Godlike.Host offers hosted Unturned servers with its own game panel, SFTP access and free DDoS protection, if you would rather not host it yourself.
To start an Unturned server on Kuwait, stop the server, edit the active instance’s Commands.dat so it contains Map Kuwait, add Kuwait’s Workshop file ID 2483365750 to the File_IDs array in WorkshopDownloadConfig.json, save both files, and perform a complete restart. If the map is not set or the wrong server folder is edited, Unturned normally starts on PEI.
What actually changes the map
Unturned uses two separate settings for a Workshop map. The Map command tells the server which map to load at startup. The Workshop configuration tells the server which Workshop content it must download or update before that map can run. Both settings are required for Kuwait.
In the server’s Commands.dat, the line must be exactly:

{ "File_IDs": [2483365750] }Smartly Dressed Games stated the same requirement in its 2022 developer instruction: “To host a server running the map add its workshop file ID (2483365750) to the File_IDs list in WorkshopDownloadConfig.json, and set the map to Kuwait in Commands.dat.” The map command is read during startup; it is not a substitute for downloading the Workshop files.
Before editing: identify the correct server instance
Do not begin by searching the entire installation for a file named Commands.dat. A dedicated installation can contain several server instances, and each instance has its own configuration and save-data directory. The folder name is the server’s ServerID.

Find the ServerID
The ServerID is the value supplied after the launch argument +InternetServer/ or +LanServer/. For example, a launch entry using +InternetServer/Survival01 uses the Survival01 directory. If your startup command uses a different name, use that exact name when locating the files.
In a standard Unturned Dedicated Server installation, navigate to:
Servers/ServerID/That directory contains the instance-specific Commands.dat and WorkshopDownloadConfig.json. If you have more than one server, changing a file under another ServerID will have no effect on the instance your players join.
Stop the process first
Stop the server completely before changing either file. A running process may already have read its startup commands, and a panel can overwrite unsaved edits during a restart. Use the panel’s stop control or stop the dedicated-server process, then wait until the console and process indicate that it has shut down.

Make a small backup
Copy the current Commands.dat and WorkshopDownloadConfig.json to a safe location before editing. This gives you a quick rollback if the JSON becomes invalid or if you need to restore the previous map. The backup should preserve the original filenames and contents; do not place a second copy in the active directory with a name that the server could mistake for the live configuration.
Change the map on a self-hosted dedicated server
1. Open the active Commands.dat
With the server stopped, open Servers/ServerID/Commands.dat in a plain-text editor. Use the file belonging to the ServerID from your launch command, not a template elsewhere in the game installation.
Look for an existing line beginning with Map. Replace that map line with one line containing:
Map KuwaitIf no map line exists, add the line as its own command. Keep the spelling and capitalization shown above. Do not add brackets, quotation marks, a colon, or punctuation. The command is a startup instruction, so it should not be embedded in a JSON object or placed inside a comment.
2. Add Kuwait to WorkshopDownloadConfig.json
Open Servers/ServerID/WorkshopDownloadConfig.json. Find the File_IDs array. Add the number 2483365750 as an array value. If the array already contains other Workshop IDs, preserve them and separate values with commas.
For a configuration with no other IDs, this compact form is valid:

Preserve any additional properties that your existing file contains. JSON is sensitive to syntax: use double quotes around property names, square brackets around the list, commas between values, and no trailing comma after the final value.

Confirm that the editor did not append a second extension such as .txt. The files must remain named Commands.dat and WorkshopDownloadConfig.json. Saving a file as Commands.dat.txt, or editing a similarly named copy in another folder, leaves the active configuration unchanged.
4. Start and allow Workshop processing to finish
Start the same server instance you stopped. During startup, allow the Workshop download or update step to complete before trying to join. If the server is stopped while that step is still running, Kuwait’s files may be incomplete and the map can be unavailable even though both configuration lines are correct.
5. Verify the result
Read the startup console and check that the server proceeds past Workshop processing and loads Kuwait rather than PEI. Then connect with a test client. A successful connection confirms both that the content is available and that the server is listening through its normal networking configuration.
Using a third-party hosting panel
Panels use different labels and layouts, but they still have to produce the same two settings. Look for a file manager, an advanced configuration editor, or a startup-command field for the specific server instance. Select the instance associated with the ServerID players use; do not edit a global template unless the panel explicitly says that it writes to that instance.

File-manager workflow
- Use the panel’s stop control and wait for the server to show a stopped state.
- Open the file manager for the server instance and browse to its ServerID directory.
- Edit
Commands.datand add or replace the map command withMap Kuwait. - Edit
WorkshopDownloadConfig.jsonand place2483365750inFile_IDs. - Save each file, close the editor, and reopen it if necessary to confirm the saved content.
- Start the server and wait for Workshop processing to finish before joining.
Startup-configuration workflow
Some panels expose startup commands instead of the underlying file. In that case, add the equivalent Map Kuwait command through the panel’s documented startup settings, then use the panel’s Workshop or mod-download area to add Kuwait’s file ID. The labels are not standardized, so verify that the panel writes to the same server instance and that the resulting configuration contains the two required values.
When the panel regenerates files
If your manual change disappears after a restart, the panel may regenerate configuration from a template or startup profile. Save the map and Workshop values in the panel’s persistent configuration area rather than only in a temporary file editor. If the panel has separate fields for “map,” “workshop items,” and “commands,” use the field that controls the server instance at launch. A visible setting that is not persisted will not change the next startup.
Troubleshooting a server that does not load Kuwait
The server still starts on PEI
PEI is the documented default when no map is set. Check the problem in this order:

- Confirm that the launch command’s ServerID matches the directory you edited.
- Stop the process fully and start it again; do not rely on a live reload.
- If a control panel is used, check its persistent startup configuration for a conflicting map value.
If the server launches successfully but remains on PEI, the most likely explanation is an inactive file or a configuration value that the panel overwrote before startup.
Kuwait is unavailable or files are missing
Open WorkshopDownloadConfig.json in the active ServerID directory and confirm that the Kuwait value is present in File_IDs. Then restart and let the Workshop update or download stage finish completely. A map command alone cannot provide the map’s Workshop content.
If the file contains several IDs, inspect the JSON structure rather than deleting unrelated entries. A missing comma, an extra comma, or an unmatched bracket can prevent the server from reading the array. Restore the backup if necessary, then add Kuwait to a syntactically valid list.

The map name is rejected
Use the documented map name exactly as Kuwait. The command should contain only the command name and map name, separated by a space. Remove decorative punctuation, brackets, and quotes. Keep the line in Commands.dat, not in the JSON file.
Players cannot connect after the change
First verify that the server completed the Kuwait Workshop download and reached a running state. A client cannot reliably join while required server content is still being obtained. Next, check the host’s normal Internet-server networking configuration. The Unturned hosting guide notes that public Internet servers require port forwarding; changing the map does not remove that requirement. If the server was reachable before the map change, compare the current startup and network settings with the known-working configuration instead of changing unrelated ports.
The panel reports a successful start but the old map remains
A green or running status only confirms that the process started. Open the panel’s live console or configuration preview and inspect the actual startup data. If it shows a different map, update the persistent panel setting. If it shows Kuwait but the console loads PEI, the panel may be launching a different ServerID than the one whose files you edited.
The server stops during startup
Check the JSON before changing the map command again. The most common configuration mistake in this procedure is malformed JSON in the File_IDs array. Compare the file with the compact valid example, restore the backup if needed, and then add the Kuwait ID without changing unrelated properties. Start only after the file can be read as valid JSON by the panel or server configuration editor.
Changing away from Kuwait later
To return to another map, stop the server and replace the Kuwait map line in Commands.dat with the documented name of the destination map. Keep Kuwait’s Workshop ID in File_IDs if the server may use Kuwait again or if other configuration requires it; remove it only when you no longer want the server to download that Workshop item. Save the files and perform a full restart so the new startup map is read.

If you remove every map command, Unturned falls back to PEI. That behavior can be useful as a deliberate fallback, but it is not a Kuwait configuration.
Self-hosting or managed hosting: what to check
The technical requirement is identical in both environments, but the place where you make the change differs. Use the following comparison when deciding how to operate the server.

For this map change, the decisive question is not the marketing label of the host. It is whether you can persist the map command, add the Workshop ID to the correct server instance, restart it, and observe a completed download before players connect.
