s place-of-supply rule before charging it. |
These percentages come from the CRA pages Which rate to charge and place-of-supply rules. A separate provincial sales tax, where applicable, may require a provincial lookup in addition to GST/HST.
Worked Canadian checks
- Mattress shipped from British Columbia to Ontario: apply the Ontario place-of-supply result from the CRA example, then check whether the specific item is taxable or has a special status.
- Basic groceries: check the CRA classification first; qualifying basic groceries are zero-rated across Canada, which is not the same as exempt.
- Sale in a non-participating province: begin with the CRA’s 5% example for other taxable supplies, then test the item and any provincial tax separately.
- Nova Scotia transaction dated before April 1, 2025: do not automatically use the later 14% figure; check the applicable historical and transitional guidance.
India: GST components, schedules and exceptions
For an intra-state supply in India, the tax presentation generally consists of CGST plus SGST or UTGST. For an inter-state supply, IGST applies. The correct component depends on the place-of-supply analysis, while the percentage depends on the product or service classification and the current notification.
A Government of India GST Council schedule includes a 15% services category in a 2017 rate schedule. That historical schedule itself warns that it is subject to vetting and may change, so the 15% figure is not current advice for every service. Verify the latest notification and any exemption or condition before using a rate.
When comparing an Indian invoice with a Canadian invoice, do not compare “IGST” with “HST” as though they were equivalent labels. First identify the total applicable tax, then identify its components, jurisdiction, classification and date. Components explain how an amount is presented; they do not by themselves establish the percentage.
Petroleum is a separate lookup
The PPAC page VAT/Sales Tax/GST Rates is a table for specified petroleum products. It shows varying state-level VAT, sales-tax or GST treatment and was last updated September 25, 2026. It is not a general-purpose checker for ordinary goods and services. Use it only when the transaction concerns one of the listed fuels or petroleum products.
A fuel table should not be copied into a general merchandise rate file. Confirm that the product appears in the PPAC table, then read the state entry and date shown there. For every other product or service, return to the relevant national schedule and notification.

Using an official tax calculator correctly
The CRA provides a GST/HST calculator that can calculate tax on a pre-tax amount or back out tax from a tax-included total. Enter the rate only after completing the classification and place-of-supply checks.
- Determine the taxable base and exclude amounts that the law treats separately.
- Select the legally applicable GST/HST rate for the transaction date.
- Enter either the pre-tax amount or the tax-included total, depending on what you need to verify.
- Compare the result with the invoice calculation and apply your accounting system’s documented rounding rule.
- Keep the calculator result as an arithmetic check, not as the legal authority for the rate.
For example, if an already confirmed taxable base is 100 and the applicable rate is 13%, the arithmetic tax is 13 and the total is 113 before any other charge. That illustration does not decide whether 13% applies; the place-of-supply and classification checks do.
The CRA warns that calculated amounts can differ by a cent or two because of rounding. A calculator estimate cannot correct a wrong classification, an incorrect destination or an expired rate. Apply rounding consistently at the documented invoice or return stage rather than rounding each component prematurely.
Common lookup failures and how to fix them
- Using a universal rate chart: replace it with the current national or subnational authority’s table and record the effective date.
- Charging the seller’s location: apply the destination or service-specific place-of-supply rule instead.
- Searching only a product nickname: identify the legal schedule description, code, composition and use.
- Treating zero-rated as exempt: read the authority’s supply-status definitions and preserve the supporting entry.
- Assuming an Indian state sets the entire GST independently: first classify the transaction as intra-state or inter-state, then apply the CGST/SGST/UTGST or IGST structure and the current rate notification.
- Applying a petroleum table to unrelated products: use PPAC only for the fuels and products it lists.
- Relying on an old schedule: check amendment and notification pages for the transaction date.
- Rounding too early: calculate at the required precision and round at the documented invoice or return stage.
- Using a calculator as the source of law: use it only after the official rate and status are established.
- Ignoring a second subnational tax: check whether the national source directs you to a separate provincial or state revenue authority.
A practical worksheet for each transaction
Before issuing an invoice, complete these fields:
- Country and state, province, territory or union territory.
- Supplier location and customer or recipient location.
- Delivery, performance, consumption or digital-access location.
- Transaction, invoice, delivery and payment dates.
- Plain-language description and legal classification.
- Tax status and any special condition.
- Applicable tax component or combined tax rate.
- Official schedule, notification or rate-table link.
- Taxable base, arithmetic and rounding method.
If a field is unknown, pause the lookup rather than selecting a default percentage. This is particularly important for shipped goods, bundled services, cross-border transactions and supplies affected by a rate amendment.
A record you can defend later
For each rate decision, retain a short file containing:
- country and state, province, territory or union territory;
- customer, delivery or consumption location used for place-of-supply purposes;
- plain-language description and legal classification of the good or service;
- tax status: taxable, zero-rated, exempt or special regime;
- official URL, notification or schedule and the date you accessed it;
- effective date and any transitional condition;
- pre-tax base, rate, tax components and rounding method; and
- the invoice or calculator output used to verify the arithmetic.
Save the actual notification or a stable official reference when possible, not only a search result. Note why a similar-looking classification was rejected and identify any assumptions about destination or customer status. This evidence lets another person reproduce the decision without guessing which version of a rate table was used.
Frequently asked questions
Can I find the rate from my state name alone?
No. You also need the country, place of supply, exact good or service, tax status and transaction date. “State” has different meanings in different tax systems.
Does the seller’s state determine GST or VAT?
Not necessarily. Canada’s CRA example uses the Ontario rate when a British Columbia seller ships a mattress to Ontario. Follow the destination or service-specific rule in the applicable authority’s guidance.
Is a zero-rated supply the same as an exempt supply?
No. Zero-rated means the supply is taxed at 0% within the tax system; exempt treatment follows different charging and input-tax rules. Check the authority’s definitions and conditions.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsIn India, does each state set an ordinary GST rate independently?
Do not assume that. The official portal distinguishes intra-state CGST plus SGST/UTGST from inter-state IGST. The percentage still depends on the national classification schedule and current notification.

Can I use a calculator to decide the rate?
No. An official calculator performs arithmetic after you know the rate and taxable base. The CRA notes that rounding can produce a difference of a cent or two, and a calculator cannot fix a wrong classification or destination.
Where should I check fuel or petroleum taxes in India?
Use the PPAC VAT/Sales Tax/GST Rates table for the specified petroleum products it lists. It shows state-level variation and is not a general checker for all goods and services.
What if the rate changed between order and delivery?
Identify the legally relevant date and read the amendment’s effective-date and transitional language. Do not automatically apply the newest rate shown on a live webpage.
Should I keep evidence of the lookup?
Yes. Keep the jurisdiction, location, classification, tax status, official link or notification, access date, effective date, calculation and rounding method with the transaction record.
Bottom line
To check GST or VAT in “your state,” never start with a percentage. Start with jurisdiction, supply classification and place of supply; then verify taxable status, the live legal notification and its effective date. Canada’s 5%, 13%, 14% and 15% examples and India’s CGST/SGST/UTGST-versus-IGST structure demonstrate how location and classification change the answer. Official calculators are useful for the final arithmetic, but the authority’s current schedule and notification determine what you should charge.
Frequently Asked Questions
What information do I need before checking a GST or VAT rate?
Identify the country, state or territory, supplier and customer locations, delivery or performance location, exact good or service, tax status and transaction date. Those details determine which official schedule and place-of-supply rule apply.
Can I apply the rate where my business is located?
Only if the applicable place-of-supply rule leads to that result. For example, CRA guidance applies Ontario’s rate to a mattress shipped there from British Columbia.
What is the difference between CGST, SGST/UTGST and IGST?
India’s official portal describes CGST plus SGST/UTGST for intra-state supplies and IGST for inter-state supplies. These are tax components; the applicable percentage still depends on classification and current notification.
Are Canada’s 5%, 13%, 14% and 15% rates universal?
No. They are CRA examples tied to named Canadian locations and taxable supplies. A different product status, place of supply, provincial tax or transaction date can change the result.
Can an official calculator replace a rate table?
No. Use it for arithmetic after confirming classification, place of supply, status and effective date. Calculator output is an estimate and may differ slightly because of rounding.
How do I check a petroleum product in India?
Use PPAC’s VAT/Sales Tax/GST Rates table for the listed fuels and petroleum products. Do not use that specialized table as a general-purpose goods or services lookup.
