The amount you need is not just the advertised apartment or villa price. Calculate the signed sale and purchase agreement (SPA) price on its actual instalment schedule, then add the registration and administration charges assigned to you, any agreed broker or professional fee, mortgage and lender costs, and the handover or initial ownership amounts confirmed for your unit.
There is no reliable UAE-wide “extra-cost percentage.” Dubai and Abu Dhabi use different services and fee schedules, and your SPA determines payment timing and allocation. The worksheet below separates cash due now from later instalments and keeps one-time acquisition costs separate from recurring ownership expenses.
What “total cost” should include
For planning purposes, use this definition:
Estimated cash outlay through handover = SPA purchase price paid on the contract schedule + buyer-borne registration and administration fees + broker or professional fees actually payable by you + mortgage and lender charges if financing + handover and initial ownership charges confirmed for the unit.
This is a cash-flow calculation, not necessarily the final lifetime cost of owning the property. Service charges, utilities, insurance, maintenance and similar expenses may continue after handover and should be shown as ongoing costs rather than hidden inside the acquisition total.

- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Separate the four payment stages
- Booking and signing: reservation money, the first SPA instalment and any fee stated as payable at contract.
- Construction period: developer instalments due on dates or milestones in the SPA.
- Registration and financing: authority charges, mortgage registration and lender disbursement costs when the transaction requires them.
- Handover and ownership: the final SPA instalment, unit-specific handover amounts, service-charge advances, utility deposits or connections, and other amounts confirmed in writing.
Do not add a headline “total price” to a second column that already contains all instalments. Either show the SPA price once and provide a separate timing schedule, or show each instalment and a checked subtotal.
Build a transaction-specific worksheet
Start with the documents for the exact project and unit. Do not estimate from a promotional “starting price” or a generic UAE calculator.
1. Copy the SPA price and payment schedule
Record the price and currency exactly as written in the signed SPA. Capture discounts, rebates, furniture incentives, post-handover plans and every instalment date or construction milestone. If a discount changes the amount due but not the stated list price, show both figures and use the contracted amount for your cash total.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →2. List each developer instalment separately
Create one row for every payment. Include the due date, milestone, amount, payment method and evidence that the milestone has been met. Mark instalments as “due now,” “before handover” or “after handover.” A post-handover instalment is still part of the contracted purchase price, but it is not cash required on handover day.
3. Add authority registration charges
Identify the emirate, holding type and service used for the transaction before applying a rate. Dubai Land Department (DLD) and Abu Dhabi’s DARI and ADREC services are not interchangeable. Confirm whether a charge is paid by the buyer, seller, developer or another party in the transaction statement.
4. Add administration and document charges only when documented
Include an authority fee, portal charge or developer administration item only when it appears in the relevant service screen, SPA, invoice or official statement. A fee displayed in a developer portal is not automatically your complete buyer-side bill.

5. Add broker or professional fees you have actually agreed to pay
Check the engagement letter, brokerage agreement and applicable emirate rules. If no agreement makes you responsible for a fee, leave the line at zero and keep a note explaining why. Do not convert a statutory cap into an assumed invoice.

6. Add financing costs conditionally
For a mortgage, record the loan amount, mortgage registration basis, lender processing charge, valuation, insurance, account or arrangement fees, and any other item in the written offer. Separate one-time charges from recurring interest and insurance payments.
7. Obtain a unit-specific handover statement
Ask the developer, owners’ association or managing agent for written figures covering any handover payment, service-charge advance, utility connection or deposit, access-card charge and other amount due for your unit. The official fee pages reviewed for this guide do not establish a universal handover total.
| Cost line | How to calculate or verify it | When it is usually relevant |
|---|---|---|
| SPA price | Use the signed SPA, including discounts and the stated payment schedule. | All purchases |
| Developer instalments | Copy every date, milestone and amount from the SPA; reconcile paid and unpaid amounts. | During construction and any post-handover plan |
| Emirate registration | Apply the current authority service and fee schedule for the emirate and transaction type. | Registration or transfer |
| Administration and documents | Add only amounts shown by the authority, service channel, SPA or invoice. | When the specific service or contract states them |
| Broker or professional fee | Include only a fee this buyer has agreed to pay under applicable rules. | When a broker or adviser is engaged |
| Mortgage and lender charges | List authority mortgage registration plus each charge in the lender’s written offer. | Financed purchases |
| Handover and initial ownership | Request a statement for service-charge advances, utilities, deposits and other unit-specific amounts. | At handover or the first ownership period |
Dubai: identify the exact DLD service
DLD describes initial registration of an off-plan unit or plot whose price is not fully paid as registration in the provisional register through the Oqood developer portal. Its current service page lists a AED 1,000 developer self-registration fee for provisional sale registration and identifies the sale and purchase contract and buyer identity documents among the requirements. This is a listed portal or developer item, not proof of the complete amount payable by a buyer. Read the SPA and obtain an itemized developer or DLD statement before putting it in your personal total.
Dubai figures on the mortgage-associated initial-sale service
On the DLD service page for an initial sale associated with a mortgage, the listed figures are:
| Listed item | Amount or basis | Important qualification |
|---|---|---|
| Mortgage registration | 0.25% of mortgage value | Shown for the cited mortgage-associated initial-sale service. |
| Seller fee | 2% of sale value | A listed seller-side item; do not transfer it to the buyer without the transaction allocation. |
| Purchaser fee | 2% of sale value | Apply only if the current statement and contract assign it to the purchaser. |
| Title deed and map for an apartment or villa | AED 250 | Listed document charge for that property type. |
| Knowledge fee | AED 10 | Listed on the cited service. |
| Innovation fee | AED 10 | Listed on the cited service. |
| Developer self-registration for provisional sale | AED 1,000 | Listed as a developer self-registration item; payer and allocation must be confirmed. |
These figures describe one DLD service path, not a universal Dubai invoice for every off-plan buyer. A cash buyer, a buyer using a different registration route or a transaction with a different allocation may have a different statement.

Abu Dhabi: distinguish DARI service charges from statutory schedules
DARI operational service figures
The DARI off-plan unit purchase or sale registration service lists 2% of sale price for ownership and 1% for Musataha. It separately lists an AED 400 electronic administrative services allowance, excluding 5% VAT. The AED 400 allowance therefore becomes AED 420 when the stated 5% VAT is applied. The same service lists an AED 10,000 late-registration charge if the developer has not registered the unit sale with the Department of Municipalities and Transport within 21 days from the actual sale date. Treat that amount as conditional, not as a normal acquisition cost.
ADREC legislation and allocation
ADREC legislation material includes an off-plan disposition table showing sale registration at 2% of real-estate value, equally between seller and buyer up to AED 2 million per transaction, alongside subsequent registration and transfer charges. A separate general sale-fee table says the Executive Committee determines a sale fee between 1% and 4%, divided equally unless otherwise agreed. Those provisions concern different statutory schedules and transaction types. Do not combine the rates or apply the general sale rule to an off-plan registration without confirming the legal basis and current service for the unit.
Abu Dhabi brokerage and developer-charge limits
Abu Dhabi Administrative Decision No. 183 of 2017 caps broker commission at 2% of sale and purchase contracts, up to AED 500,000. The decision also says developers may not collect disposition-related registration or other fees, except third-party administrative fees within a maximum of AED 5,000. The decision is emirate-specific and dated; check for current amendments and establish whether your contract makes you responsible for any fee before budgeting it.

A mortgage changes both the amount you need at each milestone and the fee base. The DLD mortgage-associated service lists registration at 0.25% of the mortgage value. For example, a AED 1,200,000 loan produces a listed registration calculation of AED 3,000 on that service. That does not establish the lender’s own pricing.
Request an itemized lender offer showing processing or arrangement fees, valuation, insurance, account charges, early-settlement terms and the date of each payment. Add the authority mortgage charge and lender items to the worksheet only when financing is approved and the amounts are documented. Keep interest and recurring insurance outside the one-time acquisition subtotal, while showing them in a separate affordability schedule.

Illustrative Dubai mortgage-associated purchase
Assume an SPA price of AED 2,000,000 and a mortgage of AED 1,200,000. Assume, solely for this illustration, that the current statement assigns the listed purchaser fee to the buyer and includes every listed document and self-registration item.
| Line | Calculation | Illustrative amount |
|---|---|---|
| SPA price | Contract amount | AED 2,000,000 |
| Purchaser sale fee | 2% × AED 2,000,000 | AED 40,000 |
| Mortgage registration | 0.25% × AED 1,200,000 | AED 3,000 |
| Title deed and map | Listed fixed item | AED 250 |
| Knowledge and innovation | AED 10 + AED 10 | AED 20 |
| Developer self-registration | Listed provisional-sale item | AED 1,000 |
| Illustrative listed-fee subtotal | Excludes lender charges, broker fees and handover amounts | AED 44,270 |
The AED 40,000 purchaser line and AED 1,000 developer item require confirmation in the actual statement. The seller’s separately listed 2% is not included in this buyer subtotal unless the contract reallocates it.
Illustrative Abu Dhabi ownership registration
Assume an AED 1,800,000 off-plan ownership purchase using the DARI service figures. The 2% ownership registration calculation is AED 36,000. Adding the AED 400 electronic allowance and its stated 5% VAT gives AED 420, for a listed operational subtotal of AED 36,420 before any broker, lender, handover or other contract-specific amount. A Musataha transaction would use the listed 1% basis instead, which would be AED 18,000 on AED 1,800,000; it is an alternative holding type, not an additional fee. The AED 10,000 late-registration charge applies only if the stated 21-day condition is met.
Compare two projects on an identical basis
When comparing developments, use the same unit assumptions, financing and ownership type. A lower advertised price can require more cash before handover or shift instalments into a period when mortgage funds are unavailable.
| Comparison axis | Questions to answer |
|---|---|
| SPA price and timing | What is the contracted price after incentives, and when is every instalment due? |
| Registration | Which emirate service applies, what is the fee basis, and which party pays each component? |
| Financing | What mortgage amount is assumed, and what authority and lender charges are documented? |
| Administration and brokerage | Are the charges contractual, third-party, capped, optional or payable by another party? |
| Handover and recurring costs | What unit-specific amounts are confirmed, and what service-charge basis begins after handover? |
| Payment security | Is the project registered, and are payment instructions consistent with the official escrow requirements? |
Compare an all-in, through-handover figure with another all-in, through-handover figure. Do not compare one project’s promotional starting price with another project’s total cash requirement.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsVerify escrow and payment instructions
For Abu Dhabi off-plan purchases, ADREC’s official overview states: “All buyer payments for off-plan units must be deposited into an ADREC-licensed escrow account held at an approved bank.” ADREC also describes releases in tranches after each construction milestone is independently verified.

Common calculation mistakes and fixes
Using one UAE percentage
Mistake: adding a Dubai rate to an Abu Dhabi purchase, or treating either as a national rule.
Fix: identify the emirate, holding type and current authority service first.
Counting the SPA price twice
Mistake: adding the full purchase price to a subtotal that already includes every instalment.
Fix: keep one SPA-price line and a separate dated instalment schedule.
Turning a portal fee into a complete buyer total
Mistake: assuming a listed developer or electronic-service charge includes all registration, document and transfer costs.
Fix: reconcile the portal, SPA and itemized authority or developer statement.
Budgeting a broker cap as an automatic invoice
Mistake: applying Abu Dhabi’s 2% cap even when you did not agree to pay a broker, or treating the cap as a guaranteed market charge.
Fix: use the signed engagement and the applicable emirate rule to determine whether a fee is due.
Ignoring timing
Mistake: reporting a large through-handover total as the amount needed at booking.
Fix: label each amount by booking, construction milestone, registration, financing or handover date.
Filling unknown handover costs with a market guess
Mistake: inserting an unsupported percentage for service charges, utilities or deposits.
Fix: leave an explicit “amount to be confirmed” line and obtain the unit-specific statement.

Documents to collect before signing or transferring funds
- Signed SPA and every annex, including the payment plan and incentive schedule.
- Current authority service page or fee statement for the emirate and transaction type.
- Developer itemized statement showing registration, administration and any portal-related items.
- Brokerage or professional engagement specifying the payer and fee.
- Written mortgage offer with all one-time and recurring charges.
- Project registration and escrow-account confirmation, especially for Abu Dhabi off-plan payments.
- Unit-specific handover, service-charge, utility and deposit statement.
- Receipts for every payment, matched to the worksheet row and due date.
When specialist advice is worthwhile
Consider independent property-law or conveyancing advice when the SPA has unusual post-handover instalments, a disputed fee allocation, a Musataha structure, a resale before completion, a complex mortgage, or a clause that conflicts with the authority statement. Ask the adviser to identify the governing emirate rule, list exactly what is included in the quoted fee and state any unresolved amount in writing.
Finally, check the live authority fee screen immediately before signing and again before registration. Service schedules and legislation can change, and only the current transaction statement establishes what this buyer must pay.
