There is no single New Zealand-to-India customs-duty rate. Your payable amount depends on the Indian tariff classification, customs assessable value, import date, applicable Indian notifications, shipment type and—after its entry into force—whether the goods qualify for the India–New Zealand free-trade agreement (FTA). The importer self-assesses the entry, while Indian Customs can verify the classification, value and calculation.

This guide gives the correct calculation sequence and shows which facts you must establish before quoting an amount. It does not replace a shipment-specific assessment for an item whose tariff line, value or origin evidence is unknown.

What determines the duty on a New Zealand import?

India does not assign one rate simply because goods were shipped from New Zealand. Customs applies the rate attached to the exact Indian tariff item on the relevant import date. The same commercial description can produce different results when its material, composition, technical function, degree of processing or intended use changes.

Four questions control most estimates:

  • What is the correct Indian tariff classification? This determines the basic customs rate and may trigger a concession, restriction, trade-remedy duty or product-specific cess.
  • What is the assessable value? Customs valuation can include prescribed additions to the supplier’s price, so the invoice total is not automatically the taxable base.
  • Which duties and taxes apply? Basic Customs Duty (BCD), Social Welfare Surcharge (SWS), IGST and any item-specific measure use different legal bases.
  • Does a preference apply on the import date? A New Zealand shipment is not automatically FTA-originating; the product must satisfy the applicable origin rule and documentation requirements.

Without a product description, tariff code, value, import date, transaction type and origin evidence, an exact percentage or rupee amount cannot be stated responsibly.

The calculation sequence

Work through the following order for each shipment. Keep the assumptions—currency conversion, freight, insurance, classification and date—in a written worksheet so a broker or Customs officer can reproduce the result.

  1. Classify the goods. Identify the Indian tariff item from the product’s materials, ingredients, construction, function and form. Confirm the full tariff line rather than stopping at a broad HS heading.
  2. Establish the assessable value. Start with the transaction value for a sale for export to India, then test the additions and conditions required by the Customs valuation rules.
  3. Check the rate and notifications in force on the import date. Look up BCD and every applicable exemption, surcharge, cess, trade-remedy measure or special valuation rule for that tariff item.
  4. Apply each component to its statutory base. Do not multiply the goods value by one combined percentage. SWS and IGST are calculated differently from BCD.
  5. Test FTA eligibility. For an import on or after the agreement’s effective date, check the product schedule, staging or quota condition, origin rule and prescribed evidence before reducing the duty.
  6. File and self-assess. The importer declares the classification, value, origin and duty in the import entry. Customs retains the power to verify or reassess them.

Step 1: Find the correct Indian tariff classification

Classification is the foundation of the estimate. Use the product’s objective characteristics, not only the seller’s marketing name. Gather a specification sheet, composition or ingredient list, photographs, technical drawings, catalogue description, model number, packaging and intended use. For food, chemicals, textiles, machinery and electronics, small differences in composition or function can move the goods to another tariff line.

Questions to document

  • What materials, ingredients or components make up the item, and in what proportions?
  • Is it finished, unfinished, assembled, unassembled, concentrated, diluted, frozen, fresh or otherwise processed?
  • What is its principal function and, for multi-use products, its predominant use?
  • Is it imported alone, as a set, spare part, accessory, kit or retail package?
  • Does a note in the Indian tariff chapter or heading exclude or redirect the product?

The tariff item controls more than BCD. It can determine import restrictions, licensing, an exemption notification, an anti-dumping or safeguard measure, a product-specific cess and the IGST treatment. If two classifications appear defensible, record the factual difference and obtain an advance or professional classification opinion rather than selecting the cheaper rate without support.

Step 2: Determine the customs assessable value

Section 14 of the Customs Act, 1962, as published by the Central Board of Indirect Taxes and Customs (CBIC), states that “the value of the imported goods and export goods shall be the transaction value of such goods.” That wording operates with the surrounding statutory conditions and valuation rules; it does not mean the invoice amount is always the final assessable value.

Start with the transaction

For a genuine sale for export to India, use the price actually paid or payable, converted into the prescribed currency at the applicable customs exchange rate. Then examine whether the valuation rules require additions such as specified transport, insurance, commissions, assists, royalties or other costs connected with bringing the goods to India. The precise treatment depends on the facts and the rule in force.

Situations that can change the method

  • Related parties: a relationship between buyer and seller can require evidence that the relationship did not influence the price.
  • No sale: gifts, samples, leases, stock transfers and other non-sale imports may not have a transaction value in the ordinary sense.
  • Questioned value: if Customs has reasonable doubt about the declared price, it can seek documents and move through the prescribed alternative valuation methods.
  • Incomplete cost information: missing freight, insurance or assist details can delay clearance or lead to a different valuation.

Retain the commercial invoice, purchase order, payment record, freight and insurance documents, packing list, contracts and any transfer-pricing or relationship explanation. A lower invoice price does not by itself establish a lower assessable value.

Step 3: Identify BCD and other tariff-line measures

Check the Indian tariff and current CBIC or Ministry of Finance notifications for the exact tariff item and the import date. Rates and exemptions can change, and a country of shipment does not establish the applicable rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Component What to establish Common mistake
Basic Customs Duty (BCD) The rate or exemption attached to the exact Indian tariff item, including any conditional notification. Using a rate for a similar product or an old rate from a calculator.
Trade-remedy or product-specific duty Whether an anti-dumping, countervailing, safeguard, health, agriculture or other measure applies. Assuming BCD is the only customs duty.
Social Welfare Surcharge (SWS) Whether it applies and the statutory aggregate of duties, taxes and cesses on which it is calculated, subject to exclusions. Adding 10% directly to the goods value.
IGST on import The applicable IGST rate and the customs value/base prescribed for imported goods when customs duties are levied. Applying IGST only to the invoice price or using a domestic-sale formula.
Other cess or charge Any measure specified for the product, notification or import regime. Assuming every shipment has the same list of components.

The tariff and notifications must be read together. A notification may impose conditions, require a certificate, limit a concession to a quantity or exclude a category that appears to share the same heading.

Step 4: Apply each component to its legal base

Use this conceptual worksheet:

  1. Assessable value (after the required valuation additions).
  2. BCD and other tariff-line customs duties calculated on their prescribed base.
  3. SWS, where applicable, generally calculated at 10% of a defined aggregate of customs duties, taxes and cesses, subject to statutory exclusions.
  4. IGST calculated under the Customs Tariff Act on the relevant customs value and included customs-duty elements specified for imported goods.
  5. Any product-specific cess or measure calculated on its own legal base.

This is a sequence for investigation, not a universal equation. An exemption, preferential rate, special valuation rule, quota, exclusion or item-specific notification can remove a component or change its base. Show every rate, base and source in separate worksheet rows instead of presenting one rounded percentage.

1 Assessable value in Indian rupees Invoice, valuation additions, exchange-rate record
2 Indian tariff item and description Specification, catalogue, classification analysis
3 BCD rate or exemption Tariff and notification effective on import date

5 SWS base, rate and amount Calculation showing included and excluded duties
6 IGST base, rate and amount Customs Tariff Act treatment for that item
7 Total payable at clearance Self-assessment and customs assessment record

Does the India–New Zealand FTA make imports duty-free?

Not automatically. New Zealand’s Ministry of Foreign Affairs and Trade states that both countries completed ratification on 21 September 2026 and scheduled entry into force for 20 October 2026. On the 13 October 2026 information cutoff, that date had not arrived. Re-check the effective status and Indian implementing materials if your entry is filed on or after 20 October.

After entry into force, a preference is available only when all relevant conditions are met:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the goods fall under a tariff line covered by India’s FTA schedule;
  • the concession is available for the import year and any staging period;
  • the goods satisfy the product-specific rules of origin;
  • any quota, product condition or exclusion is respected; and
  • the importer holds and submits the required origin evidence in the prescribed form or process.

Shipment from New Zealand is not proof of origin. Goods made elsewhere and merely re-exported through New Zealand generally cannot claim a New Zealand preference unless they meet the agreement’s origin rule.

What the published aggregate figures mean

MFAT’s 2026 key-outcomes summary says 57% of New Zealand’s current exports to India are to receive full tariff elimination on day one. It describes 82% as able to enter duty-free over time, with a further 13% receiving significant tariff cuts, for 95% receiving preferences over time. These are agreement-level shares of current exports, not the rate for an unspecified product.

The same summary describes different paths: some forestry exports, sheep meat, wool and coal receive immediate tariff-free access; fish and seafood and certain horticultural goods have phased or quota-based treatment; and wine, mānuka honey and dairy preparations have product-specific reductions, staging or conditions. Check the actual Indian tariff schedule and origin chapter for your item before reducing BCD.

Comparing pre-FTA and post-FTA scenarios

To compare two dates, hold the product, assessable value, currency assumptions and shipment type constant. Change only the legal regime that applies on the import date.

Scenario What changes What remains necessary
Import before 20 October 2026 The scheduled FTA preference is not yet available at the stated cutoff; use the tariff and notifications then in force. Classification, valuation, BCD, SWS, IGST and other measures still require separate checks.
Import on or after entry into force, eligible origin The FTA schedule may reduce or eliminate the applicable tariff component for the qualifying line. Correct tariff line, staging or quota condition, origin rule and evidence.
Import on or after entry into force, non-originating goods No New Zealand preference merely because the goods were shipped from New Zealand. Use the otherwise applicable tariff treatment and document origin facts.

An FTA concession may change BCD without eliminating IGST or every other charge. Recalculate the complete sequence after applying the preferential tariff; do not stop at the headline “duty-free” description.

Personal parcels, gifts and courier shipments

Personal and courier imports can be governed by notification-specific treatment that differs from ordinary commercial entries. CBIC’s 2025 courier notice illustrates two limited examples: a monetary personal-import case totals 42.08% of its assumed assessable value under the stated treatment, while a no-payment gift case totals 53.60% under its stated treatment.

Those figures are not a general New Zealand rate, a commercial-import rate or a universal gift rate. They apply only to the circumstances and notification treatment described by CBIC. Before using a courier calculation, establish whether the parcel is a personal import, gift, sample, return, dutiable purchase or another category, and verify the notification in force for the consignment.

Information to collect before asking “how much will I pay?”

  • Full product description, technical specifications and photographs.
  • Material, ingredient or component breakdown and intended use.
  • Quantity, unit price, currency, discounts and payment terms.
  • Freight, insurance, packing, assists, royalties and other additions relevant to valuation.
  • Invoice, purchase order, packing list, transport document and insurance record.
  • Importer type, transaction type and whether buyer and seller are related.
  • Planned Indian port or courier route and expected import-entry date.
  • Country where the goods were manufactured and any processing performed in New Zealand.
  • FTA origin statement or certificate and records supporting the product-specific origin rule, if claiming preference.

Supplying these facts allows a customs broker or compliance adviser to produce a shipment-specific estimate instead of a misleading flat percentage.

Common calculation failures and how to correct them

Using the shipping country as the tariff key

Failure: “It came from New Zealand, so the New Zealand rate applies.” Correction: classify the goods first, then test the tariff and any preference for the import date.

Applying one percentage to the invoice

Failure: multiplying the supplier’s price by a combined duty percentage. Correction: establish assessable value and calculate BCD, SWS, IGST and other measures on their separate legal bases.

Assuming an invoice is always the customs value

Failure: omitting freight, insurance or other prescribed additions, or overlooking a related-party or non-sale transaction. Correction: apply the valuation rules and retain supporting records.

Claiming the FTA because goods were dispatched from New Zealand

Failure: treating dispatch location as origin. Correction: verify manufacture, processing, product-specific origin criteria and required evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using an old rate or an agreement headline

Failure: relying on a calculator last updated before the import date or on the 57%, 82% or 95% aggregate FTA figures. Correction: check the tariff line and notifications effective on the actual entry date.

Ignoring customs verification

Failure: treating self-assessment as final approval. Correction: make the classification, value, origin and calculation auditable; Customs may examine documents and reassess.

When professional help is justified

Obtain a shipment-specific opinion when the classification is disputed, the seller is related to the importer, the transaction is not a straightforward sale, the value is material, an FTA origin rule is complex, a quota or trade remedy may apply, or the goods are regulated. A broker can also confirm the import-entry date, current notification, documentary format and courier or personal-import category. Give the adviser the complete factual record rather than only the product’s marketing name.

Frequently Asked Questions

Can I calculate the amount from the purchase invoice alone?

No. The invoice is only the starting point. Customs may require valuation additions, and the tariff line, import date, duty notifications and shipment category are also needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the FTA is in force, are all goods made in New Zealand zero-duty?

No. Preferences are product-specific and may be staged, quota-limited or conditional on a product-specific origin rule and supporting evidence.

Are the 42.08% and 53.60% figures suitable for a normal business shipment?

No. CBIC gives them for limited courier circumstances described in its 2025 notice. They are not general commercial-import rates.

The Bottom Line

Calculate New Zealand-to-India import charges from the exact Indian tariff item and assessable value, then apply BCD, SWS, IGST and any product-specific measures on their prescribed bases. For imports after the scheduled 20 October 2026 FTA start, claim a preference only after confirming the tariff schedule, origin rule and evidence. Without those shipment facts, a single duty percentage would be guesswork.
