The total landed cost is what the shipment costs at a defined destination—not merely the supplier’s invoice. Start with the goods value, add transport and insurance that are not already included, calculate duty and import taxes under the destination country’s rules, then add brokerage, terminal handling and inland delivery. Divide the applicable total by the shipment quantity for an estimated cost per unit.

Use the result as an estimate until the material’s tariff classification, origin, customs valuation, current rates, Incoterm and shipment quotations are confirmed. Customs value is a legal valuation concept and may differ from your complete business cost or from a simple invoice-plus-freight calculation.

What “landed cost” includes

Landed cost is the cost of a product once it reaches the delivery point you are using for the purchasing decision. For building materials, that point might be a seaport, a customs-bonded warehouse, your distribution facility or a job site. The endpoint changes which charges belong in the estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A complete estimate can include:

  • Supplier goods price and the quantity purchased.
  • International freight and cargo insurance when they are not included in the quoted price.
  • Customs duty and other border charges.
  • Import VAT, GST or a similar consumption tax, calculated on the destination jurisdiction’s tax base.
  • Customs brokerage, port or terminal handling, documentation and carrier charges.
  • Inland transportation from the arrival point to the chosen warehouse or site.

The U.S. International Trade Administration describes landed cost as the total price after the product arrives at the buyer’s doorstep. That description is useful for budgeting, but the legal customs value used to assess duty is set by the importing jurisdiction. It can require additions or adjustments and does not automatically equal your full accounting cost.

Set the endpoint, quantity and decision you are making

Write the endpoint at the top of the worksheet before entering prices. “Landed at port,” “landed at warehouse” and “landed at job site” are different calculations because inland transport and destination charges differ.

Also record the shipment quantity and the unit that matters commercially: pieces, square metres, tonnes, linear metres, pallets or another contract unit. Your final calculation is:

Estimated unit landed cost = total estimated landed cost at the chosen endpoint ÷ shipment quantity

If the material is sold in one unit but freight is quoted by weight or volume, retain both measurements. Weight and volume can affect freight, while the sales unit determines the per-unit figure used in your bid or purchase comparison.

Build the estimate step by step

1. Capture the supplier quote and contract terms

Copy the invoice or pro-forma quote into the worksheet without changing its currency or units. Record the product description, specifications, quantity, currency, quote validity date and the Incoterm named in the contract.

Mark every service the quote already includes. Depending on the terms, the quoted amount may include some combination of origin transport, export formalities, freight, insurance or delivery. Incoterms allocate responsibilities and payment obligations between seller and buyer, but they do not remove the need to check the actual quotation. A freight line shown separately on a quote should not be added again simply because the Incoterm is familiar.

  • Goods value: the supplier’s charge for the material.
  • Included services: freight, insurance, origin charges or delivery already embedded in the price.
  • Buyer-paid services: items that must be added to reach your endpoint.

Keep the original quote date. Freight, tariffs, taxes and carrier or broker fees can change after the quote is issued.

2. Add transport and insurance that are not included

Obtain an origin-to-destination freight quotation for the actual route, mode, shipment size and timing. Add cargo insurance when the contract or quote does not include it. Then identify destination charges and the inland leg to your selected endpoint.

For a building-material shipment, ask the carrier, forwarder or broker to identify each applicable charge rather than accepting a single unexplained total. Depending on the route, the estimate may need port or terminal handling, documentation, customs brokerage, storage, inspection-related charges and delivery from the arrival point to the warehouse or site. Only include a charge once, and note who is responsible for paying it under the contract.

3. Describe the material precisely

“Building materials” is not a tariff classification. Prepare a complete description for each distinct item, including composition, dimensions, manufacturing form and intended use when those details affect classification. A shipment containing tiles, structural fittings and insulation may require separate classifications.

Classification and country of origin are essential before selecting a defensible duty rate. Confirm them with the importing authority’s tariff resources or a qualified customs broker. Do not select a code because it resembles the product name in a supplier catalogue; small differences in material, processing or use can change the tariff treatment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Confirm origin and any preferential treatment

Record the country of origin for each product, not merely the country from which it ships. Origin can affect the normal tariff, eligibility for a preferential rate and the documentation needed to claim that treatment.

Apply a preferential rate only when the shipment meets the relevant origin rules and the required proof is available. If the supplier has not supplied acceptable origin documentation, show the preferential treatment as unconfirmed rather than reducing the estimate as if the claim were guaranteed.

5. Establish the legal customs value

Do not assume that the invoice total, a CIF total or your internal purchase cost is automatically the duty base. The destination’s valuation rules determine which transaction elements are included and which adjustments are required.

For example, UK customs guidance explains a transaction-value method and separate rules for working out import VAT from customs value. Canadian guidance likewise treats classification, tariff treatment and value for duty as linked decisions. These national examples illustrate why a formula from one country cannot be transplanted into another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The U.S. International Trade Administration uses a CIF-style calculation in an illustrative guide: a $10,000 invoice, $1,000 insurance and $2,500 freight produce a $13,500 CIF value. Those figures are a worked hypothetical example, not a current building-material rate or a typical shipment cost. Use the example to understand the sequence, then apply the importing country’s valuation rules to your own facts.

6. Calculate customs duty

Once classification, origin and customs value are confirmed, apply the current tariff treatment for the destination. Depending on the schedule, duty may be an ad-valorem percentage of customs value, a specific amount tied to quantity, or a combination. Your worksheet should preserve the exact tariff line and the date you checked it.

The European Commission identifies customs value and tariff treatment among the factors used in customs-duty calculation. The same principle applies elsewhere: a generic percentage for “building materials” is not reliable because the material, origin, destination and trade program determine the result.

Use this structure, replacing the variables with the official figures for your shipment:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Duty = customs value × applicable ad-valorem rate

If the tariff uses a specific or compound method, follow that schedule instead of forcing it into the simple multiplication formula.

7. Calculate import VAT, GST or a similar tax separately

Import tax is not automatically the same as customs duty. Identify the destination’s tax base, rate, taxable additions and recovery rules. Some registered businesses can recover import VAT or a similar tax; others must treat the cash outlay as a real cost. Your financial model should distinguish cash required at import from non-recoverable cost.

HM Revenue & Customs gives a UK-specific example in which import VAT is calculated using customs value even when no duty is payable. That treatment is not a universal rule. Check the importing jurisdiction’s legislation or obtain confirmation from your broker before applying any tax formula.

Record separately:

  • Tax base used by the destination authority.
  • Import-tax rate in force for the shipment.
  • Whether duty, freight, insurance or other additions enter that base.
  • Whether your business can recover the tax and when recovery occurs.

8. Add shipment-specific fees and calculate the unit estimate

Add brokerage, terminal handling, port charges, documentation, carrier fees, storage where applicable and inland delivery that are not already included in another line. Reconcile every quote against the Incoterm and supplier invoice to prevent double counting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Then add the applicable lines:

Total estimated landed cost = goods + unfunded freight and insurance + duty + import tax + brokerage and handling + inland delivery + other applicable shipment fees

Use an itemized worksheet

Cost line Estimate input Check before finalizing
Goods Supplier invoice value and quantity Material specification, currency and quote validity
Freight and insurance Origin-to-destination quotation Incoterm and charges already included
Customs value Destination’s legal valuation basis Adjustments required by local rules
Duty and other border charges Current classification and applicable treatment Exact material, origin and current official schedule
Import VAT, GST or similar tax Destination tax base and rate Recoverability and applicable additions
Broker, terminal, handling and inland delivery Shipment quotations Whether each quote is already included elsewhere
Total and unit estimate Sum of applicable lines; divide by quantity Endpoint, assumptions and estimate date

Keep supporting documents with the worksheet: the supplier quote, freight and insurance offers, classification rationale, origin evidence, tariff lookup, tax treatment and broker correspondence. This record makes it easier to refresh the estimate when a quote expires or the tariff changes.

How to compare suppliers or routes fairly

A lower invoice price is not necessarily a lower landed cost. Compare alternatives only after holding the following constant:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Material specification and quality requirements.
  • Shipment quantity and commercial unit.
  • Country of origin and destination.
  • Customs valuation assumptions and classification.
  • Delivery endpoint and required date.

Then compare five groups of drivers:

  1. Supplier offer: goods price, currency, quote validity and services included.
  2. Transport: freight mode, insurance, route, transit assumptions and destination charges.
  3. Border treatment: classification, origin eligibility and duty assumptions.
  4. Tax: tax base, rate and whether your business can recover the import tax.
  5. Outcome: total shipment cost and the resulting per-unit estimate.

Run a separate worksheet for each route or supplier so that an attractive price does not hide omitted port, brokerage or delivery charges. The available official guidance supports these as cost drivers but does not establish a universally best supplier, transport mode or tax treatment.

Common errors and how to correct them

Counting freight twice

A supplier may quote a delivered or freight-inclusive term while also listing freight in a separate line. Read the quote and Incoterm together, mark which party pays each leg and remove duplicated amounts before calculating.

Using a generic tariff percentage

There is no single duty rate for all building materials. Split the shipment by product where necessary, confirm classification and origin, and use the current official schedule for the destination.

Treating CIF as the legal customs value everywhere

CIF can be a useful estimating convention, including in the U.S. trade guide’s illustration, but national valuation rules can require different inclusions or adjustments. Confirm the legal basis with the destination authority or broker.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mixing import tax with permanent cost

Import VAT or a similar tax can be recoverable for some businesses. Show the tax as a cash requirement and separately identify any amount that remains a non-recoverable cost.

Confusing shipping origin with product origin

A shipment routed through a third country does not automatically acquire that country’s origin. Obtain the origin evidence needed for the tariff treatment you intend to claim.

Using expired or incomplete quotes

Freight, tariffs, taxes and carrier or broker fees can change. Put an expiration date on each quote, retain the currency-conversion method and refresh inputs before committing to an order.

Applying a port estimate to a job-site decision

If your commercial decision is based on delivery to a site, include inland transport and any destination handling required to reach that site. A port-only figure will understate the cost you actually budget.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When to involve a broker or forwarder

Professional help is valuable when the product has several possible classifications, the shipment may qualify for preferential treatment, the destination’s valuation rules are unfamiliar or the route has complex handling charges. Ask the broker or forwarder to confirm the tariff line, origin documentation, customs-value treatment, tax base and each charge in the transport quote.

Use their answer as a documented input, not as a reason to stop checking official schedules. Rates and classifications can change, and the importer remains responsible for providing an accurate description and retaining supporting records.

A final pre-commitment checklist

  • Endpoint and shipment quantity are written at the top of the worksheet.
  • Goods value, currency, specifications and quote validity are recorded.
  • Incoterm responsibilities and included charges are reconciled.
  • Freight, insurance, destination handling and inland delivery are quoted for the actual route.
  • Classification and product origin are confirmed for every distinct material.
  • Customs value follows the destination’s legal valuation method.
  • Duty treatment and any preferential claim use the current official schedule and required proof.
  • Import tax base, rate and recoverability are documented.
  • Broker, terminal, carrier and other shipment fees are included once.
  • Total and per-unit results state the endpoint, currency, date and assumptions.

What the estimate can—and cannot—tell you

A well-documented landed-cost estimate lets you compare a supplier’s offer with realistic delivery cost and identify which assumptions most affect your budget. It does not create a legally binding tariff ruling, guarantee a tax treatment or replace a current freight quotation. Final cost depends on the material’s exact facts, destination rules, contract terms and shipment conditions.

Refresh the worksheet when the supplier changes specifications or Incoterms, the route or quantity changes, a quote expires, classification or origin evidence changes, or the destination publishes a new tariff or tax rule.
