Rail freight is not priced with one universal per-ton number. A reliable delivered-cost calculation starts with the exact lane, commodity classification, equipment, weight basis, volume and service terms, then combines the carrier’s line-haul tariff or contract rate with fuel, accessorial, switching, equipment, drayage, storage and governmental charges.

Use this formula: Total delivered cost = line-haul tariff or contract rate + fuel surcharge + auction or secondary value (if applicable) + switching/interchange + accessorials + storage/demurrage + equipment or car costs + origin drayage + destination drayage + taxes, duties, levies and insurance. Divide by a unit such as a loaded car, net metric ton, gross ton, container or delivered product unit only after confirming that the quote uses the same denominator.

What a rail shipping rate includes

A rail quote normally has a base transportation price plus charges that depend on fuel, handling, equipment and the time a car remains in the network. The Canadian Transportation Agency explains that a tariff describes the service, rate and additional charges, terms or conditions. A confidential contract can instead set negotiated rates and service commitments for a particular shipper.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The base price may be called a tariff rail rate, line-haul rate or contract rate. USDA Agricultural Marketing Service describes the tariff rail rate as the base price of freight rail service. Fuel surcharges and, where applicable, auction and secondary rail values complete the freight cost. In a tight-capacity market, an auction or secondary value can exceed the tariff plus fuel.

Charges are often quoted per car, but the billing unit can also be a ton, container or complete shipment. A rate of $X per car cannot be compared directly with $Y per metric ton until the weight and car count are reconciled.

Inputs that determine the quote

  • Origin and destination: Identify the actual loading and unloading points, not only the city. Include the serving railroad, interchange railroads and terminal locations.
  • Commodity: Provide the commodity description and the applicable Standard Transportation Commodity Code (STCC) classification. Classification can affect the tariff, handling rules and equipment.
  • Equipment: State the car or container type, ownership, capacity and any special loading requirements.
  • Weight: Give both gross and net weight when available. A carrier may bill on a minimum weight, a gross basis or a net basis.
  • Volume and frequency: Specify the number of cars or containers per shipment, shipment frequency and any annual or monthly commitment.
  • Routing and service: Record the requested route, transit or delivery window, interchange points and whether unit-train or manifest service is required.
  • Delivery terms: State who pays for loading, unloading, drayage, storage, customs, insurance and other responsibilities.

Step 1: Define the shipment before requesting a rate

Incomplete shipment details produce quotes that look precise but are not comparable. Prepare one written shipment specification and send the same version to every carrier or broker.

  1. Write the origin facility, destination facility and ZIP or postal codes. Name the origin and destination railroads and any known interchange.
  2. Describe the commodity and provide its STCC classification if known. If the classification is uncertain, ask the carrier to confirm it in writing.
  3. Choose the equipment type and record whether the cars are railroad-owned, shipper-owned or leased. Include capacity, cubic-volume constraints and any loading or unloading equipment needs.
  4. Record the expected net product weight and gross car weight. State the desired billing basis: per car, per ton, per container or per shipment.
  5. State the number of cars per release, expected monthly or annual volume, seasonality and whether the volume is firm or forecast.
  6. Describe the requested route, service frequency, delivery window and any unit-train, expedited or special-handling requirement.
  7. Define the commercial terms: where the carrier’s responsibility ends, who arranges drayage, who bears customs or duty costs and who pays storage or demurrage.

Keep this specification unchanged while comparing offers. If one quote assumes a different car size, weight minimum, routing or delivery point, mark it as a different scenario instead of treating it as a lower rate.

Step 2: Obtain the controlling tariff or contract

Public tariff

A public tariff states the standard service, rate, effective date, applicable commodity and conditions. Download or request the complete tariff, including supplements and accessorial schedules. Record the exact version and effective date in your worksheet.

Negotiated contract

A contract may set a negotiated line-haul rate and can also specify service frequency, car supply, minimum volume, rebates, penalties, escalation rules and other charges. Ask for every attachment and incorporated tariff. A contract rate is not necessarily an all-in rate; its exclusions control the final calculation.

What to capture from either document

Field Why it matters
Rate and billing unit Determines the starting line-haul amount and whether multiplication is by car, ton, container or shipment.
Commodity and STCC Confirms that the quoted service applies to the product being shipped.
Origin, destination and route Controls mileage, serving railroad, interchange and terminal charges.
Minimum weight or minimum cars Can make the billed quantity larger than the actual loaded quantity.
Effective date and expiration Prevents use of an expired rate or the wrong fuel period.
Included services Shows whether switching, terminal handling, equipment or other items are already in the rate.
Excluded or conditional charges Identifies amounts that must be added only when a specified event occurs.

Step 3: Calculate line-haul cost

Multiply the quoted rate by the quantity to which it applies. Use separate calculations for different rate bases.

  • Per-car rate: Line-haul = rate per car × billable cars.
  • Per-ton rate: Line-haul = rate per billed ton × billable tons.
  • Per-container rate: Line-haul = rate per container × billable containers.
  • Per-shipment rate: Line-haul = quoted shipment amount, subject to any minimum or excess-quantity rule.

“Billable cars” may be the actual loaded cars, a minimum car count or a contractual release quantity. “Billable tons” may be net product tons, gross tons or a tariff minimum. Never substitute the weight shown on a scale ticket for the tariff’s stated basis without confirming that the terms match.

Step 4: Add fuel, auction and secondary-market amounts

Fuel surcharges are usually tied to a tariff formula and an effective period. The formula may change as the carrier’s fuel index changes, so record the index, reference price, adjustment interval and date used in the quote.

USDA describes fuel as an addition to the tariff rail rate. Where capacity is scarce, auction or secondary rail values may also apply. These are not interchangeable with a fuel surcharge: list each as a separate line so a later change can be traced.

Component Worksheet treatment Question to ask
Tariff or contract line haul Base amount What rate and billing unit apply to this lane and commodity?
Fuel surcharge Add for the stated effective period Which fuel index and formula govern the shipment date?
Auction or secondary value Add only when the tariff or market arrangement requires it Is the amount fixed, indexed or market-dependent?

Historical arithmetic example

USDA’s October 2022 illustration listed wheat moving from Wichita, Kansas, to St. Louis, Missouri, at a tariff of $3,695 per car and a $299 fuel surcharge. Adding those listed amounts gives $3,994 per car. USDA reported $39.66 per metric ton after combining the listed amounts. This is a 2022 illustration of the arithmetic, not a current quote or a forecast of today’s price.

Step 5: Add accessorials and handling charges

Accessorials are services or events outside the basic movement. They can be zero, fixed, per-car, per-day or event-based. Obtain the carrier’s current schedule rather than assuming that a familiar charge is included.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common carrier accessorials

  • Diversions and reconsignments when the destination or routing changes after release.
  • Overloaded-car charges when a car exceeds a permitted weight or loading limit.
  • Crane or derrick service for lifting or special handling.
  • Storage and demurrage when cars remain beyond the applicable free time.
  • Switching or absorption charges for moving cars between the customer facility, interchange and railroad terminal.
  • Terminal handling and other special services listed in the tariff.

Norfolk Southern publishes separate schedules for diversions, reconsignments, overloaded cars, cranes and derricks, storage, switching or absorption and demurrage. The practical lesson is broader than that carrier: a line-haul quote should be checked against the carrier’s complete accessorial schedule.

Free time and demurrage

Write the free-time clock into the worksheet: when it starts, when it stops, weekends and holidays, and the daily or event charge after expiration. Storage and demurrage can turn a low line-haul offer into a high delivered cost when loading or unloading is delayed.

Step 6: Add equipment, switching, interchange and terminal costs

Identify who supplies the cars and what the quote includes. Railroad-owned equipment may have a car-use charge, while shipper-owned or leased cars can create separate lease, maintenance, positioning or mileage obligations. A quote that says “rail service” does not automatically include every equipment cost.

Switching and interchange costs depend on the physical path from the plant to the line-haul network. A shipment can require an origin switch, one or more interchange movements and a destination switch. Terminal or access charges may be separate even when the line-haul rate is stated per car.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For European movements, infrastructure access is another distinct consideration. European Commission guidance published in 2025 describes track-access charges as based on costs directly incurred by train service and notes that they are a significant part of railway operating costs. Confirm whether the quoted rail service includes infrastructure access or passes it through separately.

Step 7: Add drayage, loading, unloading and governmental costs

Rail usually moves between railheads; the complete supply chain may also need a truck leg at one or both ends. Add origin drayage from the shipper to the railhead and destination drayage from the receiving railhead to the delivery point. State whether the quote includes fuel, tolls, chassis, wait time, appointments and return moves for those truck legs.

Loading and unloading may be performed by the shipper, consignee, terminal or a third party. Include labor, transloading, weighing, inspection and handling charges when they are part of the requested delivery. If the quote stops at the rail ramp, do not label it a delivered cost.

The complete delivered-cost worksheet

Use one row per cost component and retain the source, unit, quantity, rate, effective date and inclusion status.

Worksheet row Calculation Status to record
Line-haul tariff or contract Rate × billable cars, tons, containers or shipment Included, excluded or conditional; tariff or contract number
Fuel surcharge Published formula or quoted amount × billable unit Fuel index and effective period
Auction or secondary value Market or contractual amount, if applicable Required, optional or not applicable
Origin switching and interchange Per-car, per-movement or quoted amount Serving railroad and interchange points
Destination switching and terminal Per-car, per-movement or quoted amount Terminal and destination conditions
Accessorials Event or service quantity × charge Diversion, reconsignment, overload, crane or other trigger
Storage and demurrage Billable days or events × applicable charge Free-time rule and clock start
Equipment or car use Car-use, lease, mileage or positioning amount Owner and equipment terms
Origin drayage Truck rate plus documented extras Pickup point and railhead
Destination drayage Truck rate plus documented extras Railhead and delivery point
Loading and unloading Handling, labor or transload amount Responsible party
Taxes, duties, levies and insurance Quoted, calculated or declared-value amount Jurisdiction and basis

Then apply the formula: Total delivered cost = sum of every applicable worksheet row. Keep a second column for “not applicable” and a notes field explaining why. This prevents a zero from being mistaken for an included charge.

Choose the right denominator for a per-unit answer

After the total is complete, divide only by the unit the reader or contract requires:

  • Cost per loaded car = total delivered cost ÷ loaded cars
  • Cost per net metric ton = total delivered cost ÷ net metric tons delivered
  • Cost per gross ton = total delivered cost ÷ gross tons billed
  • Cost per container = total delivered cost ÷ delivered containers
  • Cost per product unit = total delivered cost ÷ delivered product units

Gross weight includes the car and contents; net weight refers to the product. A quote using gross tons should not be converted to a net-ton comparison without the tare and loading data. Surface Transportation Board costing data includes tare weight and loss-and-damage information because those inputs contribute to total variable shipment costs.

How to compare two rail quotes fairly

Put both offers into the same worksheet and normalize the assumptions before comparing totals. The lower line-haul number can produce the higher delivered cost when it excludes switching, storage, drayage or fuel adjustments.

Common calculation mistakes and fixes

Using an old example as a current rate

Published examples are useful for showing the arithmetic but not for budgeting today’s shipment. The USDA wheat example is from October 2022. Request the current tariff or written quote for the exact lane and effective date.

Comparing unlike billing units

Convert both offers to a common delivered unit only after confirming net versus gross weight, minimums and car capacity. A per-car quote and a per-ton quote can describe the same movement while producing different results if their weight assumptions differ.

Assuming fuel is included

Ask whether the quoted number is tariff-only, tariff plus fuel, or fully fixed for a stated period. Put the fuel formula and effective date beside the amount.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring accessorial schedules

Request the current schedules for switching, storage, demurrage, diversions, reconsignments, overloads and special equipment. Ask which events are likely for the planned operation.

Stopping at the railhead

Include both drayage legs, loading, unloading and terminal handling when the business question is total delivered cost rather than rail line-haul cost.

Failing to model delay

Use the quoted free-time rule and a realistic operating scenario. A shipment that routinely exceeds free time needs a demurrage sensitivity line rather than an assumption of zero.

Leaving ownership unclear

Record whether the railroad, shipper or a lessor supplies the cars. Equipment use, maintenance, positioning and lease charges can otherwise disappear from the comparison.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a quote is still incomplete

Return to the carrier or logistics provider if any of these questions has no written answer:

  • Which tariff, contract, supplement and effective date control?
  • What is the precise commodity and STCC classification?
  • What are the billable unit, minimum weight and car-count rules?
  • What fuel index and adjustment period apply?
  • Are auction or secondary rail values possible?
  • Which switching, interchange, terminal and accessorial charges are included?
  • Who supplies and pays for the equipment?
  • How much free time applies, and when does demurrage begin?
  • Where do origin and destination drayage responsibilities start and end?
  • Who pays taxes, duties, levies, customs, insurance and claims-related costs?
  • What service frequency, transit expectation and volume commitment are required?

Rates, fuel formulas, accessorial schedules, infrastructure charges and contract terms change. Revalidate the worksheet whenever the lane, commodity, equipment, volume, routing or effective date changes, and obtain a current carrier tariff or written quote before committing freight.
