For an employee covered by the Assam Services (Revision of Pay) Rules, 2017, calculate salary in this order: identify the correct service rules, fix the revised basic pay from the applicable Assam fitment table, calculate dearness allowance (DA) for the salary month, add only allowances for which the employee is eligible, and subtract the deductions shown in the payroll record. The rules were notified on 17 March 2017 and are deemed effective from 1 April 2016. The latest DA order identified here sets DA at 58% of basic pay from 1 July 2025, but a later Finance Department order may replace that rate.

There is no reliable single multiplier that produces every employee’s Assam salary. The exact result depends on the employee’s post, previous pay, fixation circumstances, authorized allowances and individual deductions.

1. Confirm which Assam pay rules apply

Start with coverage. The 2017 ROP rules apply to the services and posts brought within their scope; working for a government-linked institution does not, by itself, prove that the rules apply. Check the appointment, service and pay documents before doing any arithmetic.

Employees generally assessed under the 2017 ROP framework

An employee whose post and service are governed by the Assam Services (Revision of Pay) Rules, 2017 uses the rule’s pay structure, fitment schedules and fixation provisions. The rules are deemed effective from 1 April 2016, although they were notified on 17 March 2017. That effective date is relevant when a department determines the period to which a revised fixation applies.

Categories that may be outside the rules

The rules list exclusions unless the Government expressly extends them. The listed categories include:

  • All India Services.
  • Assam Judicial Service.
  • Services following University Grants Commission or All India Council for Technical Education pay structures.
  • Employees of public undertakings.
  • Contract employees where the contract does not provide otherwise.
  • Other categories specifically excluded by the rules or a later Government order.

An excluded employee may follow a separate central, institutional, contractual or departmental pay system. Do not apply the Assam ROP calculation merely because the employer is described informally as an Assam government organisation.

What to verify before calculating

  • The employee’s department, cadre and post.
  • The rule, order or contract that governs the post’s pay.
  • Whether the employee is in a substantive post or officiating in another post.
  • Whether a later order has extended or modified coverage.

If any of these points is unclear, ask the establishment section or drawing and disbursing officer (DDO) to identify the governing rule in writing. A mathematically correct calculation under the wrong rule is still the wrong salary.

2. Gather the fixation inputs

Before opening a fitment table, assemble the records that determine which row and case apply. At minimum, record:

  • The post and applicable pay structure.
  • The existing basic pay used for revision.
  • The date on which revision or fixation is to take effect.
  • Whether the employee held the substantive post or was officiating.
  • The fixation circumstance specified by the ROP rules for that employee’s record.
  • Any order that changes the employee’s pay, promotion status or date of fixation.

Use the basic-pay figure recognized by the service record, not gross salary and not the amount deposited in the bank. Basic pay is the starting point for the ROP fitment exercise; allowances and deductions are handled later.

3. Find revised basic pay in the official fitment schedule

The Assam ROP rules contain the authoritative fitment tables and the cases explaining how existing pay is placed in the revised structure. Select the table and rule that match the employee’s post and circumstances, then follow the table’s placement and rounding directions exactly.

Why a universal fitment factor is unsafe

A social-media multiplier, a calculator designed for another State, or a generic Central Government calculator cannot substitute for the Assam schedule. The rules distinguish fixation circumstances, so two employees with similar old basic pay can receive different revised basic pay when their posts or service records differ. The official table, not an unofficial factor, controls the result.

Substantive and officiating posts

The ROP rules provide separate fixation treatment for relevant service situations. Confirm whether the employee was drawing pay in the substantive post or officiating in another post on the revision date. An order or service-book entry may be needed to establish which case applies. Do not choose the more favourable row simply because it produces a higher figure.

A practical table-reading sequence

  1. Locate the employee’s pre-revision pay structure and post.
  2. Identify the applicable fixation rule or case illustration.
  3. Find the existing basic-pay entry or the range that contains it.
  4. Read across to the revised basic-pay amount in the prescribed schedule.
  5. Check the resulting level or scale against the fixation order prepared by the establishment section.
  6. Record the effective date and the authority for the entry in the service book or pay-fixation statement.

If the table appears to offer more than one possible placement, stop and obtain the department’s interpretation. The rules’ case illustrations are part of the decision, not optional examples that can be mixed and matched.

4. Calculate dearness allowance for the salary month

After revised basic pay is fixed, apply the DA percentage in force for the salary month. The latest order identified for this guide is Assam Finance (Establishment A) Department Executive Order No. FEG.2498/2017/418, dated 22 October 2025. It sets DA at 58% of basic pay from 1 July 2025 for employees drawing pay under the 2017 ROP rules.

Because DA is changed by Government orders, check the Finance Department’s latest order before calculating a current month or preparing an arrear statement. A 2025 rate should not automatically be carried into a later month.

Formula

DA = revised basic pay × (DA rate ÷ 100)

Using the 58% order, the calculation is revised basic pay × 0.58. Apply the order’s rounding rule after calculating the amount: a fraction of 50 paise or more is rounded up to the next rupee, while a fraction below 50 paise is ignored.

Illustration of the arithmetic

The following is an arithmetic illustration, not an official salary estimate. If an employee’s authorized revised basic pay is ₹30,000 and the applicable order is 58%, unrounded DA is ₹30,000 × 0.58 = ₹17,400. If the multiplication produced ₹17,400.50, the payable DA would be ₹17,401; if it produced ₹17,400.49, it would be ₹17,400 under the stated rounding rule.

Do not apply DA to gross pay, take-home pay or an allowance total. Use the basic-pay amount and the DA base defined by the applicable order and rules.

5. Add only allowances that actually apply

Gross salary is not obtained by adding a standard allowance package to every employee. Allowances depend on current Government orders, the employee’s eligibility, the place of posting, the post and other service conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to handle housing, medical, transport and other allowances

  • Identify the current order governing the particular allowance.
  • Check whether the employee’s post, location and status satisfy its eligibility conditions.
  • Use the amount or rate authorized for that category and period.
  • Check whether the allowance is payable on basic pay, a specified component or another defined base.
  • Record any ceiling, suspension, non-drawal condition or option in the pay statement.

The official material available for this guide does not establish one universal HRA, medical, transport or miscellaneous-allowance amount for every Assam employee. Therefore, a calculator that inserts one percentage for all departments can overstate gross salary. Use the employee’s sanction order, payroll master and current Finance Department instructions instead.

6. Distinguish gross salary from in-hand salary

Gross salary

For a defined month, gross salary is the total of the revised basic pay, DA and each allowance authorized for that employee and month:

Gross salary = basic pay + DA + applicable allowances

Include only components that are payable for that period. A one-time payment, a stopped allowance or an allowance payable from a different date must not be blended into a recurring monthly figure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Take-home salary

Take-home, or in-hand, salary is the gross amount less the deductions actually posted to the employee’s payroll account:

Take-home salary = gross salary − total authorized deductions

Deductions can include statutory amounts and employee-specific recoveries or other payroll entries. Their value depends on the individual record, so the public rules cited here cannot supply a single deduction figure. Read the current pay slip or the DDO’s salary-bill data for the month instead of subtracting a guessed percentage.

  1. Coverage: write the governing service rule and confirm that the employee is within the 2017 ROP scope.
  2. Old basic pay: copy the existing basic-pay entry and its effective date from the service record.
  3. Fixation case: identify the relevant substantive or officiating status and ROP rule.
  4. Revised basic pay: copy the amount selected from the official fitment schedule.
  5. DA rate: enter the Finance Department rate effective for the salary month.
  6. DA amount: multiply revised basic pay by that rate and apply the prescribed paise rounding.
  7. Allowances: list each authorized allowance separately with its order and effective date.
  8. Gross: add basic pay, DA and the listed allowances.
  9. Deductions: copy each deduction from the payroll record.
  10. Net pay: subtract the recorded deductions from gross salary.

Keeping the components separate makes it possible to correct one changed rate without rebuilding the entire calculation.

8. Dates, revisions and possible arrear periods

The 2017 rules are deemed effective from 1 April 2016, while the notification date was 17 March 2017. A pay-fixation statement should therefore show both the rule’s effective date and the date on which the employee’s own fixation is authorized. Do not infer an arrear amount solely from the deemed effective date: arrears require the department’s payment instructions, the employee’s actual drawal history and any intervening orders.

For a month-by-month statement, use the DA rate and allowance orders applicable to each month, not the rate currently visible on a later pay slip. Separate revised basic pay, DA, allowances and deductions for every period covered by the statement.

9. Common calculation mistakes and how to correct them

Using the old basic pay for DA after fixation

Symptom: DA is multiplied by the pre-revision amount. Correction: first complete the authorized ROP fixation, then use the DA base required by the applicable order.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Applying a Central Government or another State’s factor

Symptom: an online calculator produces a number without identifying an Assam ROP table. Correction: discard the generic factor and trace the amount to the Assam rule and fitment schedule.

Treating every government-linked worker as covered

Symptom: a contract, public-undertaking or separately structured employee is placed on the 2017 scale automatically. Correction: check exclusions and the employee’s appointment and service rules first.

Adding a standard allowance package

Symptom: HRA, medical or transport is inserted at a fixed percentage for all locations and posts. Correction: use the employee’s current eligibility and sanction order.

Calling gross pay “in-hand”

Symptom: basic pay plus DA is reported as the bank credit. Correction: add authorized allowances and subtract the deductions shown on the pay slip.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring paise rounding

Symptom: a spreadsheet leaves a decimal rupee in the DA line. Correction: apply the 50-paise threshold in the applicable DA order after multiplication.

10. Verify the result with the department or DDO

Personal salary fixation is an administrative record, not just a self-service calculation. Assam Finance identifies pay fixation and interpretation of ROP rules among its responsibilities. Its online salary-bill process gives DDOs facilities for salary-bill preparation and employee-data updates.

Submit the calculation sheet with the relevant appointment or promotion order, existing pay entry, fixation statement, allowance sanctions and pay slip. Ask the establishment section or DDO to confirm:

  • The employee’s coverage and pay structure.
  • The fitment table and fixation case used.
  • The revised basic-pay amount and effective date.
  • The DA rate used for each month.
  • Allowance eligibility and start or stop dates.
  • Deductions and the resulting net amount.

When the spreadsheet and the payroll bill disagree, the authorized service-book entry, fixation order and DDO records are the documents to reconcile first.

11. Pay Anomaly Committee references

The Finance Department’s description of the Pay Anomaly Committee says it was constituted to examine objections and that its report was submitted on 30 December 2017. That page-specific description does not establish a current revision of every employee’s pay. Do not treat the committee reference as a new fitment factor or as proof that an individual salary has changed without a later Government order affecting the employee’s post.

12. Quick reference formulas and checklist

Core formulas

  • DA = revised basic pay × applicable DA percentage ÷ 100
  • Gross salary = revised basic pay + DA + authorized allowances
  • Take-home salary = gross salary − actual payroll deductions

Before you accept a result

  • Coverage under the Assam 2017 ROP rules is documented.
  • The fitment table and fixation case match the post and service record.
  • The effective date is written beside the revised basic pay.
  • The DA order is valid for the salary month being calculated.
  • DA rounding follows the order’s paise rule.
  • Each allowance has an eligibility basis and effective date.
  • Deductions come from the employee’s payroll record.
  • The DDO or establishment section has confirmed any disputed entry.

With those checks complete, the calculation reflects the employee’s authorized Assam pay fixation rather than an unofficial multiplier or a generic salary estimate.
