Do not treat a government’s AI-savings headline as proof that its budget fell. First identify whether the figure is a forecast, target, productivity estimate, cost avoidance, pilot result or realized cash reduction. Then test the baseline, counterfactual, calculation, full costs and independent evidence of what actually changed.
The most important distinction is between capacity and cash. An AI tool can help staff complete work faster without reducing payroll, contracts or other expenditure. A defensible saving claim must show a spending change attributable to the intervention, net of relevant costs, while service quality and public-risk measures remain acceptable.
What counts as an AI saving?
Government announcements use “savings,” “efficiency,” “productivity,” “avoided cost” and “cashable savings” interchangeably, but they describe different evidence. Apply the accounting definitions used in the relevant jurisdiction and preserve the agency’s original wording before translating it into a clearer category.

The UK Digital and Data Benefits Framework explains that salary data can value time saved as a productivity gain or possible cost saving. A direct budget reduction requires a real change in spending, such as fewer paid hours, a reduced contract, or a service redesign that lowers expenditure. A full-time-equivalent reduction is an extreme case, such as closing a call centre after deploying a chatbot; it is not the default result of faster work.

Step 1: Turn the headline into a testable claim
Record the claim before interpreting it. Save the exact wording and identify:
- the person, department or organization making it;
- the amount, currency and whether it is annual, cumulative or one-time;
- the country, agency, program and affected population;
- the start and end dates;
- whether the number is a target, estimate, reported result or audited outcome; and
- the stated action: contract termination, reduced hiring, fewer overtime hours, lower transaction cost, fraud reduction or something else.
Do not silently change “expected annual efficiency” into “cash saved this year.” If the claim does not identify a period, baseline or affected activity, mark those omissions immediately; they are necessary to test the number.
Step 2: Classify the evidence stage
Potential and forecast figures
Potential estimates are useful for deciding where to investigate. They often multiply a theoretical share of tasks by a salary or unit-cost baseline. A forecast adds a delivery assumption and a future date. Neither is an observed financial outcome.

A pilot can establish that a defined group completed a task faster under defined conditions. It does not establish that the agency eliminated posts, reduced overtime or cancelled a purchase. Ask whether the trial measured quality, rework and staff workload as well as minutes saved.
Realized savings
Use “realized” only when the underlying record shows an actual reduction in expenditure or budget authority, the intervention caused it, and relevant implementation, transition and operating costs have been deducted or reported separately. An auditor’s verification is stronger than an agency’s untested assertion, but it still needs a clear scope and period.
Step 3: Reconstruct the arithmetic
Request the calculation workbook, methodology note or data table. You should be able to identify every input and distinguish observed values from assumptions.

- Find the baseline. Establish the spending, staff time, transaction volume or error cost before the intervention. State whether it is actual expenditure, an approved budget, a forecast or a broader economic estimate.
- Define the denominator. Record the number of employees, contracts, transactions, cases or services included. A claim about one program cannot be generalized to an entire department without a stated scaling method.
- Identify affected tasks. The UK framework recommends identifying roles and tasks, estimating time spent with time-use surveys, departmental surveys or stated approximations, and then applying salary data to value the time.
- Check adoption and coverage. Ask what share of staff used the system, which tasks were augmented rather than automated, and how many cases were excluded.
- Inspect unit values. Verify salary bands, benefit loads, vendor rates, service prices and the date of each value. A gross salary is not automatically the marginal cash cost of a post.
- Separate observation from extrapolation. Label results measured in a pilot separately from multipliers applied to a larger population or longer period.
- Recalculate the total. Test rounding, percentage assumptions, overlapping categories and any conversion between annual and cumulative amounts.
Look specifically for double counting. The same staff hour might appear as a productivity gain, a lower service cost and a staffing reduction. A contract reduction and a lower transaction volume may also describe one change rather than two savings.
Step 4: Test the counterfactual and attribution
A saving claim needs an answer to: What would have happened without the AI system? Compare the claimed outcome with a credible baseline, a similar untreated service or a documented decision made after deployment.
- Was the contract already scheduled to expire?
- Were posts already frozen or vacant?
- Did the agency actually reduce obligations, funding or scope?
- Did another program absorb the work or cost?
- Was the change caused by AI, or by a separate policy, staffing or procurement decision?
Verify the legal and financial record rather than relying on a label in a dashboard. For a contract, inspect termination documents, obligated amounts, remaining options, closeout payments and any replacement purchase. For a grant, check whether funding was cancelled, merely announced for review, or already in the process of ending. For a lease, confirm the termination date and continuing occupancy costs.
Step 5: Calculate net value, not just gross value
Subtract or disclose costs needed to produce and sustain the result. Depending on the project, the boundary can include:
- software acquisition, licenses and usage charges;
- data preparation, integration and cybersecurity work;
- model evaluation, human review and quality assurance;
- training, change management and temporary double-running;
- monitoring, governance, legal compliance and accessibility work;
- maintenance, vendor management and future upgrades; and
- contract termination, grant closeout, lease exit or transition costs.
State whether the reported figure is gross or net. A department may report a lower vendor invoice while incurring larger internal staffing and integration costs. Conversely, a cost avoidance estimate may be legitimate but must not be presented as a reduction to an existing budget.

Financial performance is only one dimension of a public-sector AI project. Compare before-and-after results, and where possible use a credible comparison group. Check measures linked to the original service goal:

- accuracy, error, appeal and rework rates;
- completion time, backlog and missed deadlines;
- user satisfaction, accessibility and successful completion;
- fairness across affected groups;
- privacy, security and legal-compliance incidents; and
- staff workload, turnover and the amount of human review required.
The U.S. Government Accountability Office’s Artificial Intelligence: An Accountability Framework for Federal Agencies and Other Entities organizes oversight around governance, data, performance and monitoring. OECD guidance published in 2025 recommends tracking full project costs and before-and-after indicators for savings, efficiency, effectiveness, error reduction and compliance. A lower nominal cost accompanied by more errors or inaccessible service is not an unqualified success.
What the U.S. Wall of Receipts example shows
The U.S. Government Accountability Office reviewed contract, grant and lease claims covering January 20, 2025 through July 7, 2026. On July 7, the Wall of Receipts displayed $110.34 billion across 29,591 contracts, grants and leases. That is a reported total, not an audit-verified amount of realized savings.
GAO found that the stated methodology was not used for most contract savings, that the method could not be verified for 96% of reported grant savings, and that the site did not explain its lease calculations. The lease entries added to $53.5 million, while the category total displayed $113 million. Those discrepancies make the underlying records more important than the headline total.

Of 264 listed leases, 108—about $15.3 million of the $53.5 million in listed lease savings—were already in the process of termination. A claim cannot credit an AI or management initiative for an action that was already underway without showing what additional change it caused.
GAO also examined a claimed $1.7 billion saving on a Department of Defense information-technology services contract. The contract was not terminated, reduced in scope, reduced in value or reduced in funding, so GAO concluded that no saving was achieved in that case. This is the basic “did spending change?” test in practice.
The report also noted that listed figures did not account for contract-termination, grant-closeout and lease-termination costs. GAO wrote:

£6.3 billion in potential annual savings
The Government Digital Service’s 2026 Digital and Data Benefits Framework reports GDS analysis estimating £6.3 billion in potential annual savings: £1.1 billion in potential cost reductions and £5.2 billion in productivity gains. The analysis used an LLM to examine 200,000 Civil Service job descriptions, identify more than 1.5 million tasks and score possible augmentation or automation.
Those figures are modeled potential, not a record of cash savings achieved. Keep the £1.1 billion potential cost-reduction component separate from the £5.2 billion productivity component. Task exposure can identify opportunities, but it does not show adoption, implementation cost, service performance or a reduction in payroll and other spending.
Copilot trial time savings
The same framework reports that 20,000 civil servants in a Copilot trial saved an average of 26 minutes per day. It equates that result to nearly two working weeks per person per year. The observation is meaningful for that trial cohort and period, but it remains time saved unless the government shows how the capacity changed staffing, overtime, purchased services or another budget line.
Almost £14 billion in expected efficiency gains
A UK parliamentary answer (UIN 113615) answered on March 2, 2026 described almost £14 billion in annual efficiency gains expected by 2028–29. It said digital would contribute a substantial portion and identified Home Office gains of £533 million per year and Ministry of Justice targets of £356 million per year by that date.

Keep this figure distinct from an AI-only saving. The answer describes broader future expectations and a planned tracking approach through delivery plans and productivity information; it does not isolate a fully realized, audited AI cash outcome.
£45 billion from full digitisation
A UK Central Digital and Data Office methodology note submitted to Parliament in 2025 estimated £45 billion per year from full digitisation of public services. Its components use different methods:

The £45 billion figure is therefore a potential estimate, not a measured annual outcome or wholly AI saving. When reviewing it, test each lever separately rather than accepting the combined total as one demonstrated effect.
A practical worksheet for checking any claim

How to write a defensible conclusion
Match the verb to the evidence. Use “the agency estimates” for a model, “the government targets” for a planned outcome, “the pilot reported” for a bounded trial, and “the audit verified” only when an audit supports the specific result.
A complete conclusion states the date, scope, financial meaning and uncertainty. For example: “The department estimates £X in potential annual productivity gains from the modeled tasks. Public records reviewed here do not show a corresponding reduction in expenditure, and implementation costs and service outcomes are not fully reported.” If the baseline, method or source data are unavailable, say that the claim cannot be independently verified from public evidence.
Do not rank countries or departments by headline totals unless their definitions, periods, baselines and cost boundaries are comparable. Public studies of AI feasibility and costs remain limited, and OECD notes that many impact assessments are anecdotal. The reliable unit of comparison is the documented claim with its accounting trail, not the largest number in a press release.
