Build urgent compliance notifications around a durable application record, not a provider’s “success” response. Record each channel attempt and its status, use callbacks or bounded polling to learn what happened, and send a fallback only after terminal nondelivery or an explicit business deadline. A provider receipt can establish a delivery step at that provider’s boundary; it does not prove that a person received or read the notice.
What counts as delivery?
Model notification progress as distinct states rather than one boolean. “Submitted” means your application handed the message to a provider; “accepted” means the provider accepted it at its documented boundary. “Delivered” has provider- and channel-specific meaning, and “read” requires evidence of a human interaction that many channels do not provide.
For example, Expo explains that a push ticket confirms its service received the payload, while a later receipt reports the outcome of delivery attempts to Apple or Google push services. Expo cautions: “Even if a receipt’s status says ok, this doesn’t guarantee that the device has received the message.” In that documentation, an ok receipt means the relevant push service received the notification, not that a device or person did. See Expo’s push-service documentation. Exact status meanings vary by provider and channel.
Keep one durable record for the notice
Your application should own the notice identity and transitions across channels. Create a stable notice ID and persist every send attempt, status update, and fallback decision against it. A provider message ID is useful evidence for querying that provider, but it should not replace the application’s notice ID.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
A notice record should capture the information needed to answer who was targeted, what was attempted, and why the system moved to another state:
- Stable notice ID, tenant or business context, and the applicable destination policy.
- Channel, provider, provider message ID, attempt number, and submission timestamp for each send.
- Normalized status, the provider’s original status or event reference, and the time it was observed.
- Retry and polling schedule, deadline, and the reason for each retry or state transition.
- Fallback channel, whether it followed terminal nondelivery or an unresolved status at deadline, and its own attempt history.
- Rendered content or a template version or hash when the audit requirement calls for preserving what was sent.
Store status changes as durable, idempotent updates. This lets a callback, polling worker, or recovery process repair the same record without creating a second logical notice. The BC Common Notify project is one example of a service documenting both asynchronous status queries and callbacks.

Use callbacks for timely updates and polling for reconciliation
When a provider offers delivery callbacks, they can report status sooner than periodic queries. They also require a reliable endpoint, duplicate-event handling, and a way to reconcile missed or delayed events. If callbacks are unavailable, disabled, or fail to update a record, polling can query a provider’s status API using the saved message ID. Polling adds API traffic and detection latency, so its interval and end time should reflect the business obligation and provider limits—not an assumed universal standard.
- Validate before sending. Check the recipient and destination policy, including any country allowlist or tenant-specific restrictions that apply.
- Submit the primary message. Save the provider’s message ID and submission evidence against the stable notice ID.
- Observe status. Process provider callbacks where available; use a status query for polling or reconciliation when the API supports it.
- Normalize outcomes. Use an adapter tied to the provider’s documented vocabulary to distinguish pending, delivered at the provider’s defined boundary, transient or retryable failure, and terminal failure.
- Schedule bounded work. Keep send retries separate from status checks. Apply backoff and jitter, respect rate limits and any
Retry-Aftervalue, and persist the next scheduled action. - Decide on fallback. Start the alternative channel only after a terminal nondelivery result or an explicit business deadline. Record which condition caused the transition.
For a status that remains transitional, a bounded reconciliation poll can repair a record after a missed callback. Deduplicate callback events and make status updates idempotent. The BC Common Notify API documentation describes querying and callbacks; Knock’s documentation describes polling when provider webhooks are unsupported or not enabled. Neither establishes a universally correct polling interval or fallback deadline.

Separate send retries from status checks
A transient error while sending may justify another send attempt. An absent or still-pending delivery status may justify another status check, not another message. A terminal failure should not be treated as transient unless the provider’s documented semantics say otherwise. Bound both loops to avoid duplicate notifications and message storms, and use an idempotency key derived from the notice and channel attempt so that a worker restart does not create another logical send.
Backoff with jitter helps prevent many workers from retrying simultaneously. Retry counts and timing are provider-specific examples, not portable defaults:

- Knock documents up to 8 send retries over 30 minutes and up to 10 delivery-status checks over 30 minutes for its service; the cited page does not state a year. These are Knock configurations, not recommended universal constants. See Knock’s retry documentation.
- Microsoft documents limits for Azure Monitor action groups: up to 100 emails per hour to each email address and one SMS or voice notification every five minutes per phone number. Those limits apply to that service, not messaging generally. See Microsoft’s Azure Monitor action-group documentation.
- SAP Alert Notification Service documents seven retries after an initial failure, while warning that retry intervals may change without notice. Verify the current service documentation before relying on those values. See SAP’s retry documentation.
Choose providers by operational fit and status visibility
There is no universally best architecture among direct SMS providers and cloud-native messaging services. The relevant trade-off is how much cross-channel behavior your application must own versus how well an option fits the team’s existing operations. A direct-provider design could pair an SMS API with a separate email service; a cloud-native design could use Amazon SNS alongside an email service. The matching implementation approaches include Twilio SMS, Vonage SMS, and Amazon SNS, but provider choice alone does not supply the application’s compliance record or fallback policy.

| Decision area | What to assess |
|---|---|
| Channel orchestration | How much adapter code, state-machine logic, and cross-channel coordination the application must maintain. |
| Operations and credentials | Fit with existing cloud operations, credential management, logging, and procurement. |
| Status evidence | Whether each channel supports callbacks and status queries, and what its statuses actually mean. |
| Control and portability | Ability to enforce destination policy, maintain audit history and idempotency, and migrate providers. |
| Provider constraints | Current destination coverage, rate limits, retry behavior, and costs, verified in current provider documentation and procurement materials. |
Keep the application’s destination rules and cross-channel audit history independent of any one provider. Before committing, confirm current coverage, status behavior, limits, and costs for the specific services and destinations involved; these details are not established as current or universal here.

Make the fallback decision auditable
A fallback is a policy transition, not a timer side effect. Define whether the business obligation permits fallback after a terminal failure, after a deadline with unresolved status, or under both conditions. Persist the deadline and the exact reason it ran. Keep fallback attempts bounded and idempotent, and retain enough information to distinguish an unresolved primary-channel outcome from a confirmed terminal failure.
This distinction matters when an original message may still arrive after the fallback. Sending the alternate channel because a worker slept for a fixed interval can create duplicate notices; waiting indefinitely on a pending status can miss the business obligation. The deadline and transition rule must therefore be explicit in the application’s policy, while respecting each provider’s documented status semantics and limits.
