A Steam sales total is not the same as the money a developer receives, and a Steam payment is not the same as profit. Use Steam’s monthly Steam Sales Report to move from gross revenue to Net Revenues, apply the revenue-share percentage in your own Steam terms, subtract any applicable withholding, and then use your bookkeeping records to deduct studio expenses and developer-side taxes.

There is no universal “take-home percentage.” Refunds, chargebacks, customer taxes, contract terms, withholding, operating costs, entity structure, residency, and local tax rules can all change the result.

Four numbers that people commonly call “earnings”

Before calculating anything, label the number you are measuring. A dashboard can show sales activity while your bank account reflects a later, adjusted payment. Profit requires another calculation after that payment.

Measure Meaning Where to verify it
Gross Revenues The gross sales figure for the selected products and period, before Steam’s Applicable Adjustments. Steamworks reporting, then reconcile against the monthly Steam Sales Report.
Net Revenues Gross Revenues less Applicable Adjustments, including adjustments such as taxes, returns, and chargebacks. Monthly Steam Sales Report.
Steam payment Net Revenues multiplied by the revenue-share percentage in the applicable partner terms, then reduced by applicable withholding taxes. Monthly partner report and the signed Steam Distribution Agreement.
Developer profit Steam payment after withholding minus expenses paid by the studio or developer. Your accounting records and bank statements.
Amount retained after developer-side taxes Developer profit minus personal or company taxes that apply to the business or owner. Your jurisdiction-specific tax calculation.

These measures answer different questions. “How many dollars did the game sell?” points to gross revenue. “How much did Steam pay?” points to the adjusted, contract-based payment. “How much did I make?” normally means profit after the studio’s own costs and taxes.

Which Steam reports to use

Sales & Activations Reports: useful for activity, not a final payout

Steam’s near-real-time Sales & Activations Reports show revenue, units, player counts, geographic breakdowns, and related product statistics. The displayed revenue does not include deductions such as refunds, chargebacks, and taxes. Treat it as an operational sales view, not as the amount you can safely transfer to yourself.

The monthly Steam Sales Report: the platform calculation

The monthly Steam Sales Report is the report to use for the Steam-side waterfall. It starts with gross revenues, applies the listed adjustments to reach Net Revenues, and applies the contractual revenue-share percentage to calculate the payment. Use the report for the same period and products as the sales figures you are reconciling; mixing a real-time dashboard period with a closed monthly report will produce an apparent discrepancy.

Your partner terms and withholding lines

The revenue-share percentage is the one in your applicable Steam terms and partner report. Do not substitute a percentage remembered from a forum, a generic article, or another developer’s agreement. The report should also identify applicable withholding for the partner. Withholding is money retained for tax purposes at the payment stage; it is not automatically your final income-tax or business-tax liability.

The Steam payment waterfall

Steam’s official Taxes FAQ states: “We pay you based on Net Revenues which is Gross Revenues less Applicable Adjustments.” The practical sequence is:

  1. Start with Gross Revenues. Record the gross figure, product scope, currency, and reporting period from Steamworks.
  2. Subtract Applicable Adjustments. Use the monthly report’s amounts for customer taxes, returns or refunds, chargebacks, and other adjustments it lists. Do not estimate these from the real-time dashboard.
  3. Apply the contractual revenue share. Steam multiplies Net Revenues by the revenue-share percentage specified by the partner’s applicable terms.
  4. Subtract applicable withholding. Record the withholding shown for your partner account. Its rate can depend on your tax documentation, residency, and applicable treaty treatment, so it must be verified rather than assumed.
  5. Record the resulting payment. This is the platform payment attributable to that report period, before you account for your own operating costs and taxes.

Platform payment before withholding = (Gross Revenues − Applicable Adjustments) × contractual revenue-share percentage.

Steam payment received = platform payment before withholding − applicable withholding.

Customer taxes are not the same as your taxes

Steam’s taxes documentation says it collects VAT, GST, and JCT in listed jurisdictions and remits the collected amounts to the appropriate tax authorities. The way the customer sees tax differs by market. In the United States and some Canadian jurisdictions, sales tax is additive at checkout; in markets where Steam displays VAT-inclusive prices, tax is included in the displayed price.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those customer-tax mechanics affect the Applicable Adjustments in Steam’s report. They do not calculate your company’s income tax, self-employment tax, payroll tax, corporation tax, or personal tax return. Steam’s live tax FAQ and tax-rate information are geography-specific and can change, so use the current documentation for the sales jurisdictions involved and obtain advice for your own residence and entity.

Withholding sits between these two concepts. It is deducted from a payment to a partner under the applicable rules. You may receive a withholding statement or credit, but whether it satisfies part of your eventual liability depends on your jurisdiction, entity, documentation, and tax return. Never subtract withholding and then assume no further developer-side tax is due.

A repeatable calculation worksheet

Build one worksheet per product and reporting period, then retain the Steam report that supports every platform-side number.

  1. Define the period and scope. Write down the month, products, downloadable content or in-app purchases included, currency, and whether the figure came from Sales & Activations or the monthly Steam Sales Report.
  2. Enter gross revenue. Copy Gross Revenues from the monthly report when calculating the payout. Keep any real-time dashboard figure in a separate column labeled operational gross sales.
  3. Reconcile adjustments. Enter each adjustment shown by Steam, such as refunds or returns, chargebacks, customer taxes, and other applicable items. Confirm that the total takes gross revenue to the report’s Net Revenues.
  4. Enter your contract share. Copy the revenue-share percentage from the applicable Steam terms or partner report. Store the source document with the worksheet.
  5. Calculate the platform amount. Multiply Net Revenues by that percentage.
  6. Enter withholding. Copy the applicable withholding amount from the partner report. If it is shown as a rate and amount, preserve both so the arithmetic can be checked.
  7. Reconcile the cash receipt. Compare the calculated payment with the remittance or bank statement, allowing for timing or currency-conversion entries documented by your accounting system.
  8. Subtract developer-paid expenses. Use actual invoices, payroll records, contractor payments, software subscriptions, marketing, localization, and overhead from the studio’s books. Steam does not establish these as Steam deductions.
  9. Calculate developer-side taxes separately. Apply the rules for your entity, tax residence, accounting period, deductions, credits, and owner compensation with qualified local advice.

The two business-level formulas are:

Estimated developer profit before developer-side taxes = Steam payment after applicable withholding − developer-paid business expenses.

Illustrative scenarios (not typical results)

The following figures are deliberately hypothetical. They show how the same gross sales can lead to different retained amounts. The percentages, expenses, and tax rates are assumptions for the worksheet, not claims about Steam’s standard terms or an average developer.

Scenario assumptions

  • Both products report $12,000.00 in Gross Revenues for the same period.
  • Scenario A assumes $2,000.00 of Applicable Adjustments, a 70% contractual revenue share, 10% withholding on the platform amount, $2,500.00 of developer-paid expenses, and a 25% developer-side tax assumption.
  • Scenario B assumes $1,000.00 of Applicable Adjustments, an 80% contractual revenue share, no withholding shown for the scenario, $5,000.00 of developer-paid expenses, and a 30% developer-side tax assumption.
  • All amounts are in one reporting currency, and timing, exchange-rate, and loss-carryforward effects are ignored.
Calculation stage Scenario A Scenario B
Gross Revenues $12,000.00 $12,000.00
Applicable Adjustments $2,000.00 $1,000.00
Net Revenues $10,000.00 $11,000.00
Contractual revenue share 70% 80%
Platform amount before withholding $7,000.00 $8,800.00
Withholding assumption $700.00 $0.00
Steam payment received $6,300.00 $8,800.00
Developer-paid expenses $2,500.00 $5,000.00
Profit before developer-side taxes $3,800.00 $3,800.00
Developer-side tax assumption $950.00 $1,140.00
Amount retained after assumed taxes $2,850.00 $2,660.00

Scenario A and Scenario B end with the same pre-tax profit despite different platform adjustments and contract shares. Scenario B receives more from Steam but spends more on the business and uses a higher tax assumption. That is why a store-sales percentage cannot stand in for a profit calculation.

How much does Steam take from game sales?

There is no single answer that applies to every partner. The amount attributable to Steam depends first on Applicable Adjustments and then on the revenue-share percentage in your agreement. A percentage quoted without its contract, product type, period, and adjustment assumptions is incomplete. Even two developers with identical sticker-price sales can receive different payments if one has more refunds, chargebacks, customer taxes, or withholding.

For a valid comparison, put both cases in the same table: gross sales, each adjustment, Net Revenues, contractual share, withholding, expenses, and developer-side tax assumptions. State the sales geography and the partner’s tax residency. Call the result an illustration, not a typical outcome. Steam’s published material explains the calculation sequence but does not publish a representative average take-home figure.

Timing, currency, and reconciliation details

Sales occur continuously, while reports close on a monthly schedule and payments arrive later. Refunds or chargebacks can therefore relate to an earlier sale period. Keep the original sale month and the month in which an adjustment appears; do not force every bank receipt to equal one dashboard month.

Preserve the currency shown in each Steam report. If your bank account uses another currency, record the conversion rate, conversion date, bank fee, and any realized exchange difference as separate bookkeeping entries. A foreign-exchange gain or loss changes your accounting result, not Steam’s reported Net Revenues. Likewise, a bank fee or intermediary charge should not be inserted into Applicable Adjustments unless Steam explicitly reports it there.

When a calculated amount differs from cash, check five items in order: report period, product scope, adjustments, withholding, and currency or payment timing. Save the remittance advice and bank statement alongside the report so an accountant can reproduce the reconciliation.

How to treat studio expenses

Steam’s platform waterfall stops at the payment attributable to the partner. Your business calculation starts there. Pull expenses from the period and accounting treatment that apply to the product or studio rather than guessing a percentage of sales.

  • People: payroll, owner compensation, employer charges, and contractor invoices, classified according to your entity’s accounting rules.
  • Production and operations: software subscriptions, hosting, equipment depreciation, testing, professional services, and other overhead supported by records.
  • Go-to-market: advertising, public relations, events, community services, and localization invoices.
  • Shared costs: allocate studio-wide expenses using a documented method rather than assigning the entire bill to one game without support.

An expense can be cash-paid, accrued, capitalized, deductible, or non-deductible depending on local rules. Those classifications affect taxable profit and timing; they do not alter Steam’s Net Revenues calculation.

Steam Direct fee recoupment is a separate event

Steam says the Steam Direct fee can be recouped in a later payment after the product reaches $1,000.00 in Adjusted Gross Revenue from Steam Store or in-app purchases. Record this as a separate startup or recoupment line in your cash-flow worksheet. It is not a recurring revenue-share percentage and should not be mixed into the formula for every month.

Optional reporting automation

Valve announced a Sales Data API that can retrieve revenue and unit data programmatically. It is useful for a studio that wants to populate a ledger or dashboard, but it is not required for the manual calculation above. Protect API keys as credentials: restrict access, keep them out of public repositories, rotate them when exposed, and continue to reconcile automated data with the monthly Steam Sales Report.

Common errors and how to fix them

Using the real-time revenue number as cash income

Symptom: your spreadsheet matches Sales & Activations but not the payment. Fix: use the monthly report’s Net Revenues and adjustment lines for the payout calculation.

Applying a remembered “Steam cut”

Symptom: the worksheet uses a standard percentage copied from another developer. Fix: replace it with the percentage in your signed Steam terms and partner report.

Counting customer VAT or sales tax twice

Symptom: tax is removed manually even though it is already an Applicable Adjustment. Fix: reconcile to Steam’s Net Revenues first; do not subtract the same report line again.

Treating withholding as the final tax bill

Symptom: the payment is labeled “after tax” and no liability is reserved. Fix: record withholding separately and calculate company or personal taxes under your own jurisdiction’s rules.

Calling the Steam payment profit

Symptom: payroll, contractors, marketing, or subscriptions are missing from the worksheet. Fix: import actual bookkeeping totals and document shared-cost allocations.

Comparing mismatched periods

Symptom: a launch-month dashboard total is compared with a later monthly remittance. Fix: align the report period, products, refunds, and payment timing before investigating a variance.

A practical spreadsheet layout

Use one row per product and month, with columns for:

  • Reporting period and product identifier
  • Sales & Activations gross figure (reference only)
  • Monthly-report Gross Revenues
  • Refunds or returns
  • Chargebacks
  • Customer taxes and other Applicable Adjustments
  • Monthly-report Net Revenues
  • Contractual revenue-share percentage
  • Platform amount before withholding
  • Applicable withholding amount
  • Steam payment received and payment date
  • Developer-paid expenses by category
  • Profit before developer-side taxes
  • Developer-side tax provision or liability
  • Amount retained after those taxes

Keep the Steam report, partner terms, withholding documentation, invoices, payroll records, and bank reconciliation with the row. If an accountant later changes the tax treatment of an expense, update the developer-side columns without rewriting Steam’s reported Gross Revenues, Net Revenues, or contractual share.

Questions developers commonly ask

Does the number in Sales & Activations equal my payout?

No. That near-real-time figure excludes deductions such as refunds, chargebacks, and taxes. Use the monthly Steam Sales Report to calculate Net Revenues and the contractual payment.

Should I subtract VAT or sales tax myself?

First reconcile the Applicable Adjustments shown by Steam. Customer taxes collected and remitted by Steam are already part of that platform calculation. Removing the same amount again would understate your payment. Your own income or business taxes are a separate calculation.

Is withholding the same as income tax?

No. Withholding is an amount retained when Steam pays you. It may be creditable against a later return, or it may be handled differently under local rules. Keep the withholding statement and ask an adviser how to report it.

What if I have several games or downloadable products?

Keep product identifiers and periods separate, then aggregate only after each row reconciles to its report. This makes it easier to identify a refund spike, chargeback, or expense that belongs to one product rather than the entire studio.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I use an average expense percentage?

An estimate can help with an early budget, but final profit should use invoices, payroll, contractor records, subscriptions, marketing, localization, and documented overhead allocations. Expense treatment can differ between financial statements and tax returns.

When can I recover the Steam Direct fee?

Steam states that the fee can be recouped in a later payment after the product reaches $1,000.00 in Adjusted Gross Revenue from Steam Store or in-app purchases. Track it separately from the recurring payment waterfall.

Do I need the Sales Data API?

No. Manual reports are sufficient for the worksheet. The API is an optional automation method; if you use it, protect the keys and reconcile imported values to the monthly report.

Can Steam’s documents tell me my final take-home amount?

They can support the platform portion. They cannot know your payroll, contractors, overhead, entity structure, tax residence, deductions, credits, or owner compensation. Those inputs must come from your books and qualified local tax advice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What you can and cannot infer from Steam data

You can calculate the platform waterfall for a defined report period when you have the monthly report, applicable terms, and withholding information. You can estimate business profit when your expense records are complete. You cannot infer an average developer’s final take-home pay from Steam’s documentation: it does not establish representative earnings, each studio’s expenses, or each owner’s tax bill.

The defensible answer to “what does a Steam game developer actually earn?” is therefore a documented chain: report gross sales, reconcile Net Revenues, apply your contract share, subtract stated withholding, deduct your own expenses, and calculate your own taxes. Any result that skips one of those layers is answering a different question.

Frequently Asked Questions

How much does Steam take from game sales?

There is no universal percentage to apply to every developer. Start with Gross Revenues, subtract Steam’s Applicable Adjustments, and then apply the revenue-share percentage in your own Steam terms. Refunds, chargebacks, customer taxes, withholding, and contract details can all change the payment.

What is the difference between Steam revenue and profit?

Steam revenue or payment is the platform amount after adjustments, contractual sharing, and applicable withholding. Profit is that payment minus your studio’s payroll, contractors, software, marketing, localization, overhead, and other properly recorded expenses. Taxes on the company or owner are calculated after that profit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does my Steam dashboard not match my bank deposit?

Sales & Activations is a near-real-time activity view and does not include deductions such as refunds, chargebacks, and taxes. Reconcile the same period and products to the monthly Steam Sales Report, then account for withholding, payment timing, currency conversion, and bank entries.

Are VAT and sales tax my responsibility after Steam collects them?

Steam says it collects and remits VAT, GST, and JCT in listed jurisdictions. Those customer-tax adjustments are distinct from your company’s income, payroll, self-employment, or personal taxes. Confirm your obligations with current local advice.

What records should a developer retain?

Keep the monthly Steam Sales Report, partner terms, withholding statements, remittance advice, bank statements, invoices, payroll and contractor records, subscription receipts, marketing and localization bills, and a documented method for allocating shared studio costs.

Can I report a Steam payout as my salary?

Not automatically. A payout belongs to the partner account or business. Whether money becomes salary, owner compensation, a distribution, or another payment depends on your entity and local rules. Record the Steam receipt first, then process compensation through the appropriate accounting and payroll treatment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

To find what a Steam game actually earns, do not stop at the store dashboard. Reconcile Gross Revenues to Net Revenues in the monthly Steam Sales Report, apply your signed revenue-share terms, subtract reported withholding, and match the payment to your bank. Then deduct documented studio expenses and calculate company or personal taxes under your own jurisdiction. The result is a defensible profit estimate—not a universal Steam take-home percentage.
