For an interstate goods sale, calculate IGST by multiplying the taxable value by the applicable IGST rate: IGST = taxable value × rate. First establish whether the supply is inter-State by comparing the supplier’s location with the goods’ place of supply—generally, where movement ends for delivery. For a stock transfer between separate State GST registrations of the same business, check the distinct-person rules: the transfer can be taxable even when no customer payment is made. The exact value and rate depend on the transaction, goods classification and supply date, so there is no universal rate or tax total for all online sales or stock transfers.
Start with the supply, not the website
An online order is not automatically an inter-State supply simply because the buyer used a website or the seller operates in another State. For goods involving movement, the general place-of-supply rule looks to the location where movement terminates for delivery to the recipient. Compare that place with the location of the GST registration making the supply.
Under sections 7 and 10 of the Integrated Goods and Services Tax (IGST) Act, a supply of goods is generally inter-State when the supplier’s location and place of supply are in different States or Union territories. IGST generally applies to that inter-State supply. Where they are in the same State or Union territory, the ordinary treatment is generally CGST plus SGST or UTGST, subject to statutory exceptions.
The relevant supplier is the person and registration making the supply under the transaction documents; the marketplace’s location or the fact that it hosted the order does not by itself settle the tax treatment. Check the order, invoice, dispatch and registration details together.

This is why an online order should be analysed as a goods transaction, not as a website transaction. The customer may order through a platform, but the place-of-supply question still turns on the relevant supplier, the applicable rule and the goods’ movement or delivery facts. The marketplace label alone does not tell you whether to charge IGST or CGST plus SGST/UTGST.
Start by identifying the GST registration that makes the outward supply. A business may have more than one registration, and the location of its head office is not a substitute for identifying the supplier registration. Then identify the recipient and where the goods are delivered. Only after those facts are clear should you decide whether the supply is inter-State and select the tax treatment.
Compare the two common transactions
| Question | Online sale to an external customer | Stock transfer to another State registration |
|---|---|---|
| Who is the recipient? | The customer, as identified by the transaction documents. | Another registration of the same legal person may be treated as a distinct person. |
| What determines inter-State treatment? | Compare the supplier location with the place of supply, generally where movement ends for delivery. | Establish the supplying and receiving registrations and determine place of supply for the goods movement. |
| Does consideration have to be charged? | The sale ordinarily has a customer price, but the tax result still depends on the supply and valuation rules. | No. A qualifying supply between distinct persons in the course or furtherance of business may be a supply even without consideration. |
| How is taxable value established? | Determine the taxable value for the actual sale under the applicable rules and transaction facts. | Apply the prescribed valuation sequence for supplies between distinct persons; do not assume the value is zero because no payment is made. |
| How is the rate selected? | Use the goods classification and rate applicable on the supply date, including any applicable exemption or concession. | Use the classification and rate applicable to the goods and supply date, including any applicable exemption or concession. |
The central difference is the relationship between supplier and recipient. In an ordinary online sale, the recipient is an external customer and the sale has a customer transaction value. In a transfer between State registrations, both sides may belong to the same legal person, but the registrations can be distinct persons for GST purposes. That relationship can make a transfer a supply even without payment.
The two cases still share the same core calculation sequence: identify the supplier and recipient, determine the place of supply, decide whether the transaction is inter-State, establish taxable value, identify the rate for the goods and supply date, and calculate IGST if applicable. The stock-transfer case requires particular attention to the distinct-person rules and valuation sequence.
How to calculate the IGST amount
Once the supply is classified as inter-State and its taxable value and rate are established, use:
IGST amount = taxable value × applicable IGST rate
Use the rate as a decimal in the multiplication. If the rate is expressed as a percentage, divide it by 100 before multiplying. For instance, with taxable value V and rate R, where R is expressed as a decimal, IGST is V × R. This is a calculation framework, not a quoted tax result: the facts here do not identify a product, HSN classification, transaction date, value or applicable rate, so a numerical example would risk giving a misleading answer.
For a percentage rate written as a whole number, the equivalent calculation is taxable value × percentage ÷ 100. For a distinct-person transfer, do not insert an arbitrary internal price or assume that no payment means a zero taxable value. First establish the value under the applicable valuation rules, then use that value in the formula.
The formula does not determine its own inputs. The taxable value must be established under the valuation rules for the particular transaction, and the rate must match the goods classification and the notification effective on the supply date. Check whether an exemption or concessional rate applies before multiplying.

For example, keep the variables separate until each one is supported: let V be the properly established taxable value and R the applicable IGST rate expressed as a decimal. The calculation is V × R. This placeholder example explains the arithmetic without suggesting a rate or value that may not match a particular product, date or transfer.
If the rate is expressed as a percentage rather than a decimal, the same calculation can be written as V × (rate ÷ 100). Do not multiply by the percentage number without dividing by 100. Most importantly, applying the arithmetic correctly cannot fix an incorrect classification, value, supply date or place-of-supply conclusion.

Determine the place of supply for the goods
- Identify the supplying registration. Record the location of the GST registration making the outward supply. Do not substitute the marketplace’s location or the business’s head office without confirming which registration supplies the goods.
- Trace the goods’ movement and delivery. For the general rule covering goods involving movement, the place of supply is where the movement terminates for delivery to the recipient.
- Check whether a special case changes the general rule. Relevant exceptions can include bill-to/ship-to arrangements, supplies without movement, installation or assembly at a site, and goods supplied on board a conveyance. Do not apply the general movement rule mechanically when one of these facts is present.
- Compare the two locations. If supplier location and place of supply are in different States or Union territories, the supply is generally inter-State and IGST applies. If they match, the ordinary intra-State treatment is generally CGST plus SGST or UTGST, subject to statutory exceptions.
Keep the delivery address, dispatch details and transaction documents consistent with the conclusion. A different bill-to address or installation arrangement can make the analysis different from a straightforward shipment to the customer.
The general rule for goods involving movement is not a shortcut for every possible delivery arrangement. If the bill-to party differs from the ship-to party, the goods are supplied without movement, installation or assembly takes place at a site, or goods are supplied on board a conveyance, pause and check the rule for that situation. The listed arrangements are exceptions to consider, not facts that automatically produce a particular tax result.
A practical check is to write down the supplier registration’s location and the place of supply you have identified, along with the facts supporting each. Then compare the States or Union territories. This prevents a delivery address, billing address or marketplace address from being used in place of the legal test. If the facts do not fit a straightforward movement-to-recipient sale, resolve that issue before selecting the tax type.
Check whether a stock movement is a taxable supply
A stock movement within one business is not automatically outside GST merely because the business has not sold the goods to an outside customer. The GST Act treats establishments in different States or Union territories as distinct persons for the Act’s purposes. In addition, Schedule I to the Central Goods and Services Tax (CGST) Act treats supplies between distinct persons made in the course or furtherance of business as supplies even when made without consideration.
Accordingly, moving goods from one State registration of a business to another can be a taxable supply between distinct persons. Confirm that the sending and receiving locations are separate registrations of the same person, that the transaction is in the course or furtherance of business, and how the goods move. If the supply is inter-State, IGST generally applies. CBIC’s GST FAQ also describes inter-State self-supplies such as stock and branch transfers as taxable under IGST without consideration; apply the legislation and notifications relevant to the transaction rather than treating that explanatory FAQ as a substitute for them.
Do not treat every physical relocation as having the same result without checking the registrations and facts. The key question is whether the movement is a supply between distinct persons under the applicable rules, not merely whether inventory crossed a State boundary.
For this check, distinguish a physical movement of goods from the legal relationship between the locations. The fact that stock has moved across a State boundary is relevant, but the analysis also requires you to identify the registrations and determine whether the transaction is a supply between distinct persons in the course or furtherance of business. If it is, the absence of a customer invoice or payment does not by itself make the taxable value zero.

CBIC’s GST FAQ describes inter-State self-supplies, including stock and branch transfers, as taxable under IGST even where consideration is absent. Use that as explanatory guidance alongside the applicable legislation, rules and notifications. It does not eliminate the need to confirm the registration facts, the place of supply, the valuation method and the rate applicable to the goods.

For a supply between distinct persons, the valuation rules prescribe a sequence rather than allowing an arbitrary internal transfer price. Begin with open market value. If that is unavailable, use the value of goods of like kind and quality; if that is unavailable, proceed through the further methods prescribed by the valuation rules.
There is an important rule for input tax credit: where the recipient is eligible for full input tax credit, the value declared on the invoice is deemed to be the open market value. That rule is conditional on the recipient’s eligibility for full credit. Do not apply it merely because the recipient is another registration of the same business.
- Establish whether an open market value is available.
- If not, assess whether a value for goods of like kind and quality is available.
- If neither provides the value, use the further prescribed valuation methods.
- Check the recipient’s eligibility for full input tax credit before relying on the invoice-value deeming rule.
The correct taxable value may therefore differ from a nominal or arbitrary amount entered for internal bookkeeping. Keep the valuation basis and supporting records with the transfer documentation.
In practice, treat the sequence as a decision path rather than choosing whichever number is most convenient. Start with whether an open market value is available. If it is not, ask whether goods of like kind and quality provide a value. If neither step gives the value, use the further prescribed methods. The exact next method depends on the applicable valuation rules and transaction facts; do not invent a value simply to complete the multiplication.
The full-input-tax-credit provision is a specific deeming rule, not a general permission to use any declared amount for every transfer. First confirm that the recipient is eligible for full input tax credit. If that condition is met, the value declared on the invoice is deemed to be open market value under the cited rule. If it is not met, follow the valuation sequence rather than assuming the invoice figure qualifies.
Record how the chosen value was reached. For a transfer with no consideration, this record is especially important because there may be no customer price to point to. Retain the facts and basis supporting the value, the relevant registrations, the receiving location and the invoice figure so the calculation can be reconstructed later.
Find the applicable rate for the goods
There is no single IGST rate for all online goods sales or stock transfers. The rate depends on what the goods are, their classification or HSN, and the rate notification in effect on the supply date. Exemptions and concessional rates also need to be checked. A rate quoted for a different product or date is not a safe substitute.
- Describe the goods accurately and identify the applicable classification or HSN.
- Determine the legally relevant supply date for the transaction.
- Check the rate notification applicable to that classification on that date.
- Check for an exemption or concession that applies to the specific goods and conditions.
- Use the resulting rate in the IGST calculation and retain the basis for the classification and rate.
If the product description, classification or date is uncertain, resolve that question before issuing the invoice or calculating a live tax amount. The title alone does not provide enough information to state a rate.

The classification and date work together. A rate that applies to one kind of goods may not apply to another, and the relevant notification can depend on the supply date. That is why a general internet example or a rate remembered from another sale is not enough to support a live calculation. Match the goods description and classification to the applicable notification for the transaction date, then check any exemption or concession and its conditions.
Do not start with a familiar rate and attempt to fit the goods to it. Start with an accurate description and classification, establish the date, and verify the applicable rate. If the classification or date is uncertain, resolve that uncertainty before calculating or issuing an invoice.
Prepare the invoice and keep the evidence aligned
For an inter-State supply, invoice rules include the tax rate and the place of supply, with the State name. Confirm the remaining invoice particulars and return treatment against the current rules applicable to the transaction.
For a sale or transfer, keep records that allow the calculation to be reconstructed: the supplying registration, recipient or receiving registration, goods description and classification, supply date, delivery or movement facts, taxable value basis, applicable rate, and invoice. For stock transfers, retain evidence supporting the distinct-person status and valuation method. For an online order, ensure the transaction and delivery records support the supplier and place-of-supply conclusions.
Recommended Free Tools
For a stock transfer, the paperwork should make clear which registration sends the goods and which receives them, what goods are transferred, how the value was determined, and which rate was applied. For an online customer sale, the order, invoice and delivery information should support the identified supplier and place of supply. These records help explain not only the multiplication but also why the selected taxable value and rate were appropriate.
The invoice’s tax rate and inter-State place of supply—with the State name—are among the stated invoice requirements. Do not treat that short list as a complete invoice checklist: verify all other applicable particulars and the return treatment against current rules. A correct arithmetic total does not cure missing or inconsistent transaction details.
Common calculation errors to avoid
- Using the website’s location as the place of supply. For goods involving movement, apply the relevant place-of-supply rule; the online ordering channel does not replace it.
- Assuming every shipment across a State boundary is enough to determine the tax. Compare the supplier location with the place of supply and check whether an exception applies.
- Setting a stock transfer’s value to zero because no payment changed hands. A qualifying distinct-person supply can be taxable without consideration, and valuation rules still apply.
- Picking a familiar or generic GST percentage. Verify the goods classification, supply date, notification, and any exemption or concessional rate.
- Using a stated invoice value without checking full input tax credit eligibility. The deemed-open-market-value rule described for distinct-person supplies depends on that eligibility.
- Using the general movement rule despite a special arrangement. Bill-to/ship-to, no-movement, installation and conveyance cases can require a different place-of-supply analysis.
- Treating marketplace involvement as the tax answer. Marketplace arrangements may affect operations and documentation, but the marketplace label alone does not establish the tax result.
Another avoidable mistake is doing the steps out of order. Applying a rate before confirming whether the supply is inter-State can lead to the wrong tax treatment; multiplying by an assumed value before checking the distinct-person valuation rules can produce a neat but unsupported number. Work from the transaction facts to the classification, place of supply, value and rate, then calculate.
Also avoid treating an internal bookkeeping entry as evidence that the statutory value is correct. For a transfer between distinct persons, use the valuation sequence and record the basis. Similarly, do not assume an invoice amount is deemed to be open market value unless the recipient is eligible for full input tax credit.

- Product description and HSN or other applicable classification.
- Relevant supply date and the rate notification effective then.
- State or Union territory of the supplying GST registration.
- Recipient or receiving registration, including whether it is another registration of the same legal person.
- Dispatch, delivery and movement facts, including any bill-to/ship-to or installation arrangement.
- Transaction value and the facts needed to determine taxable value, including relevant discount and freight treatment.
- For a stock transfer, the valuation method and whether the recipient is eligible for full input tax credit.
- Any exemption or concessional-rate conditions that may apply.
Use these facts to establish the supply and place of supply first, then the taxable value, then the rate, and only then multiply. Current legislation, rules and notifications should be checked before filing or issuing an invoice.
The missing facts are not minor details. The goods classification and supply date determine which rate notification to check; the supplying and receiving registrations help determine whether the parties are distinct persons; the movement and delivery arrangement inform place of supply; and the value and credit facts determine how to value a stock transfer. Discount and freight treatment can also affect the taxable-value analysis and must be assessed from the transaction documents rather than guessed.
If one of these inputs is unavailable, do not fill the gap with a default rate or a zero value. Record what is known, identify what remains uncertain, and verify the relevant rule before issuing a live invoice or reporting the transaction. For a straightforward calculation, the work is simply value multiplied by rate; the careful work is establishing that both inputs and the inter-State classification are correct.

Does every online sale to a customer in another State attract IGST?
Not simply because the order was placed online or the customer is in another State. For goods involving movement, determine the place of supply, generally where movement ends for delivery, and compare it with the location of the registration making the supply. If the locations are in different States or Union territories, the supply is generally inter-State and IGST applies, subject to relevant statutory rules and exceptions.
Is GST payable on a stock transfer between two State registrations of the same business?
A qualifying supply between distinct persons in the course or furtherance of business can be treated as a supply even without consideration. Establish that the sending and receiving locations are separate registrations of the same person, then determine place of supply, value and rate. Do not assume that the absence of payment makes the taxable value zero.
How do I calculate IGST on an interstate goods supply?
Once the supply is established as inter-State and the taxable value and applicable rate are verified, use: IGST = taxable value × applicable IGST rate. If the rate is written as a percentage, divide it by 100 before multiplying. The rate depends on the goods classification and notification effective on the supply date.
Can I use the invoice value for a stock transfer?
For supplies between distinct persons, the valuation rules begin with open market value, followed by goods of like kind and quality if open market value is unavailable, and further prescribed methods if needed. Where the recipient is eligible for full input tax credit, the value declared on the invoice is deemed to be open market value under the cited rule. Confirm that eligibility before relying on the invoice figure.
What information is needed to calculate an exact IGST amount?
You need the goods description and classification, relevant supply date, supplier and recipient or receiving registration locations, movement and delivery facts, taxable-value inputs, applicable rate, and any exemption or concession. For a stock transfer, also establish the distinct-person relationship, valuation method and whether the recipient is eligible for full input tax credit.
Does the marketplace determine whether a sale is inter-State?
The marketplace label or its location does not by itself establish the tax result. Identify the supplier and registration under the transaction documents, then apply the place-of-supply and movement rules. Marketplace involvement may affect operations and documentation, so check the transaction records as well.
The Bottom Line
To calculate GST on an interstate online sale or stock transfer, first identify the supplier registration and place of supply, then determine whether the supply is inter-State. Establish taxable value under the applicable rules, select the rate for the goods classification and supply date, and calculate IGST = taxable value × rate. A stock transfer between distinct State registrations may be taxable even without consideration, so confirm its valuation rather than assuming a zero value. No exact amount or universal rate can be given without the transaction details.
