Build the agent as a constrained planner, not an autonomous signer. Let the model propose a structured action; validate that proposal in ordinary application code; convert only approved actions into a Sui programmable transaction block (PTB); sign with a controlled key; submit through a supported Sui endpoint; and verify the resulting effects before reporting success.

Start on a local network or other non-production environment. Keep development and production authorities separate, and use multisig or hardware-security-module custody for privileged production keys. For Foundation Mainnet, check the current transport before coding: Sui SDK guidance reports that JSON-RPC was disabled during the week of July 27, 2026, with gRPC or GraphQL recommended instead.

What the agent should—and should not—control

An AI transaction agent has five separate responsibilities: interpret a request, propose an action, construct transaction data, obtain authorization, and submit and verify execution. Combining all five inside a language-model prompt is unsafe because a plausible-looking response is not proof that the requested operation is allowed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A safer design gives the model a narrow planning role. The model emits a typed intent such as “transfer 0.25 SUI to this address” or “call this approved Move entry function with these arguments.” Application code then decides whether that intent is legal and whether a human or policy service must approve it. Only after those checks does deterministic code create a PTB and pass it to a signer.

Define the policy boundary

Write the policy as executable rules, not just instructions in a system prompt. At minimum, specify:

  • Allowed action names and the Move package, module, and function targets they may use.
  • Permitted object types and whether shared, owned, or immutable objects are acceptable.
  • Recipient allowlists or address-format and ownership checks.
  • Per-transaction and rolling spending limits, including the gas budget policy.
  • Networks on which each action is valid.
  • Whether a user must approve the complete action, the resulting PTB, or both.
  • What happens when data is missing, stale, or outside policy: reject and ask for clarification rather than guessing.

The policy should also define who can change it. A model must never be able to edit its own allowlist, raise its limits, or select a different signing key.

Use a typed intent format

Have the model return a small JSON object that your validator can parse strictly. Reject unknown fields and ambiguous amounts. For example:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
{
  "action": "transfer_sui",
  "recipient": "0x...",
  "amountMist": "250000000",
  "reason": "approved invoice 1842"
}

Represent currency in the smallest unit (MIST for SUI) as a string or integer, never as a floating-point number. Keep the original user request, normalized intent, policy decision, transaction digest, signer identity, and execution effects in an audit record.

Choose an SDK, endpoint, and development network

The official TypeScript SDK is distributed as the ESM package @mysten/sui. Install it with:

npm install @mysten/sui

The SDK covers network queries, transaction construction, signing workflows, and interaction with a local Sui network. Its documentation is at https://sdk.mystenlabs.com/sui. Sui also documents SDKs for other languages, but the maintenance and feature parity of community SDKs vary; confirm that the language and transport you choose support every operation your agent needs. See https://docs.sui.io/references/sui-sdks.

Use a staged network plan

Stage Purpose Credentials and data Promotion gate
Local network Fast, repeatable tests of transaction construction, policy checks, and failure handling. Disposable keys and test objects only. All unit and integration tests pass; expected effects are asserted.
Non-production network Exercise wallet flows, endpoint behavior, package deployment, and realistic latency. Dedicated non-production keys and funds; never reuse a production key. Monitoring, approval flow, and recovery procedures are demonstrated.
Foundation Mainnet Real-value execution. Role-separated production keys with least privilege and protected custody. Explicit production approval, limits, alerts, and rollback-free incident procedures are in place.

The SDK documentation describes local-network interaction. The Sui CLI cheat sheet documents sui start for starting a local network and sui move test for Move project tests; see https://www.docs.sui.io/doc/sui-cli-cheatsheet.pdf.

Check transport support before Mainnet deployment

Do not copy an old JSON-RPC example into a new Mainnet service without checking its status. The Sui SDK reference reports that Foundation Mainnet JSON-RPC was disabled during the week of July 27, 2026 and directs developers toward gRPC or GraphQL. Confirm the endpoint’s current interface, authentication, rate limits, supported transaction methods, and query capabilities when you deploy. The migration notice is in https://docs.sui.io/references/sui-sdks.

Construct a programmable transaction block

Sui transactions are programmable transaction blocks. A PTB can combine Move calls, object transfers, and coin operations, and a value produced by one command can be consumed by a later command. That lets one approved intent perform a small, explicit sequence without handing the model arbitrary byte construction. The PTB overview is at https://www.docs.sui.io/develop/transactions/ptbs/.

Keep PTB construction deterministic: the same validated intent and current state should produce the same command sequence. Build it in application code from an allowlisted action, rather than asking the model to return serialized transaction bytes.

Example: a narrowly scoped transfer builder

The following is an illustrative TypeScript shape. Exact client and signer method names depend on the SDK transport and version you select, so pin a tested @mysten/sui version and follow its current API reference.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
import { Transaction } from '@mysten/sui/transactions';

export function buildTransfer(intent: {
  recipient: string;
  amountMist: bigint;
}) {
  const tx = new Transaction();

  // Coin selection and gas handling are completed by the SDK/client workflow.
  const [coin] = tx.splitCoins(tx.gas, [tx.pure.u64(intent.amountMist)]);
  tx.transferObjects([coin], tx.pure.address(intent.recipient));

  return tx;
}

For a Move call, keep the target and argument types fixed in the action implementation. Do not concatenate a model-provided package or function name into a target:

export function buildApprovedCall(input: { objectId: string; value: bigint }) {
  const tx = new Transaction();
  tx.moveCall({
    target: `${process.env.APPROVED_PACKAGE_ID}::vault::deposit`,
    arguments: [
      tx.object(input.objectId),
      tx.pure.u64(input.value),
    ],
  });
  return tx;
}

Validate that objectId is an object the policy permits and that value is within limits before invoking this builder. In production, resolve package and object metadata from trusted state and pin the package version or upgrade policy.

Why PTB atomicity matters

PTBs execute atomically. If a command fails, the transaction’s effects are rolled back rather than leaving earlier commands partially applied. Atomicity protects a multi-step operation, but it does not make an unsafe action safe: a successful PTB can still transfer assets to the wrong approved address. The transaction-building guidance discusses this behavior at https://sdk.mystenlabs.com/sui/transactions/basics.

Before signing, render the planned commands for a user or policy service: target, object IDs, recipients, amounts, and expected asset changes. The rendering should come from the constructed PTB and validated intent, not from a second model explanation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Validate state and authorization before signing

Transaction construction is not authorization. Add a pre-signing validation phase that checks both the intent and the current chain state.

Intent checks

  • Parse addresses with the SDK’s address utilities and reject malformed or unexpected network formats.
  • Parse amounts as integers and enforce minimum, maximum, and cumulative limits.
  • Match the action to an allowlisted Move target or transfer type.
  • Reject extra fields, unsupported commands, and requests that require a capability the agent does not possess.
  • Require explicit approval when the action crosses a value, recipient, or privilege threshold.

State checks

  • Confirm that referenced objects exist, have the expected type, and are usable by the signing address.
  • Refresh coin balances and gas availability immediately before building or signing.
  • Check application-specific invariants, such as a vault’s permitted asset type or a user’s remaining daily allowance.
  • Record the state version or response timestamp used for the decision so stale reads can be diagnosed.

These checks belong outside the model. If a check fails, return a structured reason such as recipient_not_allowed or insufficient_balance; do not silently substitute a different recipient, amount, or object.

Estimate gas, sign, and submit

Sui’s documented high-level flow is to build transaction data, estimate gas and select coins, sign, and submit the transaction together with its signature. The signing and sending guide is https://www.docs.sui.io/develop/transactions/transaction-auth/auth-overview.

  1. Build. Create the PTB from the validated intent and query the current state needed for object and coin inputs.
  2. Prepare gas. Let the SDK/client select suitable gas coins and estimate or set a gas budget according to your policy. Reserve a safety margin without allowing the model to raise the maximum.
  3. Present. Show the final commands, recipients, values, gas policy, network, and signer identity to the approval component.
  4. Sign. Pass the transaction bytes to a signer that is authorized for this role and network. The model receives neither the private key nor an unrestricted signing primitive.
  5. Submit. Send the transaction bytes and signature through the selected gRPC or GraphQL-capable interface, or another interface currently supported for the network.
  6. Record. Persist the returned digest and submission metadata. Treat the submission response as a request to execute, not as proof that the intended state change has completed.

A transport adapter keeps your business logic independent of the endpoint. Its interface can be as small as:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
type SuiTransport = {
  buildAndEstimate(tx: Transaction): Promise;
  execute(bytes: Uint8Array, signature: string): Promise<{ digest: string }>;
  getEffects(digest: string): Promise;
};

Implement that adapter against the current SDK client rather than embedding endpoint-specific calls throughout the agent.

Verify execution effects before reporting success

A successful submission call only means that the endpoint accepted the request. Your service should fetch the transaction result and verify the outcome expected by the approved intent. Sui’s transaction lifecycle documentation describes certified effects as proof of settlement finality and the transaction as irreversible: https://docs.sui.io/develop/transactions/transaction-lifecycle.

Checks for a transfer

  • Transaction status is successful, not a failure with an error code.
  • The recipient received the expected object or coin amount.
  • The sender’s balance and gas effects match the approved operation within the documented gas policy.
  • The digest, signer, network, and command summary match the audit record.

Checks for a Move call

  • The transaction status is successful.
  • Expected created, mutated, or deleted objects have the correct types and ownership.
  • Relevant events contain the expected identifiers and amounts.
  • No unapproved side effect appears in the effects returned by the endpoint.

Only after these checks should the agent tell the user that the action succeeded or trigger a dependent workflow. If the transaction fails, expose the chain error and stop; do not automatically construct a modified transaction unless a separately approved retry policy permits it.

Retries and duplicate requests

Persist the digest and an idempotency key for the user request before retrying a network operation. A timeout after submission is not evidence that the transaction was never accepted, so query by the recorded digest or request identifier before submitting again. Sui lifecycle documentation discusses idempotence in its pending-transaction context; do not generalize that statement into a guarantee that an arbitrary multi-step agent workflow is idempotent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test the complete agent, not only the Move package

sui move test verifies Move project tests, but it cannot prove that a language model produced a safe intent, that your validator rejected an unsafe one, or that your service correctly interpreted execution effects. Add tests at every boundary.

Unit-test the policy and parser

  • Valid intents normalize to one canonical representation.
  • Malformed addresses, unknown actions, floating-point amounts, and extra fields are rejected.
  • Amounts at the exact limit pass and amounts one unit above it fail.
  • Unapproved package, module, function, object type, recipient, and network combinations fail closed.
  • Missing user approval blocks signing.

Unit-test deterministic PTB builders

  • Each allowed action produces the expected command order and argument types.
  • Coin splitting, transfers, and Move calls use only policy-approved inputs.
  • Changing an intent field changes only the corresponding approved command or causes rejection.
  • No model-provided serialized bytes are accepted as a shortcut around construction.

Run local integration tests

  1. Start a disposable local network with sui start.
  2. Deploy the Move package and create test objects.
  3. Fund a test account and configure a signer that cannot access production keys.
  4. Run the agent against scripted requests, including successful, unauthorized, and malformed cases.
  5. Fetch effects and assert balances, object ownership, events, and failure status.
  6. Reset the local network between scenarios so tests do not depend on hidden state.

Exercise a non-production endpoint

Use a dedicated non-production key and endpoint to test authentication, rate limits, transport errors, delayed queries, and package upgrades. Capture realistic responses and verify that a temporary endpoint failure does not cause duplicate submission or a false success message.

Test model behavior adversarially

Include prompts that attempt to override policy, hide a recipient in natural language, request an unbounded amount, inject extra JSON fields, or persuade the agent to reveal signing material. The expected result for each is a rejected intent and an audit entry, not a best-effort transaction.

Compare the choices that affect a production design

Protect signing authority

The strongest boundary in this system is between the agent and the signer. The model should produce an intent; a policy service should approve it; and a signer should accept only a transaction that has passed those checks.

Separate keys by role and network

  • Use different keys for local development, non-production integration, operational production actions, and administrative actions.
  • Do not reuse a Mainnet key on a test network or across unrelated services.
  • Give each service only the object capabilities and spending authority it needs.
  • Keep key identifiers in configuration and audit logs, but never log private key material or raw seed phrases.

Use stronger custody for privileged operations

Sui signing guidance recommends separating production keys by role and network and placing privileged keys under multisig or hardware-security-module custody rather than a hot keystore. Apply that recommendation to upgrades, treasury transfers, capability-bearing objects, and policy changes. A lower-value operational signer can have strict limits, while high-impact actions require independent approvals.

Design approval records

An approval should bind to the exact normalized intent, network, signer role, expiration time, and transaction summary. If any of those values changes, require a new approval. This prevents an approved natural-language request from being reused for a different recipient or amount.

Operate and observe the agent

Log structured events for intent receipt, validation decision, PTB construction, approval, signing, submission, effects retrieval, and final outcome. Include correlation ID, transaction digest when available, network, endpoint interface, signer role, and policy version. Redact prompts, addresses, and amounts where your privacy requirements demand it, but retain enough information to investigate an incident.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Alert on risk signals

  • Repeated policy denials or attempts to invoke unknown Move targets.
  • Spending close to a limit or unusual recipient changes.
  • Submission timeouts followed by repeated retries.
  • Successful transactions whose effects do not match the approved summary.
  • Unexpected signer, network, package version, or endpoint changes.

Use circuit breakers that stop new signing when effect verification fails, a key is suspected of compromise, or the endpoint returns inconsistent state. Because settled Sui transactions are irreversible, incident response should focus on stopping subsequent authority use and preserving evidence, not on attempting an on-chain rollback.

Troubleshoot common failures

“The transaction was rejected before signing”

Inspect the structured policy reason. Typical causes are an unapproved target, malformed address, amount over a limit, wrong network, stale object metadata, or missing user approval. Fix the input or policy intentionally; never bypass the validator to make the request succeed.

“Signing succeeds but submission fails”

Check that the bytes were built for the same network and endpoint expected by the signer, that gas coins remain available, and that the transport supports the current transaction method. If the request may have reached the endpoint, query using the recorded digest before retrying.

“Submission returned a digest but the agent reports failure”

Fetch transaction effects and inspect the execution status. A digest is not a success verdict. If execution failed, surface the chain error and preserve the failed digest for diagnostics. If effects are unavailable temporarily, mark the operation as pending rather than submitting a replacement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A Mainnet JSON-RPC example no longer works”

Review the current Sui SDK and SDK-reference guidance. Foundation Mainnet JSON-RPC was reported disabled during the week of July 27, 2026; migrate the integration to a supported gRPC or GraphQL interface and retest both submission and effects queries.

“Tests pass locally but production behavior differs”

Compare package versions, object state, endpoint transport, gas selection, signer permissions, and policy configuration. Add a non-production integration stage that exercises the same approval, signing, submission, and effects-verification path used in production, with only the keys and network changed.

Production readiness checklist

  • The model emits a strict, typed intent and cannot submit serialized transaction bytes.
  • Allowed actions, targets, objects, recipients, amounts, and networks are enforced in code.
  • PTBs are deterministic, reviewed, and rendered before signing.
  • Gas estimation and coin selection occur through a pinned, tested SDK workflow.
  • Signing keys are separated by role and network; privileged keys use multisig or hardware-security-module custody.
  • Local tests cover policy, PTB construction, failure paths, and effects; non-production tests cover endpoint behavior.
  • The deployment uses a currently supported Sui transport, with a documented migration plan for API changes.
  • Every submission is followed by status and effects verification before success is reported.
  • Digest-based retry, circuit-breaking, alerting, and incident procedures are implemented.
  • Audit records bind the user request, normalized intent, policy version, approval, signer, digest, and final effects.

The Bottom Line

A dependable Sui transaction agent is a policy-controlled pipeline: the model proposes, application code validates and builds a PTB, a protected signer authorizes, a supported endpoint submits, and effects verification confirms the result. Prove that pipeline locally and on a non-production network before granting it access to real-value keys.
