Calculate cybersecurity ROI by estimating expected cyber loss before a control, estimating the residual loss after deploying it, subtracting the tool’s full cost, and dividing the net benefit by that cost:
ROI = (estimated loss avoided − total tool cost) ÷ total tool cost × 100
The result is a decision model, not proof that an incident was prevented. Its credibility depends on clearly stated assumptions about your organization’s scenarios, likelihood, impact, control effectiveness, implementation effort, and time period.

What cybersecurity ROI measures
A security tool does not create value merely because it has more features or a lower subscription price. Its financial case comes from the risk it is expected to reduce relative to what it costs to buy, deploy, operate, and eventually replace.

The model compares two states over the same period:
- Without the proposed control: the expected loss from relevant cyber incidents.
- With the proposed control: the expected loss that remains after accounting for the control’s expected effect.
The difference is estimated loss avoided. After subtracting the investment cost, you have the modeled net benefit. Dividing that net benefit by the investment cost produces a percentage that can be compared with other investments.
Because the avoided incident is usually counterfactual, the percentage cannot demonstrate that a particular breach was stopped. It shows whether the expected benefit exceeds the included cost under the assumptions you selected.
1. Define the scope and time horizon
Write down exactly what the analysis covers before entering numbers. A useful scope statement identifies the organization or business unit, systems and data, threat scenarios, control under consideration, and analysis period.
Choose a period that matches the decision
Use a period long enough to include the costs and benefits that matter. A one-year horizon is common for an annual subscription, while a multi-year horizon may be more appropriate for a control with substantial integration work or a long contract. Do not compare a one-year benefit estimate with a three-year cost total.
Keep alternatives on identical boundaries
If you compare a managed service, an in-house control, and a do-nothing option, use the same systems, incident scenarios, currency, time horizon, and treatment of staff time for each. A control can look artificially attractive if its analysis excludes costs that are included for an alternative.
Record exclusions
State what is outside the model, such as subsidiaries, legacy systems, regulatory penalties, or benefits that you cannot quantify reliably. An exclusion is acceptable when it is explicit; silently omitting a material cost is not.

Baseline expected loss is the amount your defined incident scenarios are expected to cost during the selected period without the proposed tool. Build it scenario by scenario rather than starting with an industry-average percentage.
Describe incident scenarios
Typical scenarios might include credential phishing leading to account takeover, ransomware affecting a production environment, exploitation of an internet-facing application, or unauthorized access to sensitive records. Select scenarios that the tool is actually intended to influence.
Estimate frequency and consequence
For each scenario, estimate the probability or frequency during the period and its business impact. Impact can include response and restoration labor, downtime, lost revenue, investigation, notification, legal work, customer support, data recovery, and other consequences relevant to your organization.

| Scenario | Estimated events in period | Cost per event | Expected loss | Evidence and assumptions |
|---|---|---|---|---|
| Credential-phishing compromise | 2 | $40,000 | $80,000 | Prior incidents and finance-approved cost estimate |
| Ransomware outage | 0.2 | $300,000 | $60,000 | Business-continuity impact model |
| Exposed application data incident | 0.1 | $500,000 | $50,000 | Asset exposure and consequence assessment |
For each row, expected loss is the estimated event count multiplied by the estimated cost per event. Add the rows to obtain the baseline expected loss. Keep the inputs separate so reviewers can challenge a frequency estimate without having to rebuild the entire model.
Use organization-specific evidence first
Useful evidence can include your incident and near-miss records, help-desk data, downtime measurements, restoration tests, insurance or claims information, audit findings, and business-owner estimates. Where evidence is weak, label the value as an assumption and use a range rather than implying precision.
Do not treat published figures as a benchmark for your organization. The Center for Internet Security (CIS) gives an illustrative example using five phishing attacks per year, an estimated $35,000 cost per successful attack, and a $25,000 employee-training cost. Those are assumptions in its example, not measured typical values. See the CIS risk-reduction ROI example.
3. Estimate residual expected loss with the tool
Residual expected loss is the portion of baseline risk that remains after deployment. Estimate the change to each relevant scenario’s likelihood, impact, or both.
Separate coverage from effectiveness
A product may technically inspect a type of traffic or cover a class of endpoint without preventing every incident in that class. Base the estimate on deployment design, adoption, configuration quality, response speed, user behavior, and evidence from comparable implementations where available. Vendor claims and nominal feature coverage are not proof of a specific reduction for your environment.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteModel each scenario independently
If a tool reduces phishing success but has little effect on ransomware introduced through a vulnerable server, apply different assumptions to those scenarios. For each row, document:
- the baseline frequency and impact;
- the expected frequency or impact after implementation;
- the mechanism by which the tool creates the change;
- the evidence supporting the effectiveness estimate; and
- conditions required for the estimate to hold.
| Scenario | Baseline expected loss | Expected loss with control | Reason for change |
|---|---|---|---|
| Credential-phishing compromise | $80,000 | $48,000 | Training and reporting process assumed to reduce successful compromises by 40% |
| Ransomware outage | $60,000 | $60,000 | No material effect assumed for this control |
| Exposed application data incident | $50,000 | $50,000 | Outside the tool’s intended risk area |
In this illustration, the residual expected loss is $158,000 compared with a $190,000 baseline. The $32,000 difference is the estimated loss avoided. The figures demonstrate the method; they are not an industry result.
4. Calculate estimated loss avoided
Use this equation:
Estimated loss avoided = baseline expected loss − residual expected loss
In the illustration above, $190,000 − $158,000 = $32,000 for the selected period. If the residual estimate is higher than the baseline, investigate the model: the tool may introduce operational risk, the scenarios may be inconsistent, or the assumptions may be wrong. Do not force a positive benefit.

5. Include the full investment cost
Use the costs that occur during the same period as the benefit estimate. The exact categories depend on the decision, so disclose what you included and what you excluded.

| Cost category | Examples | How to treat it |
|---|---|---|
| Purchase or subscription | License, usage, support, or maintenance fees | Use the amount applicable to the analysis period; identify one-time and recurring charges. |
| Deployment and integration | Architecture, configuration, migration, testing, and connector work | Include internal and external labor and allocate one-time work consistently. |
| People and training | Administrator time, analyst time, user training, and change management | Value staff time using an approved internal rate or show hours separately. |
| Ongoing operation | Monitoring, tuning, incident handling, storage, data transfer, and renewals | Estimate recurring resource use rather than assuming operation is free. |
| Transition and retirement | Parallel running, data export, contract exit, and decommissioning | Include when the selected horizon or migration plan makes these costs material. |
Do not count a cost twice. For example, if a managed-service price already includes monitoring labor, do not add that same labor again as an internal operating cost. Conversely, do not omit internal review, tuning, or response work simply because it is not on the supplier invoice.
6. Apply the ROI formula
Once loss avoided and total cost are established, calculate:
ROI = (estimated loss avoided − total tool cost) ÷ total tool cost × 100
Using a deliberately simple illustration, suppose a control is expected to avoid $70,000 of loss during a year and its subscription, deployment, training, and operation total $25,000. The modeled net benefit is $45,000, and ROI is ($45,000 ÷ $25,000) × 100 = 180%. This arithmetic does not mean the organization will receive $45,000 in cash or that a particular incident was prevented.
Interpret the result carefully
- A positive percentage means estimated benefits exceed the costs included in the model under the stated assumptions.
- A zero result is a break-even case: estimated loss avoided equals included cost.
- A negative result means the modeled benefit does not cover the included cost; the control may still be required for compliance, resilience, or risk tolerance reasons.
Show the underlying baseline, residual loss, avoided loss, and cost alongside the percentage. A percentage without those components hides the assumptions that drive the decision.
7. Compare cybersecurity options consistently
Apply the same scope, period, and cost treatment to every option. CIS recommends comparing mitigation strategies, and CISA’s Cybersecurity Performance Goals are intended to help organizations prioritize investments toward impactful outcomes. CISA states: “The intent of the CPGs is to provide a common resource to help organizations prioritize security investments toward the most impactful outcomes.” Read the CISA Cybersecurity Performance Goals FAQ.
| Comparison axis | Question to ask |
|---|---|
| Risk reduction | Which scenarios change, and by how much? |
| Total lifecycle cost | What will purchase, deployment, people, operation, transition, and renewal cost over the same period? |
| Evidence quality | Are estimates based on local observations, tested controls, comparable evidence, or unsupported assumptions? |
| Implementation effort | How long will deployment take, and what dependencies could delay protection? |
| Operational impact | Will the option add alert volume, user friction, downtime, or response workload? |
| Risk fit | Does it address the risks ranked highest in the organization’s assessment? |
| Business alignment | Does it support resilience, customer commitments, regulatory duties, or strategic objectives? |
A cheaper option is not automatically better if it reduces the wrong risk or requires operating effort the organization cannot sustain. Likewise, a lower modeled ROI may be acceptable when the option addresses a severe risk that leadership has decided not to tolerate.

Cybersecurity measurement is limited by incomplete incident data, changing threats, uncertain consequences, and difficulty observing prevented events. NIST’s cybersecurity measurement resource calls for a systematic approach that accounts for current knowledge limits. CISA’s Cost of a Cyber Incident study discusses empirical and methodological challenges and emphasizes transparent, repeatable consequence characterization and loss quantification.
Use ranges and sensitivity analysis
Calculate a conservative, central, and optimistic case when plausible changes in likelihood, impact, effectiveness, or cost could change the decision. For example, vary the effectiveness estimate while holding other inputs constant, then vary incident cost and deployment cost separately. Report the point at which the investment breaks even.
Do not call a single illustrative calculation an industry benchmark. Local threat exposure, asset value, implementation quality, and risk tolerance can materially change the result. CIS expressly notes that example inputs depend on circumstance and organizational risk tolerance.

Distinguish model uncertainty from measurement
After deployment, track observed indicators such as phishing-reporting rates, patch or configuration coverage, response time, blocked events, control failures, and incident severity. These measures can update assumptions, but they still do not prove that every avoided incident would otherwise have occurred. Keep the original model and document each revision.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsPresent the business case to leadership
Executives usually need a decision, not a feature inventory. Present a one-page summary followed by the supporting model:
- Decision requested: state the control, scope, period, and approval needed.
- Risk addressed: name the scenarios and business services affected.
- Baseline and residual loss: show the two expected-loss figures and the assumptions behind them.
- Investment: show one-time and recurring costs, including internal effort.
- Modeled outcome: show estimated loss avoided, net benefit, and ROI percentage.
- Uncertainty: provide ranges, evidence quality, and the break-even condition.
- Non-monetary outcomes: identify benefits that matter but are not reliably priced.
- Measurement plan: specify what will be reviewed, by whom, and when.
Use plain language such as “under the central assumptions, this option is expected to reduce the modeled annual loss by $X at a cost of $Y.” Avoid saying “the tool will save $X” or “the tool prevents breaches.”
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Benefits that should not be forced into dollars
Some outcomes are important but difficult to price defensibly. Examples include meeting a board-approved risk tolerance, maintaining customer trust, preserving safety-critical availability, satisfying a contractual control requirement, or reducing stress on an incident-response team. CISA’s incident-cost study cites OMB guidance that non-quantified benefits and costs can support threshold or break-even analysis.
Keep these outcomes in the decision record. You can state that an option must meet a minimum security or compliance threshold, then use ROI to compare options that meet it. Do not assign an arbitrary dollar value merely to make the table look complete.

Common calculation failures and fixes
Using product price as ROI
Failure: dividing a subscription discount by the subscription price or treating feature count as benefit.
Fix: start with scenario-based expected loss and include deployment and operating costs.
Using generic breach statistics as local probability
Failure: applying a published incident rate without checking whether the organization, assets, geography, and controls match.
Fix: use local evidence where possible and show a range when evidence is weak.
Assuming 100% control effectiveness
Failure: converting a coverage claim into a complete elimination of a scenario.

Fix: model residual risk and document the operational conditions required for effectiveness.
Leaving out internal labor
Failure: comparing an invoice with avoided loss while ignoring administrators, analysts, training, and change management.
Fix: include material staff time and explain the rate or hours used.
Mixing periods or alternatives
Failure: using a three-year license cost against a one-year benefit, or giving one option free deployment labor.
Fix: normalize the horizon and cost categories before comparing.
Claiming realized savings from a counterfactual
Failure: presenting estimated avoided loss as revenue or a verified prevented incident.
Fix: label the result as modeled, preserve the assumptions, and report observed control and incident indicators separately.

Revisit the model after deployment
Assign an owner for the assumptions and set a review date. Revisit the model when the threat environment, system scope, incident history, staffing, contract, or control configuration changes. Compare forecasts with observed costs and outcomes, but do not rewrite the original estimate after the fact to make the tool appear successful.
A repeatable record should contain the scope statement, scenario register, baseline and residual calculations, cost ledger, evidence sources, uncertainty ranges, decision rationale, and subsequent measurement results. This creates an auditable basis for renewing, changing, or replacing the control.
