Pakistan’s Prime Minister’s Fuel Relief Scheme is aimed at non-commercial users of motorcycles, rickshaws and other three-wheelers, and cars with engines up to 800cc. The Economic Coordination Committee (ECC) approval also limits relief to one vehicle per user or owner. Eligibility is checked and registration is completed by SMS: send REG, your CNIC number, vehicle number plate, the first letter of the registration province and the vehicle registration date to 9771. After registration, request a separate fuel token by sending TOK to the same short code before visiting a petrol station.
Benefit quantities changed between the September 14 approval and the September 19 implementation update, so treat the latest government instructions as controlling. The steps below explain what is established, what remains unclear, and how to avoid rejected registrations or wasted trips.

Who can qualify for the fuel subsidy?
The scheme is not a general discount for every vehicle. The eligibility categories described in the ECC approval and subsequent implementation reporting are:

- Motorcycles.
- Rickshaws and other three-wheelers, including Qingqi and auto-rickshaws mentioned in implementation reporting.
- Cars and other vehicles with engine capacity up to 800cc.
The September 14 ECC approval specified non-commercial users only. It also described relief for one vehicle per user or owner. A commercial vehicle, a vehicle outside the stated engine-capacity limit, or an additional vehicle associated with the same user or owner should not be assumed to qualify.

Radio Pakistan’s September 19 implementation report said the program had begun to include motorcycles and rickshaws that were 20 years old. That is a dated implementation statement, not a blanket promise that every old vehicle will pass every database check. Your registration record still needs to match the information submitted by SMS.
Eligibility checklist before you register
Prepare the following information from your official vehicle and identity records:
- Confirm that the vehicle is a motorcycle, rickshaw/three-wheeler, or a vehicle of no more than 800cc.
- Confirm that you are applying as a non-commercial user.
- Check that the vehicle number plate is written exactly as it appears on the registration record.
- Identify the first letter of the province in which the vehicle is registered.
- Locate the vehicle’s registration date. Use the date shown in the official record; the published instructions do not prescribe a universal date-format example.
- Have the applicant’s CNIC number available without typographical errors.
The one-vehicle limit means you should not send multiple registrations for vehicles that exceed the stated allowance. The official material does not explain how jointly owned vehicles, leased vehicles or vehicles registered to another family member are treated. Do not infer approval or rejection for those cases from the one-vehicle wording.
How to register by SMS to 9771
Registration and fuel redemption are two different actions. First create the application by sending a registration SMS. Use the format published by Radio Pakistan on September 14:
REG [CNIC number] [vehicle number plate] [first letter of registration province] [vehicle registration date]
Replace each bracketed item with your own details, keeping a space between fields. The word REG must be included at the beginning. Send the message to 9771, the short code identified in the government instructions.
Example of the layout, not a message to copy
REG <your-CNIC> <your-plate> <province-letter> <registration-date>
Do not send this illustrative line literally. Enter the actual values from your records, and do not add explanatory words, punctuation or extra fields unless a current government instruction tells you to do so.

Government announcements said the registration SMS would be free. Your mobile operator may still apply ordinary account, tax or service conditions unrelated to the scheme; check the message result and your operator’s policy if a charge appears.

What should happen after registration?
A successful submission should produce a response or status message from the service. Keep the response, because you may need it when requesting a token or asking a facilitation desk to investigate. If the service rejects the message, first compare every field with the registration record rather than repeatedly sending altered versions.
How to obtain and use the fuel subsidy token
After registering, request a token separately by sending:

Send it to 9771 before you travel to a petrol station. The official instructions say the station provides subsidized fuel after you show the token number. Save the reply on your phone; a screenshot can help if mobile coverage is weak at the station, although the station may require the live message or another verification method under its current operating instructions.

What benefit amount applies?
Government reporting described two different schedules within the first week of implementation. They should be read as dated versions, not merged into one permanent entitlement.

The September 19 report also said implementation had begun to cover 20-year-old motorcycles and rickshaws. Because the published figures changed so quickly, do not calculate a monthly entitlement by combining the September 14 and September 19 descriptions. Check the newest official message, station notice or government announcement before you set out.
How to read the two schedules
The figures are not interchangeable. Under the September 14 approval description, a two- or three-wheeler’s Rs. 500 weekly relief was linked to five litres at a stated Rs. 100 per litre. The same announcement described Rs. 1,000 for ten days for a vehicle up to 800cc, using a monthly reference of 30 litres at Rs. 100 per litre. The September 19 operational account instead described a fixed Rs. 500 discount against one weekly token for qualifying motorcycles and rickshaws that need less than five litres per refill, with a maximum of one token weekly and four tokens monthly. For vehicles up to 800cc, it described Rs. 100 per litre on up to ten litres every ten days.

That means a token’s timing and the litres or rupee value attached to it matter as much as the vehicle class. Do not assume that four weekly tokens automatically equal the earlier monthly litre figure, or that a ten-day token can be used on a weekly cycle. Ask the station to explain the currently active limit if the SMS response and a prior announcement differ.

How to check eligibility online in Gilgit-Baltistan
The Gilgit-Baltistan Excise and Taxation Department provides a “PM Fuel Relief Programme / Check Your Eligibility” link on its official site. Its page says the checker compares information with GB Excise records and displays vehicle and subsidy details without showing the owner’s personal information.
This is a regional checker, not an established nationwide database. If your vehicle is registered outside Gilgit-Baltistan, do not assume that the GB page can validate it. Use the SMS process and the relevant provincial or federal facilitation channel instead.
Can you apply for a vehicle registered in someone else’s name?
The reviewed government instructions do not directly answer this question. They state the one-vehicle-per-user/owner restriction but do not explain whether an applicant may register a vehicle owned by a spouse, parent, employer or another person, nor how authorization would be verified.
Because the outcome is not established, do not present another person’s vehicle as eligible or ineligible based solely on an informal interpretation. Ask a government facilitation desk or the official support channel before sending identity and vehicle details. Keep any response and the vehicle’s ownership documents in case a record mismatch must be investigated.
What to do before travelling to a petrol station
- Wait until the
REGsubmission has produced a successful status or confirmation. - Send
TOKto 9771 while you still have reliable mobile service. - Read the token reply carefully for any category, quantity or timing information.
- Keep the registration response, token message and CNIC available, but do not publish them online.
- Confirm that the station is operating the scheme on that date. The October 1 government review said all petrol pumps were facilitating citizens at that point, but station participation is a dated implementation statement.
- Ask for a receipt or other transaction confirmation if the station’s current process provides one.
Plan the visit around the applicable cycle. A motorcycle or rickshaw token described as weekly should not be treated as an unlimited same-day discount, and the reported four-token monthly ceiling is separate from the ten-day schedule described for vehicles up to 800cc.
What to do if registration fails
“Invalid format” or no response
- Check that the destination is 9771, not a normal telephone number or an unverified short code.
- Begin with
REGand use one space between the four required fields. - Remove extra punctuation, labels and line breaks.
- Compare the CNIC, plate, province letter and registration date with the official record.
- Wait for the service response before sending another attempt.
Vehicle details do not match
A plate transcription error, a changed plate, an incorrect province letter or a date copied from a tax receipt rather than the registration record can cause a mismatch. Correct the source information first. The reviewed announcements do not publish a separate online correction form or a standard procedure for amending a rejected record, so contact an official facilitation point rather than guessing at alternate values.
No token after registration
Registration does not automatically issue fuel. Send TOK to 9771 only after the registration step has produced a successful status. If the token request fails, retain both messages and ask the support desk to check the application. Do not pay an intermediary who claims to create a token outside the official SMS process.
Station cannot redeem the token
Show the token number and the registration response. Ask the station to verify the token under the current scheme procedure. Participation can change by district and date; the October 1 government review said all petrol pumps were facilitating citizens at that point, but that statement should not be treated as a permanent guarantee. If the station still cannot process the transaction, record its location and time and use an official facilitation channel.

Protect your CNIC and vehicle information
The registration message contains sensitive identity and vehicle data. Send it only to the short code stated in current government instructions. Ignore websites, social-media accounts or callers asking you to forward the same information to a different number. Government reporting did not authorize agents to collect a fee for registration. Keep the confirmation message private, and avoid posting your CNIC or token publicly in screenshots.
Where to get help
Government announcements on September 15 and 16 described facilitation desks for citizens and petrol-station owners. An October 1 update reported that a round-the-clock call centre had been established. The reviewed announcements do not provide a call-centre telephone number, so obtain the current number from an official government notice rather than relying on an unverified listing.
When asking for help, provide the SMS timestamps, the exact error text, the vehicle registration province and the station district. Do not disclose more personal information than the official representative requests.
How the program was progressing in October 2026
A Government of Pakistan review reported by Radio Pakistan on October 1, 2026, recorded more than 8.4 million registrations and more than 7.5 million beneficiaries. It also reported 12.2 million tokens issued, of which 10.3 million were used, with implementation in 129 districts.
These are government-reported operational figures for that review date, not independently audited statistics. They indicate the scale of rollout but do not establish that the same coverage, token balance or station participation will apply after October 1.

What is still not specified publicly
The reviewed official material does not settle several practical questions: whether a vehicle registered to another person can be claimed, how ownership or database mismatches are corrected, whether every station participates in every district at all times, the exact token-expiry period, or the current call-centre number. Treat these as questions for the official support channel, not as gaps to fill with assumptions.
The safest interpretation is therefore procedural: apply only for the listed vehicle classes and non-commercial use, submit the exact record details to 9771, request a token separately, and verify the current benefit schedule immediately before purchasing fuel.

Can I register a vehicle that is not in my name?
The government announcements reviewed do not answer this directly. Is the registration SMS free?

What if my SMS is rejected or the station refuses the token?
Verify the destination, spelling of REG, spacing, CNIC, plate, province initial and registration date. Do not invent alternate values. Keep both SMS responses and take them to a facilitation desk or official support channel. At a station, show the token and registration response; participation and operating procedures can change by date and district.
Is there a national online eligibility checker?
The official page identified for online checking is the Gilgit-Baltistan Excise and Taxation Department’s checker. It says it uses GB Excise records and displays vehicle and subsidy details without owner personal information. The available official material does not establish that it checks vehicles registered elsewhere, so use the 9771 SMS process outside GB.
