To audit an AI Overview ad placement, run the exact query in a documented browser session, preserve the complete result page, and record whether the overview and each paid ad appeared above, inside, or below it. Repeat the run across the required country, language, device, sign-in, and consent conditions, then corroborate the visible advertiser in Google’s Ads Transparency Center. This is necessary because AI Overviews are conditional and Google Ads does not provide segmented reporting for ads shown inside them.
The procedure below gives you an evidence-ready workflow, a run-log design, classification rules, recovery steps, and an API alternative for repeatable captures.
What an AI Overview ad-placement audit must prove
A useful audit establishes five separate facts for every run:
- Whether an AI Overview appeared for the exact query and controlled context.
- Whether a paid ad appeared above, inside, or below the overview.
- Which advertiser, format, label, headline, destination, and transparency disclosures were visible.
- Whether the observation reproduces across market, language, device, sign-in, and consent conditions.
- How the live capture compares with campaign and conversion data without treating reporting gaps as proof that an ad was absent.
Keep those questions separate. A screenshot showing an overview does not, by itself, prove that an ad was embedded in it; an advertiser match in the Ads Transparency Center does not prove that the creative was served to your test impression.

Why Google Ads reports cannot answer the placement question alone
Eligibility is broader than reporting
Google Ads Help states: “Ads are eligible to be shown above, below or within AI Overviews on search, allowing advertisers to reach customers in new moments of exploration on search.” It also says that “Ads serve following the existing auction ranking system and signals.” Existing Text and Shopping ads from Search, Shopping, and Performance Max campaigns are eligible to show within AI Overviews, with both the user query and the overview content considered when ads are served.
Google currently does not offer segmented reporting for ads shown within AI Overviews. Therefore, a campaign report without an AI Overview segment cannot establish that an ad was not shown in an overview. Treat the live capture as the placement evidence and campaign data as a separate performance record.
Overview triggering is conditional
AI Overviews do not appear for every query. Google Search Central says the feature appears when its systems determine that it adds value to classic Search. An absent overview is therefore an observation for that query and context, not evidence that the feature is unavailable generally. Your sampling plan should specify how many repeats are required before you call a cell reproducible.

Search Console uses a broad Web category
Search Console includes traffic from AI features in the Performance report’s Web search type. That report can help you compare organic traffic trends, but it does not identify a paid ad’s above, inside, or below placement.
Know where in-Overview ads are available
Google documents different availability for ads around an overview and ads embedded within it:

Record the market and language for every run. A test in a country outside the documented in-Overview list can still show an ad above or below an overview, but it should not be described as a test of embedded placement.

- UTC timestamp.
- Exact query text, including punctuation and capitalization if those are part of the test.
- Country or market and interface language.
- Device class, browser version, viewport dimensions, and device pixel ratio.
- Signed-in or anonymous state.
- SafeSearch setting.
- Cookie and consent state.
A clean profile reduces carry-over from previous searches, personalization, extensions, and stored consent choices. If your audit requires a real-user state, keep that state and document it instead of silently mixing it with anonymous runs.
2. Define the sampling cells before searching
Create one planned cell for each required combination of market, language, device, sign-in state, and consent state. Add query class if you are comparing brand, category, and informational searches. Assign a stable run ID before loading the page so a failed or empty run is still recorded.
3. Run the exact query and wait
Load the search page, submit the exact query, and wait until the page has finished loading. Record one of three overview states: appeared and expanded, appeared but collapsed, or absent. Do not expand a collapsed overview without recording its initial state; the expansion itself changes what is visible and may alter the page height.
Eight-step capture protocol
- Open the planned session. Confirm the profile, market, language, device, viewport, sign-in state, SafeSearch, and consent state against the run sheet.
- Submit the exact query. Save the original result-page URL, including its query parameters, in the run record.
- Wait for completion. Allow the page and the overview, if present, to finish loading. Record whether the overview is expanded, collapsed, or absent.
- Capture the full page at native viewport size. Preserve the top of the page, the complete AI Overview, every visible “Sponsored” or other ad label, ads above, inside, or below the overview, and enough surrounding results to establish order. Save a PNG or PDF and retain the original URL.
- Transcribe each visible ad. Record advertiser name, ad label, format, headline, description, sitelinks or product details, destination domain, and relative position.
- Open the ad information control. Use the ad’s three-dot menu or information icon and capture “About this advertiser,” “Why this ad,” and any “How this ad was made” disclosure. If a panel is unavailable, log that fact rather than inferring a reason.
- Corroborate the advertiser. Search the advertiser name or website in the Ads Transparency Center. Record the platform filter, active-creative result, advertiser identity, and any date context.
- Repeat the planned cells. Run the same protocol for the required countries, languages, mobile and desktop states, and signed-in and anonymous states. Keep one row per run with the stable run ID and, where required by your evidence policy, a hash or immutable filename.
Classify the observed placement consistently
Use the relationship between the ad container and the overview, not visual proximity alone:

Keep organic links and citations separate from paid placements. Google says advertisers cannot buy better placement in organic search results, and Google Search Central treats AI Overview links as Search feature links. An AI Overview citation is not a paid placement merely because it appears near an ad.
Record the evidence so another auditor can reproduce it
For each run, store the run ID, UTC time, query, original URL, market, language, device and viewport, browser version, sign-in and SafeSearch state, consent state, overview state, placement classification, ad transcription, disclosure-panel results, Ads Transparency Center results, and the filename or hash of the capture. Preserve the unedited original alongside any cropped or annotated copy.
When comparing runs, use the same axes every time:
- Placement relationship: above, inside, or below.
- Device and viewport.
- Market and language.
- Query class.
- Ad format.
- Advertiser identity.
- Reproducibility rate across planned repeats.
- Transparency-panel availability.
- Whether the observation can be corroborated in the Ads Transparency Center.
If your organization requires chain-of-custody controls, define them in the methodology: who initiated the run, where originals are stored, which hashes are calculated, who can annotate copies, and how corrections are logged. Google does not provide a universal evidence-retention or chain-of-custody standard for this audit.

Use the Ads Transparency Center as corroboration
Search the advertiser or destination website in the Ads Transparency Center after the live capture. Record the platform filter, active-creative result, advertiser identity, and date context. The platform filter excludes ads shown before September 4, 2023, so an older creative may not appear even when your screenshot is genuine. A matching active creative supports advertiser identity and creative context; it does not establish the exact impression, query, market, or position shown in your capture.
Compare live evidence with campaign and conversion data
Join the run log to the campaign and conversion records using the run date, market, device, query class, advertiser, and destination domain. Keep two conclusions distinct:
- The screenshot answers what was visible for a controlled search.
- Campaign and conversion data answer what the account recorded for delivery and outcomes.
Because segmented reporting for ads within AI Overviews is unavailable, an account report cannot be used as a negative test for embedded placement. Likewise, a visible ad does not prove that the same creative served in every repeated cell. Report the capture and the account data side by side, with the conditions attached to each figure.

The overview is missing
First verify the exact query, market, language, device, sign-in state, SafeSearch, and consent state. Since Google triggers an overview only when systems determine it adds value, record the absence and repeat according to your sampling plan instead of changing the query until an overview appears.

The overview is collapsed
Capture the initial collapsed state, then capture the expanded state if your protocol requires the contents. Label both files with the same run ID and an explicit state suffix so they are not treated as two independent impressions.
The ad moved between repeats
Keep each result as a separate run. Compare placement, advertiser, format, and disclosure data under the recorded conditions; do not overwrite an earlier screenshot with the later one. Auction ranking and signals can change serving, so movement is an observation to report.
The transparency panel is unavailable
Log that the panel was unavailable and preserve the ad capture. Do not infer the advertiser, targeting reason, or production method from the absence of a panel. Use the Ads Transparency Center search as a separate corroboration step.
The Ads Transparency Center has no matching creative
Check the advertiser spelling, destination domain, platform filter, and date context. Remember that the platform filter excludes ads shown before September 4, 2023. A non-match limits corroboration; it does not invalidate the live page capture.
A bot check or blank page appears

The full-page file cuts off content
Confirm that the capture waited for page completion and lazy-loaded images, and that the viewport and page-range settings match the protocol. Retake the file without cropping and preserve the original URL. For PDF evidence, set paper size, margins, orientation, and page ranges explicitly.
Consent or personalization changed the result
Record the consent state and signed-in state as part of the cell definition. Either reproduce the same state or treat the new state as a different cell; never merge anonymous and signed-in observations into one result.

What is the safest way to name immutable evidence files?
Use a stable run ID that encodes your internal test identifier, then store the original file under that ID and keep a cryptographic hash in the run log. If you need to publish an annotated image, create a derivative filename and leave the original unchanged.

Should a PDF replace a PNG in an audit package?
No. Keep the format that best preserves your policy’s required detail, and retain the original URL and metadata either way. Many teams keep both a pixel-level image and a paginated document when reviewers need different views of the same run.
Does a matching Ads Transparency Center result prove an impression?
No. It corroborates advertiser identity or creative availability. Only the controlled live capture documents what was visible for your query and context; neither source alone proves that every user saw the same placement.
